Back on Track: The Downtown Rail Extension - RETC2021

Abstract
The Downtown Rail Extension (DTX) is principal element of the planned second phase of the Transbay Joint Powers Authority’s (TJPA) Transbay Program. When complete, this regionally critical project will connect Caltrain’s regional rail system and the California High-Speed Rail Authority’s statewide system to the Salesforce Transit Center in downtown San Francisco via a 1.3-mile tunnel. Studied since the 1970s, the DTX has now received environmental clearance, and key stakeholders are aligned on the project’s configuration and its expedited delivery. This paper describes efforts to optimize the DTX configuration and develop an informed project delivery strategy that incorporates construction industry feedback on project phasing, contract packaging, and procurement methods that accomplish the project’s budget goals.
