Abstract

This paper explores the philosophical risks of role misalignment in tailings storage facilities governance. Central to this discussion are the roles of the Engineer of Record, Responsible Tailings Facility Engineer, and Accountable Executive as required by the international standards like the Global Industry Standard on Tailings Management. The paper examines how these roles interconnect. It critiques current governance practices and calls for a shift toward genuine engagement.
