Abstract

Granite Construction Company operates a rock quarry in the rugged Santa Cruz Mountains of central California indicated in Figure 1. Open pit methods are used to mine decomposed granite which is processed to produce sand, gravel, decorative rock and asphalt. The quarry is located near the village of Felton about five miles inland from the coast of the Pacific Ocean, and is near the campus of the University of California at Santa Cruz and several California State Parks. The area is heavily forested and is considered by residents to be environmentally sensitive. Because of the scenic beauty of the area and proximity to the San Francisco Bay area, a project such as a quarry receives the attention of regional residents and environmental organizations.
