Abstract

The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. Both are flexible, ongoing, adaptive, changing; both advance by a blending of experience and research.
