Abstract

The report provides a general description of DOM technology, sources for DOM technology, and identifies approaches and requirements for acquisition by the Enterprise of DOM technology by conventional means. The approaches identified assume the Enterprise enters into a contractual/ joint venture arrangement with an uncommitted and competent systems management firm at various stages of the DOM system acquisition process. The approaches provide for training through work/study as well as through direct participation in acquisition programs. The potential success of the alternatives are evaluated in terms of the likelihood of the acquisition of an ongoing Enterprise economic DOM operational capability. The study concludes that sources exist and that the Enterprise should under-take the development of its own technical capability through conceptual design prior to selecting its source for systems management expertise.
