Abstract

Twenty years ago, when tunnel projects in the UK were generally procured by the public sector, many were completed late and over budget. Now a significant proportion of new infrastructure is developed by the private sector. Seeking more certainty in cost and programme, promoters have tried new and radically different methods of procurement and contract forms. The paper will review these developments, then examine the approach adopted for some of the largest current UK tunnelling projects (both in the public and private sectors) including the Channel Tunnel Rail Link, the Heathrow Terminal 5 Development and new highway tunnels.
