Abstract

Legislation, if it is to be effective, must be enforceable by the state and acceptable to the industry. In the mining industry the relationship between the government inspector on the one hand and the mine management and employees on the other, must be one of full co-operation before the system can be effective. To understand our present system, which is-duplicated in most countries of the world, an examination of the history from which it evolved is necessary.
