Abstract

The Courthouse Commons Tunnel facilitates the secure transfer of inmates between the County Jail and State Courthouse across a city block in downtown San Diego, California. This shallow tunnel was excavated using the Sequential Excavation Method in soft ground. It passes under 8- and 10-story buildings with a foundation cover of 6 feet, and crosses the active San Diego Fault with a design offset displacement of 18 inches. In this paper, key design challenges of tunnel construction are presented: limiting building settlements without using underpinning of building foundations and incorporating an oversized seismic section with seismic joints and crushable backfill
