Abstract

After European Council’s Directive 93/15/EEC of 5 April 1993 on the harmonization of the provisions relating to the placing on the market and supervision of explosives for civil uses, the so called ”Intra-Community Transfer of Civil Explosives” has been possible between users in the member States of the European Union. In line with this new approach, the placing on the market and the supervision of explosives for civilian use are subject to essential safety requirements. The explosives market in Italy is regulated by the ”day consumption of explosives” that imposes the user to have on site just the strict quantities of explosives and accessories that are necessary for the daily drill and blast activities. Any eventually advanced explosives’ quantities should be destroyed, either returned to the provider’s magazine until the 24:00 hours of the same day.
