The opening session of the Institute was held at the rooms of the American Society of Civil Engineers, No. 4 East 23d Street, VicePresident R. W. Raymond in the chair. The Institute assembled in the rooms of the Geographical Society, Cooper Union, at 8 o'clock P.M., February Nth, 1874. President Barnard, of Columbia College, delivered an address of Welcome, to which President Raymond responded.
