S. professor of metallurgy at the Royal School of Mines, was presented with his Honorary Membership certificate in the A.I.M.E. on Oct. 18, at a luncheon in his honor in the Abraham Lincoln room of the Savoy Hotel in London. On Dec. 8, 1916, at a meeting held at the Massachusetts Institute of Technology, the John Fritz Medal was presented to Professor Elihu, Thomson, "for his achievements in electrical invention, in electrical engineering, in industrial development and,in scientific research." Professor Albert Sauveur presided. John J. Carty, chairman of the Presentation Committee of the Board of Award, made a short address-on the history and significance of the medal. He was followed by E. W. Rice, Jr., president of the General Electric Co., who spoke at length of the achievements of Dr. Thomson, whom he called "one of the world's most prolific and industrious inventors and scientists." Among other things, he said: "In the, field of electrical inventions alone, Professor Thomson has been awarded something over 550 United States patents, and in other fields; notably mechanical work, about 150 patent.,. he has made contributions to the world's scientific, and technical literature, in several hundred articles describing not only his own dis-coveries and inventions but making remarkably interesting contributions to scientific speculation and thought. "A skilled workman, he is always able himself to do the work which he asks others to perform. "His inventions are the result of such profound and accurate knowledge,. and developed with such skill, that they almost invariably work on the first, trial in accordance with expectation." Dr. Richard C. Maclaurin, President of the Massachusetts Institute of Technology, spoke of the personality of the man as well as of his accomplishments, as follows: "He has not only clone great things himself, but has shown ,in intense desire to help all who are struggling earnestly with scientific problems. He has proved an inspiration to an ever-widening circle of engineers and others who have entrusted him with their secrets and sought his help in overcoming their difficulties. The John Fritz Medal is awarded from time to time for notable scientific or industrial achievement by a board composed of representatives from the four engineering Societies. The members of the Board of Award for 1917 are: A. S. C. E. A. S. M. E. George F. Swain Ambrose Swasey, Charles Warren hunt, John, A. Brashear, Charles D. Marx, Frederick R. Hutton, Clemens Herschel. John R. Freeman. A. I. M. E. A. I. E. E. Gybbon Spilsbury, C. 0. Mailloux, Charles F. Rand , Paul M. Lincoln, Christopher R. Corning, John J. Carty, Benjamin B. Thayer. Harold W. Buck. The John Fritz Medal was awarded in January, 1917, to Dr. Henry Marion Howe, for his "investigations in metallurgy, especially in the metallography of Iron and Steel." The presentation ceremonies were held in the Auditorium of the United Engineering Societies' Building, New York, on Thursday evening, May 10. Mr. Ambrose Swasey, Chairman of the John Fritz Medal Board of Award, presided, and addresses were delivered by Dr. Rossiter W. Raymond, Secretary Emeritus of the American Institute of Mining Engineers, and Dr. Ira N. Hollis, President of the American Society of Mechanical Engineers. Professor Albert Sauveur, Chairman of the Board at the time the award was made, presented the medal, and the ceremonies concluded with the response of Dr. Howe.

On April 17, the John Fritz Medal, the award of which the presiding officer, Col. John J. Carty, characterized as "the highest honor which can be conferred on an engineer in America," was presented to. J. Waldo Smith "for his most distinguished services in civil engineering, and particularly in connection with the work on the great aqueduct, which has just been completed." Col. Carty spoke very briefly of the origin of the Medal and the method of awarding it, mentioning the names of the twelve men to whom it has been awarded in former years, and then introduced Mr. Nelson P. Lewis, Vice-president of the American Society of Civil Engineers, and for many years Chief Engineer of the Board of Estimate of the City of New York, who is an old colleague and fellow-engineer of Mr. Smith. Mr. Lewis said, in part: Mr. Smith is so well known that an extended review of his professional activities will be unnecessary, but a brief outline of the development of a conspicuously successful hydraulic engineer may not be out of place. It would be difficult to find a better instance of the success which is quite sure to result from persistent devotion to all phases of a particular line of engineering work. It began in his boyhood, when, as a lad of 15, he eagerly availed himself of such opportunities as were afforded to help in the construction of a waterworks system for his home town in New England. It was a very modest plant, consisting of a small reservoir and pumping station, and about 4 miles of pipe. Probably it was the most important improvement the town

In recent years society has become increasingly concerned with maintaining and improving the quality of environment. Thus, public interest and concern with pollution problems is now high. This is reflected in recent federal and state efforts to formulate new legislation to prevent pollution and strengthen existing pollution laws. In reviewing literature pertaining to pollution problems, it is possible to distinguish many common elements. The most outstanding of these is the failure of the market to guarantee that private firms responding to price signals generated in the marketplace will make decisions leading to optimal resource use. Cases of market failure in allocating natural resources according to the wants of society frequently are due to the presence of technical externalities, or side-use effects.59 These roughly and generally can be defined as interdependencies among production and consumption units, the impacts of which are exerted other than through the market. They are, in other words, extra-market relationships. The economic unit generating external effects does not take them into account in decision-making. Thus, the tendency is for the unit to produce either more than society desires or not enough. In such cases society often has intervened in the decision-making process. This intervention frequently has taken the form of legislation to regulate production and consumption activities. Thus, a body of institutions, which acts as a constraint in decision-making processes, has materialized. These institutions are often far more influential in their effect upon resource use than are the forces of supply and demand acting in the marketplace. The problem of environmental pollution is essentially the problem of handling residuals which are the byproduct of all production and consumption activities which take place in the economy.2 These residuals are emitted into the air and water and disposed of on the land. They are interrelated, in that efforts to control emissions into the air or water can result in the production of solid wastes, which then present disposal problems. It is convenient to separate residuals by the type of pollution they cause-air, water, and land while remembering that these problems are related and that solutions may require coordinated effort.1 Residuals may be produced in both production processes and consumption. Residuals produced in production by the mineral industry, or firms utilizing its products, range from emission of sulfur dioxide by steam generating plants to radioactive mill tailings produced in the course of mining uranium.. Residuals associated with consumption are generated mainly through transportation of members of the household, space heating, and in the disposal of solid wastes, including refuse and junk autos. Residuals associated with both production and consumption receive attention in ensuing sections of this chapter.

AN historical society of particular interest to mining engineers all over the world was born in Cornwall in 1935. A hundred-year-old winding engine then finished its long labors at the Levant mine on the cliffs near Lands End, England. The engine was to be dismantled and scrapped. A few men living near-by, appreciating that this event was one of the final acts in closing a long century of extraordinary mining and engineering evolution. armed a committee to prevent the destruction of the old mine hoist and succeeded in purchasing the engine. They restored the engine house and in time arranged with the Manor of Trewellard, owners of the land, for a 99-year ground lease on a peppercorn rental.

WHEN "Chief" Buehler in mid-September set out on his official 10,000 mile swing-around-the-circle visiting Local Sections he decided not to tell his audiences how to organize and operate a state geological survey. As the director for 28 years, of the Missouri Bureau of Geology and Mines (which, he concedes, is the best in existence) lie could have done this to good advantage; but he preferred to discuss affairs of the Institute. In 25 speeches made to member and student groups, he dwelt on sonic or all of the following phases of activities. He stressed the vital importance of the Local Sections in providing the opportunity for members to associate under pleasant auspices with others in their profession. The benefits of Institute membership he classified as tangible and intangible. Of the two lie felt that the latter were more important. A man's progress in his profession depends in large measure upon a broad acquaintance and friendship with others. The Institute is incomparably the best medium for meeting fellow engineers. The primary, function of the new enlarged Membership Committee is to obtain a comprehensive list of engineers eligible to be members, always hearing in mind that the standards of membership must not be lowered in any degree. These men are to be invited by individual letter to apply for membership. Whether they become members or not is of less importance; but it is vital that no qualified man should be outside the fold for the reason that membership had never been suggested to him. Dr. Buehler emphasized repeatedly his feeling that the younger man that had never had Institute membership brought specifically to his attention had been cheated:

AT FOUR O'CLOCK members gathered in the auditorium for the annual business meeting of the Institute which, according to its charter, must be held on the third Tuesday of February each year. President Turner presided and after the usual formal action on minutes announced that he would create a precedent by transferring the President's annual address (which by tradition has always been delivered at the banquet on Wednesday evening) to the business meeting, and, furthermore, would only present a brief abstract of it. Since it appears in full on pages 127-131 of this issue it can be followed with the careful attention its thoughtful analysis of current conditions deserves.

The first prize of the President's Prizes has been awarded to J. J. Beeson for his paper entitled "Disseminated Copper Ores of Bingham, Canyon." When this paper-was written, Mr. Beeson was a student at Stanford University, and was president of the Stanford Geological and Mining Society. The President's prizes were established in 1915, funds being provided, at that time for three prizes of $50, $30 and $20 respectively, for the best essays, or other papers submitted in competition by Junior Members and Members of Affiliated, Student Societies. The original intention was to award all three during the year 1915, but the committee has deemed it advisable to extend the time for the second and third prizes, and the Secretary of the Institute will be glad to hear from any member who wishes to compete for one of these prizes. A competitor for the President's Prizes must be, at the time of submitting his essay, either a Junior Member or a Member of an Affiliated Student Society of this Institute. The essays must be upon some subject related to Mining, Economic Geology, or Metallurgy. I AM-glad to have the opportunity at this time to say that I consider it a very great honor to be elected President of the American Institute of Mining and Metallurgical Engineers. It fulfills the proudest hopes of my ambition. There is, ,however, one drawback to my personal gratification-a feeling of unworthiness to have my name placed on the list with former Presidents of the Institute, with the brilliant Raymond who guided our society for so many years, with the versatile and lovable James Douglas, my first employer and my friend, a most generous benefactor of our Institute, with the skilful Holley, who gave to the manufacture of steel in this country, its first great impulse, to mention only three of the accomplished men who have preceded me. I assume that the honor of my being elected President of the Institute is not merely a personal one but that it should be considered a tribute to the wonderful progress in the art of mining, both underground and in open pits, and in the beneficiation of native copper and iron ores, which have been shown in the Lake Superior District and also a recognition of our members there and elsewhere who are living at the mines and directing the operations, upon the success of which the whole mineral industry depends.

FRED J. MILLER was born in Ohio, in 1857. He had a common and high school education, supplemented by personal study and special instruction. After serving a 4-year apprenticeship and working in various capacities in machine shops, he became a contributor to mechanical journals and finally a member of the editorial staff of The American Machinist, where he remained for twenty years, the last ten years as editor-in-chief of the magazine, and vice-president of the publishing company. On retiring from journalism, he was for nine years general manager of a group of typewriter factories, and was then commissioned Major of Ordnance in the U. S. Army, being stationed during most of his service at Rock Island Arsenal, where he organized the Civilian Service Division of the Arsenal. He is now a member of the Technical Advisory Committee of the War Claims Board at Washington. Major Miller became a member of the American Society of Mechanical Engineers in 1890, and has always taken an active interest in its affairs, having served on a number of important committees, and as a member of Council from 1904 to 1907, inclusive. He was elected President in December, 1919.

Pit slopes at Cananea commonly vary from 50-55°, and some have been standing for over 25 years. Their maximum vertical extent is 700 ft. Investigation of these slopes and the rocks of which they are composed has led to the decision to experiment with final pit slope angles of up to 70". Precision blasting to obtain a smooth final pit wall with minimum raveling is an integral part of this field experiment. Presplitting, one of the precision blasting techniques, requires the drilling of a single row of holes along the limit of a pre- designed excavation. The hole spacings and charge concentrations must be experimentally determined in the field, using published data as a base (Table 1). The holes are fired prior to the main round and carry no burden and therefore produce no broken rock. Thus, it is an operational cost with no direct return on investment.

PRESSING of powdered metal parts is best done in the direction of the shortest extension of the piece, to avoid too great a loss of pressing force through internal [ ] friction. As long as curved surfaces, recesses, or offsets occur only parallel to this shortest axis of pressure, no special difficulties arise: the cross sections, perpendicular to the pressure, do not vary, nor does the shape of the parts change during compression except for a gradually reduced thickness (Fig. IA). The problem becomes more difficult, however, when the curved surfaces or recesses are perpendicular to the shortest axis of the part (Fig. IB). Two processes for molding uniformly dense parts with complicated shapes from powdered metals are described in detail in this paper. Both can be employed successfully by those trained in the art. The first refers to curved parts; the second is especially adapted to parts having one or more recesses or steps. Both methods, as set forth here, are applied under the condition that presents the more difficult problem. For clarity, before description of the two practical methods, the variable factors in molding powdered metal parts will be reviewed, then an idealized procedure will be considered briefly. VARIABLE FACTORS IN MOLDING POWDERED METAL PARTS Compression Ratio Compression ratio is defined as the proportion of the final relative density of the compact to the apparent density of the powder. For iron powder of an apparent density of 3.0, for example, a compression ratio of 2 1/2 : I would be required to produce a compressed compact of 7.5 density; whereas for another iron powder having an apparent density of only I.5, a compression ratio of 5:I would be required to produce the same density. The lower the powder's apparent density, the greater must be the compression ratio for pressing compacts of high density.

CONTROLLING -the pressure under which a well produces crude oil has advantages that are ap¬parently not entirely realized by many operators in the Mid-Continent district. The possibilities of utilizing well pressures are indicated by a series of ex-periments recently completed by the Bureau of Mines in which pressure control was successfully applied to 20 wells in, the Davenport field. The flowing period of all of .the wells was lengthened in some instances it was. more than doubled. The daily oil production from approximately one-half of the tested wells was in-creased. The amount of gas produced per barrel of oil was decreased, and this, in addition to a slower rate of decline in production, indicated that the ultimate re-covery had been increased. The successful application of pressure control to flow-ing oil wells must take into consideration the relation-ships existing between pressures in the different parts of the system which, though not equal, are nevertheless more or less interrelated. These relationships, which have such an important bearing on the results obtained by applying pressure control, are as follows: A change in rock pressure will affect the tubing pressure, casing pressure, and differential pressure, but it will not affect the trap pressure. A change in tubing pressure will affect the differential pressure and casing pressure; also, a change in casing pressure will affect the tubing pressure and differential pressure. Trap pressures are not affected by rock pressure, casing pressure, tubing pressure, or differential pressure, unless the traps are required to handle gas and oil beyond their capacity. Trap pressures will affect the differential pressure, tubing pressure, and casing pressure and any changes at the well-head, whether differential pressure, tubing pres-sure or casing pressure, will affect the pressures in the well. Any change in rock pressure results in a change in the tubing pressure, casing pressure, and differential pressure. When any sudden or unusual change in well-head pres-sures occurs (for example, an erratic tubing pressure), and when a sudden decrease in oil or gas takes place, it is al-ways advisable to note whether the trap pressure has changed. If the trap pressure has not changed, note whether the oil line from the trap to the flow-tank has become clogged, as would be evidenced by a rise in the oil level in, the trap. If the oil line is functioning properly, and if the trap pressure has not changed, the flow-line from the well to the trap should be inspected. If it is free from obstructions, then changes in the differential pressure, tubing pressure, and casing pressure must be due to changed well conditions.

THE lower cost of producing oil from naturally flowing wells compared with pro-duction costs accruing from artificial lifting methods has stimulated much research, with the joint purpose of extending the natural flowing life of wells and of increas-ing the productivity of small wells. The laboratory investigation described herein was made to determine the effect of a slotted liner on the pressure gradient in the vicinity of the wall of a flowing well. Flow restrictions caused by the liner induce energy losses between the oil-bearing for-mation and the inside of the liner, which may be reduced by improved liner design, and thereby the flow capacity of wells may be increased. These losses have been evalu-ated for rectangular slots of different sizes, and means are suggested for reducing them. The dearth of information concerning the nature of the flow of fluids from uncon-solidated sands through small openings in the walls of pipes-as represented by the flow of oil from an oil sand into a slotted liner-is acknowledged. Although the bene-fits to be realized by operators through the use of optimum liners is just beginning to be recognized generally, Coberly1 in 1937 pointed out that the functioning of screen casing is an important factor in the pro-duction of oil. From his study on the selection of size of oil strings for wells in California, Parks2 concluded, in part, that the perforated section of the oil string de-serves continued study, especially with respect to the selection of perforations. The growing use of gravel packing result-ing from certain research findings lends even more significance to the problem of selecting optimum liners, as the application of these methods usually requires slotted liners or other kinds of perforated liners. The present study was made to obtain further information for the guidance of engineers and operators in selecting slotted liners and to develop a laboratory method that may be used in analyzing possible pressure conditions surrounding most types of perforated casings used in producing oil wells, so that the present inadequate fund of knowledge on this important subject may be expanded.

THE pressure distribution in a producing oil or gas reservoir has been obtained mathematically in a limited number of special cases where the boundary of the reservoirs are simple geometric figures with the wells conveniently located within them. Using some of the previous work as a basis, it can be proved that a number of additional problems of pressure distribution can be solved by use of soap film. This method is particu-larly applicable to a reservoir drained by a number of wells, or to a reservoir of irregular shape, or to both. Since this method obtains the pressure distribution, it also establishes the drainage boundaries of the wells. This paper derives the analogy between the equation representing the pressure distribution in a reservoir and the equation of the deflected membrane. It also describes the apparatus and the method of operation. The experimental method is employed to solve a problem whose mathe-matical solution is known and the results compared. These are found to be in good agreement. The method is applicable to any homogeneous liquid, compressible or incompressible, or to a gas, flowing in a reservoir of uniform thickness, permeability and porosity. The flow state may be either the steady state or the transient state wherein the density or pressure of the fluid in the reservoir declines at a constant rate.

FOUR years ago several mining operators shook their heads and predicted that Goldfield Consolidated Mines Co. would never be able to mine the zinc-lead ores from the 550 to 650 level areas of the Deep Creek mine. Their prediction was not without apparent justification, for everywhere one gazed, water was spurting or dripping; every hole that was drilled produced more and more water under pressures of 220 to 250 psi, all from apparently unrelated channels. When the volume of water from one level alone reached 2200 gpm with a possible flow of 5000 to 6000 gpm if the area were fully tapped, development work was brought to a halt and the few holes into the water area were grouted off under contract. As zinc prices had completely deteriorated, the workings were allowed to flood. Upon reopening the mine, in late 1950, it was discovered that the relatively few sacks of cement used in the previous grouting operation had done a tremendous amount of good. Consequently it was decided to systematically drill test holes with a longhole machine and diamond drill and to seal all holes with a cement grout solution. After 30,000 ft of drilling, and the pumping of over 20,000 sacks of cement, 15,000 of which were placed in the supposedly impossible 650 level, the company was successful in literally forcing the water out of the ore zones and opening up large tonnages for subsequent extraction.

Cobalt recovery from arsenical concentrates by pressure leaching and reduction involves special methods and operating problems. Principal steps in the process are auto-oxidation acid leaching under pressure, filtration of the tailings, purification of the solution, hydrogen reduction of the ammoniacal solution, and electrical furnacing for sulfur removal and granulating the metal. Extracting cobalt metal from arsenical ores has presented a major metallurgical problem for many years. In acquiring the Blackbird mine near Salmon City, Idaho in 1943 Calera Mining Co. accepted the challenge to solve this problem.
