Who would believe that young elementary school children could understand something as complex as the mining industry? The Challenge The challenge of accomplishing this is tremendous. An examination of Canadian school children indicated that they knew very little about the world of work in general, and hardly anything about the mineral resource industry in particular. It calls to mind the story about two youngsters who decided to play house. The little girl played her role well as she went about the house doing things she had watched her mother do every day. When it was the little boy's turn, he grabbed his lunch, waved goodbye to his "wife," jumped on his bicycle and pedalled furiously down to the end of the driveway-where he stopped. The youngster explained that he saw his dad go out of the driveway each morning, but he didn't know where he went, or what he did on the job. When you stop to consider the number of families today with two working parents, you can begin to appreciate the importance of the opportunities for role identity provided by this project. The Approach The challenge of teaching the school children of Canada about the world of work and, specifically, the mining industry is the challenge which the Canadian Institute of Mining and Metallurgy met with the Curriculum Development Research project. It started when a small, dedicated group of Vancouver members met Dr. Doreen Binnington. After this meeting, Dr. Binnington, an expert in curriculum development at the University of British Columbia, set herself to develop a curriculum program for the elementary shcools which accomplishes two main goals: It uses the "Identity Approach," developed by Dr. Binnington, an expert in curriculum development at the enable students to understand and appreciate the contribution of people, in this case, working with mineral resources. It has pupils enthusiastically exploring the importance of rocks, minerals, and the mining industry in their lives [(Fig. 1)]. Talc, when it can be isolated as a pure mineral, has a composition of 63.36% Si02, 31.89% MgO, and 4.75% H20. However, as an industrial commodity, talc rarely approaches theoretical purity. Nevertheless, the impure talc products of commerce find a multitude of uses and few substitutes in many industrial applications. Minerals commonly associated with and sold together in talcose mixtures are tremolite, chlorite, dolomite, mica, and magnesite. Steatite was originally a mineralogical name applied to pure talc. In today's commerce steatite generally refers to the massive variety of talc suitable for electrical insulator manufacture. Block steatite ore can be machined into various shapes. Impure varieties of massive or block talc are still commonly referred to as soapstone. Soft massive talc, suitable for crayon manufacture, has been referred to as French chalk. It has been common practice to discuss talc, soapstone, and pyrophyllite under the same general heading. In the case of soapstone and talc, this is a natural thing since many different types of platy, soft minerals exhibiting a high degree of lubricity (commonly referred to as "slip") have been grouped together and called soapstone or talc. Further, there is a mineralogical relationship of pyrophyllite to montmorillonite and talc to hectorite. Thus, talc and pyrophyllite are sometimes referred to as clay minerals. When finely divided talc or pyrophyllite are combined with water in proportions to make a slurry, the end product does have the appearance of a clay-water mixture. Soapstone for utensils and ornaments was mined by prehistoric Indians on Santa Catalina Island, CA. In the mid-1800s, soapstone from deposits along the western foothills of the Sierra Nevada mountains was used by white settlers for building and ornamental stone and in the linings and foundations of furnaces (Anon. 1956). Previous to 1916, the annual recorded production in California did not exceed 2000 tons. In the period 1912 to 1918, output rose sharply when the Talc City, Western, and Silver Lake mines were put into operation. From 1916 to 1935, the state's annual output of talc was in the range of 9,000 to 20,000 tons. In the mid-1930s, the use of talc in wall tile grew rapidly. In California, the production of talc grew to 63,000 stpy in 1943. The post-war building boom helped California production to grow to 120,000 tons in 1951. In 1968, production was 165,000 tons, 1969 was 145,000 tons, 1970 was 185,000 tons, and 1972 was 155,000 tons. Talc mining in New York state dates to about 1878 when a Colonel Palmer and associates opened the first commercial talc mine on the Nelson Freeman farm near Talcville, New York. In 1893, this operation was sold to the International Pulp Co. which changed its name to the International Talc Co. in 1944. The company was acquired by R.T. Vanderbilt Co., Inc. in 1974. A new talc operation, the Gouverneur Talc Co. owned by the R.T. Vanderbilt Co., began operations near Balmat, NY, in 1948. The initial capacity of the processing plant was 200 stpd (Gillingham, 1950). Subsequent expansions have increased capacity to over 600 stpd. The Vermont talc industry began just after the start of the 20th century. Talc was discovered in the area of the present Johnson, VT, talc mine in 1902. The American Minerals Co. initiated plant operations at Johnson in 1904. The Magnesia Talc Co. opened a plant at Waterbury, VT, in 1913 (Burmeister, 1963; Trauffer, 1964) and acquired American Minerals Co. in 1923. The Waterbury mine has a long history as a producer of talc crayons. The Eastern Magnesia Talc Co. was formed in 1924 by a merger of the Eastern Talc, Co.

INDUSTRIAL talcs and ground soapstones both include earth materials of different chemical and mineral compositions. In general, the industrial talcs are composed of silicates that contain appreciable amounts of magnesia. Generally talc, the mineral, is a predominant or at least common constituent. Talc, the mineral, is a hydrous magnesium silicate, with a suggested theoretical formula H2Mg3 (SiO3)4 or H2O.3MgO.4SiO2, which postulates 63.5 pct SiO2, 31.7 pct MgO, and 4.8 pct H20.11 Actually different single grains or leaves of pure talc have variations in water content ranging from 3.5 pct to more than 7 pct, as well as slight differences in the proportions of MgO and Si02.16 Only a very small percentage of the ground industrial talcs produced in the United States approaches the composition given above (see Table 1). The purer talcs invariably occur as alteration products of magnesium carbonate rocks. Some of these relatively pure talcs include compact, massive types largely mined in California, which are designated as steatite.38,58 In general, steatites cannot contain in excess of 1.5 pct CaO, 1.5 pct combined FeO and Fe203, and 4 pct A1203. The less pure varieties of massive talc and mixtures of magnesian silicates are commonly called soapstones, or merely talc. Many industrial earth products classified as talc or as soapstone contain a variety of minerals, especially serpentine (H4Mg,Si2O9), chlorites (hydrous magnesium, iron, aluminum silicates), tremolite (Ca2Mg5H2[SiO3]8), anthophyllite ([MgCa]SiO3), diopside (CaMg[SiO3]2), and quartz (SiO2). The carbonates calcite (CaC03), dolomite (CaMg[CO3]2), and magnesite (MgCO3) are also present in some industrial talcs and soapstones. Some of these minerals, as well as sulphides, sulphates, and iron and manganese oxides, if present at all or in excess of minute amounts, may alter the composition of the industrial talc sufficiently to restrict materially its use or to lower or destroy its value. These factors are discussed in a subsequent section of this chapter.

IN 1903, T. M. and E. H. Alvord, of Marblemount, Wash., built a soapstone-grinding mill in the Skagit River Valley and are reported to have produced "ground talc" during 1904 and 1905, shipping to the paper mills in Wisconsin. Between 1916 and 1920, the Western Talc Co. built and operated a talc-grinding mill north of Mondovi, on the banks of the Spokane River, in eastern Washington, and sold powdered talc to the Inland Empire Paper Co. of Spokane. ? The most active develop-ment in recent years has been by two companies in the Skagit Valley-the Skagit Talc Company, Inc., which has been sawing soapstone block for the soda-recovery furnaces of the pulp and paper companies, and the Asbestos-Talc Products of Washington, Inc., at Burlington, which has been mining and dry-grinding a soft serpentine for the structural filler and insulation trade. Many prospects have been opened in the northern part of the state on both sides of the Cascade Mountains, and these activities undoubtedly are the forerunner of an industry that promises to attain considerable magnitude in the North Pacific States. At the present time, talc is imported from California for use as paper filler, and soapstone block from Virginia for use in the soda-recovery furnaces. A small market has been created locally for tailor and foundry:, pencils, stove grills, and block soapstone for art objects. The results of the present study, as yet incomplete, indicate that the use as a refractory and as a ceramic filler and flux can be expanded.

THE Taka oil field is in the northern part of Titus and Franklin Counties, in north- eastern Texas. The small town of Talco, from which the field derives its name, is on the P. & Mt. P. R. R., about 15 mi. north of Mt. Pleasant, the county seat of Titus County. The oil field extends east and west from the town of Talco, the approximate center. In May, 1924, R. L. Cannon, while doing surface geology for the Humble. Oil & Refining Co., mapped the surface trace of this fault structure as evidenced by Upper Midway faulted down against Lower Midway. In the interval of sixteen years between the original surface work and the recent productive well completion, approximately eight wells were drilled into the Woodbine sand without success. THE investigation of domestic tales was undertaken by the Bureau of Mines, Department of the Interior, in cooperation with the University of Alabama, at the request of the U. S. Army, on Dec. I, 1941: "Considerable concern has been expressed by the Supply Arms and Service over maintaining continued availability of supplies of the necessary raw materials. These ceramic products are used by the Signal Corps in all army radio equipment, and to a greater degree in the new ultra-high-frequency equipment. The Air Corps has become a user of large amounts of radio-grade ceramics for aircraft spark-plug covers required for high-altitude operations. In addition, the use of this material is essential to the proper functioning of the radio air-navigation aids of the Civil Aeronautics Board." HISTORY The use of steatite and talc in ceramic bodies goes back a great many years. If pure, tales shrink little under heat-treatment and are very resistant to heat shock. The massive form, commonly called "steatite" by the trade, cuts and works easily, and this was naturally the first method used in obtaining articles of talc. When gas was in general use for illuminating purposes, a large business was carried on in the manufacture of tips for gas burners.1 With the development of uses for electricity, low-tension insulators were made in a similar manner; and, in fact, the forming of shapes from massive talc continues. However, as the business increased, cuttings and waste became more and more of a problem. In the twenties, one of the larger producing firms had a cooperative agreement with the Bureau of Mines at its Columbus station to work out a body using the finely powdered material. Somewhat earlier, manufacturers of spark plugs used the finely ground talc as part of the body and to some extent in wall-tile bodies. Somewhat later it came into use for kiln furniture and similar products and still more recently it has been used in some dinnerwares. With the development of the radio and the high-frequency fields generated, it was found that a dense steatite porcelain was far better than even high-tension electrical porcelain, which is a clay-flint-feldspathic type of body. Until the war increased the demand, the several pioneer steatite-porcelain manufacturers were able to furnish adequate supplies. When war began in Europe and Asia, three important foreign sources of raw material were cut off; i.e., the French, Italian, and Manchurian tales. TANTALUM and columbium are newcomers in the world of metals. Many of the metals described in this volume had been known and used for centuries before either tantalum or columbium was known to exist. The scarcity of the ores and the comparative difficulty of extraction delayed their technology until specialized methods of processing could be developed. HISTORY Early in the nineteenth century, 1801, Hatchett discovered a new oxide, which he called columbium oxide, and a year later, Ekeberg announced that he had found a new element, which he named tantalum. The preparation of the metal tantalum in impure form was first announced by Berzelius in 1824, but the actual production of ductile metal did not occur until 1903, when von Bolton, of Siemens and Halske, developed a process for the production of tantalum pure enough to be drawn into electric-lamp filament wire. The use of tantalum as a filament wire began to decline when ductile tungsten was introduced in 1909. In 1921, C. W. sake, of Fansteel Metallurgical Corporation, produced the first ingot of tantalum metal in America. The first ingot of columbium was produced in 1927 in the laboratory of the same company. WHEN a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite¬ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. TANTALUM metal has a number of unique properties which give it widespread application in modern technology and in research. In electronic apparatus involving high temperatures in vacuo some of the refractory metals become brittle. Tantalum retains its ductility at elevated temperatures, and this property, together with its low vapor pressure and its ability to absorb gases, make it important in this field. Its chemical inertness in the presence of acids, halogens, and other corrosive media, makes it useful in chemical apparatus and in neuro and orthopedic surgical applications. As an addition to tungsten carbide in steel-cutting grades of cemented-carbide tools, the carbides of tantalum and of its sister element columbium have found considerable use. The present-day method1 of manufacturing tantalum is to sinter a powder compact of the metal in vacuo. Because tantalum- columbium alloys are difficult to work and since tantalum ores almost always contain columbium, the two metals must be separated chemically, the products of the separation being generally in the form of potassium tantalum fluoride and potassium columbium oxyfluoride. These salts are used in fused-salt electrolytic baths from which coarse metallic powder is deposited as a sponge at the cathode. Finer powder can be made from the coarse product or from tantalum scrap by first submitting it to an embrittling heat treatment in hydrogen and then crushing it. The fine hydrogen- containing powder may subsequently be degassed in vacuo at a high temperature. Prompted by the success of others2,3 in the magnesium reduction of titanium and zirconium halides, one of the authors under- took4 an investigation of the thermo- chemistry of the reaction between solid magnesium and gaseous tantalum penta-chloride, a subject which had not previously been studied. He found that the heat of formation of tantalum pentachloride is approximately 364,250 cal per mol at temperatures lower than the melting point of magnesium. A value of 83 units was found for the standard entropy at these temperatures. With these values, it was shown that magnesium and tantalum pentachloride are capable of reacting exothermically at temperatures less than the melting point of magnesium, and that no great violence is to be expected when these substances are heated together. The exothermic nature of the reaction indicated that the process should be efficient and should not require much externally applied energy. Tantalum pentachloride is not commonlv made commercially, and any process using it therefore involves the subsidiary problem of producing and handling this substance. Fox several years the Fansteel Products Co. has been engaged in the production and development of various of the rarer metals. It is at present engaged in the commercial production of tantalum, tungsten, and molybdenum in a very high state of purity. The information contained in this paper is partly a general compilation from various sources and partly information obtained as a result of recent years of work in the laboratory of this company. Tantalum, tungsten, and molybdenum form a group peculiar to themselves among the commercially available metals. Their very high melting points (tantalum 2770° C., tungsten 3350° C., and molybdenum 2550° C.) set them apart so far as the metallurgical processes for their production are concerned. Further, when properly prepared and treated they will stand a somewhat unusual degree of cold work, that is work below the temperature at which marked crystal growth takes place. Such cold-worked metal may show a high tensile strength; tantalum to 130,000 lb. per sq. in., tungsten to 490,000 lb., and molybdenum to 260,000 lb., in the form of fine wire. In physical appearance, these metals are not unlike some steels; they may be better described by saying that polished tantalum some¬what resembles lead; polished tungsten, iron; and polished molybdenum, nickel. The polished surfaces of all three remain untarnished in ordinary air. Air containing corrosion-producing impurities will, in general, show molybdenum the least resistant to corrosion and tantalum the most resistant. Molybdenum has, however, a high degree of resistance to corrosion by hydrochloric acid, a property that should render it of commercial interest. On the other hand, it is markedly attacked by some of the weaker organic acids.

Before attempting any discussion of the importance of tariff enactments as applied to exhaustible resources, certain basic factors should be emphasized. First, it must be remembered that minerals differ from organic substances in that they are irreplaceable, and when once taken from the earth's crust enter into uses which ultimately dissipate them, so . that they cannot be recovered for future use. A second factor entering into the problem is the unequal distribution of the mineral deposits of the world. No industrial nation has within its political confines a sufficient quantity of all the minerals necessary for the maintenance and advancement of present civilization; hence international exchange of these commodities is inevitable. As minerals are essential to modern industry, the supply available to any given nation constitutes a factor which limits its ambition to advance industrially. A nation which has this ambition endeavors to secure not only a supply of minerals sufficient for its current needs, but also sources which will assure it expansion. Should mineral raw materials be withheld from such a nation by enactment, it seems inevitable that every effort will be made to obtain them, and that, should the nation deem itself sufficiently powerful, its ultimate recourse will be force. Thus the importance of tariff enactments, not only from the standpoint of industrial prosperity but from the standpoint of international peace, can be appreciated.

TARNISH films on some of the common metals (particularly on copper and silver) have been of much scientific and commercial concern for a long time, but before the development of the electrical method1 of measuring film thicknesses there was no satisfactory quantitative approach by which to study the separate parts of these complex films. This method has been adapted to the measurement of duplex (cuprous-cupric) oxide films on copper .2 In the present work it has been used to measure tarnish films on copper when they were mixtures of cuprous oxide and cuprous sulphide, and also when they contained cuprous oxide, cupric oxide and cuprous sulphide, each component part being measured at a different potential value. Oxide-coated copper specimens, prepared by heating copper in air at chosen temperatures for given periods, were exposed to moist hydrogen. sulphide in air to form the various oxide-sulphide films studied. The comparative resistances afforded by (1) different thicknesses of oxide films, and also (2) equal thicknesses of oxide and sulphide films, against severe attacks of hydrogen sulphide were measured. The electrical method requires that the time be observed for the cathodic reduction of each part of the film substance, and these respective time values multiplied by the constant current give the corresponding quantities of electricity expended. Then each millicoulomb per square centimeter represents a film thickness of T= MX10 8 2D X 96,494 X 103 (a) where M is weight of oxide (or sulphide) giving one gram-atom of oxygen (or sulphur) for cathodic reduction, D is density of the oxide (or sulphide) and t is the thickness in Angström units per millicoulomb per square centimeter. The value of t for cuprous sulphide (cubical) is 14.27, and is obtained by substituting 5.78 for D and 159.20 for M in equation a. Previous values2 of t for cuprous and cupric oxides (12.36 and 6.39, respectively) were used in the present work.

INTRODUCTION Over the years, Congress has written into the Internal Revenue Code various provisions aimed at lessening at least one financial burden faced by taxpayers in the mining industry - the federal income tax burden. These provisions include the election to deduct exploration expenses, the election to defer deduction of development expenses, and the percentage depletion deduction. Careful tax planning from the very beginning of a mining venture is essential in taking maximum advantage of these tax benefits. A major decision to be made is the choice of organizational structure. (For a more detailed discussion of this subject, see McCabe, John J., "Developing Structures for Investments in Mineral Property," New York University Institute on Federal Taxation, 42 NYU 24, 1984). One such structure is the use of multiple corporations, with mining activities conducted by one corporation and nonmining activities, such as manufacturing, financing and administration, conducted by the other corporation. This technique, which will be discussed in detail below, can be particularly advantageous in delaying recapture of previously deducted exploration expenses and in maximizing depletion deductions. TAX BENEFITS IN MINING Exploration Subject to certain restrictions discussed below, exploration expenditures (i.e., expenditures paid or incurred during the taxable year for the purpose of ascertaining the existence, location, extent, or quality of any deposit of ore or other mineral, and paid or incurred before the beginning of the development state of the mine are deductible at the election of the taxpayer (Section 617(a)).* Were it not for this option, exploration expenditures would be required to be capitalized and recovered through depletion, after production begins. Exploration of a mineral deposit can be very costly and may not result in commercial production for some time. If the taxpayer has income to he offset by the deductions, a mining venture can usually be structured in such a way as to allow the offset of mining losses against the other income. With today's high interest rates, this election can be quite valuable in present value terms. Corporate and noncorporate taxpayers are subject to different restrictions on this tax benefit. Corporations may elect to deduct only 85 percent of eligible exploration expenditures (Section 291(b)). (The Tax Reform Act of 1984 reduced this to 80 percent effective for expenditures after December 31, 1984, in taxable years ending after such date). The remaining 15 percent (20 percent after December 31, 1984) is capitalized and recovered at the same rate as five-year ACRS property (Section 291(b)). Individual taxpayers are not subject to this 85 percent rule; however, any amount deducted in excess of ten-year straightline amortization is a tax preference item for individuals (Section 57(a)(5)). Individuals may avoid the tax preference by electing to capitalize exploration expenditures and amortize them over ten years (Section 58(i)). In order to prevent the taxpayer from, in effect, converting ordinary income into capital gain by selling property that has given rise to exploration expense deductions, the Code requires recapture of such deductions upon the occurrence of certain events (Section 617): 1. Upon disposition of the property, adjusted exploration expenditures are recaptured to the extent of gain realized on the disposition (Section 617(d)). 2. If the property is leased, the lessor is disallowed any depletion deduction until his adjusted exploration expenditures have been recaptured in the form of foregone depletion deductions (Section 617(c)).

Although some minerals occur in greater abundance than others, they are to a greater or lesser degree exhaustible. Depletion Allowances One of the distinctive features of the mineral industries is the allowance for depletion. The depletion allowance is a much maligned and misunderstood principal of our tax structure. Although imperfect in design, it has nevertheless served as a constructive incentive for the development and expansion of the minerals industry.
