THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed. THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

IT is said by some that the occurrence of a deposit of sulphide of antimony in Southwestern Arkansas has been known for fifteen or twenty years. Whether or not such is the case I am not prepared to say, but I am not able to find any record of such a discovery, or any analysis of antimony ore obtained from that section, published at so early a period. The present discoveries, that seem to be attracting some attention, date back to the winter of 1873-74. At that time a vein of ore was found by Mr. Robert Wolf, in honor of whom the vein was named, and still is called, "the Wolf lode." At the time of the discovery the ore was unknown to the prospector, and its composition was not thoroughly understood in that locality until samples were sent to several analytical chemists, who pronounced it sulphide of antimony-stibnite. Since the discovery of this ore there have been three mines opened, and a number of interesting minerals of the antimonial series have been found. I have had an unusually good opportunity to collect specimens from these mines; and it is owing to the constant inquiry concerning the character of these ores that I have collected for publication the results of quite a number of analyses, sufficient I trust to clearly point out their composition. This is one of the few localities in the United States where antimony ore is found in workable quantities; I say workable quantities, because two different shipments of ore have been made to English reduction works, and in both cases excellent returns were made. The discovery of these deposits will, it is hoped, give rise to a prosperous and remunerative industry at no distant day, and when fully developed they may yield ore in sufficient quantity to supply the regulus for the home demand, thus adding wealth not only to those interested, but also to the State of Arkansas. The three mines are situated in the northern part of Sevier County, and may be reached by the St. Louis, Iron Mountain and Southern Railway to Fulton, thence by wagon-road to Columbus, Nashville, Centre Point, and to the mines. THE principles and theory on which the U. S. mining law of 1872 was based are well understood, and have been discussed at great length by many writers. The papers by Dr. R. W. Raymond1 in the Transactions of the American Institute of Mining Engineers have covered the subject very fully, with explanations of practical results in many adjudicated cases. It is believed that the following instance of the application of the law in recent years will have some weight in a discussion of proposed changes in our mining laws. The litigation between the St. Louis Mining & Milling Co., and the Montana Mining Co., Ltd., a British corporation, over portions of the Drumlummon lode covered more than 20 years, and resulted in a judgment for damages in favor of the St. Louis Co. of such an amount that the Montana Co. declined to pay the judgment, and therefore lost the entire property. The Drumlummon lode claim in the Marysville district, Mont., was located in 1876 by Thomas Cruse. When he staked out his claim, he assumed that the discovery on the Drumlummon vein, and another showing of mineral about 200 ft. distant, were on the same vein, and the center line of the claim was given a course of N. 57'2'E. Development of the Drumlummon vein soon showed that its strike was about N. 15 E., and that the other outcrop was on the North Star lode; so it was inevitable that the Drumlummon vein would cross one or both side lines of the location, and the Montana Co. found it advisable to acquire adjoining claims on both sides of the Drumlummon, in order to avoid possible litigation over apex rights. They bought the Marble Heart, but would not purchase the Hopeful (see Figs. 1 and 2), at the terms proposed for the reason that exploration in the Cruse level had shown the vein to be barren in that region. DURING the last decade many conditions have been encountered that have materially increased the cost of the production of coal. As in most cases it has not been practicable to increase the selling price of such coal sufficiently to insure the necessary margin of profit, the mine management has been forced to avail itself of what might be termed unusual means that costs might be held at as low a figure as possible. The so-called efficiency engineer has been called upon, costly power plants have been built and machinery has been installed to replace manual labor wherever possible. Another aid used recently to secure economies through the more intelligent production of coal, is the chemist. As the coal industry, barring the production of byproduct coke, does not at once give evidence of its need of the services of the chemist, the writer will endeavor to point out a few of the services that this branch of the staff has been able to render. The preparation of coal in the past has been carried on entirely upon an empirical basis, that is, the criterion adopted has been an ocular inspection. Unfortunately, the appearance of a coal and especially of an anthracite, has but little relation to its fuel value, and as long as coal is purchased for the heat that 'can be obtained from it by its combustion, the quantity of such heat that is purchased must be one of the principal desiderata in selecting or preparing a coal. Were coals purchased for use as bric-a-brac or for exhibition in museums it might be both wise and just to purchase them upon their appearance. After 4 or 5 years of investigation the fact has been established that coals of very inferior appearance, and I now have special reference to anthracite, might and often did possess heating and burning properties superior to those possessed by, bright coals which in the past had commanded considerable and uniform premiums in the market. This being the case the question arose as to whether the trade could be convinced of this fact. EDWARD H. Coxe, Knoxville, Tenn. (communication to the Secretary*).-Mr. Chance has omitted to mention one very important use for the chemist in connection with the preparation of coal, and that is in connection with coal washing. Efficient coal washing, and especially of the finer sizes, can be accomplished only under the supervision of a chemist, as the proper regulation of the washer can only be had by frequent sampling and analysis of the raw and washed product and the refuse, say at least semi-weekly; and only in this way can a check be kept on the quality of the product and the amount of good coal wasted in the refuse. In large operations, frequently enough coal can be saved from going to the refuse pile to more than pay the salary of the chemist.

This paper presents an application of a Mixed Integer Programming (MIP) model to the problem of locating a centralized coal preparation plant and determining the production schedule for the mines. The system used for illustrating model application is hypothetical but realistic. It consists of three mines, two potential preparation plant sites, heavy media processing plant, and one market. The goal is to maximize the total profit of the system while satisfying the coal delivery schedule over a three year period meeting both quantity and quality requirements (ash, sulfur, and heat content). In addition to the base case, four different scenarios are analyzed. These four modifications are: (1) removing the flotation circuit from the preparation plant and sending all of the fines directly to the clean coal, (2) lowering the quality of coal from one of the mines, (3) applying discounts to the unselected site to improve its competitive position, and (4) adding a new mine. A detailed discussion of the base case and the effect of these four alternatives is presented.

The late Professor P. B. Bucky of Columbia University introduced the principles and techniques of barodynamic experimentation in early 1931 by the application of centrifugal loading to achieve dynamic similitude between models and prototypes of mine structures.1 Later, he and his associates introduced the combined experimental technique of photo- elasticity and the centrifuge to determine the stress distribution in civil engineering structures and mine workings by the use of transparent bakelite models.2,3 The photostress technique, also known as the birefringent-coating method of photoelastic stress analysis, dates back to 1930, when Mesnager published its principles.4 Since then it has been widely applied to experimental stress analyses in many industries. A practical method of observing the dynamic behavior of opaque mine models, which are made of prototype materials, by means of a combination of the centrifugal and the photostress techniques is a new experimental approach under development at the Henry Krumb School of Mines, Columbia University.5 This paper summarizes the development of the barodynamic photostress technique and presents the information obtained from a recent series of experiments in the study of the behavior of rock beams loaded by their own weight. Sparry dolomite from all of the operating mines in the Viburnum Trend of Southeast Missouri have been found by cathodoluminescence microscopy to reveal a systematic pattern of banding resulting from a growth zoning within individual dolomite rhombs. Four principal bands have been recognized throughout the entire Trend and each of the major bands contain even finer internal banding. Minor bands a few microns in width can be correlated in specimens collected ten's of kilometers apart along the trend. The first three principal dolomite bands decrease from south to north. This feature, together with the fact that the white sparry dolomite crystals decrease in abundance from south to north in the Trend, suggests that a major source for the fluids was from the south. The application of cathodoluminescence microscopy to crystalline dolomite demonstrates a strong correlation between ore grade and the intensity of internal banding and dissolution textures.

FOR many years gravitational classification has been employed as a basic tool in beneficiation of minerals and coal. While improvements have been made to increase efficiency and fields of application, the basic flow pattern has remained relatively unchanged in most gravitational classifiers. Feed slurry is introduced into a settling pool wherein the coarser solids settle against either an upward or horizontal fluid current, or a combination of both, and are withdrawn in a concentrated underflow stream. The finer solids below the classification point possess too low a settling velocity and thus are primarily swept out through a weir overflow by the bulk of the fluid. Because of its simplicity, efficiency, and low power and maintenance costs, gravitational classification finds a wide acceptance for separations in the range of 20 to 325 mesh.

INTRODUCTION The use of computers to assist the mine ventilation engineer began to grow in the early 1950s when electrical analogue devices were developed for the analysis of mine airflow systems in Europe and the United States (l,2,3). The need for quantitative planning of airflows in mines had become pressing and analogue computers fulfilled a useful purpose for over a decade. From about 1964 onwards, digital computer programs for mine ventilation network analysis became available (4,5) and, superseding the analogues, spread rapidly throughout the major mining countries. The successful implementations of such programs resulted in further research being directed towards the development of simulation programs to model the quality as well as the quantity of air flowing through underground workings. It is no understatement that digital computers have revolutionised environmental planning techniques in modern mining industries. This paper discusses the complex interaction of natural and mining factors which governs environmental hazards in underground mines and further indicates some of the simulation techniques which have entered practical usage or are at an advanced stage of development. THE PROBLEM OF ANALYSING THE MINE ENVIRONMENT The traditional methods of approaching environmental problems underground were based largely on empirical or intuitive techniques. The reason for this lay in the intricate relationships which exist between the many variables that influence the mine environment - and which limit the use of purely analytical methods to the simplest of cases. THE atmosphere, which plays such an important part in the manufacture of iron and steel, is the most variable element involved in its several processes; and particularly is this true of the blast-furnace process, which consumes air in large quantities. At no time since the blast-furnace became an important and widely used apparatus-even when it was operated in the most crude manner-have the variations in composition of the raw materials used been as frequent and as great as the variations in humility of the atmosphere. Important, improvements have been made in the blast furnace and its accessories, such as the hot-blast stoves, the increase in size and change in the shape of the furnace, more efficient blowing engines, the increased protection given to the bosh walls, and the careful preparation of' the raw material, all of which have exerted a pronounced influence on the furnace-operations from a metallurgical standpoint. But during the past eight years little advance has been made in this direction; the fuel-consumption has not diminished, nor has there been any material increase in production. Within that period, however, there has been witnessed the greatest development in appliances for the economical handling of material. So complete has been the work in this direction, that, except in isolated cases, in this country at least., a further extension does not hold out much promise of a satisfactory return on the investment required. IT is to be regretted that the data respecting the use of dry-air blast, which was presented to the Iron and Steel Institute at its meeting in the United States, in October, 1904, should. have been restricted to the period from August 25th to September 9th inclusive, and from September 17th to 30th inclusive. In order to present the paper at all it was found necessary to limit the record of operations to the period above stated. In the discussion of the paper it would appear from the conclusions of some participating therein, that they have been placed at some disadvantage in considering the economies obtained through the use of dry-air blast, by reason of the data covering such a short period. It is the purpose of this communication to present in detail the record of operations of the Isabella Furnaces from November, 1904, to March, 1905, inclusive, as shown by the furnace-records. The month of October, 1904, is not included, as the furnace using dry-air blast was stopped several times for repairs, and while the record was a very good one considering these interruptions, yet it was not a continuous one. The record for Furnace No. 1 using dry-air blast, and the comparison with Furnace No. 3 using natural air for the month of November, 1904, is set forth in Table I. By a reference to my former paper it will be noted that the month of November is the beginning in this country of the winter period, when the atmosphere decreases rapidly in humidity. The month of October being the transition month in the autumn and April in the spring, and furnaces using natural air approach more closely, from November on, to the conditions obtained by the use of dry-air blast. (Butte Meeting, August, 1913.) BEFORE touching upon the immediate subject of this paper a few facts of a historical nature as to the general application of electricity to mining might be of interest. As to what was actually the first application of electricity to mining, opinions will no doubt always differ. My experience does not go back far enough, nor are the records to which I have had access of any value as covering this point. Sydney F. Walker, a man whose pioneer experience in the application of electricity to mining purposes dates back as far as 1876, ,gave an interesting resume of the subject in an address before the South Wales branch of the Association of Mining Electrical Engineers at its 1.913 session, and, unless his statements are shown to be wrong, they should be accepted as facts. According to Mr. Walker, the ignition of charges of blasting powder was the first operation in mining to be accomplished with the aid of electricity. Very frequently this energy was furnished by a static machine and occasionally by a magneto generator. Later, this was followed by the application of electricity to bell signals, and we are told that this application was looked upon skeptically and regarded as an expensive experiment by the mining managers of those early days. At the Paris Exposition of 1878, there was exhibited an electric lamp, which suggested future possibilities to the mining engineers of those days. The first successful application of electric lighting to underground excavations that I have been able to find any record of is that of M. Blavier. In the year 1879' he installed two Serrin lamps and successfully illuminated one of the large underground chambers in the Angers slate quarries. THE first steam shovels used in this country were built by the Otis Company, of Boston, about 50 years ago, but as they were of very crude construction and rather unsuccessful only a few were built. For possibly 10 years prior to 1884 successful steam shovels were made and used on certain classes of work, but it was not until that time that they were manufactured in quantities and began to play an important part in all classes of excavation. From that time up to the present day there have been gradual but continuous improvements on the original shovel, not only in the mechanical construction, but also in the design of boilers and engines which are best adapted to this class of service. In proposing a change from steam to electric operation we have to deal with a steam equipment which has not only proved its worth but has probably reached its highest stage of development and efficiency. That the electric shovel is a possibility cannot be denied, as at present from 12 to 18 shovels are in operation in this country. These shovels may be divided into three classes: the friction electric, which is operated by a single constant-speed motor with friction clutches; the three or four motor direct-current equipment, and the three or four motor alternating-current equipment. It is the second and third classes that I wish to deal with, as the first class does not compare favorably with the steam shovel so far as speed is concerned, although it may be operated as cheaply. There is probably no other class of machinery that presents a duty cycle as severe as that of the shovel, which is very short, varying from 7 to 12 sec. on the hoist, from 7 to 12 sec. on the thrust, and from 10 to 18 sec. on the swing, making a complete cycle in from 17 to 30 sec., and the motor to meet these requirements must have a sufficiently low armature inertia to permit of rapid acceleration and quick reversals under small power. It should also be a motor of rugged design, as it must be subjected to severe overloads and shocks and frequent reversals. This is especially true of the hoist motors and, to a lesser degree, of the swing motor; the thrust motor being practically stalled during the digging operation, although it may revolve or overhaul, according to conditions, and is operated at full speed only after the hoisting operation is completed.

INTRODUCTION The most efficient development of a mine plan for in-situ leach (solution) mining must be based upon an understanding and application of the basic hydrologic characteristics of the aquifer containing the mineral values. Similar knowledge of the overlying and underlying aquifers is also required. This paper summarizes the hydrologic properties of a ground water system and describes some of the more important conclusions that can be drawn from a detailed hydrologic study. Basic to an in-situ leach mining operation is the flow of fluids through porous rock from place to place. The degree to which these movements of fluids can be predicted and controlled determines to a large extent the efficiency of the ore recovery operation. HYDROLOGIC CHARACTERISTICS The principal hydrologic characteristics of a porous medium (sand, intercrystalline or vuggy limestone, fractured basalt, etc.) influencing fluid flow are: Porosity Permeability Thickness Transmissivity Storage Coefficient Water Table or Piezometric Surface Hydraulic Gradient Briefly these parameters can be defined as follows: Porosity: the void space in a unit volume of rock. Permeability: the ease with which fluid will flow through a porous medium. Thickness: the height of the formation which contributes flow to a well. Transmissivity the product of permeability and thickness. Storage Coefficient. the volume of water released from the reservoir per unit drop in head. Water Table or Piezometric Surface: the level at which water will stand in a well: the top of the zone of saturation in a gravity aquifer; the height to which water will rise above the confining bed in an artesian system. Hydraulic Gradient the direction and rate of dip of the water table or piezometric surface. A properly designed pumping test will provide numbers for transmissivity, storage coefficient and the water table or piezometric surface. Drilling records or bore hole logs provide aquifer thickness data from which permeability can be calculated. Ground elevations applied to measured depths to water enable one to calculate the direction and rate of dip of the water table or piezometric surface. Porosity can be determined from core analyses or density logs; it can be estimated from grain size distribution curves in sands or sandstones and from, microscopic examination of drill cuttings derived from carbonate aquifers. CHARACTERISTICS OF FLUID FLOW The characteristics of fluid flow that are vital to an understanding of leach mining include: Velocity Direction Flow Path Radius of Influence The velocity of fluid flow is of paramount importance in planning and managing a leach mine operation. Velocity is directly proportional to the permeability and hydraulic gradient and indirectly proportional to the effective porosity The permeability determined from a pumping test is an average value for the interval stressed; therefore, the velocity calculated from data derived from a pumping test represents average conditions. Under actual conditions discrete portions of the aquifer open to the screen may have permeabilities several times as high as the average and minimum permeabilities only a fraction as much. An injection front will be irregular to the extent that the reservoir rocks are heterogeneous An important consideration is the direct relationship of velocity to head. A reservoir which would provide a velocity of 0.05 feet per day under conditions of equilibrium would allow fluid flow of 36 feet per day under typical leaching operations, i.e. 12-foot injection head, 12-foot pumping level and 50 foot five-spot pattern. The direction of fluid flow is also vital both inside and outside the mine area. In the pattern area the direction of flow is determined by the geometry of the well field and can be approximated by mathematical modeling techniques. Outside the well field, the direction of flow is influenced by both natural conditions and the degree to which production and injection volumes are balanced. Flow directions (and velocities) are critical to an understanding of leachate excursions and their control.

THE idea of burning blast-furnace gases directly in gas-engines, instead of under steam-boilers, as had previously been done, was first put into practice barely ten years ago, almost simultaneously in Great Britain, Germany and Belgium. The pioneers of this movement made their first experiments with small engines. After these experiments had given satisfactory results, and it had been shown that the thermal value of the poor blast-furnace gases, in spite of defective scrubbing, could with safety be directly transformed into mechanical work in the gas-engine, there very soon arose a considerable demand for gas-engines of large power, similar to the large steam-engines employed in metallurgical works. In face of these sudden requirements, the gas-engine builders were placed in a difficult position; for up to that time the gas-motor was considered as suitable for small engines only, and it was generally believed that the limit of size bad been attained with 100 to 150 effective h.p. in a single cylinder. Manufacturers of gas-motors, however, did not underrate the advantages offered by this new field for their manufactures, and it so happened that in Germany the Berlin-Anhaltische Maschinenbau-Gesellschaft, of Dessau, was the first to undertake the construction of a 600-h.p. two-cycle gas-engine, with two cyl¬inders of the Oechelhäuser-Junkers type, for the Hoerder Mining & Smelting Company. The engine was started in 1898, and, with a few improvements and alterations, is still working satisfactorily. This engine worked with astonishingly high of efficiency, considering the period. DEVELOPMENTS of well-surveying instruments, coring and core orientation, were in an advanced state when drilling for oil began-these developments actually originated with the mining industry.1 Surveying of oil wells was not generally used in the United States until Alexander Anderson2 disclosed that the majority of wells drilled with rotary tools were crooked, with average horizontal drifts of about 516 ft. for holes 5000 ft. deep and about 793 ft. for holes 6000 ft. deep. This disclosure brought about the development of many additional instruments for surveying oil wells during the progress of drilling and after their completion. Surveying of boreholes, during the process of drilling at regular depth intervals, became a standard practice in the petroleum industry. Some producing states even established laws making check surveys mandatory, during drilling and under certain conditions also after completion. The surveying of boreholes also brought about changes and improvements in drilling practices. It provides information for the guidance of the hole while drilling, and for plotting the course as the work progresses, enabling the driller to take corrective measures immediately and with the least expense. The reasons for drilling straight holes are too well recognized to warrant any full discussion of them here. Straight holes are less costly to drill, because [ ] they reach the object on the shortest course. Table I shows the horizontal drift and loss in vertical depth for various angles of inclination. It is not surprising, therefore that many drilling contracts for oil wells today limit the drilling contractor to a maximum inclination off the vertical of 2° or 3°. In the mining industry the reasons for drilling straight holes are still more serious. A crooked hole may miss an ore body underground or provide incorrect information regarding an ore body. TYPES OF SURVEYING INSTRUMENTS The surveying instruments used in oil-well drilling may be classed in two types: I. Inclinometers, recording inclination only.
