A plasticity theory for anisotropic geologic media has been applied to the problem of quasi-static wedge penetration of rock under confining pressure. Numerical evaluation of the governing system of stress equations in the transversely isotropic and orthotropic cases using representative material properties shows that the consequences of initial anisotropy for the penetration process are by no means trivial. In the transversely isotropic case, a threefold increase in the vertical force required for penetration to a unit depth occurs as the inclination of the axes of anisotropy are rotated through 90° with respect to the penetration path. The horizontal force required varies from zero to a maximum at approximately 60° then back to zero as the axes of anisotropy are rotated. The maximum is of the order of magnitude of the force required in the isotropic case. Similar results are observed in the orthotropic case. Practical aspects of the post-elastic phenomena associated with anisotropic rock indentation within the context of drilling problems include: bit yaw, hole deviation and bending stresses in the drill rod, all of which vary with strata dip but which can be quantitatively evaluated given the bit geometry, interface friction and rock properties. In a broader context, the analysis reveals the necessity for well conceived experimental work and sound theoretical research concerning post-elastic behavior of geologic media as a function of confining pressure, the effects of induced anisotropy, and the variation of strength parameters with loading path changes in the post-elastic range.

DIAMOND drilling has become a very important factor in mining. It is the most satisfactory method of obtaining proof of the existence of an orebody and of determining the character and extent of the body, in measures where a core can be made. Large investments are based on the information obtained. The method of development, the mine and reduction plants, and subsidiary essentials as railways are often built without other information. The Mond Nickel Co. has drilled about 50,000 ft. (15,240 m.) per yr. for several years and has given considerable study to the question of improving the methods and of overcoming the limitations of this means of securing information. One of the main limitations of the diamond drill has been its inability to drill a straight hole. To depths of 1000 ft. (304 in.) the deflection is often not large but all holes tend to curve and take somewhat erratic courses. A hole running at a small angle to a fissure plane tends to run, along the fissure. If the hole is at a large angle, the tendency is to penetrate the fissure plane at right angles. The face of the bit having one side in solid formation beyond the fissure, the other in the selvage of the fissure tends to turn, the rods curving to the extent of their clearance in the hole. Usually rock measures have somewhat regular fissuring or strata and holes take somewhat similar courses, usually at right angles to the fissuring or strata. Excessive pressure or short or worn core barrels increase curvature. Slow speeds, correct feeds, sharp hits, and core barrels the full size of the hit, tend to decrease curvature but do not prevent it Curvature once started increases rapidly. The disappointments from crooked holes have been numerous. Discoveries have later been found to be on the properties of others. One Canadian company had a hole, supposedly discovering ore 300 ft. (91 m.) from old workings, unexpectedly turn in 8 ft. (2.4 m.) of wooden core from a timber in the old workings.

Hugh M. ROBERTS,* Minneapolis, Minn. (written discussion ? ).¬The paper by Messrs. Hall and Row marks a distinct advance in the art of diamond drilling, because it records a systematic-application of a method for directing the path of the diamond bit. Their work is an admirable example of engineering development. They had a definite object to attain; i.e., the drilling of many vertical diamond-drill holes to depths of 2500 or 3000 ft. (762 or 914 m.). They availed them-selves of a method of wedging seldom used, improved the manner of making the wedges, developed a technique of survey, and put the process into practical, continuous operation. So effectively has this been done that they determine the average cost of the work. The publication of the results, in the form of detailed diagrams, makes the application general to whoever has a similar problem. The wedging of diamond-drill holes has been practised in the Lake Superior region for the purpose of making branch holes, particularly where the original hole has penetrated a great thickness of glacial drift. The uneven nature of the iron formations has caused the results to be somewhat uncertain. One operation, in 1907, near the American mine on the Marquette Range, by the firm of Longyear & Hodge, predecessors of the E. J. Longyear Co., resulted in the drilling of a hole 1828 ft. (557 m.) deep, with two branches at depths 100 ft. (30 m.) and 770 ft; (234 m.), respectively. A second hole from the same set-up went to a depth of 2497 ft. (761 in.) with a branch at 185.0 ft. (563 m.). In this instance, the wedges were forged to the desired shapes and angles with respect to each other. A drill hole, sunk in 1915,. in the township of Bates in the. Iron River district of Northern Michigan, which penetrated 385 ft.

Mr. Morton and I have changed the order of the questions. Instead of what is now first, we have put No. 3 first, progress on basic-roof construction, inasmuch as we feel that it is quite important. At this time, H. S. Robertson, of Harbison-Walker, is going to give you a short talk, with slides, on what has been done to date on this subject.

This is something new in my life. A lot of you men here today I do not know, and some I do know. So if you have any remarks to make, I wish you would give your name and the name of your company. This is the first Acid Meeting which has been held under the auspices of the National Open-Hearth Steel Conference, and I hope it is a success. Whether it is a success or not depends entirely upon the support we get. If it does get good support, I have the idea it will be continued as a regular feature of the National Open-Hearth Steel Conference. We all think we have pretty good practices. But we can all learn and I hope that you, gentlemen, who take issue with the things someone else has said will stand up and give your opinions. Otherwise, the meeting will fall rather flat, and we won't get a great deal out of it; and there will not be enough interest shown by the National Committee to continue to place the meeting on the regular yearly program.

I am happy to welcome you to the twenty-third conference of the National Open-Hearth Committee, and our joint conference with the Blast Furnace Committee, of the American Institute of Mining and Metallurgical Engineers. It is appropriate that, for our fifteenth year anniversary, we should meet in the hotel and the city where this Open-Hearth Committee was inaugurated in 1925. At that first meeting, only a handful of men from a number of steel companies met to discuss ways and means to start a movement to improve the practical and metallurgical technique of open-hearth operations among independent manufacturers, as the United States Steel Corporation had carried on for many years.

WHEN a steel in the austenitic state, with all its carbon in solution, is maintained, at constant temperature, in contact with a gas that removes the carbon from the surface, yet without otherwise altering the composition of the steel, the change in weight of the specimen, after any period of exposure, is a direct measure of the amount of carbon it has then lost. The purpose of the present paper is to show how, by application of established mathematical reasoning based on the fundamental diffusion law and on certain postulates, this loss of weight yields a complete picture of the distribution of carbon throughout a specimen of regular shape after any period of exposure, with all the accuracy required in any practical occurrence of decarburization. Precisely the same is true for the gain in weight during the reverse process of carburization, or for the gradual gain or loss of any element, so long as the steel comprises only a single phase at temperature, provided always that the experimental conditions conform to the postulates. The change in carbon content from surface to center of the specimen is always continuous, when everything is in solution, even though under the microscope the decarburized zone (or carburized rim) may appear to be sharply defined. The experimental procedure is described and some typical results are presented, which are then interpreted by application of the diffusion law. EXPERIMENTAL PROCEDURE Initially an endeavor was made to follow the gain of weight during the process of carburization in a hydrogen-toluene atmosphere, but it was soon found that the specimen became coated with graphite, which could not be removed without some loss of metal; therefore it was decided to continue carburization until the steel was saturated throughout, to remove all graphite from the surface of the specimen, and then to follow the loss of weight during decarburization in a moist hydrogen atmosphere at the same temperature as that used for carburizing. The carburizing procedure has been described in an earlier paper;1 it suffices to state here that the carburization lasted about 140 hr. at 760°C. (1760°F.) and 44 hr. at 1110°C. (2030°F.), these periods being long enough-on the basis of the calculations presented later-to ensure that the specimen was about 99.9 per cent saturated at each temperature. The specimen was a cylinder about 3.8 cm. long and 0.475 cm. in diameter; the materials were carbonyl iron, a commercial low-metalloid iron, and a steel with 3.6 per cent nickel and the usual proportion of other elements. The fully carburized specimen, after cooling at the top of the furnace tube, was placed in a lathe and sandpapered to remove all graphite; then the diameter was measured with a micrometer caliper, and the initial weighing (corresponding to complete saturation) was made. Each assayer made his own, not usually bothering about a given proportion between the true weights and the assay set, but maintaining the correct ratio between all the weights in any one set. The weights were quite small, to permit the use of less sample, but the exact size is nowhere stated in the Probierbüchlein. Even the legal pound varied considerably from place to place, depending on locality, and assayers would use different factors depending on the sensitivity of their balances, among other things. Agricola makes the assay centner equal to one actual drachma, by which term he means the German quintlein, or 1/12,800 of the full weight of the 100-pound centner. Schreittmann says that the 100-pound centner on the assay scale should be less than half a quintlein, i.e., the factor should be at least 25,600. Biringuccio says the assay centner might

ONE of the perplexing problems that face the translator of an old technical treatise is the question of terms for units of weight and measure. We have used an English word only when it is linguistically equivalent to the Italian one and is a unit of approximately the same size. Libbra and oncia thus become pound and ounce, for the actual weights were within 10 per cent of the modem Troy weights. On, the other hand, the length measures braccio, palmo, and dito, which could be rendered literally as arm, palm, and finger or digit, respectively, have no good English metrological equivalents and it has seemed best to retain the Italian words. The exact transfer of Biringuccio's weights and measures into modern terms is impossible because of the uncertainty as to his standards. Even as late as 1803, when the metric system was first introduced into Italy, practically every city had its own standards. There were, for example, at least eight different palmi, varying from 22.3 to 29.2 centimeters. The values listed below for the various units mentioned by Biringuccio are the Florentine ones, which were also used in Siena and Tuscany: [ ]

My function here today is not to illuminate any particular subject but simply to welcome you to Penn State and to the College of Earth and Mineral Sciences. Our college is, of course, dedicated to the same thing to which most of you have dedicated your lives--the exploration of the earth, the extraction of materials from it, and the production of useful things from those materials. We have about 2,000 students engaged in studying in preparation for service in these activities at the present time. Like other colleges of our type, we've undergone a great expansion just at a time when university budgets are contracting. This creates an interesting situation as to how we can best use our resources. This, of course, is the thing a lot of you are going to be talking about here--how we can best use the world's resources. As you well know, the expectations of the people of the world are rising, and, with the numbers of people increasing and with finite resources, there never was a time in history when it was more important that we become "quantitative" in our discovery, estimation, extraction, and utilization of those resources. I think it is admirable and very timely that you are gathered together to discuss your various approaches to this particu¬lar problem of quantifying and making most efficient use of the resources of the world. Yours is sort of a hidden profession, not just because you actually go underground, but because the public in general is not aware of where the materials they use come from. If you are successful in your professions the public will continue to be unaware. Only if you fail will your essential function become patently obvious. I wish you success both in your professional pursuits and in this particular meeting.

The subject to be discussed at the educa¬tional meeting Saturday morning has nothing to do with melting or metallurgy, but is electricity and how we should use it in the operation of our furnaces. Your Committee feels that all of us could know more about the fuel we use to make our steel. May I emphasize that this session is separate from the rest of the program; there is no registration fee; and I want to urge all of you, especially those in this vicinity, to bring your assistants to this meeting. It will be well worth your while.

Fox a great many years fusion welding has been used in and around petroleum refineries, but it is only within six or seven years that the more important pressure vessels have been constructed by this process, because before that time the properties of fusion welds would not withstand such rigorous service. Since the adoption of fusion welding for the construction of this equipment, the refiner has required pressure vessels suitable for operation over a very wide range of conditions. On the one hand, vessels must operate at extremely high temperatures, in the range of 950° to 1000° F., and on the other vessels must be suitable for operation at sub-zero temperatures down as low as -75° F. Also, vessels are required suitable for operation at pressures upwards of 1000 lb. per sq. in., and as low as a 29-in. vacuum. In addition, vessels are required to withstand the attack of very corrosive mediums. It has been a rather difficult task for the fabricator to meet all of these requirements, but as a result of the extensive research carried on by steel manufacturers and several fabricators of class I vessels, practically all of these demands have been met. In order to meet the refiners' requirements for this wide range of conditions, the fabricator has worked closely with the metallurgist. This has enabled him to choose the proper base metal for each service condition, but it has been the fabricator's problem to develop a welding rod and welding technique, as well as a heat-treatment, that would produce in the welded vessel characteristics in and around the weld comparable to those in the base metal. Where corrosion is not a serious problem, and where the operating temperatures are not too high, ordinary carbon steel has served very well. But when corrosion is serious, and/or when the temperatures are either very high or very low, it is necessary to use some form of alloy steel to give satisfactory service.

THIS paper deals principally with investigations undertaken by the Welding Research Sub-committee of the Welding Committee of the Emergency Fleet Corporation. The general object of the investigations has been to extend the use of welding in the construction of merchant ships and, specifically, to provide a definite basis for obtaining the best economy and efficiency in employing welding in place of riveting in the construction of the hulls of such ships. Composition of Ship-plate Steel The chemical composition of the steel employed in such hull construction varies with the thickness of the plates. Through the courtesy of Mr. H. Jasper Cox of Lloyd's Register of Shipping, the following information may be given concerning the kind of steel plate employed in American Shipyards in 1918 for the hull construction of merchant ships. Lloyd's requirements do not relate to the chemical composition. They require a tensile strength of 58,000 lb. per square inch (40.75 kg. per sq. mm.) for their lower limit and 72,000 lb. per square inch (50.59 kg. per sq. mm.) for their upper limit. For the information of the Committee, Lloyd's obtained from their surveyors at various works data of the carbon content, which is as follows:

H. G. KNOX,* Norfolk, Va. (written discussion?).-There is one subject that Mr. Hobart seems to have inadvertently omitted from his very valuable paper, and that is corrosion. The shipbuilder, perhaps more than anyone else, has constantly to guard against it, our chief reliance being paint and galvanizing, where practicable. The corrodibility of a welded. joint is salt water must be determined before deciding whether this type of construction is to supersede riveting. At the present time, this question cannot be answered, although considerable work has been started in an attempt to arrive at a conclusion. The British Admiralty and several British shipbuilders have studied it extensively. Their experiments and conclusions have been very carefully followed and reported in this country by Naval Constructor Goodall of the British Navy. To date, these show that no undue fear need be felt from corrosion. At the Norfolk Navy Yard a series of plates welded with various electrodes were submerged in dilute sulfuric acid, such as is used in cleaning prior to galvanizing. While this test may not be conclusive in any quantitative way, it does show a marked difference in the corrodibility of welds made with different electrodes tinder different conditions. To thaw any conclusions from this accelerated this accelerated test would be, however, ill advised. In riveted joints, the exposed heads and points of the rivets always show the greatest tendency to corrode. This is clue to two reasons: first, as they are raised above the surrounding surface the paint is more susceptible to abrasion; and, second, electrolytic action is set up between rivet and plate. These same reasons lead us to expect a tendency of the welded joint to corrode. Various methods have been suggested for decreasing the probable inherent corrodibility of the weld, in addition to the customary coat of paint. These generally embody the introduction of alloys, principally copper; into the electrode material. Plating the electrode with copper is not effective in that the deposited copper segregates in the weld and actually increases the electrolytic action. As far as is known, no extensive test on the so-called copper-bearing alloy steels, which might be made up into electrodes, has been carried out, but when obtainable, electrodes of this alloy will be subjected to service tests.

F. AT. FARMER*, New York (written discussion?)- The paper presents many phases of the welding art concerning which there are very divergent views. In many cases, the wide differences of opinion are based on the results of mechanical tests, but an examination of the mechanical test data discloses a wide variation in character of the tests made and in the details of procedure, so that it is frequently not only difficult to analyze and check the basis of the conclusions but impossible to correlate various groups of test results. It would seem, therefore, that the technique of testing welds is one of the phases of the welding art that should be studied and standardized in order that the results of mechanical tests made by different people may be strictly comparable and have the same significance to all. The vital difference between testing a specimen of steel that includes a welded joint and testing an ordinary specimen is the non-homogeneity of the weld specimen. The weld specimen has at its center a section composed of material that usually has physical, chemical, and metallurgical characteristics distinctly different from the adjoining metal. Furthermore, the section of added metal is more or less irregular and the ratio of added metal to original metal in the section is quite variable. Consequently the details of procedure and of recording data should be more minutely prescribed than in the testing of ordinary specimens. A conspicuous example f a mechanical test that requires standardization is the cold bending test, a standard test for mild steel. With the usual method, the specimen is bent around. a pin of prescribed diameter and, as all specifications usually require bending to 180° without fracture, the manner of applying the load is immaterial because the specimen is ultimately completely wrapped around the pin. But a specimen containing a welded joint at the center will usually not withstand bending to 180° because of the much lower ductility of the deposited metal in the weld. It is therefore obvious that the farther apart the points of support are the greater will be the angle attained before cracking occurs, simply because most of the bending will take place in the original metal. It is therefore highly desirable that there be prescribed a standard test that fixes exactly the distance between the supports, the curvature of the surface of supports, and the relation between this curvature, that of the loading surface, and the thickness of the specimen.

CANDY,* Pittsburgh, Pa.-According to the tables on page 532, the deposit obtained with Roebling cold-rolled steel, and Toucan electrodes contained considerably less carbon and manganese than the original electrodes; whereas very little carbon is lost in the case of the hot-rolled steel electrode. When using the hot-rolled steel electrodes, the metal apparently has a tendency, probably due to greater surface tension, to pass through the arc in larger particles than the other electrode materials. This affords greater protection against oxidation, and thereby prevents much loss of carbon. The larger globules tend to increase the arc fluctuations due to greater partial short-circuiting of the arc. Actual oscillographic records show that with the hot-rolled steel electrodes the current peaks were 70 per cent. above normal whereas the peaks for the other electrodes were only about 25 per cent. -above normal. Probably due to the larger globules, a greater proportion of slag in the electrode was carried into the weld. Some four or five test pieces made with the hot-rolled steel electrodes were all considerably below the tensile strength of the samples welded with the other electrodes. These facts indicate that an electrode may not be satisfactory even though of approximately the proper chemical composition. For example; the hot-rolled steel and Roebling electrodes are quite similar in chemical analysis.

"WELFARE…Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years and both the operators and their employees are deserving of much credit for the efforts put forth to better living, working, educational and receational conditions in most of the mining camps of the state.In the older metal mining camps of Utah, where the towns are incorporated and independent of the mining properties operating in the vicinity, less opportunity is pre¬sented for the companies to exercise efforts looking towards improved welfare conditions than is the case of camps located on company ground and under the full control of operators.Even in such camps, however, as illustrated in Bingham, the companies can do much to better welfare conditions. In this camp the Utah Copper Company has spent $800,000 since 1 920 in the erection of modern brick cottages, apartment houses and the Gemmell Memorial Club. The cottages and apartments have every convenience to be found in up-to-date city homes. The Gemmell Memorial Club, erected and equipped at a cost of $1 75,000, was provided by the company for the benefit of the Utah Copper Company employees living in the canyon and has been made the recreational center for the camp."
