Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years and both the operators and their employees are deserving of much credit for the efforts put forth to better living, working, educational and receational conditions in most of the mining camps of the state. In the older metal mining camps of Utah, where the towns are incorporated and independent of the mining properties operating in the vicinity, less opportunity is presented for the companies to exercise efforts looking towards improved welfare conditions than is the case of camps located on company ground and under the full control of operators.

Drilling an oil well or most other types of drilling or coring is no longer a simple and uncomplicated operation. Drilling today at depths which exceed 30,000 ft is hazardous and requires personnel with long and varied experience in drilling. It also requires extensive experience and knowledge in the use of materials which are added to the drilling fluid or "mud," more often than not materials utilizing an industrial mineral. The drilling fluid can vary from a simple mixture of water and "mud" to a very sophisticated, scientifically compounded drilling fluid. Industrial Minerals Used in Drilling Fluids Industrial minerals which are commonly used in oilwell drilling and completion are listed on [Table 1]. The most important minerals, determined by sales, are bentonite and barite. The other minerals listed are either used to achieve a specific purpose or are used regularly but in limited quantities. The main suppliers of drilling fluids internationally are Magcobar Div., Dresser Industries, Inc.; Baroid Div., National Lead Co.; IMC Drilling Mud Co., (a subsidiary of International Minerals and Chemicals Corp. and Halliburton Co.) ; and Milchem, a division of Baker Industries. Most of the industrial minerals are found in North America, with barite mines and processing plants located in Nevada, Arkansas, Missouri, and Arizona, and bentonite mines near Graybull, Wyo. Other mines, such as those in Nova Scotia, are capable of shipping to South America and to the European and Middle East countries. Most of the materials processed by any of the suppliers must conform to specifications set by the American Petroleum Institute (API) or the Oil Companies Material Organization (OCMA). These specifications provide for uniform physical and chemical properties of the materials to be sold on the open market.

Function of Drilling Fluids In the early days of rotary drilling, the primary function of drilling fluids was to bring the cuttings from the bottom of the hole to the surface. Today it is recognized the drilling fluid has at least ten important functions: 1) To remove the cuttings from the bottom of the hole and carry them to the surface. 2) To cool and lubricate the drill string and drill bit. 3) To build an impermeable cake on the wall of the hole. 4) To control subsurface pressures. 5) To hold cuttings and weight material in suspension when circulation is interrupted. 6) To release sand and cuttings at the surface. 7) To support part of the weight of drill pipe and casing. 8) To reduce to a minimum any adverse effects upon the formation adjacent to the hole. 9) To insure maximum information about the formation penetrated. 10) To transmit hydraulic horsepower to the bit. In order to accomplish some or all of these functions while penetrating formations of various characteristics, several types of drilling fluids systems have been designed. Well logging provides valuable information for planning coal mining operations. In addition to locating, defining, and evaluating coal beds, electrical logs indicate the relative competence of roof and floor formations. Electrical well logging is the .recording of various physical, chemical, or physicochemical properties of the strata penetrated by a drill hole. To perform logging operations, borehole measuring probes, or sondes, are lowered on a cable into the drill hole. Insulated conductors in the cable pass power to the sonde and transmit signals to the surface. As the sonde is pulled up the hole, the measurements are recorded as a well log. These measurements serve to define the formation lithology. Common rock minerals exhibit characteristic log values such that computer analysis of the log data defines the mineral content of the formations. Shales, carbonates and sandstones, and coal beds are readily distinguished. Furthermore, preliminary results in coal studies indicate the log data delineates variations in ash and moisture contents. Of major concern in planning mining operations is knowledge of roof and floor competence. Here again the logs provide valuable information. Measurements of formation density and acoustic wave velocity provide data for computation of a compressional modulus. This compressional modulus is an effective index of formation competence. Electrical logging thus efficiently provides information for economic planning of mining operations.

The early history of coal in West Virginia is all included with that of Virginia in the few records available but for present-day readers it is much more convenient that the account of this area prior to the Civil War be grouped with that since then. West Virginia shares with Maryland in the first record of coal noted in the Appalachian fields. This was along the upper Potomac River, in the fall of 1736, and the data about it are given under Maryland, as most' of the development of the area was in that state. The next record of coal was left by John Peter Salley in his account of the expedition he made with Howard and others in 1742. (See p. 17.) The next reference found is that of Dr. Thomas Walker, in 1750, when he passed through the Pocahontas coal field. This has been described on page 18. Six years later, in March 1756, Capt. William Preston, who was with Major Lewis in his expedition down Big Sandy River, wrote in his journal: "Tuesday 2.... Moved down the branch and- came to the main creek where we camped. Put on half rations. Came into the Cole land; crossed the river 8 times."1 The party crossed from the head of Clinch River to Horse Pen Creek, then to Jacob's Fork and down it to Dry Fork of Tug River; the coal was seen in what is now McDowell County. The early settlers must have known of the presence of the great Pittsburgh bed in the northern part of the state, both along the Monongahela River and elsewhere, because the outcrops could easily be seen along streams in many. places. The report of the Commissioners for Adjusting Claims to Unpatented Lands, made in 1789, contains several references to coal in the names of streams, made years earlier. The earliest is one for 1,000 acres to James Walker, in Monongalia County, "adjoining his settlement on a branch of the right hand fork of Pappaw known by the name of the Stone Cole Lick made in the year 1773."2 Another of 400 acres in the same locality was settled upon in 1777.2 A third spoke of a tract "on the left hand fork of Stone Cole about three miles from the mouth," in 1783.1 Monongalia County then covered all of the northern

FROM the engineer's standpoint, labor organizations are of interest in so far as they 'affect efficiency, maximum production and unit cost, and in this respect the earlier labor organizations' which existed in the age of the Guilds were ideal, inasmuch as they stood ' for competency of the apprentice and close cooperation ' between employers and employees. In later years the tendencies of the labor organizations have gone in the opposite direction and, instead of cooperating 'with the engineer, they usually oppose him on the mistaken theory, that labor-saving devices reduce forces, and costs; in this respect, the united Mine Workers of America have been particularly active and, to a very great extent, successful.

The Gooseberry Mine is located 38 krn (24 miles) by road east of Reno, 13 km (8 miles) south of Interstate 80. The mine was originally discovered in 1906 and remained in the control of the Martin family of Fresno, who worked the-property with Mexican ranch hands for 68 years. Westcoast took over the property in 1976 from Apco Oil Corporation. During the time the Martins operated the mine, a 305 m (1,000 ft) inclined shaft was sunk with drifts developed on eight levels exceeding a total of 3,000 m (9,000 ft) in length. It is interesting to note that for over one -half century all development ore was stockpiled. West- coast, the United States mining subsidiary of Home Oil Company Ltd., Calgary, Alberta, completed sinking another vertical shaft to the 396 m (1,300 ft) level. Development work between 122 m and 305 m (400 ft and 1,000 ft) levels has proved the existence of a fine ore body over 300 m (1,000 ft) long. The silver-gold ore grade is fairly consistent in the vertical section, but copper, lead and zinc may show slight increases with depth. Average width of the ore bearing portion of the vein is 2.5 m (8.3 ft). Stoping is by cut-and-fill method. Average silver values within the ore zone have increased from the 152 m (500 ft) level to the 305 m (1,000 ft) level, although the gold values do show some decrease. It is not possible for the geological staff to predict the depth of the ore. However, several years of ore reserves have been proved in the existing mining areas. Important ore minerals are argentite, native gold, and electrum. Trace amounts of galena, chalcopyrite, and sphalerite are associated with the precious metal mineralization. The vein is mainly composed of calcite and quartz. Mine-run underground ore is dumped from the hoisting skip into a coarse ore bin followed by a jaw crusher, an impact crusher, and a 600 mt (650 st) fine ore bin. The mill has a capacity of 317 mt per day (350 st per day). Two-stage grinding is done by a rod mill followed by cyclones with the underflow sent to a ball mill in closed circuit with the cyclones. Cyclone overflow after conditioning receives a primary float in four 1.7 cu m (30 cu ft) cells and a second stage of conditioning ahead of 24 0.8 cu m (30 cu ft) secondary flotation cells. No cleaning stages are used. Flotation tailings are cycloned for a sand-slime separation with the sands used as underground stope fill and the slime portion to tailing dam storage.

Remoteness of western Canadian coals has always been a barrier to the use of Canadian coals domestically. However, the world energy crunch, increased mining costs, stricter environmental controls, labor shortages, etc., are such that by 1980 a shortfall from traditional U.S. sources will prevail. Of necessity, Canada must then bring western coals east, requiring major new transportation initiatives. CN, CP Rail and Neptune Terminals are proceeding jointly with the design of a $30 million, fully automated, coal terminal at Thunder Bay. This element forms part of a $400 million integral transportation system to open new lines, improve trackage, acquire rolling stock and ships, for an initial capacity of 3 million tpy.

The western coal industry, long overshadowed by the petroleum and metallic minerals industries, has been revitalized by several new coal mining operations, with the promise that this is only the beginning of a tremendous surge in production of coal that will carry into the next century. The content of this paper is confined to the coal fields and recent developments in eastern Montana, northeastern Wyoming and western North Dakota. The area is commonly referred to as the Powder River-Fort Union region although the Powder River Basin and the Fort Union formation are separate entities and are not coextensive. Coincidentally or otherwise, the extent of the subbituminous part of the coal region coincides approximately with the Powder River Basin. Environmental considerations together with the low sulfur content of much of the western coal have triggered demand since this coal could not compete at present with eastern and midwestern coal solely on a delivered-cost-per-million-btu basis. However, increasing costs of underground mining and the comparatively thin seams of the eastern and midwestern deposits may soon bring a balance to these costs regardless of the sulfur content. Another factor which has made western coal competitive at this time is the use of the unit-trains to significantly reduce the cost of transportation. Fast loading and unloading facilities and trains of 100 cars or more in turn-around service are the keys to success in this effort.

Ten small and intermediate-sized (4.5 Mg/hr to 113 Mg/hr steam--10,000 to 250,000 lb per hr) coal-fired boilers in the upper Midwest have each been tested on both a bituminous eastern coal and a subbituminous western coal. The purpose of this study was to determine the feasibility of substituting western subbituminous coal for eastern bituminous coal as a means of reducing the SO, emissions from this class of boiler and to demonstrate the feasibility of greatly expanded western coal utilization as a means of reducing the use of oil and gas. The scope of this study was such that the representative boiler types were tested on both eastern and western coal for a period of time sufficient to completely characterize their individual emission and operational characteristics.

What are the projected electrical power needs of the nation and of the Northwest during the next 15-20 years? No one who has researched the subject has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. However, a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown.

The present and future activity of western coking coals is discussed. A general description of location, quantity, and quality is used as a basis for discussing development, mining, and marketing problems facing these reserves. As the need for coke from the West increases, solutions to the present mining and transportation problems will be forthcoming. Improved mining and blending technology, coupled with a more economical transportation solution, must precede a rapid development of the West's coke reserves. Ever increasing demands on coke production enhance the prospects of an accelerated development of these reserves.

In March 1962, over three months ahead of schedule, production began from the Ventersdorp Contact Reef of the Western Deep Levels Ltd. mine on the West Witwatersrand. Few mines have captured the interest of mining men and the public as has Western Deep Levels. It has presented the gold mining industry with a challenge which involved the opening of an ultradeep mine with the attendant problems of exceptionally heavy capital commitments ($77 million to start of production), high rock temperatures and pressures at great depths, cementation and pumping in an area notorious for the volume of subsurface water, and the necessity for entirely new thinking and the application of new ideas. HISTORY Not all the problems facing Western Deep Levels were, however, new. Situated 43 miles from Johannesburg, just off the main road to Potchefstroom, Western Deep Levels was the sixth company to undertake mining operations on what is known as the West Wits line and it could draw on the wealth of experience gained by other pioneer mines in the area.

THE principal operating and producing properties covered by the Western Operations of the United States Smelting Refining and Mining Company are the U. S. and Lark mine in the Bingham district of Utah, the Bayard department in the Central mining district of New Mexico, the Midvale mill and smelter near Salt Lake City, the lead refinery of its subsidiary, U. S. S. Lead Refinery, Inc., at East Chicago, Ind., and the coal operations of its subsidiary, United States Fuel Company, at Hiawatha, Utah. Operations of lesser importance at this time are conducted either on company account or by lessees in the Centennial, Bullion Beck, and Eagle and Blue Bell mines in the Tintic district of Utah, the Hidden Treasure and Ophir mines in the Ophir district of Utah, and the White Knob mine in Custer County, Idaho. The Richmond-Eureka Mining Company, in which the Company owns a controlling interest, has leased its properties near Eureka, Nev., to the Eureka Corporation Limited. The Gold-road property at Goldroad, Ariz., has been shut down since 1942, and due to high costs of labor and supplies, consideration is now being given to removal of all surface and underground improvements. The mine and mill im¬provements at the Sunnyside property in Colorado, recently purchased by the Sunbank Corporation, a subsidiary of the Company, are now being dismantled.

After the close of the Revolution, settlers began to pour over the mountains, to settle in the western parts of Pennsylvania, of Virginia, to move down the Ohio into Kentucky, and in the late seventeen-eighties to settle on "the Indian side" of the river, now Ohio. With the growth of population the interest in coal increased and it was not long before the production of coal west of the mountains was larger than that east of them. Foreign nations, too, became interested in the young republic and in 1783, at the instance of the Swedish government S. A. Hermelin, an engineer, visited this country to investigate its iron industry. He made a very interesting report, not published until 1931, in which he gave many details of the iron plants in the eastern United States; apparently he was not west of the mountains, but was well informed about conditions there. He says, "that some coal near the first branches of the Schuylkill River has been mined and utilized by the blacksmiths," referring, of course, to anthracite; again that "coal mines have also been worked for several years near Pittsburg," and that "great supplies of iron ore are available at the Ohio Falls and further to the west, at Coney Creek, a part of the Green River, where there is also coal."' In 1788, Dr. Johann David Schoepf, who came to this country with the Hessian troops, visited Pittsburgh. He was an intelligent man and acquainted to some extent with minerals and methods of working them. Mills Day left a journal of his travel to Ohio and return by way of Pittsburgh in 1810. He left this comment about western Pennsylvania: "June 19. As I proceeded toward Pittsburg, (From Washington and Canonsburg) the country grew more populous. The hills appeared to consist of strata of freestone, iron, coal, and slate. June 20. Its (Pittsburg's) water communication with a vast extent of country and the immense beds of coal in its immediate vicinity render it a place peculiarly adapted to manufactures. Coal may be obtained of a good quality, ready delivered at 5 cents a bushel."1 Until within a year or so of this period, coal was used for domestic purposes, brick-making, by blacksmiths, etc.; now the industry entered a period of rapid growth caused by the introduction of the steam engine. As manufacturing was increasing due to the settlement of the western country, the additional facilities created by mechanical power were welcome. Apparently the first engine was installed in Pittsburgh, in a steam grist mill, in 1808; it is described in the Navigator of 1811: "The water of the boilers are heated by large fires made of stone coal, which is introduced at one end into a grated fire place as long as the cylinders themselves; the quantity of coal consumed daily by these boilers is said to be about twenty bushels, which cost one dollar."
