SYNOPSIS It can be shown that the properties of intact rock are relatively unimportant in rock slope stability and that failures are controlled by structural discontinuities such as bedding planes, joints and faults in the rock mass. The frequency, orientation and inclination of these discontinuities as well as their strength characteristics are important factors to be considered in any rock slope analysis and their influence will be demonstrated by means of a number of practical examples. Methods for determining the mechanical properties of discontinuities will be reviewed and the interpretation of the strength test results for use in stability computations will be discussed.

Underground support has a long history as evidenced by Agricola's general description in Dc Re Metallica:1 "The timbering of these openings is done as follows: stulls are set at intervals into hitches in the hanging and footwall, and upon them smooth poles are laid continuously; and that they may be able to bear the weight, the stulls are generally a foot and a half thick. After the ore has been taken out and the mining of the vein is being done elsewhere, the rock then broken, especially if it cannot be taken away without great difficulty, is thrown into these openings among the timbers, and the carriers of the ore are saved toil, and the owners save half the expense. This, then, generally speaking, is the method by which everything related to the timbering of shafts, tunnels, and drifts is carried out."

Much criticism has been directed at the Coal Mine Health and Safety Act of 1969 from many sources, but few specific charges have been leveled, at least publicly. Yet, if the criticism is truly valid and can ever hope to become constructive, the issues must be approached head on. Therefore, the authors consider this an initial article and invite responses from others for contributions in subsequent issues. Dialogue is today's popular term and perhaps many of the problems associated with the implementation of the Act are the lack of communication between interested parties. There are two criticisms generally made concerning the philosophical approaches taken in the Act. The first is that there is an over-kill in some of the legislation, some provisions are not justified based on past accident history and economic considerations. Generally speaking in this category, no order of priority was considered consistent with safety and economy. The second category includes those situations where new provisions were imposed to improve safety in one area without adequately considering the consequences in another area, let alone the economics of the situation. While the authors do not always agree with the placement of items in these two categories by some industrial representatives, they will give specific examples that they believe may have a certain degree of validity.

A pulse technique is described for the measurement of bar velocity. A low frequency sine wave pulse is used which allows the wave-length to become much larger than the lateral dimensions of the test specimen. The low frequency pulse method has been tested and compared with the resonant frequency method and the results show that both methods give, on the average, equivalent velocities.

National Society of Professional Engineers has thrown its full sup- port behind pending legislation to appropriate $500 million for national conversion efforts that would provide employment opportunities for engineers, scientists, and technicians who are currently unemployed because of the decline in defense and aerospace programs. Known as the Davis-Giaimo bill, the proposed legislation would raise total Federal investment in science and technology to an adequate annual spending level and keep it proportionally equal to the growth in the GNP. If passed, the bill would increase and maintain Federal obligations for civilian-oriented research and development activities to a parity level with similar obligations for defense research development. U. S. Bureau of Mines has cataloged and placed on open file an inventory of U.S. coal deposits which can be economically strip mined at today's production costs. The costs include charges for reclaiming the mined land as required by 21 states. The report claims that some 46 billion tons of bituminous coal and lignite can be strip mined under present economic conditions, and that 32 billion tons of the total is classified as having less than 1% S. The report reviews strippable coal deposits by state, by county, by coal seam, by coal-seam thickness and by sulfur content. The report also gives an up-to-date summary of state laws on surface mine reclamation. The preliminary meeting to organize the American Institute of Mining Engineers was held last evening. The attendance was unexpectedly large, and the proceedings were harmonious. According to present appearances, the Institute is destined to have a vigorous and influential career. A noteworthy feature is the interest manifested by the owners and operators of mines and by mining foremen, who are not strictly engineers. Provision is made in the rules for such persons, and all others who desire to be connected with the organization, by the establishment of a class of associates, having all the privileges of members, with a very few restrictions. It is ordained that the President, four of the six Vice-Presidents, and six out of the nine managers, shall be professional mining engineers, this term including metallurgical engineers also.

The conventional cyclic system of deep-level mining by drilling and blasting gives rise to an inadequate degree of stope sorting when mining thin reefs. This results in poor utilization of the capital facilities of a mine in the form of shafts, haulages, airways, and associated equipment. Continuous and controlled removal of the thin gold-bearing portion of the reefs would permit better stope sorting and hence greater utilization of capital facilities. Results of experiments to develop hard-rock cutting machines for mining are reported and the benefits which could be derived from their use are discussed. Mining, from exploration through refining, is essentially a process of sorting in which the payable mineral, or metal, is progressively separated from the other constituents of the earth's crust with which it was originally associated. This takes place more distinctly at each step of the operation. What is it that determines the degree to which sorting should be carried out at each of the several steps comprising a whole mining operation? The formal answer is that degree of sorting at each step which results in the lowest overall cost for the complete separation. In practice, individual steps are chosen from those available in current technology, each of which effects a degree of sorting such that the quantity of material which must be sorted in the succeeding step is economically acceptable. It follows that any new technological development has repercussions throughout the whole mining operation and, more important, that the solution to excessive costs in any one step of the operation may lie not in improving the costly operation itself so much as in increasing the degree of sorting preceeding that operation. This concept, particularly in relation to deep-level mining of thin, tabular gold-bearing reefs in South Africa, is discussed here, and the most recent results achieved in the development of hard-rock cutting machines for stoping more selectively than is possible with explosives are presented. Deep-Level Mining Deep-level mining involves operations which are either not encountered, or are of only trivial importance, in near-surface mining. Near-surface, the major operations are those of rock breaking, transport, and milling. In deep-level mining, hoisting, environmental control, and strata control assume major importance. Some idea of the relative magnitude of these operations may be gained by comparing the separate amounts of energy which are required, or which must be controlled, to effect the various operations when, say, mining a tabular deposit 40 in. thick at 8000 ft below surface, Table 1. It is true that the costs of handling a given quantity of energy are not the same for each operation. Nevertheless, Table 1 does emphasize the fact that the operations of hoisting, strata control, and environmental control are of unique and major significance in deep-level mining. In particular, hoisting and environmental control place a heavy load on the reticulation system of the mine—the shafts, haulages, and airways. Typically, a new, deep gold mine with an annual revenue of about $35 million requires a total capital expenditure of about $140 million of which some $100 million is invested in developing and equipping this reticulation system. The ratio between annual turnover and capital invested of about one-quarter is exceptionally low, and it typifies the poor utilization of capital by the current technology of mining hard rock at depth. The average thickness of the reefs in the new South African goldfields varies from 10 to 30 in.,l and even in the thicker reefs the gold is often confined within a small fraction of the nominal thickness. Nevertheless, it is universal practice to mine these reefs at a stope width of about 40 in. or more, so that the quantity of rock broken in the stopes and hoisted out of the mine is between two and ten times the quantity of rock actually carrying a significant amount of gold. The reason for the adoption of such excessive stope widths is to be found in the method of rock breaking by drilling and blasting. The only free surface to which a blast hole can break is the stope face. It follows2 that each hole cannot have a burden in excess of the height of the free face if it is to break satisfactorily. To

Growth of the Society When the Institute was born in May, 1871, it was given the name American Institute of Mining Engineers. Yet from its conception a few months earlier, its genetic code clearly carried the message that metallurgy was equal in importance to mining. Thus, the "call" for the initial meeting, which was sent out in April of that year by three mining engineers, Eckley B. Coxe, R. P. Rothwell and Martin Coryell, gave this first objective of the proposed organization as: "the more economic production of the useful minerals and metals." And this call concluded: "Anyone who may have devoted himself to a particular subject connected with either mining or metallurgy, and who may be possessed of new facts in reference to it, would greatly aid in furthering the objects of the proposed association by preparing a paper giving the results of his experience." In response to this call, a group of 22 men assembled in Wilkes-Barre, Pa., for a 3-day meeting beginning May 16, 1871. On the first day, a set of 20 "Rules" was adopted, of which Number 8 read, in part: "The words mining engineers in these rules comprehend engineers connected with mining and metallurgy." On the second day, 18 officers were elected, of whom nine were not present. Moreover, as if to emphasize that the words about metallurgists were to be taken seriously, one of those elected in absentia was the president, David Thomas, a Welshman who had founded the Thomas Iron Co. and who built the first anthracite-fired, hot-blast furnace in this country. The second meeting of the Institute, held in Bethlehem, Pa., in August, had a more metallurgical flavor, and the third meeting, in November, was held in what was then one of the great steel-making centers of the country - Troy, N. Y. This was the home of the Albany and Rensselaer Iron and Steel Co., which held the American rights to Bessemer7s machinery patents. And it was here that the great American steel master, Alexander L. Holley, carried out a series of experiments that led to improvements in the design and method of operation of the Bessemer vessels. It was at this meeting that Holley and Henry Marion Howe, then a "student" at the Albany and Rensselaer plant, were admitted to membership. More than 6000 resin-anchored bolts have been installed at the White Pine mine, and their performance has proven excellent in both pull tests and "beam" building. With its improved reliability, resin anchorage will permit a more scientific approach to the design of roof bolting systems, and this should ultimately result in both better support and reduced costs. The White Pine mine lies five miles south of Lake Superior in Ontonagon County. Mich. The orebody occurs in gently dipping upper Keweenawan sediments midway between the Porcupine Mountains and the Bergland Hills, both of which are ranges of steeply dipping Keweenawan extrusives and intrusives.

A choosy in what they would smelt. The furnace charge had to be coarse, and it had to be rich. They discarded fines in excess of about 1/10 the total weight. They wanted 10% copper content and fussed about anything with as low as 5%. They concentrated the copper content of the charge as much as they could by prior selection. They roasted off enough sulfur to further enrich the copper content of the succeeding fall of matte (a melt of cuprous and ferrous sulfides or Cu2S.FeS). Then they desulfurized the iron and fluxed it by carefully adding silica (quartz, not silicates) for a slag of lower density than the cuprous sulfide (Cu2S or white metal). After skimming off the slag, they further desulfurized the white metal by blowing the molten bath with compressed air. The result was blister copper. Yesterday Their techniques and furnaces? Some experimented with mechanically rabbled roasters, but their standard roasting practice was burning coarse sulfide ore in 250-ton heaps. These heaps, approximately 24 x 24 x 6 ft, were burned for about 75 days down to 6-10% sulfur. The turnaround time for a given roasting position was 100 days. Assuming the base was a hearth, the calculated rate of treatment was on the order of 0.004 tpd per sq ft.

They let the whole world know again that not only could we do it, but we make it look easy. The great crews before Scott, Irwin and Worden of Apollo 15 have all blended warm humor, informality and dexterity to put on a good show: but it keeps getting better and the last one was the best. Scott's rendition of Galileo's experiment using a hammer and a feather--not just any feather, but a falcon feather after the name of the LEM-was priceless. One generation of school kids will never forget that lesson. The final touch was in the "would-you-believe''" category, Now if English astronauts had been performing the mission, the sign-off would have been typically low key. Something like; "well its tea time, chaps; we'll have to toddle along." Apollo 15 surprised and thrilled spectators by blasting off to the Air Force song "Off we go into the wild blue yonder" and leaving a camera behind to photograph their own ascent. Now that is what we call showmanship. There is another aspect to our space show and that is that it cost billions of dollars to put on. With that kind of backing, the world for an audience and in the face of grave personal risk, one would expect the space explorers to be all business. Instead they did their jobs with limpid buoyancy. Our older readers will recall and contrast a movie of the thirties and the tense atmosphere when they had to talk that kid up there (Franchot Tone) down through the zero ceiling. A feat of considerably less difficulty than docking LEM. but nevertheless the gut tightening drama was absent in the latter event. In another example, few of us can visualize reporting back after a business mission to one of the old barons such as J. P. Morgan in any but the most sedate and business-like terms. In fact we don't have to go that far back, as we can think of a few pepper-pot bosses we have had to whom one always played it straight.

Rapid depletion of the world's mineral deposits combined with the expanding demand for metals places great pressure on our ability to provide technologically and economically feasible processes to recover greater amounts of metals from progressively lower grade sources. Chemical mining is one area in which expanding research and development can provide new processes or refinements to existing ones. These new techniques could result in increased production of metals from materials now considered uneconomic to process by current technology. To mine by chemicals requires the interaction of such disciplines as hydrometallurgy, microbiology, chemistry (both organic and inorganic), fluid flow, mineralogy, geology, and of course, economics. One of the least understood areas but one which may end up being an essential part of any chemical mining process is microbiology, i.e., the role of microorganisms in altering minerals and metals in solution.

Since prehistoric times, gold has been sought for its beauty and its unusual physical and chemical properties. Early in the dawn of civilization it became the ultimate unit of value, and for at least 6000 years it has been used to barter for other commodities. It has been prospected for, treasured and made into works of art and personal adornment. From time to time, it has even been the object of conquest. Because of its predominant role as a basis for money in recent centuries, economists have come to think of gold solely in these terms. Gold, however, has physical and chemical properties that make it one of the most useful metals in the modern world. It is the most ductile metal known. An ounce of it can be drawn into a continuous wire over 35 miles long. It is also so malleable that an ounce of it can be beaten into films 0.00001 in. thick covering 68 sq ft of surface. It has a density of 19.3 and is so heavy that 1 cu ft of it weighs more than half a ton. Gold is nonmagnetic and has a high electric conductivity that is only slightly less than that of silver and copper. Gold is so inert to all the chemicals found in nature that gold coins and jewelry buried beneath the soil or at the bottom of the sea for thousands of years appear to be as bright and perfect as when they were first immersed. Finally, gold has an extremely high reflectivity of both light and infrared rays.

First-order kinetics adequately describe the recovery of a single floatable species. The conditions under which cell behazior can be simulated by a single-phase model are discussed; deviations from the multiphase model are accountable. The rate coefficient depends upon operating conditions besides particle size and mineralogy and the physicochemical properties of the pulp constituents. The model for a real flotation system combines the first -order, single-phase model with a distribution of noninteracting species. Methods for determining the distributions are discussed. Applications of the procedure to flotation studies are outlined. The mathematical description of flotation as a rate process can be traced to Garcia1 who reported cases in which the fraction of solid remaining in a cell in semi-batch operation, F (for Notation used throughout, see Table l), decays exponentially with experimental time T. F = e-k>r. (1 The differential equation leading to Eq. 1 is dF ----= -k,F (2) dT which is recognized as the algebraic analog of the chemical kinetics first-order reaction equation.' This has led to suggested mechanisms for flotation and mathematical relationships other than first order: with very little foundation other than analogy. The flotation rate coefficient kl can be accounted for as the product of several probabilities concerning bub-ble-particle attachment and detachment, aggregate entry from pulp into froth and return from froth to pulp, and removal from froth as concentrate. These factors clearly contribute to the magnitude of the overall flotation rate, and there are others also, but describing flotation merely as the overall probability of consecutive gross events hardly appears a significant advance in understanding. More recently, it has been described in terms of a stochastic process, which promises to provide a more satisfactory approach? The present paper will be more concerned with a phenomeno-logical description of the flotation process than with an account of the internal mechanics of the process. This is not a statement of priorities, or a judgement of the relative importance of these options but rather an assessment of what is presently possible. Previous investigators'" have developed methods for interpreting semi-batch flotation data in terms of species distribution. These methods have been used in an attempt to explain flotation behavior in response to changes in operating conditions." Higher education is in serious trouble in the United States. With increasing costs threatening to create a taxpayer's revolt, serious thought must be given to determining whether or not we can continue to afford our present educational policies. Disinterested students with little aptitude are pushed into over- crowded universities by well-meaning parents, but they lack real objectives beyond achieving that great status symbol-the degree. Advanced degrees are heaped upon the baccalaureate degree, and the pursuit of the pure and social sciences continues at the expense of engineering and technology.

It is a pleasure to talk to you about the world economics of industrial minerals on this occasion of AIME's 100th anniversary. In order to fit this topic into the time and tenor of such a session as this where you are hearing subjects equally broad in scope one after the other, I will deal with the subject through the medium of eight minerals selected to illustrate import- ant economic factors. I must admit to some bias in the selection, since I picked personally familiar ones to elucidate facts of life in the industrial minerals business. It is a very interesting field, different in many respects from metals and certainly far different from petroleum. The minerals chosen are celestite, diamond, fluorspar, salt, sulfur, ilmenite, rutile and zircon. Celestite The market for celestite is mainly in the U. S. where it is consumed in the manufacture of strontium compounds for red-colored flares and other pyrotechnics, for the production of electrolytic zinc, for glass manufacture, and for the manufacture of ceramic ferrites. Smaller markets exist in Europe and Japan. Production comes from England, Mexico and Spain, and a new mining operation is being started in Nova Scotia. There is no significant production in the U. S. nor in the other principal consuming countries, except England; so it is mainly an international commodity. Celestite illustrates many of the factors important in the economics of industrial minerals. To have a marketable product, grade and freedom from deleterious elements are important for materials used by the chemical industry. In the celestite used to make strontium nitrate, calcium is the most objectionable of the commonly associated cations. Selling price is adversely affected because nitrate manufacturing costs are greatly increased if calcium is pre sent, hence less can be paid for the raw material. Meeting specifications can add significantly to the vendor's cost; hence a balance must be struck between the producer's capability and the consumer's requirements, permitting a reasonable profit for both. Both centrifugal and reciprocating-type pumps have been widely used in the transport of slurries. Although with some limitations, centrifugal pumps may be used, especially for short-haul systems, however, for the long pipelines the reciprocating pumps are better suited. A state-of-the-art review is presented in which a discussion of applications is made and some of the problems associated with meeting the proper design conditions for satisfactory service are discussed. Several developments underway give considerable promise of better pumps in the future, although the current level of development provides for an economical means to move slurries. The movement of liquids in pipelines necessarily occasions the use of pumps. The petroleum industry is familiar with the transport of solids through mud pumps and cementing and fracturing pumps where the movement of slurries is an everyday matter. In the drilling of an oil well, the circulating fluid utilized to remove drill cuttings is called drilling mud. This substance is usually a fairly sophisticated material designed to develop certain characteristics desirable in the drilling process. The cuttings are suspended in a moving column of this fluid and brought to the surface. The separation of the cuttings from the drilling fluids is accomplished by the use of shaker screens and settling pits; however, it is impractical to remove the cuttings completely and as a result they are pumped through the mud pumps back into the circulating stream. Over the years, mud pumps have been improved so that rather long life can be obtained from liquid end parts subject to the attritional effects of the abrasive-laden fluid. It is from this background that reciprocating-type slurry pumps have been developed. Centrifugal Pumps Centrifugal pumps have also been used to transport solids, where low heads are required, typically up to 200 ft or so, and for short hauls. The centrifugal pump is a hydrokinetic device wherein the increase in velocity of a fluid stream is converted to head, and to achieve high heads a large change in velocity is necessary. Abrasive laden fluids cause wear on impellers and casings as a result of erosion by the fluid and the suspended particles. Centrifugal pumps, therefore, can only be used where the internal velocity of flow is rela- tively low. The advantage of centrifugal pumps is their high capacity at relatively low capital cost and usually relatively small space requirement. One of the disadvantages of the centrifugal pump when used in slurry pipelining can be seen in its typical pressure-volume performance relationship, which tends to work against the application (see Fig. I). If an increase in pressure (head) is occasioned by flow restrictions in the pipeline, say by the dropping out of solids, a desirable characteristic of a slurry pump would be that it develop increased pressure to overcome the restriction. The centrifugal pump provides the increased pressure only at the expense of considerably reduced volume which then results in a lower flow velocity. With the reduced flow rate, adequate velocity to hold the material in suspension and keep it flowing in the line might not be achieved. If centrifugal pumps are considerd for the movement of solids in a long line, a series of pumps must be staged in order to provide the necessary motivating force. This is the Centennial year of AIME and many of us reading this issue of ' will be getting ready to attend the Centennial Celebration in New York from February 26 through March 4. The officers of the Division sincerely hope that a large number of our members will attend the fine technical sessions and social functions arranged for this really big meeting. The year 1971 will be a crucial one for MBD. This SME Division is a working group organized "to furnish a medium of cooperation among those interested in the basic unit processes and unit operations of minerals beneficiation; and to promote the advancement of this branch of mineral technology through meetings for professional intercourse, and to stimulate the preparation, reading discussion and circulation of papers connected therewith." No one can deny the worthiness of these objectives or minimize the efforts that Division officers and members have made to attain them. Much has been done over the past several years to achieve a smooth-running and effective MBD organization. However, there is still room for improvement and much more needs to be done in order to provide the best possible services for the membership and the profession.

When the first Earth Resources Technology satellite (ERTS-A) is orbited by NASA next year, mineral exploration is expected to take a giant leap forward. There are many inherent advantages in going to space to study large regions of the earth, as existing space data have shown. A preview of what can be expected has already been provided by Gemini and Apollo color photographs taken over many parts of the world in the equatorial belt to 30ºN and S latitude. These comprehensive views cover some 100 sq mi, depicting prominent geologic features in a regional context. Placed side by side with mosaics of aerial photographs covering identical areas, the space pictures point up many inadequacies in the present airborne methods of data acquisition. To obtain a regional picture from aircraft, one must piece together many bits of data, and the final result suffers from variations in lighting and photographic reproduction that may obscure features important to the mineral explorer. By contrast, space photographs provide unsegmented synoptic views of large areas as they appear in a single instant under uniform lighting conditions.
