Construction of the Ranger uranium project, located 230 kms east of Darwin in the Northern Territory, Australia, commenced in January 1979. Energy Resources of Australia Ltd (ERA) was incorporated in February 1980 to acquire all the rights in the project. The total cost to ERA of these rights was A$407 million, made up of A$125 million in cash to the Federal Government and the issue of 125 million A$1.00 shares at par, plus a payment of A$16 million in cash to each of Peko-Wallsend Ltd. (Peko) and EZ Industries Ltd. (EZ). ERA's cash requirements to complete the project were estimated in October 1980 to be A$553 million. Project loans, secured by first ranking debenture stock, were arranged for a total of US$390 million, while second-ranking debenture loans totalling A$60 million were [ ] obtained from the vendors, Peko and EZ. Overseas participants (power utilities who had agreed to purchase uranium yellowcake under contract) arranged to take up 25% of the equity capital for A$102.5 million; Peko and EZ were allotted 30.5% each as satisfaction of vendors' consideration; and 14% representing A$57.5 million was issued to Australian residents in an underwritten public flotation in November, 1980. The loan and equity financing arrangements required the successful resolution of many complex and interlocking factors, including technical and economic feasibility, agreement with Aboriginal interests, compliance with Government policies, and securing of sales contracts.

One form of encouragement for the small copper mining sector in Chile has been the construction and management of custom mill facilities to process the ore. The paper describes an economic analysis framework for the evaluation of government custom milling opportunities. Feasible mill locations and capacities within a region are selected and the infrastructure and milling costs associated with each combination of location and capacity are assessed. For each combination, the economics of developing and operating known copper deposits in the region is evaluated, and an optimum cut-off grade and mine capacity is selected for the deposits which justify development. Since the total ore supply from mines in the region may exceed a particular custom mill capacity, mine development is scheduled to optimize the economics of the mill facility. Finally, the best custom mill location and capacity is selected on the basis of overall costs and benefits. A copper mining region in northern Chile is used to illustrate the application of the model. A mobile mill approach is examined and compared with the fixed location mill alternatives. Results are analyzed as a function of copper price.

MINING methods and customs in many districts of England are to this day strangely bound about by the records and traditions of the past. In some mining fields this is more apparent than in others, yet it is everywhere in evidence, for Cornwall with her mines under the sea, Wales with her famous quartzites, and Derbyshire with her remarkable cavern deposits, are all tinctured with quaint customs that have come out of the almost forgotten past. Here, modernism has never replaced tradition, and many of the laws are woven of the woof and warp of ancient custom. Indeed, these things exist because they have come to be part and parcel of the civil laws. And these laws are observed with meticulous care and accorded all the reverence due their venerable age. All activities pertaining to the mining of metals are hedged around by curious and ofttimes clumsy laws, each minute and trivial detail being covered by the civil code, and each petty law enforced by an ofttimes pompous official.

A SYMPOSIUM on current. conditions in Mexico, particularly in the oil and mining industries, was a most successful feature of the May meeting of the New York Section of the A.I.M.E. Heath Steele, vice-president of The American Metal Co.. Ltd., with an intimate knowledge of Mexico gave the principal address, and asked that his analysis of the present situation he regarded neither as an endorsement of Mexico's policy nor as the criticism of a disgruntled operator. To explain the .attitude of the great mass of the Mexican people towards recent developments, he first described briefly the political, social, and religious beliefs and customs of tile Mexican Indian. In spite of their contact with foreigners these beliefs and customs have remained unchanged throughout many generations. The old communal spirit and the idea of common ownership of the land still persist especially in the rural districts and villages; the old custom of a council for local self-government is reflected in the present-day labor committee. A WIDE variety of lead ore is treated by the Midvale Smelter, for it is a custom plant not only treating Company lead concentrate and direct-smelting ores but also custom ores and concentrates, principally from Utah, Idaho, and Nevada, with lesser amounts from Arizona, California, Colorado, Montana, Oregon, and Washington. The principal operating departments of the plant are weighing and sampling, Wedge roaster, D&L sintering, blast furnace and drossing, and baghouse. The lead bullion produced is shipped to a subsidiary, the U.S.S. Lead Refinery, Inc., at East Chicago, while the by-products, such as matte and speiss, are shipped to other smelters or re-treated at the plant.

THE United States Smelting Refining and Mining Company maintains an ore-purchasing department for procurement of custom tonnages of milling and smelting ores and concentrates for treatment at its Midvale plant. Arrangements with other companies provide for treatment of Company and custom zinc concentrates. Location of the Midvale plant in the heart of the Western mining country makes it possible to serve shippers from these nine producing states: Arizona, California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, and Washington. Shipments from most of these states travel over main-line railroads, delivery being made at Midvale within a short time after billing of the shipment. C.), (2) the St. Eugene Concentrator, Moyie, B. C., and (3) the Tadanac (Customs) Concentrator, Trail, B. C. Differential flotation is the only concentration method employed in all three I plants. Tables are used for pilot work only. Values in all ores treated are as minerals of some or all of the metals -lead, zinc, gold or silver. Occasional customs ores contain small amounts of copper. Sulfide iron content of ores treated varies from a [ ] low figure in some ores to 38 per cent. iron in Sullivan ore. Gangue minerals vary considerably. A few customs ores are somewhat oxidized and as a result present difficulties. Flotation equipment and control are similar in the three mills, and the flow sheets at the St. Eugene and Tadanac mills, while much simpler, are modeled after that of the Sullivan Concentrator. In this paper I will not detail treatment nor equipment in any of our plants but will describe special features in, or in connection with, all of them. I will then deal with flotation reagents, describing our use of each of them, particularly where differing from general practice. The Midvale Plant of the United States Smelting, Refining and Mining Company, situated twelve miles south of Salt Lake City, consists of mills for concentrating lead-zinc ores and a custom lead smelter. The milling department includes a 475-ton gravity mill for ores from the United States Mines at Bingham, a 100-ton Huff electrostatic zinc plant and a 60-ton pilot flotation mill for differential separation of lead and zinc. The gravity mill and electro- static plant are being replaced by a 600-ton differential flotation plant, now under construction, for differential separation of lead, zinc and iron. This new mill will have capacity for treating custom ores in addition to ores from the company's mines at Bingham.

My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

The cement industry is on the horns of an economic dilemma. Within the last ten years, its over- capacity in the United States has varied from 139- 127% of demand (Fig. 1). The most direct effect of this is seen in cement prices, which reached a peak in 1960, retreated steadily through 1966 and only recently climbed back to the 1960 level again. With prices in a slump and production costs estimated to be up almost 30%, there has been a steady drain on cement profits. Since 1960, labor costs have increased 86% while fuel costs have risen 18%. Meanwhile, customer service costs have also soared owing to the competition for cement customers and the wider variety of available cement products. This search for sales advantage has in turn led to a higher Blaine number, which means more grinding and hence bigger mills, more power, and, once again, higher costs. LUCIEN EATON, Ishpeming, Mich.-It is not the custom in the Lake Superior region, as far as I know, to employ shot-firers. Each man, or pair of men (most of the contracts are given to two men) do their own firing; each contractor keeps his powder separately. The general custom is to distribute powder (dynamite only is used) to the mines 2 days a week. The boxes, marked with the contract number and the level, are taken underground and the men take them to their working places. They are kept in boxes, which must not be nearer together than 50 ft. and are usually away from the timber roads or traveling roads. When holes have been drilled, one man usually takes down the machine, and the other man makes up the charge. He cuts the fuse, puts in the caps, etc., at a distance from the powder box. He then carries the powder charges to the working place where both men charge the hole. They do their own firing and warn others coming from any direction that the holes are being fired.

In Great Britain all analytical chemists are styled assayers, but in the United states a slight distinction is made, assayers being considered those analytical chemists who have chiefly to do with the determination of the precious metals. There have grown up around the assayers of precious metals a number of customs and traditions which, as a rule, do not fetter American chemists when called upon to determine the composition or constituents of any samples submitted to them for analysis. In Great Britain, on the other hand, trade-customs even go to the extent of enforcing the employment of an admittedly erroneous atomic weight in certain alkali-determinations. If the American chemist is asked to determine the amount of lime in a water, potash in an alkali, or silica in an ore, the owner of the sample does not presume to suggest what method he shall employ, nor does he question his report on the ground that he should employ another method. But even in America it is different with the assayer. Unfortunately for the guild, as well as for those who have to base business operations on the reports of assayers, customs and traditions as well as divergent interests seek to circumscribe him in his choice of method and sometimes dictate how he shall perform his operations. This was true at one time of copper, which to-day in England is still determined by the so-called Cornish fire-assay, an attempt to imitate in the laboratory the various metallurgical operations in the smelting-works; but nowhere in this country is the assayer forced to employ any particular method for determining copper so long as his certificate indicates the true total percentage of copper in the sample. It is true that both buyers and sellers demand use of the electrolytic method, but only because it is the most accurate. In America the trade accepts the assayer's statement as final, and makes

The electrolytic plant at Trail, B. C., was erected by the Consolidated Mining and Smelting Company of Canada, Ltd., for the treatment of zinc ores and concentrates, particularly those of the Sullivan mine at Kimberley, B. C. It began operations in 1916 at a rated capacity of 60 tons of cathodes per day, which has been steadily increased to the present production of 400 tons per day. The Sullivan has furnished the greater part of the zinc so far produced, although notable tonnages of customs zinc concentrates have been treated. The maximum yearly tonnage of customs concentrates, 25,000 tons, was treated in 1926. Practically no customs concentrates hale been treated since 1929. The total bar zinc production to the close of 1935 was 1,092,782 tons. The zinc mineral in the Sullivan ore is marmatite of somewhat variable composition, ranging between 6ZnS.FeS and 8 ZnS.FeS. Practically all the zinc ores tributary to this plant are marmatites; and the iron content of the zinc mineral varies considerably. The formation of zinc ferrite during roasting is now a matter of common knowledge, so the possible extraction from any zinc concentrate is largely a function of the iron content; the progress made in concentration is reflected directly in zinc-plant recovery. The Trail plant operafes on the low-acid system, as do all the other major plants on this continent at present operating, except the electrolytic plant of the Sullivan Mining Co. at Kellogg, Idaho. The new Magdeburg plant, in Germany, occupies an intermediate position between high and low acid. Plant operation at Trail will be treated in this paper under five main sections: roasting, leaching and purification, electrolysis, cadmium recovery and melting. The oxide section of the plant, treating zinc fume from re-treatment of lead blast-furnace slag, is practically a separate zinc plant; this is necessary because of the presence of fluorine in the smelter zinc fume. Cadmium is recovered electrolytically from the purification residues of both the sulphide and oxide leaching plants.

MINING revival during the last few years has brought about a considerable increase in the number of gold and silver determinations made, noticeable in all branches of the industry but especially so in the business of a custom smelter. At East Helena, solely a custom smelter the assay department found that the four assay furnaces available were inadequate to handle the increased amount of work. These furnaces were of a standard design, having duplex muffles, one superimposed on the other; each muffle was 12 1/2 in. wide, 18 1/4 in. long and 6 in. high, and could handle 72 cupels or 20 fusions. Since the heat varied considerably between the upper and lower muffles, cupellations were not ruin in both at the same time. To speed up assaying, E. A. Meale, chief chemist, had the happy idea of enlarging a muffle furnace, originally designed by the Montana Power Co., so that one muffle would acconmmodate at least as many determinations as the duplex muffles. An order was given to the Denver Fire Clay Co. for a Carbofrax muffle of the size required and the local engineering department enlarged the furnace to accommodate the muffle. Details of the

Reed, Jr. The authors are to be commended for finding a material for pellets binding that we were unable to uncover during the investigations that led to US Patent No. 3,748,116, "Method for producing metallic iron powder from iron ore concentrate," July 24, 1973, by G.G. Reed, Jr., J.M. Karpinski, and S.V. Fox. This patent concerns a method of processing "super"-concentrates prepared from magnetite or "blue dust" into molding-grade metallic iron powder for use as a bulk commodity, in contrast to current methods which produce small batches that are custom-blended with additives and/or alloys to customer specifications. The one thing we had not found at that time was an organic binder (mineral-matter-free) that would allow induration to produce hardened pellets that would survive SL/RN Direct Reduction. Peridur appears to provide this missing link needed for large scale (200 t/a, or 220,460 stpy) single line plant capacity consistent with a low market price to ensure greatly broadened use of metallic iron powder. I hope that industry will adopt this combination so that metallic iron powder usage can fulfill its potential. ?

The International Law of the Continental Shelf, so far ratified by 35 nations, extends the national boundary of any coastal nation to the edge of the continental shelf, this normally being at a continuous water depth of 200 m. The Law further extends this boundary to include the floor of the deep ocean to any depth that can be mined by advanced mining technology. In effect, proof of mining can constitute proof of ownership of the subaqueous land and the minerals on or below the sea floor. Irrespective of the fact that present technology is too limited to permit mineral exploitation in the high seas-and the law regarding the right to mine appears hazy-the U. S. Treasury Department's Bureau of Customs, has a ruling that would further deter mining operations on the high seas. This law contends that minerals mined on the continental shelf of the United States are actually mined within the continental United States and are free of tariff, but mined products or other articles obtained from the ocean or the sea floor beyond the continental shelf, if brought into this nation, must be considered as imported and are subject to such customs duties as are applicable under the tariff schedules of the United States.

The marketing of nonferrous metals and of the ores and concentrates from which these metals are recovered is a fascinating trade, international in character, sensitive to every change in the economic tide, and complex in its organization. Each individual metal has its own marketing mechanism; no two are exactly alike. The differences sometimes are a matter of tradition rather than of necessity, but usually they have developed because of the very nature of the problems of producing or consuming the individual metal. This description, because of limitations of space, can do no more than indicate the major aspects of the trade and touch lightly on the marketing structure of each metal. The dictionary states that a market is a "meeting of people for selling and buying." In the case of nonferrous metals this meeting may occur on a half-dozen different occasions between the time the ore has been first mined and the time the refined metal is available for use by industry; or it may not occur at all until after the metal itself has been rolled, drawn, stamped, cast, or forged into a useful semifabricated shape. To illustrate: A Chilean miner may sell his small ore production to a custom mill, which produces concentrates that are sold to an ore dealer, who finances shipments of the concentrate to a custom smelter, which buys them for conversion into blister, to be subsequently refined into electrolytic copper (sometimes by a refinery having no corporate ties with the custom smelter) and sold. Conversely, aluminum production is mostly by integrated concerns that mine bauxite, convert it to alumina, smelt that to produce aluminum, and then fabricate that into semifinished or even finished products before title to the material changes hands for the first time. Some nonferrous ores are not converted into metal at all but are sold by the miners or dealers directly to the ultimate consumers. A good example would be chrome ores used by the chemical industry. And of course a substantial part of the commerce in nonferrous metals is in scrap, which is the reconversion into useful form of metals that have long since been mined and smelted. There is plenty of evidence to indicate that at least one of man's chief interests in life is to make himself as comfortable as possible. If you doubt this, just watch the fellow next to you for the next half hour trying to find the most comfortable position that a hard chair has to offer. Comfort, however, does not always mean an easy chair. To some, it may mean a wealth of money: to another, freedom from worry. But to most of us, it means first of all a comfortable atmosphere in which to live, and to a great many of us it probably also means freedom from that annoying task of firing the furnace. Today more than ever before, automatic heat is one improvement that is placed high on everyone's list. Perhaps this is because automatic heating is becoming relatively cheaper. Perhaps it is because of a good publicity campaign on the part of the oil and gas men or maybe it is just that we are getting lazier day by day. At any rate, almost every issue of Better Homes and Gardens, House Beautiful, or your other favorite home magazine carries an article extolling the virtues of this or that automatic heating system.
