A LL over our great country I have been privileged to see, during the last six weeks, the manifestation of a new spirit among engineers. Partly under the inspiration of leaders whose influence has been felt not only nationally, but internationally, - partly through the recognition of the service that engineers have been able to render to the nation during the recent crisis, a new self-consciousness has been acquired by the individuals, and now this self-consciousness seeks expression in opportunities for service and participation in public affairs. The engineer . no longer sees himself a mere reservoir of information to be tapped when some one is in need of cold facts, no. more an administrator of mere material things, but a potential administrator of- public affairs, a citizen and a human being, with the responsibilities, as well as the privileges of citizenship.

I. INTRODUCTION. THIS cavern was discovered Oct. 22, 1904, by Mr. Charles H. Deutschman, in company with whom I made, May 29 to June 3, 1905, at the request of Mr. Howard Douglas, Superintendent of the Canadian National Parks, the first exploration of it for the Canadian government. The results were stated in a paper, orally presented, with lantern-views from my photographs, at the British Columbia Meeting of the Institute, Victoria,, B. C., July 5, 1905.* The present paper embodies also the results of a second examination, made Oct. 25 to 29, 1905. The accompanying map, Fig. 1, will serve as a guide to the following description. II. LOCATION. The cavern is situated at snow-line, at the head-waters of Cougar creek, on the west slopes of the Selkirks, about 2 miles north from Ross Peak water-tank, and 5.5 miles west from Glacier House, on the main line of the Canadian Pacific Railway. It was then reached by an arduous climb from the water-tank, up the ravine of Cougar creek, for 8,000 ft. (2,000 ft. of altitude) over rock- and snow-slides, and through a thick tangle of alders. But an easy and very picturesque trail has, during the past summer, been opened by the government from Glacier House. Figs. 2, 3 and 4 represent views, not heretofore published, of the grand scenery of this region, so rapidly becoming the-object of attraction to thousands of tourists from all parts of the world. PROF. HENRY Louis, of Armstrong College, Newcastle-on-Tyne, England, a distinguished member of this Institute and other technical societies, has recently sent to the Institution of Mining Engineers, and to the Institution of Mining and Metallurgy, in Great Britain, a communication, the substance of which is as follows Prof. Louis calls attention to the absence of any recognized English term for the definite description of a frequent phenomenon-namely, the oblique position of an ore-body in the plane in which it. lies. In this connection, Prof. Louis says that in America the term " pitch " has been occasionally applied to this relation, and proposes that, in the literature of ore-deposits, it shall be hereafter restricted to this particular meaning, the angle of the pitch, like that of the dip, being always measured from the horizontal, and the dip being always taken at right angles to the strike, while the pitch is taken on the plane of the dip, in the direction of the strike. Thus, for example, in a vein or bed striking N-S., and dipping, say, 45° E., there might be an ore-body, the axis of which pitched northward, at an angle of 45° below the horizontal line, as measured on the plane of the inclosing vein or bed. If the term " pitch " had this universally recognized meaning, the situation could be simply and perfectly expressed by its use, in connection with the general data of strike and clip. As Prof. Louis says ?This suggestion has a certain practical value, and is not merely academic. Every mining engineer of practical experience in such types of ore-deposit will have met with cases, in which a vertical shaft has been sunk with the object of cutting the deposit, but has missed it, because the dip alone has been taken into account, while the pitch has been overlooked." The following changes of address of members have been received at the Secretary's office during the period of Mar. 1 to May 1, 1908. This list, together with the list in Bi-Monthly Bulletin, No. 20, March, 1908, therefore, supplements the annual list of members corrected to Jan. 1, 1908, and brings it up to the date of May 1, 1908. The names of Members who have accepted election during March and April, 1908 (new members), are printed in italics., By a simple method of cutting out these names and addresses, and pasting them directly over the corresponding names in the annual list of members, the record can be kept practically up to date and the value of the list correspondingly increased. For this purpose the changes of address have been printed only on one side of the page. The names of new members, being in italics, are readily distinguished from the others, and can be pasted in approximate alphabetical order on the margins of the pages of the list.

Discussion of the paper of Prof. Albert Sauveur and, G. A. Reinhardt, presented at the Cleveland meeting, October, 1912, and printed in Bulletin No. 71, November, 1912, pp. 1335 to 1341. ROBERT R. ABBOTT, Cleveland, Ohio :-The possibilities of the commercial application of the facts brought out in this paper have been the subject of many experiments by me during the past four years. It will be well to call attention to several facts having a commercial bearing upon the problem: (1) The lower critical temperature (Ac) of a 3.5 per cent. nickel-steel of low carbon (say 0.20 per cent.) content is about 710° C. This is not lowered to any extent by increasing its carbon content by carbonizing,. By this I mean that a steel with Act occurring at 710°, must, after carbonizing, be heated above this temperature before quenching in order to make it hard. This is not contrary to Guillet's diagram, although at first thought it may seem so, due to a confusion of the Act and the Ar1, points. His diagram merely gives the physical condition of the steel upon slow cooling. Now a steel of 1.20 per cent. of carbon and 3 per cent. of nickel (point " B " of the diagram) may be martensitic upon slow cooling from three causes: (a) Its Ar1 point is below the normal atmospheric temperatures. (b) The time element is so important that the change from martensite to pearlite and cementite does not have time to occur even with this slower rate of cooling. We of course know that nickel has the tendency of retarding this change. (c) A combination of the above two causes. (2) With increasing nickel content the ability of steel to absorb carbon decreases. (3) Many carbonized nickel-steels show a martensitic. structure upon air-cooling, and yet ire so soft that they are of no commercial value.

IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

(New Haven Meeting, February, 1909.) THE Hammond Mining and Metallurgical Laboratory is the gift of Prof. John Hays Hammond to the Sheffield Scientific School of Yale University. Professor Hammond was graduated from this school in the class of 1876, and has always shown great interest in its welfare and progress. In 1903, he offered to build and equip for it a mining and metallurgical laboratory. This offer was gratefully accepted by the trustees; and in October of the same year the architect, W. Gedney Beatty, and the writer were employed to draw up plans for the building, which is the largest of its kind in this country. The Treasurer's report shows the total gift of Professor Hammond, including land, building, and equipment, to have been $128,741.53. This does not include $5,000 given by Professor Hammond to defray incidental expenses. I AM very much impressed by this manifestation of international brotherhood; the mining engineers on both sides of the ocean have similar subjects to deal with, meet with the same difficulties, expose themselves sometimes to similar dangers; they are like companions in arms in the battle fought by mankind in order to subjugate the natural forces and to draw profit therefrom. There is no other field where this fraternity must manifest itself more actively than in the studies pursued with a view to improving the safety of mines and to rendering impossible in the future these mining disasters, which every year claim hundreds of victims. These are very difficult problems, the solution of which requires numerous and laborious experiments accompanied by very arduous scientific investigations; it is extremely desirable that the various mining countries, which have undertaken to solve these difficult problems, should unite their efforts in order to succeed as soon as possible and as well as possible. This idea has been fully grasped by your Bureau of Mines, which has brought me to Pittsburg; the daily exchange of views with the distinguished chief of-the mine investigation division, George S. Rice, and with his excellent collaborators, the comparison of the results obtained at Lievin and Bruceton, the checking of these results by means of new tests, the profound study of the measurements, diagrams, measuring and laboratory apparatus, the cooperative investigation of new apparatus, or the preparation of new investigations, are, I hope, of such a nature as to bring about great progress. I think that it will be interesting to you to know what has been done in France along this line.

Writing the Technical Report, third edition, by J. Raleigh Nelson. McGraw-Hill Book Co. $4.50, 356 pp., 1952.-The aim of the book is to inspire a greater interest in report writing. Basis for the increased interest is a development of a keener understanding of the writer's own mental processes and the practical procedures involved in writing a report. The book is concerned with basic principles and procedures, rather than incidentals. It emphasizes the importance of correct attitudes and suggests a method of approach and organization. In the first part of the book, design and composition are considered. Next, the text gives directions for setting up both the long and short term report. The third part of, the book gives a systematic procecure for critical examination of the report. The fourth section presents a 16 week course in report writing. The Rocks of the Sekondi Series of the Gold Coast, by A T. Crow. Gold Coast Geological Survey. 7s. 6d, 73 pp., 1952.-The book describes the results of careful and detailed mapping of the Sekondi Series. The Sekondi-Takoradi area is undergoing intensive development, including extensions to Takoradi Harbor and to the railways. Details are given on the nature, extent, and structure of the Series and many faults which cut into them. The book is aimed at those with a practical interest in the area. It is illustrated with geological maps and drawings of horizontal sections. In the back, the terrain of the series is illustrated in a group of plates.

Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.

NAME AND OBJECT. SEc. 1. This Institute is incorporated under the Membership Corporations law of the State of New York ; its corporate name is American Institute of Mining Engineers; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II. MEMBERS. SEC. 1. The membership of the Institute shall comprise four classes, namely 1. Members ; 2. Honorary Members ; 3. Associates ; 4. Junior Members. All members shall be equally entitled to the privileges of membership, except¬ing that Honorary Members, Junior Members, and Members and Associates whose residences shall be outside of the United States, Mexico, and Canada shall not be entitled to vote. Members and Associates residing within the United States of America, Mexico, and Canada, and not in arrears for dues, shall be entitled to vote in person at the meetings of the Institute, or, as hereinafter provided for, by letter ballot. SEC. 2. The following classes of persons shall be eligible for membership in the Institute, namely : as Members, all professional mining . engineers, geologists, metallurgists, or chemists, and all persons actively engaged in mining and metal¬lurgical engineering, geology, or chemistry ; as Associates, all persons desirous of being connected with the Institute who in the opinion of the Board of Directors are suitable.
