Production of crude oil in Tennessee during 1941 was slightly more than 15,000 bbl., about the same as in the preceding year. Two thirds of the total was from the Mississippi limestone pools in Scott and Morgan Counties. About a dozen small scattered wells in Clay, Pickett, and Fentress Counties, pumped irregularly, produced approximately 5000 bbl. Natural gas was marketed from wells in Morgan and Fentress Counties for consumption in the Sunbright and Jamestown areas, respectively. The production by counties is shown in Table I. Drilling activities in the state fell to the lowest stage since 1933. Twenty-seven wells were spudded in during 1941, of which six were drilling or only temporarily suspended on Dec. 37, 1941. Of the 22 completions, four were gas wells of undetermined quantity, but are classed as commercial, and 17 were dry or near-dry holes. One well encountered oil, but it has not been tested. The total footage drilled during the year was 29,916 ft.; the average depth of wells was 1359 ft. The more important wildcats are listed in Table 2; the distribution of tests according to physiographic divisions is given in Table 3. East Tennessee.—One well was drilled to 3480 ft. in northwestern Anderson County, in the highly disturbed Appalachian area, a region long considered the most unfavorable in the state for the accumulation of oil and gas. Another test is now drilling below 2000 ft. in this general area. Cumberland Plateau.—There were two completions in the Cumberland Plateau area. One test, drilled in northwestern Scott County in an area of former Mississippi limestone production,' encountered a considerable amount of free oil at 850 ft., about the same horizon as in the old abandoned wells. No pumping tests have been made to date. A well at Oneida, Scott County, found gas at 1579 ft. in a sandy limestone of lower Mississippian age. The volume was reported doubled by a shot, although no open-flow measurement is available. Eastern Highland Rim.—Six completions on the eastern Highland Rim resulted in two small gas wells in Fentress County, which will be used to augment the supply for Jamestown. The producing horizons are shaly limestones of Ordovician (Trenton) age. Two wells in this area tested the upper part of the Knox dolomite group, one of which encountered some free oil in a sandy dolomite at 1670 to 1681 ft. While coal has been found in numerous counties in this state, it has only been produced commercially in a few of them. Production data are more than usually meager, and little data could be derived from the railroad reports of tonnages carried. All data is given in Table 65.

FIFTY years ago William Bertolette Plank was born in Pennsylvania, in which state he was also educated, winding up with an E.M. from Penn State in 1909, at the age of 23. ' He remained there as instructor for a year, and then went with the Philadelphia & Reading Coal & Iron Co. as mining engineer for three years. During the next four years he was on the staff of the Pittsburgh Coal Co. In 1916 he turned to Government work, going to Pittsburgh as junior mining engineer for the U. S. Bureau of Mines. He became successively assistant mining engineer there, mining engineer at the Bureau's Urbana, Ill., station, and finally Mr. Plank was appointed district mining engineer for the Bureau at Birmingham, Alabama.

The rapid development of the Budafa-Puszta field during 1938 advanced Hungary a considerable distance along the road to self-sufficiency in domestic crude-oil supplies. INTRODUCTION To provide a background for discussing long-range financial and operational planning in the mining industry, we would like to begin by describing the role of planning in Codelco. Having taken part in Codelco's planning process since its inception in 1976, we believe that useful conclusions may be drawn for the experience we shall relate. Although Codelco is a state-owned copper producer with an important role in the Chilean economy, and is consequently very much at the core of national economic planning, the following discussion is not related to government planning but to planning in an operationally and commercially autonomous business concern with all the characteristics of a private enterprise. The only way in which Codelco differs from private business is that its financial successes or failures have a more direct impact on the countryls ability to participate in international trade, to meet its international financial commitments and to achieve economic and social growth. Thus, what follows is a presentation of the conceptual features of the planning process at Codelco and a description of the current state of planning in the company. It is understood that certain conceptual components are basic to any formal strategic planning process, and that the components of Codelco's planning process are therefore generally applicable in similar companies. First, the mission and scope of operation of the company must be defined, and goals must be set to achieve leadership in the business activities in which it engages. Having set this framework, the company must constantly scrutinize those internal elements and conditions that are essential to fulfill its mission and achieve leadership. In Codelco this means considering the actions which can best serve to define future capacities, taking into account declining ore grades and determining optimal production levels; watching over the productivity and skills of its labor force, and; keeping abreast of technological developments in non-ferrous mining and processing. If the company is proficient in these three areas, it will be cost efficient and there- fore competitive. Codelco must also watch over the business environment in which it operates. The company sells concentrate, blister and fire-refined copper, wirebar, cathodes and wire rod and must study the behavior of the market to attune its product mix to the demand existing for these various commodities in the international market and the copper consuming industries in general. By examining the internal and external environment in which the company conducts its production and commercial operations, it is able to diagnose its strengths and weaknesses, to identify the hazards it must overcome to stay ahead in the copper trade, and to take full advantage of business opportunities as they arise. CHARACTERISTICS OF CODELCO-CHILE Although our subject is Codelco, readers should keep in mind that there are many other copper producing operations in Chile, all in the private sector, and many valuable deposits that may be exploited in the future. Codelco is the only public sector copper producer, although there is one other state enterprise that operates smelting and refining facilities principally to serve a large number of very small producers of copper concentrate. In the mid-19801s, Codelco is the largest copper mining company of the world and the largest producer and exporter of copper with yearly sales totalling close to US$ 1.8 billion in 1983. Moreover, it is a highly profitable copper company at a time when the world copper industry as a whole has reported losses for several years. Codelco-Chile is a fairly new organization. The history of the four mining operations it manages is much longer: El Teniente was opened in 1912, Chuquicamata in 1915, Salavador in 1959 -- with installations of the old Potrerillos mine dating from 1927 -- and Andina in 1970. Early production records are practically nonexistent, although the early geological survey reports mention a number of mines as being in operation at the dates of the field surveys. Reports of the Bureau of Statistics began in 1878, and as usual, the tonnages reported were undoubtedly small. County histories gave some production figures, but not many. The use of the Indiana block coal in blast furnaces furnished a substantial market for a number of years, which ended about the close of the Civil War. Some coke was made from Indiana coal for several years in the eighteen-forties, as is described in the chapter on Coke. (Chapter 35.)

Developments around Denver began about 1860, and the building of railroads created a good market for the new industry. The development of the smelter and steel industries near Pueblo increased the demand. The available records are not complete, and all the data found are shown in Table 76. [ ]

From the standpoint of exploration and new discoveries, South Arkansas had a discouraging year in 1944. In January there were 73 untested drilling blocks, and 60 additions were made during the year. Of the total, 65 were condemned by dry holes on or adjacent to them, while 5 proved productive. The latter resulted in the discovery of the Salem Church, Calhoun Wilks, and Strong fields, and the extension of the Village field to the southeast. The year ended with 63 untested blocks, 41 of which were scheduled for tests to the Smackover lime, the state's deepest oil-producing formation. Geophysical activity in 1944 totaled 164 crew weeks, of which 110 were seismic, 43 gravity, and 11 radioactive (Fig. I), in contrast with 674 crew weeks reported for 1943, of, which 563 were seismic and in gravity, Five seismograph and two gravity crews were engaged in exploration in South Arkansas during January 1944. but only two seismograph crews were working there at the end of the year. In addition, exploratory core drills were used for a total of 38 weeks during the year. The year's few discoveries, none of which is considered as having added appreciably to state reserves, were the meager results obtained in the drilling of 62 wildcat wells 2000 ft. or deeper. Of this total (a detail of which appears in Table 2), 42 were drilled to the Smack-over lime or below, The average depth of the 62 wells was 5384 ft., as compared with 4992 ft. in the preceding year, while the average depth of the 42 wildcats in the lime was 5913 ft. in 1944. Fig. 2 has been prepared to show all , wells penetrating to the Reynolds oölitic lime. The 1944 dry holes are circled lightly, while discoveries are heavily circled and shown as producers. Smackover lime fields, producing from the Reynolds oolitic lime member, are indicated in black, and the locations of dry wildcat wells drilled prior to 1944 are also shown. Table 3 provides a listing of all Smackover lime wells drilled through the end of 1944. Production for the year was slightly more than in 1943, totaling 29,282,747 bbl., as compared with 27,521,943 bbl. for the preceding year. The increase was 1,760,804 bbl., or 6.4 per cent, bringing production to a peak exceeded only in the 1923 to 1928 period of flush production from the older shallow fields, principally Smackover. The increase was largely attributable to additional development in the Dorcheat-Macedonia, Atlanta, Fouke, Stephens-Smart, Haynesville, and Village fields, little production deriving from 1944 discoveries. These six fields accounted for loo of the 122 field wells drilled during the year. Annual and cumulative production for the producing life of the state are presented graphically in Fig. 3. Fig. 6 has been prepared by the author to show the producing ages and present known productive limits of all fields in South Arkansas. Production data, as usual, are assembled in Table 2, and provide a further breakdown of producing formations in the individual fields.

Only the coal of the Sunnyside district in Carbon county is coked. Two companies, the Utah Fuel Company and the Columbia Steel Corporation, operating adjoining mines at Sunnyside and Columbia, produce coke. The Utah Fuel Company has 81 9 beehive coke ovens at Sunnyside. Only 350 ovens are being operated at the present time, largely because the smelters which had been using Sunnyside coke changed their equipment from blast furnaces to reverberatory furnaces

In 1942, Illinois produced 106,590,000 bbl. of crude oil, or 7.6 per cent of the entire amount produced in the United States. It ranked fifth among the oil- producing states. The production for 1942 declined 20.5 per cent from the previous year's total of 134,139,000 bbl. Tie daily average production for 1942 was approximately 292,000 bbl., or 74,000 bbl; less than the 366,000 daily average for 1941. At the beginning of 1942 the daily production was 367,000 bbl. This production declined steadily to 282,000 for June and to 246,000 for December. This steady decline was caused partly by the reduction in drilling resulting from Federal Conservation Order M-68 and partly by the fact that no major pool was found during the year. Of the nine completions, two were gas wells in the proven area south of Jamestown in Fentress County and seven were dry holes. The total footage drilled during the year was 14,198 ft.; the average depth of wells was 1578 ft. The completions are listed in Table 2. The distribution of tests according to physiographic divisions is given in Table 3. East Tennessee.—One well was drilled to 4219 ft., the second deepest well in the state, in Campbell County. The test was in the highly disturbed Valley and Ridge Province, an area long considered the most unfavorable in the state for the accumulation of oil and gas. Cumberland Plateau.-—There were no completions in the Cumberland Plateau area, although an old well drilled deeper found oil from 935 to 965 ft. in the Mississippi lime. This test has created a considerable amount of interest in the area and an active leasing campaign was underway early in 1943. Drilling in Missouri in 1945 dropped slightly from the preceding year. The only notable development was that in the Ballard area in Bates County, where a number of farmers drilled private gas wells with an average depth of a little more than 30o feet. Table 1 gives a summary of activities by counties. The total footage drilled was 36,186 ft. of which 20,489 ft. was by cable tools and 15,697 ft. by rotary tools.

Production of crude oil in Tennessee during 1936 approximated 20,000 bbl., about the same as in 1935. Accurate figures are available only for the Glenmary field in southwestern Scott County and the Boone Camp, Seabolt, and Coon Hollow pools in north central Morgan County. Small amounts of oil were produced in the Poplar Cove region of eastern Fentress County, in Tinsleys Bottom along the line between Clay and Jackson Counties, and in the Lock Branch pool of northern Jackson County. The renewed interest in these three pools, which were abandoned for several years, reflects the effect of rising prices for crude oil in Tennessee. Developments in these fields were begun late in 1936 and therefore have had little cffect on the production for the year. A nurnber of small scattered wells in abandoned fields in Clay County were pumped intermittently during the year, but no production figures are available on this production. The acidizing of a number of wells in Scott and Morgan counties reported last1 year has been responsible for an increase of nearly 4000 bbl. over 1935 in this region. Results have shown, however, that the Glenmary pay (Glenmary and Coon Hollow pools) at about the top of the St. Louis limestone, responds more favorably to acid treatment than does the Boone Camp (Boone Camp and Seabolt pools) horizon in the Fort Payne formation of lower Mississippian age. This difference is probably due to the siliceous and argillaceous content of the Boone Camp pay. The only natural gas marketed off the lease in Tennessee during 1936 was in Morgan County, where approximately 10,000,000 cu. ft. were furnished the towns of Sunbright and Burrville and the immediate vicinity. The gas occurs with the oil in the Boone Camp field and small amounts were put on the line from the near-by Coon Hollow and Seabolt pools. There are 11 gas wells in the area. The major oil discovery in 1938 for Wyoming was the General Petroleum Corporation's So. 1 Government, C.NW.SE. of sec. 21-35N-77W, on the Cole Creek structure in central Wyoming, 14 miles northeast of Casper. This well found commercial oil production in basal Cloverly sand (Lakota) at 7978 ft. and was completed on May 28, 1938, at 8019 ft., 3 ft. in Morrison shale. It had an initial produrtion of 10 bbl. of oil an hour but at the end of a 7-day test made 336 bbl. of oil in 24 hr. During 1938, the well produced a total of 23,161 bbl. of oil. It has been agitated about 10 days out of each month to provide fuel for lease and drilling operations, the balance of the time it has been shut in pending the completion of the second well on the structure. The Cole Creek oil is of intermediate base and has an A.P.I. gravity of 32.7". The record of the well contains the "tops" listed in the accompanying tabulation.
