(Read at the Wilkes-Barre Meeting, May, 1877.) Brief Outline of the General Topography of the Gold Regions of California. THE topographical features of California, as demonstrated by the explorations of the State Geological Survey, are found to be exceedingly simple. Three equidistant parallel lines can be used in conveying a general idea of the physical geography of Central California. A straight or " main axial line," whose course would be north 31° west, passing through the culminating peaks of the Sierra for a distance of five hundred miles, can be assumed as the eastern boundary of the State. A second parallel drawn fifty-five miles west of the " main axial line" will skirt the western base of the Sierra Nevada, along the edge of the foot-hills. A third parallel run equidistant from the second will represent "as nearly as possible the western base of the Coast Ranges." These parallel lines divide the State into three belts, namely, the Sierra, the Great Valley of California, and the Coast Ranges. " This arrangement of the physical features holds good for a length of four hundred miles in the direction of the main axial line, comprising almost the whole of the agricultural and the greater part of the mining districts."* The section of the country which is of immediate interest to the miner is the western slope of the Sierras. These mountains, rising in a short distance from the Sacramento plains to elevations of over seven thousand feet, with occasional peaks ten and twelve thousand feet high, are cut by numerous deep and precipitous gorges or capons, through which drains the immense watershed of the Sierra, supplying the main rivers of the State and ultimately emptying into the Pacific Ocean. Engineers who are in charge of industrial operations, and their number is legion, sense as much as anyone the present feeling of unrest in the' country and more than anyone else realize the present inefficiency of labor. Undoubtedly the two phenomena are closely correlated and no doubt are due to a multitude of causes which it will be impossible to enumerate. From my experience in mining I estimate that the present efficiency of labor is only about two-thirds of what it was under pre-war conditions. In the mining industry, at least, we have not a large surplus of men looking for work and usually under these conditions men are rather more independent and will not work as efficiently and faithfully as if they felt there were plenty of men ready to take their places. Wages in metal mining have advanced more than the increased cost of normal and sane living. The result is that the men often work fewer days in a month and do not seem to have very much interest in their work while actually engaged in it. Then again, they have been listening to the more or less vague propaganda of the I. W. W. and the radical wing of the socialists, who are harping on the fact that the distribution of newly created wealth is unfair and that the laborer really is not working for himself or his fellow laborers but is carrying on his exertions for the benefit of a small and lim-ited class of exploiters. A continued harping on this view is bound to influence the judgment of even a conservative workman who is not a student of economics and who hears little or nothing upon the other side. I am a great believer in the common sense of the American people and in the long run I do not think that they will be carried away by unsafe doctrines. The trouble with so many of these propagandists of industrial in-equality is that they do not differentiate between production and dis-tribution. Even if we admit that distribution is unfair, unless goods are produced there will be nothing to distribute. A great many unthinking people seem to feel that wages are paid out of a pot which is inexhaustible and do not realize that eventually what comes out of the pot can never exceed what is put into it. The workman is not paid in money but is paid in goods, money as we all know being used simply as a measure of value and a medium of exchange, and that all that can be used to pay the laborer is what he produces.

Its geographical position would be about: latitude, 20° 10' N., longi¬tude, 4° 35' W. of Mexico City. The surrounding country is a roll¬ing plateau, 6000 feet above the sea, enjoying the most magnificent climate in the world, the average temperature being about 70°. UNION MINIERE D HAUT-KATAIGA operates a group of mines and metallurgical works in the Katanga province of the Belgian Congo. It is especially prominent as a copper producer, but its output of accessory metals, such as cobalt, radium, silver, tin and gold have been considerable. The Belgian Congo covers 920,000 sq. mi. of central Africa, with a native population of about 8,500,000. In addition, Belgium controls by mandate the districts of Ruanda-Urundi (formerly a part of German East Africa) with an area of some 20,000 sq. mi. and a population of about 3,500,000 natives. Most of the native population of the Belgian Congo is found on the wide fertile plains of the great rivers, living under primitive conditions in a tropical climate, where it has survived throughout the centuries in spite of tropical diseases and intertribal wars. In more recent times, especially during the last two centuries, 'the natives have been subjected to frequent raids by the slave traders, which made their existence even more precarious, and if continued much longer would probably have resulted in their complete extermination.

This discussion is confined to the first section of Professor Clark's paper entitled 'Elastic and Nonelastic Waves' and its application to wave propagation in rocks. Some published results by other investigators concerning measured decay of peak strain and variation of pulse duration with travel distance are cited, but the principal subject of this section is a detailed mathematical analysis of spherical (and, to a lesser extent, of plane) wave propagation in various homogeneous, isotropic media. The materials selected include an elastic substance, a Voigt and a 'modified' Voigt solid-the latter incorporating the assumption of a constant loss factor (defined here as the product of frequency and the ratio of the imaginary to the real part of the shear modulus)-and a solid friction model. While other possible representations of a solid continuum model are mentioned, corresponding solutions are not presented. The pulse inputs considered comprise exponential decay, a unit step, and steady- state sinusoidal excitation: the process of conversion from one solution to another in the operational plane is indicated. The basic problem relative to the analysis of wave propagation in rocks concerns the specification of the appropriate material behavior, since the equations of motion for a given geometry of the source and medium are well established. In principle, the required information can be deduced from two types of measurement: 1) field observations of underground explosions or seismic disturbances, and 2) laboratory tests on small samples of the pertinent rock. However, in practice both types of approaches are beset with difficulties and subject to valid criticism. Field observations must be carried out under relatively uncontrolled conditions, including, in general, a lack of knowledge of the precise arrangement of the medium, stratification, faulting. inhomogeneities, etc. Specimens investigated in the laboratory can not represent the environment found

ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may -serve to clear our vision with regard to our own metal production.

THERE are three chief production zones of tungsten ore in China. In the Province of Kiangsi mines are located at Kanchow, East River, and West River. Their combined production is understood to amount to 300 to 350 tons of ore per month, and their original exportation is made through the port of Kiukiang, largely to Shanghai. The second zone is in Kwangtung Province, the mines there being at Tayulin. Produc-tion reaches about 200 tons per month and cargo is gen-erally exported through the port of Hong Kong. In the Province of Hunan approximately 25 tons of ore are produced monthly in the mines at Ton-on. Tungsten ore from Kiangsi and Kwangtung Prov-inces is generally about 70 per cent WO, (tungstic acid), while that from Hunan is of lower quality, run-ning about 65 per cent WO3. Kiangsi ore is received from the mines in 100-1b. and Hunan in 224-lb. gunny sacks. No repacking is done except as it is made neces-sary by the condition of the sacks. Kiangsi Province contains the Chinese districts pro-ducing the largest amount of salable wolframite or tungsten. Many districts west and south of Kiangsi have been found to have wolframite deposits.-Com-merce Reports.

THE important developments within the past few years in electrochemistry, in particular in the electric furnace art, in electrometallurgy and in the methods of combatting corrosion are to be the subjects of my discussion. Fig.1 shows the rise of the electric steel furnace industry in this country and Canada. Many prophesied that the electric furnace was largely a war baby and that the sudden rise in the industry, due to the outbreak of the great war, would be fol-lowed by an equally sudden drop after the armistice. However, the curve shows that this, prophecy was not correct; the number of furnaces in operation in this country and Canada has continued to increase steadily, so that at the end of 1925 there were over 525 electric steel furnaces in successful operation. What does this mean? It has a big significance, namely that the en-tire steel industry has been revolutionized, to a certain extent, that we have been able to introduce certain alloys and steel products that we were unable to pro-duce before. On the table is. a sample of metallic chro-mium, analyzing more than 98 per cent chromium, made in the electric furnace. Before the war, the only commercial method of producing chromium was that by the Goldschmidt process. If chromium oxide is mixed with granulated aluminum, a violent reaction occurs, resulting in the production of metallic chro-mium. However, the price of chromium so made will always be above that of the raw material, which at the present time is about 27 cents a pound.. Furthermore, the chromium metal could only be turned out in small quantities, whereas in the electric furnace, large quan-tities, ton masses, can be produced today. The advent of chromium produced in the electric furnace has brought about an entire new phase in the alloy indus-try. The fuel-fired furnaces can turn out a low-carbon chromium steel that runs about 3 per cent chromium, whereas in the electric furnace, 60 per cent ferro-chromium is daily produced in large masses with almost entire elimination of carbon. It is difficult indeed to turn out ferrochrome very low in carbon. New steels are being produced today, for example the steel with which everyone has become familiar within the 'last few years, "stainless steel,". and which would have been impossible without the low-carbon ferrochrome. The elimination of most of the carbon made it possible to roll the chromium steels into thin sheets and manu-facture them into knife blades.

FIVE of the geologic horizons that yield oil in other parts of the world are represented in Brazil; namely, the Devonian, Carboniferous, Permian, Cretaceous, and Tertiary. Thus far, the first two have shown no, evidences of being oil bearing within Brazilian territory. Not enough exploring has been done to permit trustworthy comparisons of the relative importance of the Permian, Cretaceous, and Tertiary as oil-bearing horizons in this country. The most important, indeed almost the only, information available relates to the locations of the areas and to the structural features of the several horizons. The theories regarding the physical conditions under which these rocks were laid down, however, I regard of the utmost importance. PERMIAN Rocks of Permian age cover an enormous area in Brazil, extending from Rio Grande do Sul to Maranhão on the north, and to Matto Grosso on the west. These Permian rocks in many places are known to include oil-bearing shales and in some locations contain small veins of gilsonite. The geologic map of Brazil shows that the Permian area is widely distributed, but there is considerable doubt about 'the origin of some of the rocks:. Some of the lower Permian beds in southern Brazil contain marine fossils, but in Minas no fossils have as yet been found in them, and in Bahia, at only one locality have a few Permian plants been found. Indications of oil have been found in the states of São-Paulo, Paraná, and elsewhere farther south, but wells drilled in the Permian of São Paulo near the Morro do Bofete did not find oil. One well has been started, by the Brazilian government, in the Permian of Paraná near Marechal Mallet, close to latitude 26° south, but thus far oil has not been found.

Reports from the Geological Survey, Department of the Interior, indicate that although considerable drilling has been clone in the state of Utah, no oil has been produced in commercial quantities. Sandstone saturated with asphalt and other hydrocarbon compounds and small showings of oil in wells at several places suggest that oil may be found, in commercial quantities where the rocks are favorable for oil accumulation. In some places the structure appears to be very favorable for the storage of oil which may probably be reached by drilling to a depth of 3000 to 4000 ft. It is admitted that this will be wildcat drilling for it is not known whether the unexposed rocks carry oil and there are no surface indications of oil. This entire subject is discussed in United States Geological Survey Bulletin No. 711-A, and most of the report will be found to be contrary to the claims that have recently been advanced for oil properties in Utah.

PERSIA looms up more prominently each year as one of the richest oilfields in the world. The actual production in the south and the possibilities in both the north and the south are very great. The output in the south, where the Anglo-Persian Oil Co. operates a wide concession, is steadily increasing, the returns for the fiscal year 1922-23 being 2,957,028 tons. The estimated production for. 1923-24 is 3,775,000 tons. The figures for the past few years have been as follows: 1918-19 1,106,415 tons 1920-21 1,743,557 tons 1919-20 1,385,301 tons 1921-22 2,327,221 tons According to the company's last annual report, the production from the -Persian fields operated by its subsidiaries has been well maintained and is now being increased to deal with the expanding off-take of the company's refineries at Abadan, Persia, and Dandarcy, Wales. Test drilling in an entirely different area in Persia indicates the existence of a new oilfield, which it is intended for the time being to hold as a reserve.

IF THE engineer is to go into politics, as I think he should, I believe the curriculum of every engineering school should be amended to include a good stiff course in public speaking. My observation has been that the engineer in private conversation can scintillate as brightly as a life insurance agent or an oil stock salesman, but before an audience, with rare exceptions, he is a total loss. He will not get up and talk. He hides his light under a bushel, and sits on the bushel as dumb as an oyster. I have seen meetings of the Utah Section at which some topic of general interest to the members was up for discussion, and where an animated debate was the logical thing to expect. After the chairman states the subject and invites discussion, there is dense silence. Finally a member, bolder than the rest, gets up and with trembling voice and knees makes a motion. The motion carries, the meeting adjourns, and then the members gather into groups and begin to discuss the question seriously -and intelligently, giving cogent arguments on either side and embellishing their remarks with appropriate or inappropriate epithets illustrations and figures of speech. Now, I am not pleading for more speechmaking. The good Lord knows we have too much of this great American indoor sport already. But I think every man ought to be able and ready to express his opinions at the proper time. Some men have a reputation for wisdom because they do not talk much. We speak of the wise old owl because she never speaks, but in my opinion the owl's reputation for wisdom is vastly overrated. silence is more apt to be a cloak for stupidity than for wisdom. The person who has ideas can- not exert any influence by keeping them locked up in his own mind. The great motive force of the world is not muscle, but ideas, and ideas in order to get in their work must be released.

The substantial expansion of previously discovered gas pools was the principal feature of petroleum activity in West Virginia during 1940. At least one new gas pool was discovered and various other successful wildcat completions may prove to be gas-pool openers. Some slight extensions of oil pools were also made. The new productive territory, principally gas, added by these extensions was approximately 33,800 acres. ' In general, oil activity was slight because of unfavorable crude prices. Gas activity, on the contrary, increased considerably, although the price of gas did not materially change. The account of operations, as gathered from trade journals and other reporting services, shows that 709 new wells were drilled, resulting in 102 new oil wells with I055 bbl. of daily new produc-tion; 468 new gas wells with 633>g47,000 cu. it. of daily open flow; and 139 dry holes. Also, 91 old wells were drilled to deeper sands, with 143 bbl. and 44,833,000 cu. ft. of added production. On the new wells the oil average was 10.34 bbl, per well per day; and the gas average was 1,354,000 cu. ft. per well per day. On new wells the ratio of dry holes to completions was 19.61 per cent. On deeper drilling to other sands the ratio of failures was 12.I per cent. From an exploratory standpoint, one strictly new gas pool (Lorentz) was opened in Upshur County. Little forecast of its extent or reserve can now be made. The new extensions of various other previously discovered pools, however, give assurance of a new gas reserve that will equal approximately a year of gas demand. In addition to these definite supplies two widely separated Oriskany sand (L. Dev.) wildcats in Jackson County, one of which was completed late in 1940 and the other early in 194.1, may indicate two separate pools or may greatly extend known pools. In south-ern Kanawha County, also, an old Oris-kany-sand well deepened to the White Clinton sand (Sil.) showed a volume of 733,000 cu. ft. and rock pressure of 1800 Ib., giving rather clear assurance that this deep sand, in which only slight quantities of gas had previously been found, should eventually supply much new gas. On the other hand, various deep tests to the Oriskany sand in Harrison, Putnam, Randolph and Wood Counties were totally dry or gave only small volumes of gas, The principal oil wells completed, by counties, were: Calhoun, 15; Clay, Ir; Pleasants, 14; Ritchie, 15; and Roane, 7. Production for the year was estimated by the U. S. Bureau of Mines as 3,444,000 bbl., as compared to 3,684,000 bbl. in 1939. The leading counties in gas-well completions were: Boone, 36; Braxton, 17; Cabell, 25; Calhoun, 16; Clay, 22; Gilm.er, 47; Jackson, 38; Kanatvha, 77; Lincoln, 18; Putnam, 32; IGtchie, 40; and Wayne, 31, Production for the year is estimated by me as I70,000,000,000 cu. ft. as compared to I59,226,000,000 cu. ft.* in 1939. The existence of fluid migration across fixed boundaries in oil and gas reservoirs has been known for many years. Several techniques have been developed in the past for estimating The rate of migration across fixed boundaries as an aid in planninng field development and in the valuation of oilfied properties. The principal de/errc7nt to the use of these techniques lies in the rather extensive reservoir and field data required for ca1cula1ion.s of fluid migration. For this reason, a new, simplified procedure has been developed which makes possible the calculation of fluid migration with a minimum of field and resrvoir data. This new technique is based on certain. solutions of the differential equations describing flour in the reservoir which assume, for the portion of the reservoir of interest, that the formation can be approximated by a homogeneous rock of uniforrn thickness, that only a Single mobile fluid phase exists, and {hut fluid production at the well is solely a result of expun.rioti of rile resersoir fluds. The results of the, present work are compiled in a set of curves. These curves can he used to calculate both rule and cummulative fluid migration when the abovc assumptions ore ju.r/ifiril. The only data required for such calcu1ations are the production hisrories of all wells in the field, the permeability and porosity of the reservoir., the, compressibility and viscosity of the fluid. and the shape of the reservoir, INTRODUCTION The migration of fluids across fixed boundaries in oil and gas reservoirs has long been recognized as an engineering and economic problem, but no methods for estimating the extent of migration during the development stage of a reservoir have been published. The investigation reported here has been directed toward providing a simple technique for estimating the extent of such migration and has therefore been restricted to the simple case of a homogeneous reservoir of uniform thickncss containing compressible liquids. It is assumed that only a single mobile fluid phase exists and that fluid production at the wells is solely by expansion of the reservoir fluids. Obviously, few, if any. reservoirs conform to these assumptions during their entire productive life. On the other hand, most reservoirs approximate fluid expansion reservoirs during their initial stages of primary production. Consequently, the present work should be applicable during the field development of most reservoirs, regardless of whether or not they ultimately are gas cap, dissolved-gas, or water-drive reservoirs. The mathematical analysis of this problem has been outlined in the Appendix, while the results of the investigation are presented in the following discussion. DISCUSSION OF CALCULATION PROCEDURE SLNGLE Well, Ini-iimite Reservoir The procedure for calculating fluid migrations is based on solutions of the partial differentia1 equations describing the flow of a homogeneous compressible liquid in a homogeneous reservoir of uniform thickness. This differential equation has the form of the well-known diffusion equation. The equation, as applicable to our problem, is where p is fluid density, is porosity, EL is viscosity, c is compressibility,* and k is permeability; .r, y and t are the space coordinates and time. Derivation of this equation is given in the Appendix. The analytical solution of this equation for a single well of negligible radius producing at a constant rate. q, from a reservoir of infinite areal extent for a time, 1. can he readily obtained. From this solution the rate of flow and also the cumulative flow across a straight line segment of length, 1, at a perpendicular distance. 6. from the well can be computed. Data about shipments in this county are more plentiful than in most others. Canal records, although not complete, are available for 1837-1840, 1856-1857, 1859 and 1864. The census figures, and those of the reports of the Secretary of Internal Affairs, are very evidently too .low. Local consumption within the county has always been large, mainly due to the Cambria Iron Company, and other manufacturing plants, in Johnstown; here a large coke supply was made from coal directly from the mines, neither coal or coke being handled by any outside transportation agency. THE oil-bearing districts of Poland are found on the slopes of the Carpathian Mountains. The oil belt extends from Gorlice southeast to Stanislawow. It is approximately 250 miles long and 30 miles wide, and comprises four geological districts: the western, or Gorlice district; next, to the east, the Krosno district; the Boryslaw district; and, in the extreme southeast, the Stanislawow district. The amount of petroleum produced in Poland from the beginning of the oil industry scarcely totals 26,000,000 metric tons, or 15 per cent. of the estimated supply. Of this amount, 18,000,000 tons have been taken from the fields of Boryslaw within 25 years; and only about 8,000,000 tons from all other fields within a period twice as long, although some of these other fields represent just as good possibilities as did Boryslaw at the beginning of its development. The Polish oil industry was severely stricken by the war. The retreating Russian armies, in 1915, destroyed a large number, of the existing oil wells, nor was the post-war period favorable for the development of this industry;; the money and credit stringency interfered with the expansion of drilling. But since 1921 there has. been a slow steady increase in production and there is now every reason to believe that conditions in the industry will improve. In fact, an increase in new drillings has been reported for the current year. The production of crude oil in Poland, in 1913, amounted to 1,113,668 metric tons. In 1914, the production declined- to 655,600 metric tons. In 1921, the production was 705,596 tons; in 1922, 712,428 tons, and in 1923, 737,182 tons; or more than 5,000,000 bbl. But the fields have a much greater potential output, which could be realized were the capital available for prospecting and new drilling. The principal producing, and at present most exploited, fields are around Boryslaw and Schodnica. These fields were developed rapidly for in the first year of their modern exploitation the wells were gushers of moderate depth. However, as a result of heavy drilling, the shallow folds have been exhausted and oil can be reached now only by deep drilling. Wells of almost 5600 ft. have been drilled in Boryslaw. Because of these drilling conditions, a large number of engineers and workmen specially skilled in deep drilling are to be found in this field.

Henry M. Parks, director of the Oregon. Bureau of Mines and Geology, has supplied the following information regarding a recent discovery .of manganese ore in Jefferson County, Oregon, about seventeen miles southeast of the railroad at Eagle Point, a station on the P. & E. Railway. The occurrence is about five miles southeast of Lake Creek Post Office and near the confluence of Lost Creek with the south fork of Little Butte Creek. The manganese ore occurs as psilomelane and pyrolusite, disseminated through a flat bed of volcanic tuff breccia; at a point where the bed was penetrated by a churn drill hole, the thickness of the ore-bearing stratum was 30 ft. Development thus far has consisted of open-cuts, one of which exposes a face about 40 ft. high and 75 ft. broad. Other smaller open-cuts have followed the bed for a. distance of 400 yards. The nodules of manganese mineral vary from a maximum of 25 to 50, lb. down to the size of beans and others as small as mustard seed. These grains, when clean, average from 55 to 58 per cent. manganese. A 12-ft. groove sample in the face of the main open-cut yielded 14.86 per cent. manganese. The peculiar occurrence of the manganese nodules should present but slight difficulty in concentration. THE world-wide continuation of low prices for zinc in 1934 has militated against any striking changes in the position of the metal. The price of zinc in London at the end of the year, about £11 5/8 per long ton, or 2.5c per pound at the existing rate of exchange, is more than 25 per cent below the average price for last year. In these circumstances probably the most significant event of the year was the putting into operation of the new electrolytic plant of the Giesches company at Magdeburg, Germany. This plant is designed to have an initial capacity of 20,000 long tons per year, and it is planned to increase this to 40,000 tons annually. This development is significant not only as indicating a continued swing of zinc metallurgy towards electrolytic methods, but also because it will make Germany virtually independent of foreign sources of zinc. This will mean that the zinc tonnage normally exported to Germany from Belgium and Poland will. become available for other markets, and it is feared may lead to lower prices unless the production of Bel-
