The year 1955 was a busy one for mining geologists, for the expanding world-wide business activity kept the demand for mining products generally high, stimulating operators to develop local ore reserves and to expand their efforts to find new deposits. The uranium rush was still on, although probably past its maximum rate of climb. Prospecting was also stimulated by the increasing demand for rare metals, and this created new and fascinating targets for exploration. On the whole, it was a boom year when the prospector's chronic optimism found few repressions.

The Texas Panhandle produced 18,677,000 bbl. of oil in 1932 as against 25,064,000 in 1931. The decline was caused by smaller market demand, since the Railroad Commission potential increased from 105,528 to 149,260 bbl. during the year. Expiration of leases was one reason for a greater number of dry holes through forced drilling of questionable areas. The small number of gas wells reflected the influence of the business depression upon industrial and domestic gas demand, together with difficulties of franchise negotiations or pipe line extensions under present conditions. Probably much of the gas-well drilling was done on expiration leases, or to protect against drainage, and equalize withdrawals as between the various units held by each gas pipe line company. The increase in average initial daily production was due chiefly to excellent granite wash wells in the LeFors district developed by the Texas Co. and Skelly Oil Company. In the Panhandle district, comprising a major anticline with almost a million productive gas acres, the pools tend to merge in time, the development being confined to more productive areas. Hence separation into pools becomes a matter of time of development with some effort to keep dolomite, archosic and granite wash production separate. Many pools, like the Finley and Bowers, have mainly one type, but many leases and even individual wells produce from two zones. The St. Lawrence Seaway and power project has received the support of the Canadian Parliament, with the House of Commons approving a bill that authorizes the Government to proceed with construction of the seaway, with or without U. S. cooperation. Itogan Mining Co., third largest gold mine in the Philippines, reopened in December under the management of Marsman and. Co. The 'mine was almost totally destroyed during the occupation. The International Materials Conference committee on copper, lead, and zinc has recommended against stockpiling during the: first quarter of 1952 because of the current demands for defense needs. The General Services Administration has told producers who have contracts calling for delivery of copper to the stockpile during the first quarter of 1952 that they do not need to make those deliveries.

Stuart Manwaring Buck, a member of the Institute from the first year of its existence, and one of its Managers from 1883 to 1885, died at his home in Bramwell, West Va., on July 16, 1921, at the age of 79 years. He was the son of David and Matilda S. Ruck of Boston, and was educated at Williams College, at the Massachusetts Institute of Technology and at the School of Mines at Freiberg, Germany. Mr. Buck was one of the pioneers in the development of the coal fields of West Virginia. From 1872 to 1877 he was connected with the Kana-wha and Ohio Coal Co. as engineer and as lessor; from 1877 to 1888 he was general manager of the East Bank Coal and Coke Co.; from 1888

Wildcat drilling for new supplies of gas and the expansion of previously discovered oil and gas pools were the principal petroleum activities in West Virginia .during 1942. Much of the new gas exploration is still uncompleted and still indecisive but various wildcats made substantial extensions to existing pools. Out of 53 wildcats drilled 27 resulted in commercial gas and 6 in commercial oil. Four of the oil discoveries also had commercial gas. No strictly new pools of oil or gas can safely be described as discovered but several scattered oil and gas wells previously drilled have been confirmed as the openers of definite pools; also, various completions closed wide gaps between apparent gas pools already discovered. The proved oil territory of the state was increased about 4850 acres and the proved gas territory about 51,000 acres. The new proved oil reserves should about balance withdrawals and the new gas may represent a substantial increase. Aside from the drilling in four rather lively pools, oil activity was slight because of unfavorable operating conditions and prices. Gas drilling also declined for reasons beyond the control of the operators. The account of operations, as gathered from trade journals and other reporting services, shows that 797 new wells were drilled, providing 119 new oil wells with 2762 bbl. of daily new production; 536 new gas wells with 1,228,501,000 CU. ft. of daily open flow: and 142 dry holes. Also... 76 old wells were drilled to deeper sands, with 71 bbl. and 26,034,000 cu, ft. of added production. On the new wells the oil average was 23.21 bbl. per well per day; and the gas average was 2,270,406 CU. ft. per well per day. On new wells the ratio of dry holes to completions was 17.82 per cent. On deeper drilling the ratio of failures was 21.05 per cent. Production of oil for the year was estimated by the Oil ad Gas Journal as 3,492,000 bbl., as compared with 3,378,000 bbl. in 1941. Production of natural gas for the year is estimated by the author as 220,000,000,000 cu. ft., as compared with the U. S. Bureau of Mines final figures of 207,000,000,000 cu. ft.* in 1941. TO assist the mining industry in attacking problems of water control, the U. S. Geological Survey has begun a program of research in mining hydrology. In certain fundamental respects water control is similar to development of water supplies from wells or to the drainage of agricultural lands, as many of the tools developed in recent years for quantitative ground-water problems are applicable, with modification, to mine-water problems. In 1952 a 30-day pumping test conducted jointly by the Eureka Corp. Ltd. and the Defense Minerals Exploration Agency provided an opportunity to gain knowledge concerning water movements around a flooded mine shaft. The methods of analyzing the data may be used as a guide for the evaluation of similar problems elsewhere. The Fad shaft of the Eureka Corp. is on Ruby Hill, 1 1/2 miles west of Eureka, Nev. The shaft was completed at a depth of 2465 ft in November 1947 at a site adjacent to the downfaulted block in which the ore was found. As the drift on the 2250 level progressed toward the ore zone, a large flow of water was encountered after the Martin fault was intersected. This flow exceeded the installed pump capacity, and an unsuccessful attempt to recover the shaft and the 2250 level was made in 1948.1, 2 Geology and Hydrology: The complex structure of Ruby Hill is that of an anticline broken first by thrust faulting and later by normal faults. The present orebody comprises several mineralized zones within a block of the Eldorado limestone of middle Cambrian age which was downfaulted 1400 to 1600 ft, and it may be related to a similar body mined at a higher level south of the Ruby Hill fault. At the depth of the largest zone of ore the block is roughly rectangular in shape, about 1000 ft wide and 1500 ft long, and dips about 30" NE, see Fig. 1. It is apparently bounded on the south by the Ruby Hill fault, on the east by the Jackson fault, on the north by the Martin fault, and the west by the Bowman fault. Within the block, but between the Ruby Hill and the Martin faults, are the Office and Adams Hills faults; west of the block and the Bowman fault are the Albion and Spring Valley faults. There are many conflicting reports concerning the water-yielding characteristics of the Eldorado limestone and the condition of the fault zones, that is, whether they are open or tight. However, the diamond-drill records indicate that open spaces as much as 2 or 3 ft across were encountered, and considerable cementing and lining of holes was necessary to maintain circulation of drilling fluid. There is also evidence that the Eldorado limestone was cavernous where it was mined in the early days south of the Ruby Hill fault. At the site of the Fad shaft the formations encountered from the surface down included the Pogonip limestone, Dunderberg shale, Hamburg limestone, and Secret Canyon shale. These formations did not yield large quantities of water to the shaft. The Pogonip limestone, which appears to be permeable and might yield water elsewhere, is above the water table in the vicinity of the shaft. The Secret Canyon shale, immediately overlying the Eldorado in some places but in most places separated from it by the Geddes limestone,3 is apparently tight and does not transmit water. During the 30-day test period the shale briefly confined the water in the underlying formations so that artesian conditions were observed in drillholes E and F, which are cased into the Eldorado limestone, whereas unconfined conditions were observed in drillholes B, C, and D, which were open to the shale. The Geddes limestone, which normally lies between the Secret Canyon shale and the Eldorado limestone, was not encountered in the Fad shaft. The Geddes, a flaggy, fractured limestone, is reported capable of yielding large volumes of water. Water stored in the interstices of this thin-bedded limestone within the Ruby Hill fault zone on the 1200 level of the Locan shaft drowned the pumps in 1923 when the Richmond-Eureka Mining Co. attempted to explore the area along the fault. Eldorado limestone was not encountered in the Fad shaft. In the ore-block area the Eldorado limestone was not entirely offset from other water-yielding formations by movement along the Bowman fault; therefore it may be hydraulically connected with the other formations. Adjacent to the Ruby Hill, Jackson, and Martin faults, the Eldorado lies in contact with other possible water-yielding formations. One of these, the Prospect Mountain quartzite, is separated from the Eldorado by thin, sheared, and broken beds of the Geddes within the Ruby Hill fault zone. A limited examination by the author of the Prospect Mountain quartzite in the Richmond mine at a higher level and south of the Ruby Hill fault indicates that the quartzite is poorly permeable. The monzonite mass south of the quartzite would be a further barrier to the flow of water. The poor permeability of this area is substantiated by records of levels at which water was encountered south of the Ruby Hill fault. In view of the normally low rate of ground-water recharge, if this desert area had been permeable, water levels could not have been maintained at altitudes of many hundred feet above the present water table west and north of Ruby Hill. Thus the ore-bearing block of Eldorado limestone is in contact with possible water-yielding rocks on at least two sides, and if the fault zones are possible conduits for water circulation the geologic and hydrologic conditions are suitable for the infinite-aquifer type of analysis as used and modified here. History of Pumping: During sinking of the Fad shaft a maximum pumping rate of 1500 gpm kept the shaft dewatered sufficiently, but in March 1948, after the 2250 level drift passed through the Martin fault into the Eldorado limestone, the pumps and shaft were flooded. REVIVAL of mining in Yavapai County, Arizona, was the topic of a meeting held at Prescott, on Aug. 24 and 25, sponsored by the Mining Committee of the Yavapai County Chamber of Commerce, with the active cooperation of the Arizona Industrial Congress, the Arizona Section of the A. r. M. E., and the Arizona chapter of the American Mining Congress. Three hundred prospectors, small operators, and mining men from all parts of the State were in attendance. All sorts of mining problems were included in the discussion and all the research facilities of the large companies were offered to aid the prospectors and small operators. The meeting was considered one of the most successful held in the Southwest.

THE technique of handling drilling muds varies somewhat, partly because of personal factors but mainly because of differences in forma-tion, the type of problems met with, and the general drilling conditions in different localities. The much greater depths to which bore holes are now carried have made necessary closer attention to and great modifications of all aspects of drilling-mud technique. Increased depth means smaller hole, smaller drill pipe, smaller clearances, higher pumping pressures, higher differen-tial pressures between shows and the mud column, less accurate control of the weight of the mud column, delayed receipt of formation data, and poorer samples. It means longer delays and greater hazards in rectifying mistakes or dealing with accidental occurrences. Equipment on a larger scale is necessary and more pains must be taken with layout. Lastly, the budget costs of raw materials have risen to high figures and economy of time and of direct monetary expenditure have come to mean much more than formerly. A mud laboratory is now part of the essential establishment of a modern oil field and to it current problems can be submitted for the most thorough investigation. The detailed chemical properties of all mate-rials purchased or quarried have to be investigated. Detailed data on the physical properties have to be ascertained and research on improve-ment of material and its most efficient use has to be carried out. In this paper we propose to discuss the main mud problems with which we have to deal in Iran, some of which are peculiar to our local conditions while others are of the general type common to all workers in this subject.

MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

GEORGIA, since 1829, has produced nearly $18,000,000 from her gold mines, but in late years the output has dwindled to insignificance. In view of present universal efforts to increase gold production, it seems pertinent to record some recent observations in that field, briefly review its past and weigh probabilities of reviving gold mining there. Little in this paper can be claimed as new or original, and it does not present results of a detailed or profound investigation of the whole region. The Allatoona gold mine was reopened in January, 1932, and explored at greater depth during the period from January to June of that year. A number of other abandoned mines were visited, but since the workings, in common with most such mines in Georgia, were flooded or caved, underground conditions could not be examined. For a wider knowl-edge of the subject, a search was made through available pertinent literature and statistics, a bibliography of which is appended hereto. To all the sources obligations are gratefully acknowledged.

The production of petroleum in New York in 1940, totaling 4,999,000 bbl., was only slightly under the amount produced in each of the previous three years. The year 1940 started auspiciously with a posted price on Jan. I of $2.75 a barrel. Four price reductions, beginning in May, resulted in August in a low of $1.85 a barrel, after which two increases brought the year's closing price to $2.15 a barrel. The favorable crude price at the beginning of the year stimulated an increased drilling program, especially in the water-flooding districts. In the Allegany County region, which accounts for about two-thirds of the state's oil production, 886 wells, including water-intake wells, were drilled; 200 more than in the preceding Year. During the closing months of the Year there was a marked decline in the number of wells drilled. The unfavorable position in which the industry found itself before midsummer was due largely to the loss of export markets for its high-grade lubricants, constituting approximately 25 per cent of its business. As a result of this situation, runs to refineries were curtailed as much as 30 Per cent at the middle of the Year. Improvement in market conditions toward the end of the Year found the stocks of available crude at an almost record low. Deep DRILLING with the gradual exhaustion of some of the important natural and flood-oil-produc-ing areas of the Allegany and Bradford pools, overproduction will not be a serious problem in the future. The possibility of finding new territory or deeper producing sands has been further lessened by the drilling of additional deep wells for gas in and about the present oil fields. Many of these wells drilled to the Oriskany sand-stone were over 4000 ft. deep and have tested the entire thickness of the Devonian formation, the upper 2000 ft. of which contain all the important oil-producing strata in the state. Water-flooding It is thus evident that the problem of the New york oil producers is not one of find-ing new supplies but of obtaining as much 6 oil as possible from the old developed fields that during the 60 years of their life have 1 produced I 3o,ooo,ooo bbl. of oil. Although a few floods were in operation before I9I9, when the production of oil by flooding was 1 made legal, the output for that year amounted to only 85I,000 bbl. From 1919 I on there has been an almost constant increase, which during the past four years has averaged well above 5,000,000 bbl. annually. During the last 22 years, which constitutes the period of important flooding operations, 651337,000 bbl. of oil have been produced in the state. Careful estimates indicate that between one-third and one-half of the oil fields are being flooded or are already watered out. Some of the flooded and watered-out areas include territory with unusually thick sands, which were highly productive during the early history of the fields. Before it becomes a reality, he should outline the future results, plan the most economical methods for moving the materials and the most efficient equipment, and pilot the undertaking along the narrow pathway of success, avoiding the pitfalls of uneconomical production and the precipitous walls of scanty profits. Inspection of successful limestone properties shows that all have had difficult engineering problems, the solution of which have required keen engineering ability. In approaching a subject of this nature, it is logical to follow the progress of the limestone operation from its inception to the end, as reflecting the engineering required. There are four major divisions: Investigation, equipment, development, and operation.

Annual pumpage of ground water from the alluvial valleys of California now is about 10 million acre-feet. This heavy pumpage has created problems of over-draft and ocean-water encroachment in many valleys. Steps are being taken to protect and increase the available supply but much additional basic study is needed.
