Four counties in Indiana- LaPorte, Vigo, Vanderburgh, and Switzerland-have potential for deep underground limestone mining because they are in or near high population areas and have no surface-mineable limestone deposits. The principal markets are Gary-South Bend, Terre Haute, Evansville, and Cincinnati. Mineable seams suitable for aggregate are 120-150 m (400-500 ft) below the surface in LaPorte and Vigo Counties, about 90 m (300 ft) below the surface in Switzerland County, and about 600 m (2,000 ft) below the surface in Vanderburgh County. Some deposits are also suitable for high-purity uses or for cement raw materials, which enhances their potential for exploitation.

With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

For many reasons, it appears that deep rooted, perennial shrubs offer potential for improved stabilization and provide maintenance free vegetative cover to harsh sites where perennial grasses have not been successful. The major objective was to select various shrub species of arid plants for initial soil stabilization of disturbed mining areas. The very fact that a drought-adapted shrub has a massive root system that can use moisture from a greater volume of mineral waste soil materials suggests that arid environment disturbed soils may be vegetatively stabilized using desirable forage shrubs. A secondary effort is underway to assemble information and plant materials of promising species from many arid regions of the world for reclamation of mined lands. Surprisingly, many of the better plants for arid sites are quite high in protein content. With proper management, breeding, and selection, they may prove to be very desirable livestock feed when mined lands are used in range land areas. Advancements in arid land solid waste stabilization hold favorable promise for many industries that mine and mill in arid regions for effective reclamation of disturbed areas. Particularly exciting is the possibility of establishment of high density maintenance free vegetative cover of climax vegetation that reclaims the disturbed area back to its original land use. Due to high shrub productivity, stabilization potential, nutritional quality, and reclamation success, greater use should be made of shrubs in disturbed land reclamation associated with mining and milling operations in harsh aril environments.

Prior to discussing the metallurgy of sintered chromium borides, it is pertinent to outline some of the reasoning behind this investigation and the purposes underlying the work. This study was initiated as an aproach to the ubiquitous problem of a material for service at high temperatures under oxidizing atmospheres, and it was undertaken with a view to raising the 1500°F (816°C) ceiling to 2000°F (1093°C) or better. For the reason that no small, but rather a major, lifting of the high temperature working limit was being attempted, it was felt appropriate that a completely new approach be taken to this problem. A summary of the thinking behind this approach was published recently by Schwarzkopf.' In briefest terms, it was postulated that the following requirements could be set up for a material which would have high strength at high temperatures. 1. The individual crystals of the material must exhibit high strength interatomic bonds. This automatically leads to consideration of highly refractory materials, since their high energy requirements for melting are related to the strength of their atom-to-atom bonds. 2. On the polycrystalline basis, high boundary strength, superimposed on the above consideration, would also be a necessity. Since this implies control of boundary conditions, the powder metallurgy approach would hold considerable promise. Such materials actually had been fabricated for a number of years, and the cemented carbide is the best example of these. Here a highly refractory crystal was carefully bonded and resulted in a material of extremely high strength. That this strength was maintained at high temperature is exhibited by the ability of the cemented carbide tool to hold an edge for extended periods of heavy service. Nowick and Machlin2,3 have analytically approached the problem of creep and stress-rupture properties at high temperature and developed procedures whereby these properties can be approximately predicted from the room temperature physical constants of a material. The most important single constant in the provision of high temperature strength and creep resistance is shown to be the Modulus of Rigidity. On this basis, they proposed that a fertile field for investigation would be that of materials similar to cemented carbides, which have Moduli of Rigidity that are among the highest recorded. The cemented carbide, however, does not have good corrosion resistance in oxidizing atmospheres and without protection could not be used in gas turbines and similar pieces of equipment. It would be necessary then to attempt the fabrication of an allied material based upon a hard crystal which had good corrosion resistance as well. It was upon these premises that the subject study was undertaken and at an early stage it was sponsored by the U.S. Navy, Office of Naval Research. Since then, it has been carried on under contract with this agency. Chromium boride provided a logical starting point for such research, since it was relatively hard, exhibited good corrosion resistance, and, in addition, was commercially available, since it had found application in hard-surfacing alloys with iron and nickel. That chromium boride did not provide a material that met the ultimate aim of the study results from factors which are subsequently discussed. This, however, does not detract from the basis on which the study was conceived, nor from the value of reporting the results which follow. Chromium Boride While work on chromium boride proper dates back to Moissan,4 there has been a dearth of literature on borides since 1906. Subsequent to Moissan, principal investigators of chromium boride were Tucker and Moody,5 Wede-kind and Fetzer,6 du Jassoneix,7,8,9 and Andrieux." These investigators were generally limited to studies of methods of producing chromium boride and detennining its properties. Some study, however, was devoted to the chromium-boron system by du Jassoneix,7 who did this chemically and metal-lographically. This system is not amenable to normal methods of analysis by virtue of the refractory nature of the alloys involved, and the difficulties of measurement and control of temperature conditions in their range. Dilatometric apparatus is nonexistent for operation at these temperatures. Du Jassoneix made use of apparent chemical differences between two phases observed under the microscope and reported the existence of two definite compounds, namely: Cr3B2 and CrB. These two compounds, he reported, had quite similar chemical characteristics, but were sufficiently different to enable him to separate them. An orientation survey was conducted over a known disseminated copper deposit and a Au-Cu vein deposit and employed geological, geophysical, and geochemical methods. Geochemical techniques proved the most effective and economical means of locating and defining areas underlain by these types of mineralization. Six additional, widely separated occurrences were also investigated and mineralization was confirmed by determination of cold-extractable copper in stream sediments. The length of anomalous drainage varies from several to 16 km and depends on the type and tenor of mineralization. Despite generally marked relief and extreme physical and chemical weathering, cold-extractable copper anomalies in soils appear to reflect closely variations in the ore mineral content of immediately underlying rocks. Threshold values vary with local geological conditions and type and grade of mineralization. Significant thresholds in stream sediments are about 65 ppm and 10 ppm for cold-extractable copper in disseminated and vein copper occurrences respectively. Similar differences are encountered in soils. This necessitates the use of a scale of threshold values at progressive stages in each exploration program. Dis-seminated copper occurrences are presently the major source of mineral production m the Philippines. Much potentially productive ground remains to be investigated and applied geochemistry appears to offer the best available approach. The Institute of Applied Geology (I.A.G.), a joint project sponsored by the University of the Philippines, the Philippine Bureau of Mines and the United Nations Development Program (Special Fund) undertook during 1965-66 a number of field projects in Northern Luzon Island (Fig. 1). These field operations were of a two-fold nature and involved both orientation and exploration. During approximately six weeks, an orientation survey, involving geological mapping, geophysical surveying and geochemical prospecting, was conducted over a partly developed, disseminated copper deposit at Santo Nino (Fig. 1). This study demonstrated the economic and technical feasibility of geochemical ptospecting, relative to the other methods tested, for the location and delineation of a typical disseminated copper occurrence characteristic of those that represent the major source of metal in the Philippines.' Geochemical techniques, similar to those tested at Santo Nino, were then applied in a second orientation study of a vein occurrence at Suyoc (Fig. 1). The results of these two orientation studies suggest that, in reconnaissance work in this region, stream sediment analyses, combined with the determination of pH in the same streams, can be used to indicate areas underlain by rock containing anomalous concentrations of copper, whether it occurs in the large tonnage, low grade, disseminated deposits or in the comparatively small tonnage, higher grade, gold vein occurrences. Furthermore, the orientation surveys demonstrate that soil sampling and analysis serve effectively to outline more closely the mineralized zones within the generally anomalous areas identified from the stream reconnaissance. An wmtsual feature of this study was the observation of low -temperature noncrystrrllogruphic cracks. PLASTIC relaxation can occur at the edge of a moving crack by the operation of pre-existing dislocation sources or by the creation of new sources in a region of perfect 1attice.l'2 The amount of relaxation in a given crystal depends on the crack velocity and the temperature, and can determine whether a crack propagates in a brittle or a ductile manner.1-3 Tetelman and Robertson4 observed microcracks m Fe-3 pct Si single crystals that formed on (100) planes by the precipitation of hydrogen gas during electrolytic charging at 23°C. The plastic deformation accompanying crack propagation was observed in the form of dislocation etch pits and an extensive analysis has been made of the size, shape, and crystallography of the dislocation arrays5-7 This paper describes the effect of temperature on the plastic deformation generated around hydrogen-induced cracks in Fe-3.1 pct Si and Fe-4.2 pct Si single crystals. The observations are compared with the results of an elastic-plastic model for yielding around a crack containing an internal pressure. 1) EXPERIMENTAL PROCEDURES The composition of the materials used in this study are given in Table I. Hill's paper gives much detailed information, lie on the western slope of the Cascade Range, which extends north and south through the State just west of its center. The mines are on the lower half of the slope, the lignite fields of Lewis and Thurston Counties extending into valleys and low hills west of the mountains. An exception is to be noted in the case of the Roslyn field, a small but important area which lies on the eastern slope.

Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in, the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5° to vertical, and in the same mine the dip of the coal may vary from 30° to 50°. In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous- coking coal, the following being typical analyses: Lignite Sub Coking Coal bituminous Moisture 23.5 14.30 0.57 Volatile hydrocarbon 31.0 33.03 23.57 Fixed carbon 37.4 41.30 65.55 Ash 8.1 11.37 10.31 100.0. 100.00 100.00 Very little of the coal contains as much as 0.75 per cent. sulphur. The brown lignites occur mostly in Lewis and Thurston Counties, and, as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea.

THE volume of hydrogen released from electrolytic manganese at various temperatures and pressures was determined in a previous investigation1 as part of a study to determine the most practical procedure for removing the hydrogen from electrolytic manganese metal. No attempt was made to determine the absolute volume of gas in the metal at any temperature and pressure; the volume of gas released showed only the variation in solubility with temperature and pressure. The results were very similar to those obtained by Sieverts and Moritz.2 Both sets of data show a minimum solubility between 500° and 700°C., but they differ in certain respects; on cooling from 500°C., our results showed an increase in solubility of about 7 C.C. as compared with an increase of 34 C.C. per 100 grams shown by Sieverts. Furthermore, the transition temperatures, as indicated by sharp breaks in the solubility curves, did not agree well with Sieverts' data. This information was of secondary importance in the earlier investigations, and the solubility at low temperatures and the transition temperatures were subject to considerable error. There- fore, a subsequent investigation, reported in this paper, was made to measure the absolute solubility at temperatures from room temperature through the melting point and make more accurate observations of the transition temperatures. APPARATUS AND METHOD The apparatus and method were essentially the same as those described in the previous work,1 as shown in Fig, I. At high temperatures, the small tube containing the thermocouple in the sample container A frequently broke off, so for some of this work the thermocouple was placed outside the sample container and protected by a quartz tube of about the same wall thickness as the sample container. No significant difference was found in the transition temperatures obtained in the two ways. The automatic temperature controller was used in these tests in the regions where there was little change in solubility with temperature. In the neighborhood of the transition points a continuously variable autotransformer was used instead of the automatic controller, and the power input to the furnace was adjusted so that the temperature increased or decreased at a very slow, uniform rate through the transition range. This procedure was followed because the temperature oscillations produced by the controller were too great compared with the transition range, and the transition points determined under such conditions were less accurate. Missouri has had one of the best years in history in the development of gas, the 49 completed gas wells having an average of nearly 1,000,000 cu. ft. initial open flow. Altogether 101 wells were drilled in the western part of the state, from Andrew County on the north to Vernon County on the south. Of these 49 were gas wells (including four old wells drilled deeper) with an initial open flow of 48,850,295 cu. ft., eight were oil wells (including one old well drilled deeper) with an initial capacity of 125 bbl. per day and 44 were dry holes (including five old wells drilled deeper). All the oil wells were in previously discovered pools in Jackson and Cass Counties. The outstanding discovery was a "shoestring" of a sand that is termed the Bartlesville, trending northwest and southeast across townships 48 and 49 N., R. 32 W., in central Jackson County. The sand is believed to be a narrow channel or bar, probably not over 800 ft. wide, lying at a higher horizon than the Bluejacket or true Bartlesville sand. A total of 32 wells with 47,453,080 cu. ft. initial open flow has been completed along the 6 miles of the shoestring. The largest individual well had an open flow of 4,500,000 cu. ft. The depth of these wells ranges from 350 to 635 ft., depending on surface elevation. The rock pressure ranges from 145 to 169 pounds. The Missouri Valley Gas and Oil Co. and Panhandle Eastern Pipe Line Co. have laid pipe lines into the area and most of the wells are now connected. In other parts of Jackson County and in other counties of the state there was very little activity during 1937. Of the 101 completions, 88 were in Jackson County. Cass County had five oil wells and three dry holes, Bates County one dry hole and Vernon County two dry holes. In the northern counties, Andrew and Clinton were represented by one dry hole each. At the end of 1937 drilling and leasing operations were very active and wildcatting promises to feature the coming year.

0. C. Ralston and F. Fraas—Dr. Sun and associates have presented an interesting paper not all of which is comprehended by us. The data assembled measure the deflections of particles in an electrostatic field as a function of a number of independent variables and some dependent variables that are not sharply differentiated. These data are all based on a Johnson type machine of definite, well-described geometry, something not often done in electrostatic separation literature. One new fact brought out by this technique is the effect of coal dust on admixed pyrite and quartz. The effects are opposite in character, as should be expected and we do not agree with the authors that these effects are negligible. Fraas' also used a multiple cell "distribution analyzer" and gives in fig. 5 of his paper a straight line plot with no humps or curves. This is not necessarily at variance with Sun's results because Fraas used a larger gap between electrodes and had no evidence of particles adhering to or dropping off the charged electrode. The section of Sun's paper on effect of surface conductivity contains a speculation that the dielectric constant "represents more or less the electrical conductance of the bulk body instead of the surface of the mineral particles." A simple picture of the meaning of the dielectric constant is that it is the specific inductive capacity of a dielectric when used as the dielectric between the plates of a condenser. It is at once evident that the above speculation confuses capacity with conductance—two definitely independent variables. We ask the authors to state in what group or subdivision their garnet belongs; what method and units were used in calculating the data of col. A, table I and their meaning; what was the temperature of the carrier roll and, finally, has any effort been made to investigate the effects of particle shape on distribution in the electrostatic field? S. B. Hudson—I have read this article with great interest. We have been engaged in research work on the principles of electrostatic separation in this laboratory for some time now, and our findings agree with those of the authors in many respects. The article shows evidence of careful and valuable research in the field of electrostatic separation. A "distribution analyser," very similar to that described in an earlier article by one of the authors," was incorporated in an inclined plate-type electrostatic separator designed and built in the Melbourne University laboratory in 1948 for investigation purposes.22 The actual splitting edges were machined from y! in. per-spex, and the paper hoppers were supported on linen thread immediately below the perspex dividers. These dividers fitted into machined slots in a framework to give accurate Yz-in. spacings. The hoppers (staggered) fed directly into a rack of test tubes, which is supported on a vertical pantograph arrangement. The rack was positioned with guides on the horizontal pantograph stand, and this ensured positive alignment when replacing the rack after making weighings. In later work, when much heavier feed rates were used, of the order of 30 to 40 Ib per in. per hr a rack fitted with rectangular metal containers and similarly aligned was used. Some work was done here on comparing the distributions of minerals when passed separately and when passed as a mixture, and it was found that there was quite an appreciable difference in the two results.= However, in our separator the particles do not pass down the plate in a single layer, and this difference is probably caused by collisions of one mineral particles with the other mineral particles. In most of the investigational work here, the change of the center point of the distribution is measured to establish the effect of a variable, such as voltage. Two minerals (zircon and rutile) have been studied rather exhaustively, and it was found that their distributions are very nearly normal. Owing to the sharpness of the distribution curves, the usual method of obtaining the mean or median was inaccurate, and was not used; instead the mean (also the median), calculated on the assumption of a normal distribution, was used to locate the center point of each distribution and proved satisfactory. The effect of polarity becomes very apparent in the plate-type separator where frictional charges play a very important part when using highly resistive minerals such as zircon. With rutile, a comparatively conductive mineral, polarity of the electrode has little effect. Faulty rock dusting of the New Orient Mine at West Frankfort, Ill. was declared to have been the primary cause of the extent of the blast that killed 119 men on December 21. Walter Eadie, state director of mines and minerals, ascribed the explosion to the ignition of methane in a working place about a mile northwest of the shaft of the mine. The initiation of the combustion was either by a spark from electrical machinery or from men smoking in the mine. It was surmised that a train of empty cars stalled in a ventilation door, had caused sufficient disturbance in the ventilation system to permit accumulation of gases. The Federal Bureau of Mines said that the Illinois explosion was caused by an electrical spark that touched off the clouds of gas present because of the faulty ventilation equipment. The bureau report listed three conditions as primarily responsible: An inadequate ventilating system, operation of faulty electrical equipment and the presence of large accumulations of fine coal dust capable of exploding. "This coal dust, principally along roadways, was not removed from the mine or rendered inert by the application of sufficient rock dust," the report stated. Investigations showed that an even more disastrous blast was averted because the explosion eventually reached areas where it could expand into open workings and where enough rock dust had been applied to retard it.

INTRODUCTION The resurgence of coal mining activity in the United States, brought on by the spiraling costs of fossil fw1 energy in the Seventies, has come at a time of intense public concern for the quality of the environment. Notwithstanding pressure on our economy to develop alternate sources of fue1 energy to the import of oil, the legislatures of several states have reacted to public concern over the environment by passing strict regulations aimed at con- trolling the subsidence effect s of underground mining. Agencies of the federal government charged with assistance to the mining industry, including the Department of Energy and the Bureau of Mines, have sponsored a number of instrumentation and field measurement projects aimed at the development of subsidence prediction models that can aid the mine operator's task of subsidence control. There are good empirical models developed in Europe for subsidence prediction, but they were made possible by a large body of mining-induced subsidence data collected there over a long period of time. No com- parable subsidence data base exists in the United States, and consequently empirical modeling of subsidence is not a realistic approach for our near term needs. Moreover, the geologic and topographic diversity of the several coal regions in the United States is expected to necessitate the development of several empirical models, each one expected to be relevant to its own region. Because of the time and costs that are likely to be involved in an empirical modeling approach, it is considered more expedient and cost effective to develop a general, mechanistic model for subsidence prediction purposes. In order to develop such a model, it is necessary to investigate and quantify the mechanics of the subsidence process from the mine level up to the ground surface. The series of projects discussed in this paper are designed to achieve this objective and include the following work: (1) the identification of geotechnical instrumentation that will pro- vide mine level overburden and surface subsidence data. (2) a field demonstration of selected instruments, and (3) documentation of case histories for complete subsidence mechanics, using the demonstrated and preferred instruments. An identification of feasible instrumentation and monitoring techniques was completed by Woodward-Clyde Consultants (WCC) in 1977 (O'Rourke and others). This paper discusses a demonstration of those instruments at a mine in Utah, and at two subsequent projects, currently underway at longwall mines in Colorado and West Virginia. 'he latter two projects when complete will provide documented case histories of subsidence mechanics. The process of optimizing subsidence instrumentation and monitoring techniques to the conditions encountered during installation and monitoring for these underground mines is shown to be an evolving one, and one which has had some notable successes to date. INITIAL DEMONSTRATION The initial design and demonstration of selected monitoring systems was carried out at the SUFCO No. 1 mine, near Salina, Utah. The instrumented panel was approximately 152 m wide. 640 m long. and was 290 m to 320 m deep. The mined height of coal. seam averaged 2.4 m. The mining method was room and pillar using continuous mining machines. This method allowed some monitoring of the supported condition during development, and eventually allowed monitoring of a caved system when both chain pillars and room pillars were extracted on retreat. The two instrument systems shown on Table 1 were selected from the earlier feasibility report for demonstration at SUFCO No. 1. Collectively, the two systems, one for a fully-supported mining method and the other for a fully-caved method, incorporate most of the instrumentation to be found within all five systems listed in the earlier feasibility report. The instrumentation includes surface, subsurface and mine monitoring installations. All of the SUFCO instruments selected to meet the specifications of the general instrument types listed on Table 1 were manually operated. That is, data from the installed system could only be obtained while a person was there to physically observe or operate the system readout. Automatic data recording equipment was available for some installations, but the objectives were to keep the systems as simple as possible for the demonstration project. A complete description of the surface, sub- surface and mine level instruments, and the demonstration project results are given in WCC (1982), and selected features are discussed in this paper.

A record 340 senior students with majors in mining and mineral engineering from 21 shcools in the US may be expected to enter a manpower-hungry mineral industry in 1975. While starting salaries may have been the deciding factor in job selection in the past, 1975 graduates will find salaries almost the same in most mining sectors. Meanwhile, the survival prospects of various mineral engineering schools had the usual ups and downs in 1974, but tightening state budgets could still take a toll in reducing the number of schools offering mineral engineering degrees. Two such schools on the endangered list include Montana College of Mineral Science in Butte, Mont., and the College of Mines, University of Idaho, in Moscow, Idaho.
