THE work described in this paper was carried out under the sponsorship of the Foreign Economics Administration and in cooperation with the Departamento Nacionál da Produção Mineral, Rio de Janeiro. The project was undertaken to obtain complete data on the variations in washability of coal to be used for coke manufacture in the steel industry and to determine the economy of preliminary hand-sorting operations. The coal-producing industry of Brazil is in that pioneering stage in which operat¬ing practices and methods are just being developed. Increased wartime demand for fuel, coincident with a drastic curtailment of foreign supplies due to lack of shipping facilities, has put a tremendous pressure on the national industry to furnish more coal. Under this incentive, production facilities are being expanded and new methods of operation are being tested. Such changes are being developed both by improvement of existing methods that originated in the field and by adaptation and modification of methods introduced from the United States and Europe. These mining condi¬tions and mining practices in Brazil are typical of what the American mining engineer will find in many instances when he goes pioneering into the developing coal fields of the Southern Hemisphere. The producing coal fields of Brazil are all in the southern states of that country. The coal measures are in a band roughly paralleling the coast and extending in a generally southwesterly direction from northern São Paulo through the states of Paraná, Santa Catarina and Rio Grande do Sul to near the Uruguayan border in the vicinity of Bajé. The accompanying map1 (Fig. I shows the general location of these fields and also the principal routes of movement of both national and imported coal in a late pre-war year (1940). Long-chained neutral molecules (decyl alcohol) increase the flotation of corundum with sodium dodecylsulfate and trimethyldodecylammonium chloride as collectors. This phenomenon is postulated to result from coadsorption of the neutral molecules with the collector ions. Flotation and streaming potential experiments have shown that sodium laurate is an effective collector for corundum at more dilute concentrations than sodium dodecylsulfate or sulfonate.1>2 It has been postulated that this phenomenon results from the adsorption of both laurate ions and lauric acid molecules, whereas sodium dodecylsulfate can be adsorbed only as dodecylsulfate ions, since this collector does not hydrolyze under flotation conditions. Similar effects have been observed in alkaline solutions with dodecylammonium chloride and trimethyldodecylammonium chloride as collectors.' If in- creased flotation occurs with the collectors which hydrolyze because of adsorption of the neutral molecules, purposeful addition of long-chained molecules should increase the flotation rate of minerals with such collectors as sodium dodecylsulfate or trimethyldodecylammonium chloride because these long-chained molecules should coadsorb with the collector ions. The effect of neutral molecules on flotation in these cases must depend on an adsorption mechanism which differs from that proposed by Cook for the adsorption of xanthic acid molecules by galena. For neutral molecules to function as collectors in the flotation of insoluble oxide minerals, adsorption of organic ions must first occur to provide a means of anchoring the fatty acid or amine molecules. Without adsorption of collector ions, flotation does not occur even in the presence of large quantities of neutral molecules, as is indicated by the cessation of flotation at low pH values with soaps as collectors or at high pH values with primary amine salts as collectors.' Neutral molecules, such as fatty acids, must be adsorbed through van der Waals attraction between the hydrocarbon chains of the adsorbed soap ions and the hydrocarbon chains of the fatty acid molecules. As a continuation of the earlier paper on the general subject of the SP log, a more complete analysis of certain features of the SP log in shaly sands is given. The pseudo-static SP in front of shaly sands is compared, on a theoretical basis, to the static SP in front of clean sands, as a function of the respective amount of shale and sand in the formation, and of the relative resistivities of the shale, of the uncontaminated part of the sand. and of the invaded zone of the sand. As a conclusion, the advantage of using reasonably conduc. tive mud in this case is shown. The discussion is illustrated by field examples. INTRODUCTION The discussion reported in the present paper is based on a theoretical analysis, and not on experiment. The field examples, joined to the text. are shown only as qualitative illustrations of the essential results of this analysis. Although the hypotheses made in the theoretical developments may perhaps be somewhat improved, it seems, nevertheless, that the results obtained account reasonably well for the actual phenomena, and give a fair approximation of their order of magnitude. The paper contains a mathematical analysis of a tri-dimen-sional distribution of potentials and current lines. due to spontaneous electromotive forces arising at the contact of shales and free electrolytes. as a function of the geometry and of the respective resistivities of the different media involved. It is assumed, although this hypothesis is not proven, that the emf's remain the same even if the shale occurs in very thin layers or in dispersed particles. It has already been pointed out 1,2,3 that, all other conditions being the same, the deflection of the SP log in front of a shaly sand is smaller than opposite a clean sand. When the thickness and the conductivity of a clean sand are large enough. the deflection of the SP log reaches a limiting value which is equal to the "static SP" of the clean sand. It is generally convenient to take the static SP of shale as the reference value or "base line." As a consequence, and for the sake of abbreviation, the expression. "static SP of a clean sand," is often used to designate the difference between the static SP of that sand and that of the shales, which difference is a measure of the total electromotive forces involved in the chain mud sand-shale. A similar limiting value is; also observed for the SP deflec-lion opposite a thick shaly sand, but it is smaller. just as if the total electromotive force involved were smaller in that case. This limiting value has been called the "Pseudo-Static SP" of the shaly sand. The static SP of a clean sand depends on the salinity of its connate water with respect to that of the mud, and, to a certain extent. on the differential pressure which controls the electro-filtration potentials, but it does not depend on the resistivity of the sand. On the contrary. the pseudo-static SP of a shaly sand depends not only on the salinity of its connate water and on the differential pressure, but also on the percentage of shale and on the resistivities of the shale, of the uncontaminated part of the sand, and of the zone invaded by the mud filtrate. If the three resistivities above were equal, the pseudo-static SP would be proportional to the percentage of sand in the shaly sand, and its departure from the static SP of a clean sand having the same connate water would simply be proportional to the percentage of shale. In that case, the pseudo-static SP of a shaly sand containing 10 per cent of shale would he 10 per cent less than the static SP of a clean sand. When. however. the sand is. on the average. substantially more resistive than the shale. the percentage of departure of the pseudo-static SP from the static SP of a clean sand is much larger than the percentage of shale. For that reason, the peaks of the SP log opposite shaly sands are systematically of smaller amplitude when the sands are oil-bearing than when they are water-bearing, all other conditions being the same. This feature is observed even when the sand beds are thick. and even when they do not contain a large percentage of shale. All this has already been described in all earlier publication", but mostly in a qualitative way. The present paper will analyze in more detail the action of the local SP currents which are generated inside of the shaly sands, and which are responsible for the abnormally low value of the pseudo-static SP. The quantitative computations have been extended to the general case of thin interbedded layers of sand and shale, where the resistivities of the shale and sand streaks do not have the same value: they are summarized in charts giving values of the pseudo-static SP of a shaly sand as a function of the different parameters involved. DEFINITIONS The static SP of a clean sand has been defined as the potential that would exist in the mud opposite that sand, were the SP current prevented from flowing. Such an ideal condition is represented on Fig. I-A. By analogy, the pseudo-static SP of a shaly sand can be defined as the potential that would exist in the hole, if the circuit shaly sand — surrounding shales — mud column were interrupted by the insulating plugs placed at the boundaries

IT is well known that high residual stresses are created in tubing by the sinking process, in which no internal tool or mandrel is used.1-4 In this process, the wall thickness is usually slightly increased.4,5 In tube drawing with a plug, the residual stresses are gradually reduced with increasing reduction of wall, and, by the conventional approximation methods of stress measurement, no stress is detected in tubing in which the wall reduction is over 50 per cent of the total reduction in cross-sectional area.1-6, It has also been observed that higher stresses are set up by the use of wide-angle dies than by the use of acute dies.2 The actual stress distribution in drawn .tubing has been investigated by a few workers,7-9 but has not been related to the conditions of the drawing process: Some attempts have been made to correlate accelerated cracking tests for stresses in brass products with the magnitude of the circumferential stresses and the condition of the metal.1-10 MATERIALS AND PREPARATION The material used in this experiment was commercial cartridge-brass (70 per cent Cu, 30 per cent Zn) tubing in the straightened and annealed condition.‡ This tubing was of various outside diameters and had a wall thickness of 0.032 in. It was sunk to 1/2-in. outside diameter by means of an experimental 10,000-lb. hydraulic draw-bench, with a maximum drawing speed of 8 ft. per minute. All dies were of 1/2 -in. diameter. Various die materials and contours were used in order to study the effect of die design on residual stresses in the tubing; the specifications for the dies are given in Fig. I. Castor oil was used throughout as lubricant. Chattering occurred in sinking some of the tubing, particularly when dies having the more acute angles were used, but the tubes showing chatter marks did not differ markedly from those with a smooth surface regarding the magnitude of residual stress. The source of the chattering has not yet been revealed. The wall of the tubing becomes thicker during sinking, as previously observed 4,5 The increases in wall thickness were 3, 7 and 9.5 per cent on the average for 6, 20 and 33 per cent reductions in diameter, no effect of the contour being noticeable. The reductions mentioned throughout this investigation do not consider this fact, but are reductions of the outside diameter. For the evaluation of the residual stress two fundamentally different methods were used. The approximation method1,11 of splitting a certain length of tubing was employed to obtain a bird's-eye view of the effect of various drawing conditions on the circumferential stress measured by the diameter change occurring on splitting. A large proportion of the work performed in wet-crushing silver mills is devoted to the handling and re-handling of pulp between the battery and the pans. There seems to be no generally applicable substitute for the settling-tanks, and in the present system of constructing mills the tanks involve an amount of labor which may be regarded as disproportionate and unnecessary, in view of the automatic improvements which have been introduced in other directions. This diffculty has been met, however, by Boss's continuous process, in which the pulp flows directly from the mortars to the first of a series of constantly working overflow-pans. This method has been adopted at the Noonday mill, Bodie, California; the Harshaw, Arizona; the Sierra Grande, New Mexico ; and the Prietas, Sonora. The continuous process, while giving excellent results with special ores, and under peculiar local conditions (such as a deficiency in water supply), is not, I believe, claimed to be available for all raw-amalgamating mills, notwithstanding its well-merited popularity for certain work. Some trouble has been experienced from the tendency to concentration in the pans, though this can be avoided by skilful manipulation. It has also the disadvantage inherent in combinations of distinct operations ; it requires a very nice adjustment of the water supply to obtain full battery efficiency without running the pans too thin, though the latter defect is partially compensated for by the gradual thickening of the pulp as it proceeds through the series of pans. The objection is similar to that which holds in a parallel duplex process, that of combining roasting and smelting in a single furnace, where each operation is injuriously affected by the necessity of fitting it in with another and entirely different one.

The probability distribution of fracture data from a rock mechanics test contains information about the effectiveness of the testing procedure and/or about the nature of the operating failure mechanism. The tensile strength of Lac du Bonnet granite forms a bimodal probability distribution when determined through line loading as in the Brazilian test. The same data obtained from three point bends tests are unimodal. The bimodality can in part be removed by distributing the line load over a finite area. Moisture has the anticipated effect in lowering both the average compressive and the average tensile strength of Lac du Bonnet granite. The reduction in strength however is not uniform within the probability distribution; the change is the largest at low and the smallest at high strength. Conversely, long-term loading is more damaging to the high strength members of the distribution. The large scatter of failure times in static fatigue experiments can in part be removed or even utilized when the probability distribution of instantaneous strength is taken into account.

INTRODUCTION Requirements for achieving economic slope stability in open pit mining must not only be met during the operating stages but in all preceding stages of mine development. In many operating mines little or no emphasis was ever placed on evaluating the stability of possible slopes during the exploration and planning stages. The purpose of this discussion is to emphasize the necessary considerations that should be made in all stages of development in order to achieve the safest and most economic pit slopes. The most economic slopes may not always be the safest slopes and it is incumbent upon the mine operators and engineers to achieve an optimal combination of economics and safety. The stability requirements outlined are based on the profit motive and are, therefore, practically oriented. Long-term basic research or theoretical studies are considered important only to the extent that they can be shown to have a definite payoff. Consideration will first be given to the information required for stability analysis, which can be determined during the exploration and evaluation stage, followed by further stability work necessary during the mine planning and layout stage. Particular emphasis is then placed on the operating stage in which blasting, dewatering, artificial stabilization, and slope failure are discussed. Lastly, the importance of a logical and orderly research procedure is stressed. EXPLORATION AND EVALUATION STAGE The purpose of the exploration and evaluation stage in the mining scheme is to find and delineate a potential orebody. Discovery and delineation commonly involve drilling tens and in many cases hundreds of boreholes. These boreholes, which may cost as much as $20.00 per foot of depth for a cored hole, are usually abandoned once drilling is completed. Stability evaluation for a potential open pit should begin at this stage by taking advantage of the existing boreholes. Rock and soil properties, as well as hydrologic parameters, may be obtained from both the borehole and the core. Seismic velocity and neutron probes may be used to log the borehole to obtain elastic moduli data. A borehole dilation jack may also be used to give backup information on the rock and soil elastic parameters. Use of a core orientation system can result in the determination of fault and joint frequency and distribution. Before splitting or otherwise disturbing the fresh core, qualitative evaluation

SINCE I have mentioned the art of alchemy in. many parts of this treatise of mine, especially when 'came to the description of the practice of various operations,* I do not here intend to argue as to whether it may be called true or not. But in case it is true, inasmuch as it is seen in operation to be a result dependent on the actions and virtues of fires, I should not pass by in silence without speaking at all of this art here, nor would I wish to do so, especially since I think that you do not really know what it is except in so far as common report is heard everywhere to the effect that whoever carries it to completion makes silver and gold with it. Because of this belief, many seek it with much time, labor, and expense, as I know you have often heard related, if not elsewhere, by me in the chapter on gold that I have written in this volume. Now do not think that I wish to teach you this art here, for I am one of those who do not know it. Therefore I shall tell you here, so that you may know more, only. that those workers who so eagerly follow after and seek it proceed by just two pathways. One is that which takes its enlightenment from the words of the wise philosophers, by means of which they think to attain it. This they call the just, holy, and good way, and they, say that in this they are but imitators and assistants of Nature, indeed, manipulators and true physicians-of .mineral bodies, purging them of superfluities and assisting them by augmenting their virtue and freeing them from their defects. In this way they sometimes proceed to corrupt these bodies in order to be able to separate the elements they contain so as to reduce them, if possible, to their primary materials, as they call them, or sometimes they convert them into new substances by means of this art or by adding another spirit different from the first one. Thus they seek in this way to bring these materials to a certain point of corruption or to a separation of elements, or to remove or add spirits to things, or to make coarse materials subtle and sometimes to make subtle materials coarse. Therefore, as you can understand, these persons, with bridle broken, run a circular track night and day, without ever having rest; and surely I do not know whether anyone has ever arrived at the desired goal. (From the President's Address at St. Louis, 1874.) IN the course of this address, President Raymond referred to the law, said to have been discovered at the French works of Terrenoire, that the amount of phosphorus may be increased without injury to steel, if the amount of carbon be proportionately decreased. The works named have been for more than a year, it is said, manufacturing in the open hearth, by the Martin process, steel rails containing as high as 0.35 per cent. of phosphorus, with about 0.15 per cent. of carbon, which were not found inferior to Bessemer rails. It is not claimed by the manager of the works that phosphorus is an ingredient to be preferred, or purposely introduced; but only that materials containing it (such as old iron rails, etc.), can be succesfully employed. Other parties have apparently a higher opinion still of the new manipulation, and are prepared to claim for "phosphorus steel" superior qualities. Mr. I. Lowthian Bell alluded to the subject in his recent address as President of the British Iron and Steel Institute, but without expressing a positive opinion. After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in -the case of wrought iron ; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.

Pebble grinding was used at Lake Shore Mines in 1949. A full description of experimental evidence and test plant results was published in 1952 1 and further operating details in 1954 2.' In more recent years the term autogenous grinding has been coined and is now frequently seen in the technical literature. Autogenous crushing and/or grinding covers any grinding mill in which the larger pieces of ore are made to grind the fine pieces; the crushing and grinding may be either dry or wet. This discussion deals only with wet autogenous grinding, and only in the fine grinding part of the circuit, i.e., from 6 mesh to 92 pct —325 mesh. The term pebble milling could apply to fine autogenous grinding in which the pebbles are made from the ore itself, or it could also refer to grinding with pebbles, such as flint pebbles, from a source outside the mine. The first mill to use screened ore to grind the ore (1949) was Lake Shore Mines, Kirkland Lake, Ont. Pebbles were screened from the jaw crusher discharge and used in 5x16-ft tube mills which had been converted to 6 ft 8 in. by 16-ft grate discharge pebble mills. The same general practice was adopted the following year by the Wright-Har-greaves Mine in Kirkland Lake. Shortly after that the Neptune Mines in Nicaragua started correspondence with the writer concerning the possibility of using screened ore for grinding in their plant. They first ran some plant-scale tests which confirmed the Lake Shore findings, with the ultimate result that their plant was successfully converted in 1956 to an autogenous grinding plant. In 1957-1958 the writer was successful in converting the grinding plant of Renabie Mines in northern Ontario to autogenous grinding. In all these plants the existing grinding equipment was converted, usually by expanding the diameter of the shell to make the change from steel grinding to ore pebble grinding mills. In all the above plants primary grinding was done in either small rod mills or ball mills. These mills first reduced the pebble mill feed to about 6 mesh. The final grinding in the pebble mills varied from 75 pct —200 mesh to 92 pct —325 mesh. At Lake Shore three stages of pebble milling were used, with a different size pebble in each stage. In other parts of the world interest was being shown in this form of grinding, and in March 1952 the writer had some correspondence with the mill staff at Outokumpu in Finland, with regard to the pebble system used at Lake Shore. At Stockholm in 1957 the account of the crushing and grinding system at Outokumpu was presented in a paper by H. Tanner and T. Heikkinen.V his is the only ore grinding plant that does not use grate discharges on its pebble mills; trunnion discharges equipped with heavy reverse spirals retain the pebble load. The first new mill designed to use screened ore as a grinding medium was the Bicroft mill at Bancroft, Ont., which began operation in the fall of 1956. In 1957 this plant was followed by similar installations at Faraday Mines, also in the Bancroft area, and the North Rankin Nickel Mines in the North West Territories. In 1958 the Dyno Mill at Bancroft was converted, using the same type of grinding. Since all these plants, designed by Kilborn Engineering (1954) Ltd., were originally planned as pebble grinding mills, they were able to take full advantage of the latest design and technique. They are neat in appearance and very efficient and easy to operate. Effect of Ore Hardness: It is often commented that this type of autogenous grinding applies only to hard siliceous ores. Experience has shown that this is not so. In the past ten years the author has had an opportunity to test more than a dozen ores, several of which were quite soft. One of these was shale. The softer ores actually make better looking pebbles than the hard ores. These soft ores produced no particles in the intermediate size range which could not be ground by the largest pebbles in the mill charge. Slabby ores, such as shales, make a suitable pebble for the —6 mesh grinding. It is not generally recognized that for fine grinding a spherical medium is not essential or more efficient. Another frequent objection to pebble grinding is the belief held by some operators that there is too much variation in the hardness of their particular ore to make it acceptable as a source of pebble media. Experience has also shown that this is not a serious problem at all. The variation in pebble load due to changes in the ore hardness is nothing like as great as most people would expect, and the method used for feeding the ore and controlling the the load in the mills is more than sufficient to take care of daily variations in ore hardness. Coal was mined to a small extent near Tuscaloosa, in Alabama, and even carried by boats to Mobile, half a century since. Professor Porter, and later, Professor R. T. Brumby, occupied themselves with the geology of the region, and it attracted the attention of Sir Charles Lyell, who visited the region. It is, however, to the two reports of Professor Tuomey, geologist to the State, published in 1850 and 1858, that we owe our first clear notions of the geology of the Alabama coal-fields. His work has, since 1873, been continued by Professor Eugene A. Smith, of the University of Alabama, whose valuable reports, extending and completing the work of his predecessor, are indispensable guides to the geological inquirer in this region. Mention should also be made of the investigations of Mr. R. P. Roth well, who, after three years of studies in parts of the Alabama coal-fields, read before the American Institute of Mining Engineers, in October, 1873," a brief but important paper calling attention to the great deposits of coal and iron-ore found therein, and to their economic importance. Having myself, during the past year, had an opportunity of visiting parts of this region, I have thought that it might be well to bring before the Institute some facts and considerations as to its geological and geographical characteristics, and the value of its mineral resources. It is well known that the great Appalachian coal-basin, stretching southwestward through western Tennessee and the northwestern corner of Georgia, terminates in northern Alabama in what is called the Warrior coal-field, which there covers an area of about 5000 square miles. THE importance of ground water control in glacial drift overlying mines is widely recognized. Adequate handling of the problem results in considerable saving in overall pumping costs, as the cost of pumping the larger quantity of water under low heads from surface wells is more than offset by the decrease in the quantity of water to be pumped from the mine under high heads. Eliminating or partly reducing seepage of water through the ledge reduces moisture content of the ore, a factor especially important in iron ore mines, where a reduction of 1 pct in moisture effects a very material saving. An important though indeterminate saving is also brought about by the elimination of water in the working places underground. The Homer and Wauseca mines of Hanna Coal & Iron Co. at Iron River, Mich., cover 480 acres. When these mines were started it was possible to operate on only one 40-acre tract, as the depth of water over the remainder of the property was too great to permit operation. Although the average depth of the ground water over the area being mined at that time was less than 50 ft it was necessary to pump 1200 gpm from the mine, the greater part from a depth of 750 ft. The slate footwall and graywacke hanging wall are almost impervious, and it was apparent that seepage into the mine was mainly through the iron formation in which the orebodies were located. Analysis of the water in the iron formation showed it to be of the same character as that in the glacial drift, while the water in both walls was heavily mineralized, also indicating that the water passed much more freely through the iron formation. The first attempt to take off the water above the ledge was by means of drainage drifts driven 15 to 20 ft below the ledge, Fig. 1. Various schemes were used to get the water into these drifts: 1—Holes 15 to 20 ft long were drilled from the back of the drifts to the ledge, but these were difficult to drill and blocked easily. 2—Sections of the drifts were blasted down. This gave a large flow for a time but eventually almost total blockup occurred. 3—Raises 4x4 ft were driven above the drifts to within 8 ft of the

THE stabilization of a gravel road with soil is a method of treatment developed in recent years by the United States Bureau of Public Roads for the purpose of binding the constituents together better, and maintain-ing a more durable surface. The process consists in adding to the gravel or crushed stone and sand, a soil mortar, so-called, of fine sand, silt and clay, mixed in the proper proportions. The coarse gravel and sand supply structural strength and hardness; the fine sand adds embedment support to the coarse sand; the silt acts as a filler to prevent the granular particles from rocking; while the clay serves not only as a binder but also provides pores minute enough to cause connecting moisture films which are supposed to have high cohesive properties1. It will be recognized that the clay is an important ingredient both when wet and dry, and should not show excessive expansion when wet, nor correspondingly high shrinkage in drying, as otherwise there is danger of unseating the nonplastic particles. Such a stabilized road, although an improvement on one with a floating surface, will in course of time be subject to wear, and become dusty when the clay dries out and breaks up. It has been found that if some salts are added to the road mixture they tend to maintain the soil moisture and prevent dustiness of the road or raveling of the road surface. In addition to this, it is claimed that these dissolved salts cause a thinning of the moisture films on the particles, thus permitting greater compaction of the road mixture, and thereby increasing its density. This fact can be proved by noting the increased compaction which a road mixture shows when certain salts are added to the soil water. Since certain chemical substances such as sodium chloride are electro-lytes, the question arises whether they cannot have some effect on. the qualities of the clay in the soil mortar, and perhaps improve them. In view of the fact that certain salts seem to exert a favorable effect on the road mixture it is desirable that they be held in the road soil as long a time as possible.

Montana is leading the way in the field of mined-land reclamation with new laws and new ideas. The Montana Department of State Lands is combining new legislation and practical application techniques to all mining operations in the state. Road building, stream relocations, or settling systems can be designed to meet the environmental problems. Mineral exploration now requires a new and closer look at drill site locations, road gradients, and exploration tools. The problems and costs of land rehabilitation must be thoroughly understood by the exploration geologist in order to satisfactorily conduct exploration in Montana.

LITTLE work has been done in the field of the nickel-tin binary system. The complete diagram has been investigated on two occasions, but the results are in very poor agreement. The structure of a compound NiSn, and the solubility of tin in nickel have been determined by X-ray methods. Several investigations have been made of the liquidus curve, and the compositions of the eutectics have been determined. A study of the literature, however, shows that there is no satisfactory agreement between the data presented in the various papers. The present investigation was undertaken in an attempt to determine the equilibrium conditions, and to correlate X-ray with metallographic data. The equilibrium diagram was determined by thermal and metallo-graphic means, and the solubility of tin in nickel further investigated with X-rays. Powder diagrams were made of the intermetallic com-pounds, and three of the structures were partly determined. No attempt was made to determine the range of homogeneity of the inter-metallic compounds.

THEN sufficient ore has been blocked out on a lease to warrant a shaft, the proposed. Location of the shaft should be carefully considered, as the old promoter's method of sinking wherever his hat landed is a sad mistake as some: of us have learned by trying to operate such mines. In some instances certain conditions exist, such as mill location, railroad right of way, etc., that necessitate a change of location from the. ideal, but under average conditions and with the knowledge of the formation gained from the drill logs and with the general trend of the orebody known, the shaft can be located from. the standpoint of its future relation to the mine with re-gard to hauling and' hoisting a maximum tonnage: at a minimum cost per ton, also taking into account the minimum amount of expense and trouble- in sinking. Quite a few shafts are located in the wall of a run or just in the thin edge of the orebody: As a general rule the formation here is solid and permits rapid and safe sinking, and the shaft pillars are left in practically valueless material. This permits the withdrawal of pillars and still keeps the shaft protected. By opening a shaft in thin ground, you are not tempted to cut it high, wide, and handsome, but to shape it up-with ample clearance for lay-bys and with more of an idea of permanency, as a few hundred extra dollars spent around the shafts for proper track installation will re-turn, a good rate of interest in ease of handling "cans," quick get-away; and fewer wrecks. Nearly all the shafts in this district are sunk on a contract basis, the con-tractors furnishing all labor and explosives, and the company building the sinking-derrick, dump-track, and furnishing, all equipment, material, and power. The following costs are the averages, for three shafts sunk through good solid formation, with no water to, contend with, and approximately 260 -ft., deep, having about-100 ft. of shale. The contract price was $9 per foot with the shale and $13 per foot in the solid, making a total of $2,980 paid to the contractor. The wages paid by the contractor were, $5 per shift for the hoist-man, who also sharpened steel, $6 for the lead shaft man, and $5 for the helper;, the cribbing was sawed on contract for 40c. per shaft: foot; about. 94 board feet. of cribbing was used per foot of staggered cribbing and 168 board feet per foot of solid cribbing.

PRIOR to the war just ended, Germany was the greatest coal producer in continental Europe. In 1943 the production of coal, bituminous and higher in rank, together with brown coal calculated to the equivalent amount of bituminous coal, is estimated to have been about 240 million metric tons, according to the War Department. Before the war production in Germany exceeded consumption. No other country in continental Europe except Poland had a large surplus. However, England's surplus was the largest in Europe as a whole. Before World War II the Ruhr Basin normally supplied about 70 pct of the total production of high-rank coal, the Saar and Aachen about 6 pct each, Upper Silesia about 14 pct, and Silesia and Saxony the remainder. Nearly one third of the brown coal was produced in the Rhineland, a little less than one half in central Germany west of the Elbe River, and about one fourth east of the Elbe. Bituminous coal and brown coal together constituted by far the most important energy resources of the old German Reich. Bituminous coal furnished nearly 70 pct of the total energy requirement, brown coal supplied about 25 pct, and water power, wood, petroleum and alcohol together aggregated only 7 pct. Because it was the most important single mineral resource of Germany, an excess of coal enabled the Reich to import nearly all the other mineral products that she lacked, such as iron ore from Lorraine. The area adjacent to the coal fields was supplied with gas from an interconnected grid. Similar electric grids are based on brown coal with the power stations at the mines. Coal tar provided the foundation for the development of the extensive German chemical industries as exemplified by the I. G. Farbenindustrie. For almost a century, German scientists have been adequately supported both by the State and by industry in studying improved methods of utilizing coal. In Germany the mineral rights were reserved by the State and ordered extraction of coal was enforced. Each lease comprised a relatively extensive area, which accounts for the generally large size of the mines and mining companies. In 1938 there were 160 mines in the Ruhr, with a total output of 125 million tons but go pct of the production was controlled by 20 companies. By far the largest single coal-mining company in Germany was the Gelsenkirchener Bergwerke A. G., which produced nearly 27 million tons in the Ruhr in 1937. Second was Saargruben A. G., a State-owned company operating in the Saar, which produced more than 13 million tons. Third was Bergwerksgesellschaft Hibernia A. G., with 10 million tons, also in the Ruhr. Briquettes are made from both bituminous coal and brown coal, but in 1938

Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. This portion of Mexico is quite beyond the ordinary routes .of travel, and is seldom visited. Its mines have not the record of enormous wealth which has recently attracted foreign capital to other parts of the republic; but for many centuries it has been a mining country, and at some periods evidently a productive one. In 1881 the writer visited the State and spent some time in the inspection of the mines. The absence of published information regarding its mining industry is his apology for presenting to the Institute these notes on the subject. Oaxaca is, with one exception (Chiapas), the most southerly of the Mexican States. It extends from latitude 18o 20' to 15' 45' N.— about 180 miles, by some 300 miles, in an east and west direction, and embraces a large part of the Isthmus of Tehuantepec. The coast-line is wholly on the Pacific. The State has an area of 27,470 square miles, nearly that of the State of Maine, and a population estimated at one million, or thirty-six to the square mile.
