During the year 1939, Mexican production totaled 42,479,000 bbl.; a daily average of 116,381 bbl. or a little over 2 per cent of the estimated world production. The Mexican Government operates 100 per cent of the refining branch of the industry, 100 per cent of the domestic distribution, 96 per cent of the crude production and 92 per cent of the total exports. No discussion of the Mexican petroleum industry in 1939 is adequate without reference to the "expropriation" of the foreign-owned oil properties in Mexico by executive fiat on March 18, 1938. The forcible seizing of the properties culminated a long series of efforts on the part of the Mexican Government to obtain control of the oil properties developed through foreign initiative and with foreign capital in Mexico. The heart of the issue is whether the Mexican nation or any nation may with impunity confiscate the legally acquired properties of American citizens. The Department of State of our Government has in its communications to Mexico emphasized the fact that its "expropriation" of American properties was confiscatory because Mexico had failed to make "adequate, effective and prompt compensation"; that the taking was no less confiscatory "because there may be an expressed intent to pay at some time in the future," and that, consequently, "Mexico has assumed and continues to assume to exercise a right without compliance with the condition necessary to give such exercise a recognizable status of legality." Mexico has professed its willingness to pay for the oil properties but at the same time through its Supreme Court it has declared that the owners or lessees do not have the exclusive right to extract and dispose of the oil in the subsoil. This is a reversal of the Mexican position with respect to oil as set forth in the Mexican mining laws, affirmed by Mexican Supreme Court decisions, and as clarified in the Warren-Paync and the Morrow-Calles agreements, as well as in diplomatic correspondence. Mr. BIRKINBINE's description of the bad working and sudden chilling of the Warwick Furnace last summer, seems to me quite phenomenal in blast-furnace practice. During my connection with the management of blast furnaces for many years, in the anthracite, cake, and raw-bituminous coal districts, such a me has never come under my notice. It seems to me that the scaffold in the zone of fusion could not have established itself (so that the whole power of the engines, with a blast pressure ranging from 12 to 18 pounds per square inch, could not penetrate), unless the furnace was previously badly scaffolded and bridged in some of its upper sections, from 15 to 30 feet above the hearth level, either in the zone of chemical action or the beginning of the zone of fusion. Such a 'barrier to the upward gaseous currents would cause a suspension of combustion which may have superinduced the scaffold that is assumed to have existed in the zone of fusion. It is difficult to conceive that an agglomerated mass almost across the section of the lower bosh should have formed all at once, if the furnace was free and porous for the reaction of the gaseous currents, above. Therefore, I think, the Warwick furnace was by no means in as free, open, and fine internal condition at the time the trouble commenced as the description of its regular working would lead us to suppose. I do not question the accuracy of the statements relative to the output of iron, etc I merely claim that the phenomenta, as described, could not have been almost instantaneously developed, unless there had been an incipient scaffold and lodgment above the zone of fusion. I would state my hypothesis to be that the stock lodged or collected in some of its upper sections during fie process of blowing-in, on which, as a basis, more or less accumulations may .have lodged, and thus, indirectly, caused the formation of the suc-

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a1 technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Colum-bia and British Columbia, to give service to users of Portland cement.

The following description of an attempt to separate bituminous coal from its slaty and mineral admixtures without the aid of jigging, was suggested by the successful use of dense solutions (such as the double iodide of mercury and potassium and cadmium borotungstate) in the separation of the mineral components of igneous rocks.* In the case of coal it is essential that we have a solution of a specific gravity greater than the coal, and less than the mineral or slate associated with it. Further, in order that such a solution should be practically admissible, it must be cheap and readily obtainable. Calcium chloride fulfils all these conditions, although it is not intended to be affirmed, in the absence of actual trial, that its use on a large scale would be economically successful. BLOCK-SIGNAL and dispatching systems have been in use on surface railways for years, but only recently have they been applied to underground mining conditions. Formerly, all ore was moved underground by hand tramming; the surface openings were numerous and fairly close to the ore being mined. As the tramming distances increased, animals were brought into service. Then came the locomotive, and since its introduction, haulage lines have gradually been reduced to fewer levels and to fewer surface openings until more than 20,000 tons are being handled daily on one level in some of the larger mines. Under the, se conditions many trains must use the same-tracks, and signal systems have become necessary. In some cases it has been found more advantageous to use train dispatchers than to install signal devices. The dispatcher may be simply a flagman at a busy point or he may have mechanical signals to operate at more distant points. At the inspiration mine, Inspira-tion, Ariz., the station is equipped with a switch-con-trol board, whereby the dispatcher throws electrically all track switches in a certain block, which gives him complete control over all trains passing through that block. In a few cases, dispatcher stations are established in connection with a signal system.

THIS paper gives a brief account of the geologic and production problems encountered in the Grass Creek oil field, the methods used in their solution, and the beneficial results obtained from the work. The author wishes to acknowledge the assistance received from J. H. Pearson and Miss Ninettta A. Davis in the collection of the data and the preparation of the cross-sections. Permission for its publication was given by the officials of the Midwest Refining Co. and the Ohio Oil Co. The Grass Creek oil field is located in Ts. 98-99 W., R. 46 N., Hot Springs County, Wyo. The productive area includes about 2 1/2 mi. (4 km.) on the apex of a great anticlinal fold occupying more than 150 sq. mi. Fig. 1 shows the structural contours of the field. Oil was dicovered in the field in June, 1914; development proceeded rapidly and production rose to a maximum in 1918. The marketed production has been approximately as follows: BARRELS BARRELS 1915 94,073.5 1918 2,946,774.27 1916 1,404,183.97 1919 2,000,584.84 1917 2,780,697.51 1920 1,485,080.94 About 350 wells, 800 to 1500 ft. (243 to 457 m.) deep have been drilled to reach the upper oil sands; two companies, the Ohio Oil Co. and the Midwest Refining Co., operate the entire field.

J. C. WRIGHT.-The problem of organizing and maintaining a vocational class for those employees who are engaged in the mining industry depends on several most important factors. The first is the sympathetic cooperation of employer and employee; the second is to find the subject matter that must be presented to these men; and the third is to find the instructor who can present that subject matter. This is perhaps the most difficult, for we usually find a man who knows the material that is to be presented but is not a teacher or does not know how to organize his material. The man must know the subject matter from the standpoint of absolute contact with industry in order to be a successful teacher. I have come into contact with two kinds of schools organized in connection with mining occupations. In one type the instruction leans very largely toward elementary subjects, arithmetic, reading and writing and spelling; it is not of such a character as to help or improve the working man in his occupation in the sense that we are attempting when we speak of vocational education. In the other type of school, an engineer is usually employed as a teacher. He immediately begins to give the things with which he is most familiar and the instruction becomes such as only those who possess a high-school or college education, perhaps, are able to receive. In between these two schools is the school we are trying to, promote, a school that will meet the needs of those employed. MARGUERITE W. This vocational education can do; for it can supply many of those deficiencies in upbringing and. environment that make for the discontent and restlessness of our varied classes of unskilled labor: the Anglo-Saxon mountaineer; the Southern negroes who have crossed Mason & Dixon's line by the thousands, "searching satisfaction for our minds;" and the still greater number who have sought across the sea America, "the promised land.

Pyritic smelting, so-called, as practiced in the Black Hills is pyritic smelting only in the sense that Dr. John Percy uses the expression in his " Metallurgy of Silver," where he describes a process for smelting dry silver-ores in connection with iron pyrites, to form a regulus. The ores treated by this process in the Black Hills are very siliceous, averaging about 74 per cent. of silica, from 10 to 20 of iron oxide, 4 or 5 of alumina, and from 2 to 4 of lime. In 1889, while Dean of the South Dakota School of Mines, I took up the question of their smelting. There were neither copper- nor lead-ores in the Hills; hence pyrite and pyrrhotite, of which there are large deposits, were employed to form a regulus. This mixture of pyrite and pyrrhotite, besides being absolutely barren of gold and silver, carried an average of 30 per cent. of silica. The only basic material available as a flux for the great excess of silica in the ores and in the pyrite was a dolomitic limestone. Moreover, the local coke gave 24 per cent. of ash, 60 per cent. of which was silica—as unpromising a set of conditions as can well be imagined. We had before us the examples of Mr. W. GROUND raw material as fed to the cement kiln generally is a mixture of two to four components, each of which may have widely varying physical and grindability characteristics. Chemically similar materials found in the same or different deposits may also differ appreciably in physical properties, depending on their crystalline structure. The calcareous or principal cement raw material may vary from a soft chalky limestone or friable cement rock at one plant to a hard limestone or oyster shell at another plant. Argillaceous materials include clays, shales and granulated slag. Siliceous and/or iron-bearing material, including sand, iron ore and cinders, may also be required in addition for certain types of mixes. Frequently differences in grindability characteristics are not given the attention they deserve in comparing grinding results at one plant with those at another or in selecting suitable circuits or equipment. Many types of crushing and grinding units are used, with numerous open and closed circuit arrangements. Both wet and dry processes are used successfully. When rebuilding or installing a new grinding department, the choice of process or circuit in some cases may be dictated by the nature of the materials being ground but in other cases it may be the result of good salesmanship or a compromise. An over-all evaluation of wet process vs. dry process grinding should not be made without considering the effects on all other producing departments in the plant. In general, the more recent grinding installations, both wet and dry, have employed closed circuits, but many older open circuits are still in successful operation. In our experience, closed-circuit raw grinding pays, because of lower power consumption and less operating labor per ton of product. However, some dry open-circuit mills with improved equipment and operating methods compare favorably in performance with dry closed-circuit units. CHARACTER OF GROUND RAW MIX (KILN FEED) Grinding in the cement plant in general requires a considerably finer product than in most ore-grinding operations. A distinction between fineness of kiln feed and of cement may be made in that kiln feed preferably should be ground to a limiting size, whereas finished cement should include a range of size fractions including sufficient fine flours to give a product with satisfactory physical qualities. Grinding raw mix for kiln feed therefore is more comparable to ore grinding, although the limiting size is smaller. Most kiln feeds are ground from 85 to 95 per cent passing 200-mesh, depending on mix composition. Some cement chemists believe that raw materials cannot be too fine, since finer particles theoretically combine more readily and intimately in the kiln. However, there are certain definite practical objections to extremely fine kiln feed, such as loss of kiln dust, unstable material flow through the kiln and greater difficulty in control of chemical composition due to dust loss, and the disproportion of fines from the more easily ground component. It is well-established that decohesions occurring at the interface of the matrix and rigid inclusions and second-phase particles are prime causes of ductile fracture initiation. It is not clear, however, how these decohesions occur. The idea that the interface bond is broken in tension is not particularly attractive when one considers the strength of such interfaces and the fact that plastic flow is not restricted under conditions of continuing flow required to initiate and propagate ductile fracture. A suggestion as to the mechanism of decohesion arises if one takes the position that, as the dislocation density increases with plastic flow and reaches some critical range of density, the phenomenon of flow can be regarded as fluidlike instead of the crystallographic motion of dislocations. As the spacing between dislocations decreases, the matrix becomes increasingly disordered in terms of loss of periodicity. At some critical degree of reduction of the periodicity, it is suggested that flow can be regarded as hydrodynamic, rather than crystallographic. Such a state has been referred to by rheologists as the "plasticized state", or the "fourth state of matter", between the liquid and solid state. A similar argument pertains qualitatively with the increase in equilibrium vacancy concentration as the temperature approaches the melting point. Taking the viewpoint that at larger strains the flow may become hydrodynamic in nature, a mechanism of decohesion is suggested. A well-known phenomenon in boundary-layer flow is that of "separation" locally of the boundary layer from the substrate.' Under certain conditions, the flow in the immediate neighborhood of the substrate becomes reversed, causing the boundary layer to separate from it. The exact condition for separation is that the velocity gradient normal to the substrate vanishes there, or It is of interest that blunt particles such as spheres and circular cylinders are most likely to give rise to separations because of unfavorable pressure distributions behind them. The source cited gives solutions for positions of separations for various geometries. In principle, such separations can also take place when metal is flowing over a "dead zone" of stagnant metal. This may explain the initiation of fracture at the elastic-plastic boundaries of plastic enclaves under a notch.

"Only the coal of the Sunnyside district in Carbon County is coked. Two companies, the Utah Fuel Company and the Columbia Steel Corporation, operating adjoining mines at Sunnyside and Columbia, produce coke.The Utah Fuel Company has 819 beehive coke ovens at Sunnyside. Only 350 ovens are being operated at the present time, largely because the smelters which had been using Sunnyside coke changed their equipment from blast furnaces to reverberatory furnaces.The Columbia Steel Corporation operates a plant of 33 Koppers type by-product coke ovens at Ironton, near Provo. About 800 tons of coal are used per day to produce coke for the company's iron blast furnace plant pie ovens produce about 400 tons of coke, 12,000,000 cubic feet of gas, 9,000 gallons of coal tar, 3,000 gallons of benzol and several tons of ammonia sulphate per day.The total coke production for the State from the earliest output of record in 1880 until June 30, 1924, is 5,947,714 tons."

Production of crude petroleum in Mexico during 1936 totaled approximately 40,309,000 bbl., showing a negligible increase over the previous year. While only four producing wells were completed in the Poza Rica area in 1936, its production increased from 9,468,000 bbl. in 1935 to 13,417,000, making it the ranking producing field in Mexico. This gain in output, however, was offset by abnormal losses due to artificial curtailment mainly the result of strikes and other disturbances in the heavy-oil district of the Northern fields, which declined 2,500,000 bbl., and in the South fields (Golden Lane), where output decreased 1,500,-000 bbl., while production in the Isthmus of Tehuantepec fields remained practically stationary. Production of natural gasoline for 1936 is estimated at 800,000 bbl., or 200,000 bbl. greater than in 1935. Crude run to stills in local refineries increased about 1,000,000 bbl., totaling 31,000,000 bbl. for 1936. Exports of crude and refined products were approximately 24,400,000 bbl., or over 2,000,000 bbl. greater than in 1935, the increase representing withdrawals from storage in Mexico. Exclusive of ships' bunkers, domestic consumption increased about 1,000,000 bbl. during the year, reaching an estimated total of 15,200,000 bbl. The Mexican domestic demand for gasoline is estimated at 2,540,000 bbl. for the year, an increase of 310,000 bbl. over 1935. In all, 70 wells were completed in Mexico during 1936, as compared to 74 in 1935 and 148 in 1934. In proven areas 59 completions resulted in 31 producers and 28 failures. Unusual results were obtained during the year over a scattered area in northeastern Mexico near the United States border, where out of eight completions six were fair-sized gas wells. A wildcat dry hole was completed in Chocoy in an attempt to extend the Northern fields to the northeast, and another in Quebrache, to the southeast of the heavy-oil district. A deep test (10,168 ft.) through the Cretaceous lime into the Jurassic was completed as a dry hole in Metlal-toyuca, 9 miles southwest of the Old Alamo field on the Golden Lane.

We remember him as a messmate, as a roommate, and when we rubbed shoulders with him on the square, for his kindly thought and unassuming manners. The Spanish grippe has claimed many from our depot. As we read down the names we pause here and there to recall some incident to establish permanently in our memory as a link to bind us, the living, with the dead. "And there's one name we cannot pass So we pause, and ponder awhile. And recall all his cheery words, And his smile—his perpetual smile." Men detained in the Quarantine Camp will have cause to remember him too, for he displayed his gentlemanly bearing and courtesy to all he came in contact with. Lieutenant Norman Lloyd Ohnsorg First Lieutenant Norman Lloyd Ohnsorg died in Nashville, Tenn., on Oct. 11, 1918. He mas born in St. Louis, Mo., Jan. 10, 1889, and lived in that city until he was 11 years of age when his parents removed to Iron Mountain, Mo., where he spent the next 6 years. On Jan. 10, 1906, he entered the Missouri School of Mines and Metallurgy at Rolla, Mo., and graduated from that institution in 1910, receiving both the Bachelor of Science in Mining Engineering and the Engineer of Mines degrees. In 1912, he received the degree of Bachelor of Science in Metallurgy, and in 1916, the degree of Metallurgical Engineer. After leaving college he wae connected with the following companies: Noble Electric Steel Works, Heroult, Shasta Co., Cal.; Mammoth Copper Mining Co.. Kennett, Cal.; St. Joseph Lead Co., Herculaneum, Mo.; Granby Smelting & Mining Co., Neodesha, Kans.; The Phosphate Mining Co., Nichols, Fla. While with the last company, he volunteered, in April, 1917, for service in the engineering corps of the U. S. Army. He passed an excellent examination, was accepted and called to Washington and placed in Division T. of the Ordnance Department where he was engaged in research work pertaining to nitrogen. He was then ordered to Sheffield, Ala., where he was second in command of the construction of the Government nitrogen plants at Muscle Shoals. After the completion of the plants, he was ordered to Buffalo, N. Y., on Sept. 28, 1915, to inspect and report on a government plant. After completing this work, he was called back to Sheffield. He left Buffalo on Oct. 6, but delayed trains caused him to miss connections in Cincinnati where he had to wait 12 hours. He had not beedfeeling well for

THE period of new oil discoveries in Illinois began in February 1937, when The Pure Oil Co. found the Clay City field the forerunner of a number of limestone pools. The importance of the area was emphasized greatly in December of the same year with the discovery of excellent sand production by The Carter Oil Co. at Louden and in June, 1938, with the discovery by The Texas Co. of the Salem field producing from two sands and one lime- stone horizon. By September, 1939, new discoveries in Illinois were estimated to have added, under prevailing production practices, some 500,000,000 barrels to the crude oil reserves of the United States and to have produced to that date some 63,000,000 barrels with daily production passing the 300,000-barrel mark by Sept. 1.

THE Manual of the Oil and Gas Industry, under the Revenue Act of 1918, published by the Treasury Department for the guidance of oil companies in preparing their estimates of future recoverable oil for the purpose of calculating depletion, gives the first large public collection of comparative decline curves for the whole country. It is a matter of both scientific and practical interest to so arrange these data that the pools can be readily compared. There are certain difficulties in such a comparison, however: 1. The economic limit varies from 50 to 2000 bbl. a year in different pools taken. (2) Because of this variation in economic limit, the range of data shown makes comparison possible only for wells of intermediate size. In order to be as inclusive as possible, I have taken as an expression of the rate of decline the amount of oil produced in the period during which a well drops from 3000 to 2000 bbl. a year.. No period of smaller production could be used because of the high economic limit in California; and no period of larger production and yet include the small well areas of the Appalachian. As it is, the Lima-Indiana wells are excluded. In a few instances, curves were extrapolated to obtain the reading, where the curve seemed regular enough to warrant it. In general, the amount of oil, in barrels, produced while a well declined from 3000 bbl. to 2000 bbl. a year is shown in Table 1.

DuRing 1931 Peru lost its place as ninth among the oil-producing countries of the world, to Argentina, and even in tenth place its production only slightly exceeded that of Trinidad. The preliminary figures for 1932 indicate that Peru will lose tenth place for that year to Trinidad. The production in barrels of the three coastal fields of Peru during the past three years was as follows: In addition to this crude production, the International and Lobitos companies produced approximately 770,000 bbl. of casinghead gasoline during 1932. There was no outstanding development in the oil industry in Peru during 1932; activity in the fields was very much restricted due to curtailment of production and the low price of oil. The potential production of the property of the International Petroleum Co. Ltd. greatly exceeded the actual production. By the beginning of 1932, a total of 2348 productive wells had been drilled on the property of the International, of which 547 had been abandoned, leaving 1801 productive wells at that' date. These wells cover a total productive area of approximately 13,500 acres. The crude produced has an average gravity of 37° to 38° Be. The Lobitos crude is of approximately the same gravity. The earliest oil pool developed in the Peruvian Coastal area is now more than 40 years old and is still producing. The major development in the area took place between 1920 and 1930. Production at the present rate can be maintained for 10 years or more.

In October 1939, a drilling program was commenced on the Atlantic seaboard of Brazil, with three steam rotary rigs of medium capacity. One of these was assigned to the State of Alagbas and the other two to the State of Bahia. During the remaining few months of 1939 and during the year 1940, some eight wells were drilled, two in Alagbas and six in Bahia. Two small producers were found in the latter state. In early 1941 three medium-weight Diesel rigs were added to the equipment, thus permitting the drilling of some 15 wells during the year 1941. The two small producers found in 1940 in the State of Rahia were near the city of Silo Salvador. In 1941 three additional small wells were brought in, in the same area, and a further producer on an isolated structure some 75 km. to the northwest of this production. No commercial production has been found in the State of Alagbas. Approximately 26 wells have been drilled or are drilling, six of which are producers— five in one area and one in another. All production in the area of the several producing wells is somewhat less than 2000 ft. and in the other area about 3800 ft. The area of the several wells is known as the Lobato field, and is practically within the city limits of Sao Salvador. The area 75 km. northwest of the city will be known as the Candeias field.

In October 1939, a drilling program was commenced on the Atlantic seaboard of Brazil, with three steam rotary rigs of medium capacity. One of these was assigned to the State of Alagbas and the other two to the State of Bahia. During the remaining few months of 1939 and during the year 1940, some eight wells were drilled, two in Alagbas and six in Bahia. Two small producers were found in the latter state. In early 1941 three medium-weight Diesel rigs were added to the equipment, thus permitting the drilling of some 15 wells during the year 1941. The two small producers found in 1940 in the State of Rahia were near the city of Silo Salvador. In 1941 three additional small wells were brought in, in the same area, and a further producer on an isolated structure some 75 km. to the northwest of this production. No commercial production has been found in the State of Alagbas. Approximately 26 wells have been drilled or are drilling, six of which are producers— five in one area and one in another.
