THE influence of cobalt and nickel on the properties of steel might be readily expected to be very similar. The two elements occupy close and somewhat unusual positions in the periodic table, their chemical behavior and compounds are so completely analogous and their various physical properties, including the ferro-magnetic characteristic, show such a remarkable correspondence, that there is no doubt of a strong resemblance existing between these two metals. However, the variety of, properties that are obtained from steel is due, largely to the fact that the element iron possesses allotropic forms. Alloying elements that affect these allotropic forms, or alter the nature of the allotropic changes, exert a profound influence on the resulting steel. In the case of nickel and cobalt, although these elements are very similar chemically and physically, it is found that they differ distinctly in their individual effects on the critical points of iron. Both nickel and cobalt form a series of homogeneous solid solutions with iron at temperatures above 1800° F. The difference in their behavior does not occur until changes begin to take place in the solid state below this temperature. An inspection of the respective thermal equilibrium diagrams at the lower temperatures makes the opposite effects of nickel and cobalt clearly evident.

SAMPLES of REZn2 (RE = rare earth) intermetallic compounds prepared by a variety of techniques have been shown to exhibit an extensively twinned micro-structure.1-4 We have recently conducted compression tests at room temperature on specimens of HoZn2 prepared by a powder metallurgy technique.' The microstructures of specimens before and after testing are shown in Fig. 1. The "before" specimen, Fig. l(a), shows the basic twin structure of this material. Throughout 1928, production of oil from Venezuela steadily increased, and at the close of the year, the output was at the rate of nearly 400,000 bbl. a day. The total for the year was approximately 106,500,000 bbl., representing an increase of about 66 per cent. over the 63,000,000 bbl. produced in 1927. Venezuela now stands next to the United States as the second largest oil-producing country in the world; and there is abundant evidence to suggest that this relationship will endure for a number of years. Reserves were notably increased in the Lake shore fields, and the potential output of the Maracaibo Basin is much greater than the current production. In spite of this, the percentage of production increase was comparatively moderate, and the rate of this increase continued to fall off slightly, as has been the case for the last three years. This does not suggest that further annual increases in Venezuelan output will not materialize; only that the rate of these increases appears to be on the decline, and that with every succeeding year the future tendency will be in the direction of a stabilized level of output. The following table shows the production trend of the country since 1925: 1925 increase over 1924, 132 per cent. 1926 increase over 1925, 80 per cent. 1927 increase over 1926, 75 per cent. 1928 increase over 1927, 66 per cent. Many factors will work to prevent a reversal of this trend, but the principal ones are strong ownership in large-acreage units, and the probable indisposition of the world market to absorb a more rapidly increasing Venezuelan output at prices profitable to the producers. The distress oil element is not a factor in Venezuela; also, any unforeseen jump, such as results in the United States from the discovery of a Seminole or a deep sand at Long Beach, or Santa Fe Springs, is impossible in Venezuela, on account of lack of means for transporting a sudden surplus of oil, and the slowness with which additional transportation equipment in the form of shallow-draft tankers can be obtained.

The susceptibility of titanium to stress orientation of hydride precipitates was investigated. It was determined that, when hydride precipitation occurred in titanium under an applied tensile stress of 30,000 psi, the hydrides precipitated on the titanium habit plane oriented most nearly perpendicular to the stress axis. Stress orientation of the hydride platelets occurred because the precipitation of the lower density hydride phase perpendicular to the stress axis caused expansion of the matrix in a direction that tended to relieve the applied stress. The Ti-H system has received considerable study in recent years, mainly because of concern over the effects of hydrogen on the mechanical properties of titanium. The amount of hydrogen present in commercial titanium is now quite low and should have no appreciable effect on its mechanical properties; however, many titanium applications require ex- posure to hydrogenous atmospheres under conditions in which hydrogen pickup is likely. In such cases continued exposures may cause the hydrogen content to increase to the extent that titanium hydride does precipitate as a second phase. The hydride phase has been shown 1,2 to have an adverse effect on the mechanical properties, particularly the impact properties, causing reductions in strength and ductility. BACKGROUND The behavior of titanium is often quite similar to that of zirconium and zirconium-base alloys, and the technology developed on one metal can often be applied to the other. Marshall and Louthan3,4 have shown that Zircaloy is susceptible to stress orientation* of zirconium hydride platelets, and that the platelet orientation has a pronounced effect on the mechanical properties of Zircaloy. They showed that when zirconium hydride precipitated in Zircaloy under an applied stress the hydride platelets tended to be aligned parallel to a compressive stress and perpendicular to a tensile stress. J.-I should like to ask if Mr. Bach does not think it rather harmful to let the amen depend entirely on the company, whether it would not be a good plan to let the men aid a little in the support of these organizations? Also whether he has had any experience with utilizing the Y. M. C. A. in this connection. E. E. BACH, Ellsworth, Pa.-That question is always raised whenever there is discussion upon this subject. So far as we are concerned that would not help a bit; our people do not have that feeling, because .we have a company which these men recognize has a corps of very sympathetic officials in every way. I remember the assistant general manager lived out in one of these mining towns for a while. His difficulty was that every man, no matter what, who or where he was, if he had, or thought lie had, a, complaint, had the right of way to his office, and didn't have to stop at all. That is the spirit that predominates all through it. This is also the spirit of the mine foremen, two of whom were trained in our own night school, and it is the spirit of the fire boss and the general spirit of the people. They do not feel that we are trying to feed them with a spoon. As to the Y. M. C. A., we feel that it would be impracticable for us. R H. VAIL, New York, N. Y.-It would be very interesting if Mr. Bach would tell a little more about the control of the dispensing of intoxicants. There are many communities where the state intends to do that but does not succeed very well, and as Mr. Bach has spoken of the speakeasies on the environment of these towns, it would he well to know more about the problem of eliminating those.

The Transvaal comprises about 120,000 square miles (nearly • the size of the United States Territory of New Mexico). Besides the famous Witwatersrand, which will here be de scribed in detail, there are two quartz-mining districts of some importance, viz., Lydenburg and De Kaap. The Lydenburg district first attracted attention in 1876, when the alluvial deposits of that section began to be exploited. At a later period vein-rnining was started, and at the present time several companies are operating in that district. The product in 1898 of five companies, running 137 stamps, was 154,560 tons of ore, yielding 108,884 crude ounces of gold (an average of 14.09 dwt. crude gold per ton) valued at £392,378. The De Eaap gold-fields were discovered in 1884. In 1898, seven companies, running 200 stamps, produced 89,760 crude ounces of gold, valued at £314,792. I. Mining Titles in the Transvaal. The mining laws of the Tranuvaal are most excellent in char acter, and while the claims cover every square foot of land for an area of nearly 40 miles long by from 2 to 3- miles wide, there have been practically no conflicts over extra-lateral rights. Notwithstanding the change in the political status of the Transvaal likely to follow the present war, it may be coufi dently assumed that the main features of the mining law of the South African Republic will be retained, and certain op pressive featureu of monopolies, etc., bearing with special weight on the mining industry, will be abolished. The dynamite mo nopoly was one that bore most heavily on the mining industry; and, according to the Reports of the State Mining Engineer, explosives, including fuse and detonators, amounted to nearly 10 per cent. of the total working costs of the mines. Further more, it was impossible to obtain the proper quality for the most economical working, and often 80-per-cent. or 40-per-cent. gelatine had to be used- in many instances where 60-per-cent.

THE founding of the American Institute of Mining Engineers in 1871 came at an unusually significant moment in the life of our country. The industrial revolution, in which mineral production played a major role, was just getting underway. The iron industry, established several decades earlier, was reaching sizable proportions. In 1871 pig-iron production was approaching 2 million tons, and the industry had spread as far west as Missouri and Wisconsin. The chief sources of iron ore were Pennsylvania, New Jersey, New York, and Michigan. The age of steel was in its infancy; production had not yet reached 100,000 tons per annum. The gold rush to California two decades earlier and the discovery of other gold and silver bonanzas in the West paved the way for the transcontinental railways, which were then being built and which contributed much to the subsequent development of the great copper, lead, and zinc districts of the Rocky Mountain area. Regular production of copper in the Michigan peninsula and of lead in Missouri and the upper Mississippi region had been established for many years but on a scale dwarfed by the quantities later required as technical progress, invention and enterprise made possible the rapid expansion of industry. Experimental evidence was obtained in support of the idea that cleavage fracture can be initiated by dislocation pile-up. The high ductility of MgO crystals when tested in bending comPared to their relative brittleness in tension was explained on the basis that large pile-ups are more likely in a tension specimen. CLEAVAGE fractures have been a problem of major concern for many years. A number of large steel structures have failed in a brittle manner, usually suddenly and without warning; often the failures occurred for no obvious reason and at nominal stress levels well within the generally accepted range. A great deal of data have been collected about factors that contribute to failures,1 but the physics of the fracture process has never been revealed. cottrel12 has recently developed a theory of brittle fracture in ductile materials which was based upon the concept that dislocations moving on two intersecting planes can unite to form a crack nucleus. This theory accounts for the known effect of grain size and for the effect of testing temperature. There has, as yet, been no experimental evidence published that would substantiate this or the earlier theories based on stress concentrations due to piled-up dislocations. The Iraq Petroleum Company, Ltd. continued its systematic exploration and exploitation of the Kirkuk field on a unitized basis. Pressures, gas-oil ratios, oil-water level and oil-gas level remained satisfactory. All wells were produced by flowing and more than two-thirds of the crude was stabilized. The only exports from Iraq during 1937 were from the Kirkuk field. Mosul Oilfields, Ltd., through its operating subsidiary, the British Oil Development Company, Ltd., inaugurated an exploratory program to find lighter oil than the heavy, black, sulphurous reserve proved in the Qaiyarah-Najmah-Jawan-Qasab field. Deeper drilling in this field found a small reserve of 17" to 19" A.P.I. black sulphurous oil in the Pilsner (Upper Cretaceous). Ten structures outside the proved field were tested or were under test at the end of the year. In spite of this intensive program no reserve of lighter oil was discovered. The reserve at Qaiyarah-Najmah-Jawan-Qasab averages 16" A.P.I. with 6+ per cent sulphur from the "continuous limestone" (Lower Miocene, Oligocene, Middle Eocene) and from the Pilsner (Upper Cretaceous). The Khanaqin Oil Company, Ltd., a subsidiary of the Anglo-Iranian Oil Company, Ltd., conducted the normal exploitation of its Naft Khaneh oil field and supplied the local Iraq market requirements. Slightly more than 31,600,000 bbl. of crude was produced in Iraq during 1937. The following table gives the total crude produced by the I.P.C. for export during the last four years. The production of petroleum in Canada is relatively small in proportion to the amount of oil consumed. Production figures are given in Tables 1 and 2, which show that the production in Alberta for 1934 was more than for the whole of Canada in 1933. The production of natural gas for Canada is shown in Table 3, In Turner Valley, the largest producing gas and oil field in Alberta, seven naphtha wells from the Paleozoic limestone and one crude oil well from Lower Cretaceous strata were completed during the year. The future of lead and zinc, as with any material, will relate directly to their capability to remain competitive; that is, to demonstrate cost-performance ratios that are superior to those of competing materials. These cost-performance ratios are not static; therefore, it is necessary to develop improvements in products or processes to maintain present markets or to penetrate other markets. Perhaps the surest way to achieve these goals, if they can be achieved at all, is through research. The world lead and zinc producing industry established ILZRO as its cooperative research function to carry on both fundamental and applied research and development efforts aimed at the stated objectives. Current research efforts in the fields of die casting, galvanizing, finishing, chemicals, architectural applications, ceramics, and batteries are reviewed and potential impact assessed, some projections are given of possible new areas of research. Environmental research and its impact on future uses of lead and zinc are also discussed.

This study presents results of investigations in a small model of segregation in discharged fill slurry, the quantity of solids escaping in the drain liquid, and the relationship of solids to slurry concentration and discharge rate. Compressibilities of fine fill material, in dry and wet states and individual size fractions, are compared. Two terms are frequently used in describing the hydraulic placement of fill material underground: hydraulic stowing is mostly associated with the underground flushing of coarse-sized fill material, such as coal washery refuse; while hydraulic backfilling refers to placement of small-sized fill material, e.g., sand or classified mill tailings, mainly in metal mines. Characteristically, in backfilling, only a few hours may elapse between the time the material is hoisted as ore and redeposited as fill underground. Hydraulic filling was first used about 100 years ago to control subsidence in coal mines. It was subsequently adopted in many mining operations all over the world, but its basic concepts have never been adequately studied and analyzed. This is not surprising, when one considers the number of variables involved in the hydraulic backfilling operation. Recently, much work has been done on the problems of transportation of slurries in pipes. Comparatively less research work has been done concerning the physical properties of fill material (compressibility, cementation, permeability, etc.). Very little work has been done on the problems of fill placing, distribution, and segregation of fill material discharged in the mine void. It is the purpose of this paper to explore two of the basic, lesser known aspects of filling: segregation and compressibility in discharged fill slurry. Difficulties in observing the behavior of hydraulic fill slurry during the pouring operation underground, and insufficient knowledge to conduct any kind of meaningful theoretical analysis, suggest experimental model studies. The tests described in the following sections were conducted in the Rock Mechanics Laboratory of the Department of Mining at Penn State.

This system represents the latest thinking in slurry pipeline design and is one of the main contributors to the viability of the SAMARCO project. This paper presents the background, description, and latest information on the system's operation. Special attention is given to the handling limitations of the slurry and to the unique hardware requirements.

THE geophysical methods of exploration employed so extensively in mining and petroleum investigations are now being used in civil engineering. Requirements differ from those of mineral ex- ploration and therefore modified techniques have been developed. The civil engineer is primarily interested in the uppermost soil and rock strata. In highway engineering the materials affecting design and construction may be found within 15 or 20 ft of ground surface, and data on soils and rocks is seldom needed for more than a depth of 100 ft even for the heaviest structures.

A short study has been made of the underground mining potential in the Plains region, the Province of Alberta, Canada. Particular reference is made to the possible application of longwall mining: Presently underground mining is limited to small scale room-and- pillar methods. The problems anticipated with large scale mining at shallow depths (30 m) are examined. Production factors based upon longwall retreat mining utilizing shield supports are also considered.

P. Coheur and L. Habraken—We read this paper with great interest and are glad to congratulate the authors for their valuable work, supplying an important contribution to the mechanism of tempering on the carbides in vanadium steels. We are in a good position to appreciate this work since we have been studying, for more than a year, Cr-Mo steels of a composition similar, but less highly alloyed (namely 0.1 pct C, 3 pct Cr, 1 pct Mo). Our results are quite in concordance with the authors', however, we wish to point out that it is very interesting to use equally the electron microscope in order to observe the variations of microstructure in steels. We have studied simultaneouslv the evolution of the carbides in situ with the electron microscope, and, after extraction, again with the electron microscope, and then with X-rays. The first results which we have obtained have been communicated at the Congress of Delft (July 1949) and at the "Journbes de la Metallurgie" in Paris (October 1949). These may be summarized as follows: After tempering with varying either the tempering temperatures or the tempering times, the carbides show two evolutions. The first one is connected to the carbides existing in the steels, principally in the boundaries of the grains. For some groups of steels these carbides may coalesce and for other groups they may

A university is a place to build minds and develop leaders. It provides the tools necessary for the development of new ideas which come from the inquisitive mind and is one of the stepping stones to management responsibilities for the truly ambitious. However, it is not always a financially sound investment! Lately, there have been several articles published on the economic advantages of a college education. These articles tend to average wages together according to education and years of service. Their tabulations generally include the chairman of the board, various vice presidents and plant managers and do not reflect the achievement of the average graduate. They consistently fail to include an analysis of the investment a college education requires. In reality, the bright high school graduate would make more real money over a 20-year period if he went directly to work "on the hill" than he would if he graduated from college. Furthermore, he would find little difference between his wages and those of the college graduate in the period from 20-30 years after high school graduation.

The future of plant design in mineral processing and extractive metallurgy is discussed in relation to present trends and the future need to build plants that will treat larger tonnages and lower grades of ore. The future equipment and plant design of crushing, grinding, screening, classification, flotation, magnetic concentration, gravity concentration, hydrometallurgy, thickening, filtration, tailings disposal, health, safety, environment, and materials of construction are discussed. Future plants are expected to follow upon present evolutionary trends. The impact of escalation, energy costs, and increased regulation of the industry is foreseen as a major influence on plant design.
