Steam coal quality is less stringent than metallurgical coal quality. Steam coal is prepared either by cleaning a full-size range of raw coal or cleaning coarse coal only, leaving the fine coal raw. The latter scheme is more cost competitive. It is particularly applicable to US eastern soft coal where low ash coal is concentrated in fine sizes. For raw coal size separation the Rotating Probability Screen, developed by the British Coal Board, may be used for easy change of raw coal separating size, and to avoid screen deck plugging when handling wet and clayey raw coals.

The core recorder, a mechanical instr-ent for determining the exact depth at which core is recovered, drilled up or lost, is described. Examples of charts from the recorder are explained and interpreted. The uses of the core recorder are discussed. INTRODUCTION In the experience of geologists and engineers during coring operations on drilling wells, many will recall the times when a full core was not recovered and particularly when the requirement was urgent that they know exactly what part of the core was lost. To make this determination, the core recorder was designed. Its uses are many, and only the most obvious will be presented here. Although this discussion will be limited to drilling wells for petroleum, the core recorder can be used in any type of coring operation. The principle of the core recorder is the proportional reduction of the motion of core entering or dropping out of the core barrel to a stylus moving in such a manner as to record the reduced motion on a chart. The time element is registered on the same chart by the revolution of a clock which turns the chart drum. Thus the exact amount of core entering or dropping out of the core barrel is charted and the time of such entry or exit from the core barrel is precisely correlated to the depth at which the core is recovered or lost. Lack of movement of the stylus which is revealed by the continued revolution of the chart drum indicates that no core is entering the barrel. The principles are accomplished by an instrument placed inside of the core barrel. A cylinder which contains the clock and mechanical apparatus has a diameter smaller than that of the core barrel. Near the top of the cylinder is an eighteen hour clock which turns the drum that contains the chart. Near the bottom of the instrument is a serrated wheel which by friction against the inside of the core barrel is turned as core enters or drops out of the barrel.

It is often desirable to work an old mine that has not been in operation for some time arid that is filled with water. This is especially true in Nova Scotia, where no great depth has yet been reached in any of the mines. The following is a description of a self-dumping water-tank which was used by me at Tangier, for draining a mine, and which did the work of a large pump, while the original cost is merely nominal, in comparison with the price of a pump. The tank, A, Pig. 1, is 1 1/3 by 3 feet and 4 feet high, inside measurement, made of 2-inch stuff and securely bound with iron. There are two clacks in the bottom which open as the tank is lowered into the water, and which close and hold the water as the tank is raised. B is an iron rod running through the tank, below and back of the center, and projecting beyond the sides of the tank. C is one of two guides, and D, a movable iron rod in each guide. A major obstacle to the use of wetting agents in .secondary recovery by water flooding is the adsorption of the agents on the sand. As a result of adsorption, the surfactant always lags behind the floodwater front. Consideration of the chromatographic theory of adsorption indicates that the detergents will not lag as much if used in very high concentrations. An investigation was made of the possibility of using high concentrations economically by flowing slugs of wetting agents followed by normal flood water. The experiments consisted of adsorption studies on Alundum powder and Berea sandstone. Flow rests on a 12-in. Alundum core and 22-in. Berea core were used to determine rate of detergent movement. The results of the flow experiments indicate that the relative rate of surfactant advance is, indeed, sensitive to the concentration of the agent. A 10 per cent slug moved with a rate that war 78 to 95 per cent as fast as the rate of advance of the flood water. By contrast, one with 25 ppm (the number of parts of commercial detergent in a million parts of water on a weight basis) concentration moved less than one-fourth as fast as the flood water, and calculations indicate that in very long porous systems the rate of movement of the lower concentrations will be a small fraction of the rate of advance of the flood front. The results. of the adsorption studies were utilized to calculate the rate of advance of the detergent when only the initial concentration was known. The calculated rates showed substantial agreement with the experimental flow tests in the high concentration ranges. The adsorption results were also used to estimate the cost of the materials for a slug-type surfactant flood in the field. In addition to the faster rates of movement, the concentrated detergent slugs removed much more oil than the dilute solutions. However, the effectiveness of the slug process depends on many variables. The quantity of oil removed is increased markedly by increasing the flooding rate. The efficiency is also influenced by the type of crude, type of reservoir rock and initial water saturation. Therefore, a careful analysis of each reservoir system is required before the economic value of the process can be determined. INTRODUCTION It is well known that the displacement of oil by invading water during water flooding is far from complete. It is generally agreed that the unrecovered oil is retained in the porous medium by the capillary forces which may be relatively large compared to the forces generated by the flowing water. Therefore, it was logical that some early workers should turn to surface-active materials to reduce the capillary forces to facilitate the release of oil. As early as 1927,' a patent was granted for the use of surface-active materials in water flooding. In 1932, when soap solutions were passed through Bradford and Venango sands, it was reported that the results were inconclusive, erratic and that "further investigation is needed to determine exactly the function of the solution and to obtain a clearer insight into the phenomena involved."' Some of the modern scientific reports conclude with a similar statement,' showing that the lack of agreement on the mechanism of oil removal by wetting agents is still very widespread even though several comprehensive studies have been reported.'." Although there is a lack of agreement as to the general effectiveness of the detergents for water flooding, most investigators do agree that all of the common detergents are strongly adsorbed onto the solid surfaces of the reservoir. In the early calculations it appeared that all additives would be lost before reaching much of the formation area which contained the additional oil to be removed. Experiments indicated that if the usual small waterflood concentrations of wetting agents were used, the rate of advance of detergent through the formation would be only a small fraction of the rate of advance of the flood front. Indeed, some investigators4 felt that the use of wetting agents would never be economically feasible because of their adsorption. For example, DunningG estimated that the wetting agent in concentrations of 25 ppm, would advance only 0.05 times as fast as the flood front. Ojeda, et al,' found that a surfactant in a concentration of 10 ppm moved less than 0.01 times as fast as the flood front. It is significant, however, that both investigators found that increased concentrations of wetting agents moved faster, relative to the flood front, than solutions at the lower concentrations. Ojeda showed that an extrapolation of his data indicated a relative rate of 0.5 at 1 per cent concentration, while Dunning6 estimated a relative rate of 0.46 for a 1 per cent concentration. It was obvious that these concentrations could not be used for continuous injection because the cost of the injected detergent would far exceed the value of additional oil produced. THE ore from the Butte mines of the Anaconda company is quite siliceous; that is, it contains considerably less iron than is needed for the fluxing of the silica. The direct smelting of this ore, therefore, requires the addition of considerable fluxing material. The only flux available in sufficient quantity at Anaconda is limestone containing no metallic minerals. This necessarily makes the direct smelting of the ore so expensive that it is more profitable to subject the ore to a preliminary treatment by concentration. However, as the losses in the concentrator were very high, compared with the losses in the blast furnaces, it was found, by calculation, more profitable to send ores containing more than a given percentage of copper to the blast furnaces, in spite of the higher costs of treatment. The dividing point was dependent on various factors, the chief of which was the prevailing market price of -copper. It was customary, therefore, to segregate the ore as mined into two classes. Ore in the first class generally contained 5 per cent. or over of copper;: this was sent directly to the blast-furnace department. Second-class ore contained less than 5 per cent. of copper, and averaged around 3 per cent.; it went to the concentrating department. With the introduction of the flotation process, it was found possible to maintain an average recovery, as concentrates, of 96 per cent. At the same time, the cost of reverberatory smelting was very materially decreased by the use of pulverized coal. These two changes in practice made the blast furnaces unable to compete with the reverberatory furnaces on a cost basis. The distinction between first-.and second-class ore was therefore abandoned, and the ore was treated by concentration. Measurements of the amount of water flowing in many of the larger rivers of the west have been made by the United States Geological Survey, and by this means the daily discharges of these rivers have been computed for a period of over two years. These measurements have been confined mainly to that part of the country commonly known as the arid region, where the rainfall is insufficient for the needs of plants most useful to man, and the supply of water, not only for agriculture, but also for mining and all other purposes, falls below the demands made upon it. In such localities flowing water has a great value, for without it many industries are impossible. Experience has shown that in the western part of the United States, over an area a little less than two-fifths of the whole extent of the country, there are great bodies of fertile land enjoying a genial climate, and in every way adapted to the support of a large population, except in the one particular of water-supply. By utilizing the water available, portions of this rich land can be rendered valnable. In other words, the laud-values rest directly upon the prospects of a continuous artificial water-supply. The same is true of many mineral lands, which require for hydraulic mining, or for the supply of concentrating-works, stanip-mills, etc., a certain water-supply, and are impaired in value if this supply is inadequate or irregular. The pressure of this need upon the mining industry is not so widespread, or in the first instance so severe as upon agriculture; but as different regions become more thickly settled, and the two industries compete for a water-supply not sufficient for both, it, is probable that the miner will suffer. But he can snspend operations with less inconvenience than the farmer. Rather large amounts of titanium minerals and some zircon and monazite are being recovered from dune sands about I. miles west of Jacksonville Beach, Fla. The Mining Branch of the Bureau of Mines, Southern Experiment station, has been interested in developing additional large deposits of similar sands in other areas of Florida. The results of a field study have been published1 concerning the sands occurring on Trail Ridge which runs north and south about 30 miles southwest of Jacksonville. This investigation was undertaken in order to identify the opaque titanium minerals occurring in Trail Ridge and because of the economic importance of Florida titanium minerals. Nature of the Problem The minerals present in the heavy fractions (sp gr > 2.94) of the sands are principally opaque minerals; staurolite, zircon, sillimanite, tourmaline, kyanite, rutile, a small amount of corundum, traces of the zinc spinel gahnite and garnet. Epidote, monazite, hornblende and ti-tanite are present in other dune sands but these minerals were not noted in the samples collected on Trail Ridge. All of the minerals except those which are opaque can be readily identified by the usual petrographic methods. However, Opaque minerals cannot be examined satisfactorily by transmitted light. Polished sections of the opaque-mineral grains were examined but these sections did not furnish useful information. Consequently, it was necessary to use means other than the usual petrographic methods to identify them. Previous Investigations of Heavy Minerals in Florida Sands Martens2 has described the heavy minerals in the Florida beach sands and has classified the opaque minerals as ilmenite with minor amounts of leucoxene. Miller3 studied a number of sands collected by Ross and Mertie in Florida. He states that the material from the Florida beach and dune sands that commonly has been called ilmenite has essentially the chemical composition of the material that has been called arizonite.4 The x ray diffraction patterns of several samples indicated that the supposed ilmenite is essentially amorphous, with only weak lines corresponding to ilmenite, and hence the material is unlike the type of arizonite from Arizona. Opaque Titanium Minerals Rutile is essentially titanium dioxide. However, as pointed out by Dana,5 important amounts of Fe+2 and Fe+3 as well as Cb and Ta are reported in some analyses.

Fox the past 20 years it has been generally accepted that the flotation process is made possible as a result of the action of certain chemical substances on the surface of the mineral particles. In fact, it has been suspected, but never demonstrated, that this action produces on the mineral particles a layer of chemosorbed ions that is of the order of magnitude of a monolayer; that is, of a layer one ion deep. It is the purpose of this paper to present certain initial results on the relationship of mineral surface area and collecting-agent requirements. Up to about eight years ago, all considerations involving the surface area of finely divided solids were-limited by the fact that there was not in existence any general method for determining the extent of such surfaces, especially on mixed materials. However, the method invented by Brunauer, Emmett and Teller1 has changed the situation by providing a general procedure (BET method). This procedure has already been applied to mineral dressing problems2 -4 and has now received confirmation as to accuracy by an entirely independent method.5 This confirmatory or "absolute" method uses a very tedious calorimetric procedure and is not suitable for routine determinations; but still another method6 now is available to relate the results obtained by the BET method to those obtained calorimetrically. This Harkins-Jura method has the advantage that it does not require an assumption concerning the parking area per molecule of adsorbate (nitrogen). In the original work by Brunauer, Emmett and Teller the parking area per nitrogen molecule was calculated to be either 13.8Å2. or 16.2Å2. according as the nitrogen was assumed to be closely packed as in crystalline nitrogen or loosely packed as in liquid nitrogen. The initial experimental work from this laboratory2 supported the 13.8Å2. figure; that work was done on glass spheres of measurable geometric area and it was based on the assumption that the glass spheres were truly smooth; any deviation from this assumption would, of course, have made the calculated parking area higher. Harkins and Jura's results suggest that the parking area is not the same for all substrata; furthermore, the average of the 87 measurements cited indicates a "preferred" parking area for the nitrogen molecule of about 15.2Å2., with extreme values at 13.7 and 16.9Å2. Gentlemen of the American Institute of Mining Engineers : I desire to thank you sincerely for the distinguished honor you have conferred upon me by electing me to the presidency of this society, a position which in the past has been filled by some of our most distinguished and ablest members, men eminently qualified by education, practical training and a business ability which has enabled them not only to fill the position with credit to themselves, but as well with honor to the society. In deference to a custom long established, by which the presidentelect is expected to read a paper on some subject with which he is more or less familiar, I have thought that a brief review of the methods employed in the manufacture of iron, as witnessed by myself, and reaching back to 1838, would interest some of our older members and give our younger ones a glimpse into the trials and difficulties encountered in those early days by the pioneers in this great industry. In 1840, 12 to 20 tons of pig-iron was the make of a furnace per week—at this time from 1200 to 2000 gross tons. In 1840, 3 to 4 tons No. 4 wire rods per turn. It is explained why the bottom portion of freely suspended tubing in a pumping well buckles and straightens in succession during the pumping cycle. Field evidence of resulting rod-on-tubing wear, excessive polished rod load, and excessive horsepower are given. The possibility that buckling hastens pump wear is strongly suggested. Means for either prevention of buckling or for mini-mizing its effects are explained, their relative merits compared, and field results of their use given. These means are: tension anchors, tail pipe, sucker rod guides, and corrosion inhibitors. Charts and formulas for best use of tension anchors, tail pipe, and guides are given. Use of tension anchors, or compression anchors with a heavy tail pipe, prevents both buckling and breathing, thus improving volumetric efficiency. Without tail pipe, buckling above compression anchors precludes such improvement. INTRODUCTION It is well known that a column must be subjected to some compression in order to buckle; and also that a structural member does not buckle if subjected to a tension. When consideration is given to a tubular column, the question may be asked, "How is the buckling phenomenon affected by inside or outside pressure?' At first, it seemingly should not be affected. However, this is not so. In order to arrive at a correct deduction one should first understand the basic reasons for buckling of a column under loading*. Then he should add to the effect of that loading the effect of pressure. Following this procedure, one may discover quite unexpected phenomena. In some cases, when subjected to more pressure inside than outside, a pipe may buckle under tension. In other cases, a pipe may remain straight, although subjected to a very large compression. In 1950 and 1951 it was explained why the bottom portion of a string of pipe freely suspended in a well does not buckle even when subjected to a large compression due to buoy- ancy.2,3 It was shown that the com-monly used concept of a neutral point, as being a point in the string with neither compression nor tension, is inadequate, and a more relevant definition of the neutral point was introduced. The findings were also generalized to cases of different pressures inside and outside a pipe.3a Later, in a further generalization, allowance was made for variations of stress and pressure with depth.' The findings were applied to the new technique of hydrostatic high pressure testing of lengths of pipe in the mill.5 In 1952 it was observed that previous theoretical findings apply to tubing in pumping wells. The lower part of freely suspended tubing buckles during the upstroke portion of the pumping cycle. Later, it was ascertained that this phenomenon is responsible for wear and malfunctioning of the equipment. Various remedial measures were devised and successful field trials conducted. Gay, Richmond, Va.: Having followed the remarks of Prof. Woodworth with great interest, especially his suggestions for drilling in the part of the coal-field on the south side of the James river, I would like to inquire of him if he reached his conclusions after fully considering the situation as existing upon the north side of the James ? My reason for this inquiry is, that upon the north side the eastern and western outcrops are much nearer each other than appears to me to be the case upon the south side, and also that the western outcrop on the north side is much more clearly defined than upon the south side. It is now about twelve years since I first became interested in the Richmond coal-field—and until about six years ago I passed much time in investigation and spent thousands of dollars in developments. About six years ago the properties in which I was more especially interested were leased to other parties, and since that time I have had little or nothing to do with the mining operations. I regret to say the price of coals has ruled so low during most of the time since the lease was made that the developments have not been as extensive as the lessees had originally intended. The result of my investigations after considering all the theories, expert reports, legends and other information I could obtain bearing upon the subject, was the opinion, which I still hold, that the most practicable and most economical way for proving the extent and value of the field is by sinking slopes from the eastern outcrop, and by prosecuting such slopes in the vein and following the coal to the western outcrop, thus obtaining an actual cross-section in fact and not in theory. Proceeding upon this hypothesis, I sought for the positions where this could probably be accomplished most quickly and develop a marketable coal-area as the work thus progressed. In fact, it has been suspected, but never demonstrated, that this action produces on the mineral particles a layer of chemosorbed ions that is of the order of magnitude of a monolayer; that is, of a layer one ion deep. It is the purpose of this paper to present certain initial results on the relationship of mineral surface area and collecting-agent requirements. Up to about eight years ago, all considerations involving the surface area of finely divided solids were limited by the fact that there was not in existence any general method for determining the extent of such surfaces, especially on mixed materials. However, the method invented by Brunauer, Emmett and Teller1 has changed the situation by providing a general procedure (BET method). This procedure has already been applied to mineral dressing problems2-4 and has now received confirmation as to accuracy by an entirely independent method.' This confirmatory or "absolute" method uses a very tedious calorimetric procedure and is not suitable for routine determinations; but still another method6 now is available to relate the results obtained by the BET method to those obtained calorimetrically. This Harkins-Jura method has the advantage that it does not require an assumption concerning the parking area per molecule of adsorbate (nitrogen). In the original work by Brunauer, Emmett and Teller the parking area per nitrogen molecule was calculated to be either 13.8?2 or 16.2?2. according as the nitrogen was assumed to be closely packed as in crystalline nitrogen or loosely packed as in liquid nitrogen. The initial experimental work from this laboratory2 supported the 13.8?2. figure; that work was done on glass spheres of measurable geometric area and it was based on the assumption that the glass spheres were truly smooth; any deviation from this assumption would, of course, have made the calculated parking area higher. Harkins and Jura's results suggest that the parking area is not the same for all substrata; furthermore, the average of the 87 measurements cited indicates a "preferred" parking area for the nitrogen molecule of about 15.2?2., with extreme values at 13.7 and 16.9?2. For the purposes of this paper, the boundaries of China and Siberia will be taken as they stood about 1907. Except in the Caspian region, it is doubtful if all the oil ever produced in these countries would equal one day's flow of a good Texas well. Considering the vastness of the regions and the variety of strata, it seems strange that these two countries should have made so small a showing in the petroleum industry. No doubt the condition is caused partly by lack of prospecting and of modern methods of development; in larger measure, however, it is evidently because of unfavorable geological conditions over nearly all of east-central and northern Asia. CHINA The known oil occurrences in China are very few. For many years, perhaps a barrel a day has been obtained by primitive methods from wells near the city of Yenchang in the northwestern province of Shensi. A like amount was obtained from wells bored for salt water in the vicinity of Kiating in southwestern Szechwan. The little oil was separated from salt water by allowing it to stand in jars. The salt wells yield also considerable natural gas, which is used to evaporate the salt and also for domestic purposes. There is evidence that wells were bored in this part of China before the third century. It is said that more than 1200 wells have been sunk in that district to depths of 1600 to 2000 ft. (485 to 610 m.) in connection with the salt industry. The scarcity of petroleum in China may be ascribed to three general geologic conditions: First, China contains practically no marine sediments of Mesozoic or Cenozoic age; second, the Paleozoic sediments are not for the most part of the types that generally contribute petroleum; third, the rocks of nearly all ages have been strongly folded, faulted, and more or less intruded by igneous rocks in all parts of China except certain areas in the west and northwest.

IT is now well established, chiefly through the work of Davenport and Bain,1 that the influence of temperature upon the rate of transformation of austenite to ferrite at constant temperature is represented by a curve of the type shown in Fig. 5 of Tech. Pub. 589; and the reasons for this general shape have been discussed by them in a qualitative way. Thus, the upper part, or nose, of the curve is the resultant of two factors of which the rate of change with temperature is not the same, and by analogy with other like cases it is almost certain that these factors are: (1) the chemical potential, or driving force, of the transformation, which is zero at the equilibrium temperature and increases rapidly as the temperature falls below this point; and (2) a factor analogous to viscosity, or resistance of the crystal lattice to a change in structure, which also increases as the temperature is lowered. Just below the equilibrium temperature this virtual "viscosity" of the metal is relatively low-that is, the metal offers little resistance to a change in lattice-but the driving force is also small, and the net result is that the reaction proceeds slowly. As the temperature is lowered the magnitude of both factors increases; but at first the driving force increases more rapidly than the resistance and the reaction is observed to proceed more rapidly. At lower temperatures, however, the resistance begins to increase faster than the driving force, and eventually, at the nose of the curve, overbalances it, causing the reaction to proceed more and more slowly thereafter. This concept is somewhat, though not completely, analogous to that employed in certain electrical cases where the precise factors are known and are separately measurable. The current I (in amperes or coulombs per second) flowing through a given wire is proportional to the impressed potential, or driving force E, and is inversely proportional to the resistance R of the wire; that is, I = E/R. Open pit mining, always a demanding task, faces two relatively new problems today: (1) availability of equipment and (2) environmental restrictions. The modern dredge offers relief in both problem areas. Delivery on a major dredge might run 18 to 24 months rather than 60 months; and lowering of the water table is precluded, thus minimizing environmental objections. In addition, a lower first cost and potentially increased efficiency may offer real advantages to the miner who is forced away from his traditional mining methods. What are the objections to the use of a dredge in open pit mining? Perhaps first and foremost is the natural reluctance to change from a successful operation. Who can blame the miner who has developed expertise in the use of the dragline if he is reluctant to change to a new mining technique that requires new and different skills? A part of the same problem is the miners' desire to control the excavation visually in order to delineate sharply between overburden and matrix. This problem can be alleviated significantly by utilizing good boring data and a positive acquisition cutter. In the final analysis, however, if the miner is prohibited from dewatering the area, either he mines the deposit by dredge or not at all. There is little doubt that when the decision is made to remove overburden and/or matrix by dredge, the problems of delineating between overburden and matrix, creation of slimes, and development of mining plans to minimize double handling etc., will be addressed and solved. There are two broad categories of dredges: mechanical and hydraulic.

Balancing the prodigious iron ore deposits of Western Australia are the equally vast coal resources of the Bowen series of eastern Queensland. The Bowen series is a Permian basin stretching 500 miles in a north-south line. The beginning of what will be large scale mining of the Kianga-Moura coalfields in Dawson Valley was made by the Australian company of Thiess Bros. in July 1961. Then Peabody Coal Co. of St. Louis, Mo., joined Thiess. Later, Mitsui & Co. Ltd. received a 20% interest in the firm Thiess, Peabody, Mitsui Coal Pty. Ltd. Rtitsui was to lend the company money for development. Queensland Parliament, by special act, granted the company exclusive franchise over the Kianga-Moura coalfield, an area of 350 square miles. The rights do not include other minerals. The company is to have a 120-mile railroad completed to Gladstone or some other port in seven years. It must produce at least 500,000 long tons of coal annually until the line is built, after which production is to be upped to 2 million tons. By December 1962, these arrangements were completed.

The annual Jackling Award Lecture, sponsored by the Society of Mining Engineers of AIME, is intended to honor and commemorate one of the greatest mine-makers of all time, an innovator whose vision and determination made ore out of waste rock. He ushered in a new philosophy of mining which revolutionized some segments of the industry and notably affected our economy generally. To have been asked to given the Jackling Lecture this year is an honor that I scarcely deserve, but which I have accepted in humble gratitude. Although it is true that "many a mine has made the man," it is also true that while ore bodies are found, mines are made. That statement has been hammered into my skull many times by a man whose own career exemplifies its truth, a man who has been first and last a steadfast friend, who for a while was my boss and mentor, and who as one of this country's great mining geologists has laid his hand to the making of many a mine. I will doubly cherish the memory of the honor bestowed upon me because the presentation of the Jackling Award was made by this man. After the Lord made Dick Hunt he threw away the mold. Metals and other mineral products are essential ingredients of the social economy of the modern world. No well informed and thoughtful person can doubt that they will be indispensable to mankind as long as the fabric of civilization as we know it today can be held together. They are mined from ore bodies, which, unlike some other kinds of bodies, are physically inorganic and wholly incapable of reproducing themselves. Since in time they become mined out, an endless procession of new producers must be made by someone if the fundamental needs, to say nothing of the not so fundamental whims of an affluent society, are to be gratified. In saying that these mines must be made, I mean exactly that. It is my purpose to comment upon some of the problems we must cope with in making them. I shall try to avoid dwelling needlessly upon aspects of new mine development with which most people in this business are thoroughly familiar, and will attempt to discuss in a useful way some of the newer and more significant features of the economic climate in which these endeavors must be conducted. To begin with, an Almighty force put the ore into the ground, and selected the places in which to put it. Mankind was not consulted. Beyond that stage, however, mankind must find the ore deposits and contrive to extract their contents and put them into useful service. In doing this, he must use tools and techniques devised by man to overcome obstacles created in part by nature, but also in part by man himself. And most importantly of all, in making the tools and applying the techniques, he must use people. In the whole process the most pliable ingredient at hand-and also the most unpredictable-is people. Mines play out, and men die. As time goes on, we will have new mines, and they must be made by new men. The Environmental Dilemma It is perhaps timely to touch first upon the newest and in many ways the most potent consideration affecting the feasibility of developing new mines-the problems related to protection of the environment and to the
