7.5-1. introduction. The possible engineering uses of nuclear explosives were recognized with the first nuclear detonation. Subsequent experiments have demonstrated the ability of nuclear explosives to move very large volumes of rock and earth efficiently and at costs below conventional earth-moving methods. The ability to package a quantity of energy equivalent to a few million tons of conventional explosive in a container approximately 20 ft long and 36 in. in diameter enables easy emplacement and thus provides the potential for excavation on scales heretofore impossible. Space does not permit detailed discussion of the many experiments with conventional high explosives and with nuclear explosives that were performed in developing the information presented here. A bibliography is included for those wishing detailed information. Material from those sources and from personal experience has been used freely. 7.5-2. Nuclear Explosives. An explosion, in general, results from the very rapid release of a large quantity of energy within a limited space. This is equally true for both conventional and nuclear explosions, although the energy is produced in quite different ways. In the case of a conventional explosive, this energy arises from chemical reactions. In a nuclear explosion, the energy is produced as a result of the formation of different atomic nuclei by the redistribution of the protons and neutrons within the interacting nuclei. Nuclear energy is of a much higher order of magnitude than chemical energy when equal masses are considered, and the release of this energy is a thousand times more rapid than the fastest chemical detonations. Explosions may be produced by fission or fusion reactions. FISSION. When a free (or unattached) neutron enters the nucleus of a fissionable atom, it can cause the nucleus to split into two smaller parts. This fission process is accompanied by the release of a large quantity of energy. The complete fission of 1 lb of uranium can produce as much energy as an explosion of 9,000 tons of TNT.

PRESENT-DAY design of launders is essentially an art depending to a marked degree upon the experience of the designer, whose problem is that of determining the dimensions of a conduit that will transport the pulp within the physical limitations of the plant and in the most economical manner. This paper has been prepared in an effort to place launder design upon a more scientific basis. A method is developed from elementary principles and presented in a form that may be used directly by the designer in determining launder dimensions.. The equations that are developed are believed to represent an advance over older ones, in that they give due consideration to all the pertinent variables, either including them in the analysis or showing that they may be neglected within the limits of applicability of the equations. Experimental data from several sources are used in evaluating the coefficients that are not determined in the mathematical analysis. On the basis of the material presented, it is concluded that launders may be designed with a much greater degree of accuracy than previously believed possible, when due consideration is given to all the factors involved in the problem. However, a great deal of work still remains to be done in the laboratory before a complete answer to all the questions in launder design can be made available. HISTORY OF LAUNDER DESIGN Among the references1-11 are cited accounts of many experiments that have been conducted in an effort to advance the knowledge of the flow of liquid-solid mixtures in flumes and pipes. With three notable exceptions, this work was carried on in such a manner that the results have limited value in solving the general problem, since not all the pertinent variables were measured and controlled. The exceptions are found in the works of Blue,6 Gilbert,7 and Blatch,11 who exercised great care in controlling and measuring all the significant quantities involved in the experimentation. It is notable that much of the work done by men directly connected with the mineral industries1-4 lacks somewhat in completeness, owing apparently to preconceived notions concerning the factors that determine the flow. For example, many measurements on flow in pipes and flumes carrying liquid-solid mixtures determined only the slope and percentage of solids, with no mention of size of particles, depth of flow, roughness of channel or specific gravity of solids. Material in current handbooks8,9 and textbooks is based largely on the experimental work cited above. The high-grade orebody at Miami was mined successively by top-slicing, shrinkage, stoping and under caving. The method described in this paper was developed to enable the low-grade orebody (36,000,000 tons assaying 1.06 per cent copper) to be mined at a low cost without further dilution of the grade. The method is clearly described and illustrated by drawings and photographs, and the original paper should be consulted as it is impracticable to abstract it, beyond noting that the mining cost is just under 40 cents per ton and the average grade of ore now being produced yields less copper than the mill tailing of 1915, the tons mined per day having increased from 4000 to 18,000 in the same period. Vertical and Incline Shaft Sinking at North Star Mine By Arthur B. Foote, Grass Valley, Calif. (Tech. Pub. No. 324: Class A. Metal Mining, No. 36) THE main shaft of the North Star mine is an inclined one following the main vein at an average dip of 26 deg., a vertical shaft intersects it at the 4000-ft. (incline) level, the incline continuing to the 6300-ft. level. At this point the vein was found to give out and a new vein, called the No. 1, was found to dip in exactly the opposite direction.

In conjunction with a geological investigation of the silver-bearing veins at Contact Lake, Northwest Territories, Canada, a survey was made with a Geiger-Miiller counter of the gamma-ray emissions from the rocks in the vicinity of the mine workings. Discontinuous pitchblende veins have been encountered occasionally in the silver-bearing fissures, and the geophysical survey was undertaken with the hope that abnormally high gamma-ray intensities, if detected, might lead to larger and more continuous pitchblende discoveries. Before the instrument was used at Contact Lake, preliminary tests were made, first with laboratory specimens at Princeton University, and later over known pitchblende deposits at the Eldorado property, LaBine Point, N.W.T. The Geiger-Müller counter, as adapted for field use, is described; the technique of transporting and operating the instrument is outlined; and the general precautions to be observed are discussed. The results obtained at Great Bear Lake show that the instrument is capable of detecting not only a pitchblende ore shoot in a shear zone, but also the mildly radioactive "host rock" at a considerable distance from the ore body. Hence, use of the Geiger-Müller counter is urged, not just for the detailed search for an ore body in a shear zone, but for the detection of possible radioactive "host rocks" in large-scale reconnaissance surveys of unexplored regions made by prospectors and members of federal geological survey parties. Location.—Along the rocky eastern shores of Great Bear Lake, in the Northwest Territories of Canada, lies one of the world's great radium-producing areas. The Eldorado mine, owned and operated by the Eldorado Gold Mines, Ltd., is at LaBine Point; while the Contact Lake mine, operated by Bear Exploration and Radium, Ltd. Introduction This paper is a general description of current central Florida phosphate mining, beneficiation, and product transportation. It is directed and believed to be of interest to engineers not familiar with this industry. Deposit: The phosphate deposits of central Florida are generally located in a five county area which includes Polk, Hillsborough, Hardee, Manatee, and DeSota counties. Geologically, the deposit is of marine origin and is identified as the Bone Valley formation. This formation is Pliocene to Recent in geological age and overlies a Miocene limestone formation known as the Hawthorn. The Bone Valley formation sediments are regionally characterized by equal proportions of apatite, quartz, and clay. The clay is predominantly of the mont-morillonite family. On a local scale, however, the proportions of these three major constituents vary considerably. The phosphate occurs as the apatite mineral (Ca 10F2(PO4)(6) and with the clay and sand, the minable ore is commonly referred to as matrix. This matrix is overlain by unconsolidated overburden of sand and sandy clays, ranging in depth from 10 to 45 ft. The matrix usually occurs in fairly horizontal continuous beds from 3 to 25 ft in thickness. The bedded limestone formation lies directly below the matrix and is generally well defined. The phosphate particles range from 3/4 in. to 200 mesh (Tyler) in size. The phosphate particles coarser than 14 mesh are called pebble phosphate and those less than 14 mesh are termed flotation feed which, when beneficiated, subsequently become concentrates. Through mining and beneficiation, phosphate quality is measured in BPL percent which stands for bone phosphate of lime units. In subsequent chemical manufacturing, the quality is indicated by P205 content. The deposit is economically characterized by various ratios such as tons of product per acre and cubic yards handled per ton of product. Magnesium, iron, and aluminum content are also considered in evaluating ore reserves. These elements are often critical to the chemical fertilizer processes. Presently, an ore body is considered economically minable if it meets the criteria shown in [Table 1]. These, of course, are general guidelines and specific costs and returns on investment must be considered in each case for acquiring reserves. On a new grass-root venture, a 20-30 year life is generally expected with a mineral recovery of 80%. History and Uses Phosphate mining in central Florida began around the turn of the century. However, in the early days, only pebble phosphate was produced until about 1930 when technology was available to beneficiate the -14 + 150 mesh particles. The -150 or -200 mesh material was discarded as it is today. The basic processes for beneficiation are washing, scrubbing, desliming, sizing, and flotation. These basic unit processes are essentially the same today although many improvements have been developed since the early days. Phosphate is used primarily in the production of high analysis fertilizer chemicals, typical of which are triple superphosphate, monoammonium phosphate (MAP), and diammonium phosphate (DAP). Phosphate is also used in the production of food preservatives, dyes for cloths, vitamin and mineral capsules, steel hardeners, gasoline and oil additives, toothpaste, shaving creams and soaps, bone china dishes, plastics, optical glass, photographic films, light filaments, water softeners, insecticides, soft drinks, road fill, and livestock feed supplements. Florida produces over 80% of the nation's marketable phosphate rock and one-third of the world production, according to the US Bureau of Mines. This amounted to approximately 35 million tons in 1975. Exports of Florida phosphate rock were to such countries as Canada, Japan, West Germany, Italy, and India, with Canada and Japan being the major users. Almost 95 o of all outbound cargo shipped through the port of Tampa is phosphate rock or related products. Beneficiation Following is a description of Agrico's new Fort Green beneficiation plant which is typical of the newer large capacity plants being built in the field. Agrico's Fort Green mine was completed in 1975 and is located in the southwest corner of Polk County and is directly adjacent to Manatee, Hillsborough, and Hardee Counties. With some minor differences, Fort Green is typical of a modern central Florida plant. The rated capacity is 3,000,000 plus tons of product per year and this varies according to the richness of the ore being handled. A simplified flowsheet is presented in [Figs.1 and 2]. This plant is served by three draglines of the 40-cu-yd class. The phosphate beneficiation is usually divided into three major functional steps: (1) washing and screening to produce a pebble product and flotation feed, (2) feed preparation and (3) flotation to produce concentrates. The typical plant is similarly divided into these three functional areas. Washer: Briefly, the slurried matrix is pumped from two draglines simultaneously at a combined rate of about 20,000 gpm at 2000 tph (solids) to rotary trommel screens sized to make a 7/8-in. separation. ([See Fig. 1]-) The trommel oversize is sent to hammermills where it is crushed and returned to the trommel screens, or pumped to tailings if minor impurities (Fe203, A1203, MgO) are too high. The trommel undersize is pumped to 14 mesh stationary (static) flat screens. The flat screen over¬size is subjected to three stages of 14 mesh vibrating screening and two stages of log washing in order to produce a final pebble product. The pebble product (+ 14 mesh material) is conveyed by belt conveyor to a large on-ground storage pile. Pebble product is reclaimed through a tunnel and loading system below

The effect of fluid viscosity on the classification of solids in a liquid-solid cyclone was investigated. The separation size was found to be proportional to Additionally, it was found that the prediction of flow rate through a cyclone is dependent on a Reynolds criterion. Above a critical value, the flow can be predicted by a simple equation, whereas, below this value a variable orifice coefficient must be introduced. INTRODUCTION The solid-liquid cyclone is widely used as a device for classification, thickening, and heavy media separations. The more important variables and how they affect the performance of a cyclone are known and have been the subject of several investigations.' In general, these studies have paid little attention to the viscosity and those which have, introduced it through Stokes settling considerations. Systems which contain appreciable amounts of swelling clays exhibit viscosities much greater than water, and in these systems the viscosity term becomes important in determining the separation size. The work described here was done to determine in a Newtonian system the dependence of separation size on viscosity. BACKGROUND The separation size for a cyclone classifier has been related to the parameters of the cyclone by an equation of the form: where a is probably between 1.3 and 1.5, ß is between 0.50 and 0.57, and 6 has a theoretical value of 0.5. where y has a value between 1.8 and 2.0. Although these relationships are empirical, equations that differ only in the exponents have been derived from theoretical considerations. Those interested in the origin of these equations are referred to some of the original work.6,7 MATERIALS AND PROCEDURE The laboratory apparatus used in this study is pictured diagramatically in Fig. 1. Feed slurry was pumped from an agitated 15-gallon plastic tank by a centrifugal pump driven by 3/4 hp motor. The static pressure of the feedstream and thus the pressure drop through the cyclone was measured on a gage located as close to inlet of the cyclone as possible. The problem of eliminating the hazards of hoisting in mines has been with us since the industry passed its earliest stages, when coal and ore could be won from surface working and tunnels. At first, safety devices were introduced as means of decreasing the amount of labor necessary to produce the mineral, or to increase the amount that could be obtained from a certain opening. For example, crude ladders replaced winding footpaths or steps cut into the walls of the pit or shaft, decreasing the distance it was necessary to carry the product to the surface and eliminating, to some extent, the hazard introduced by the precarious footing afforded by such paths and steps. Latcr, instead of being carried from the pit on the backs of men, the product was hoisted in buckets or baskets on a rope passing over a pulley or around a windlass. Thus the capacity of the pit was considerably increased, and the hazard due to making many trips up and down the shaft was eliminated. From such beginnings accident prevention in mine hoisting advanced with the importance of the industry, until at present hoisting compares favorably with other branches of the mining industry with reference to safe practices. As in the other branches, this progress has been accomplished along two general lines—by legislation, rules, and education, and by the installation of safety devices. Though due credit must be given the former, it is not so satisfactory as the latter. Legislation, to be effective, requires a policing and inspection system to guarantee enforcement, such as we cannot hope to inaugurate. Rules may be satisfactory so long as the employer controls the labor market, and dismissal or some other form of discipline is an effective means of insuring obedience to the rules; but where labor demand is in excess of the supply, or where labor organizations are in control, such measures are not effective. An educational campaign will draw attention to hazards and may awaken a desire to avoid accidents by exercising the proper care. It is necessary, therefore, to place our reliance mainly on mechanical devices to prevent accidents, and to depend as little as possible on laws,

The 400-ton testing machine, ordered in June, 1875, by the United States Board appointed to test "iron, steel, and other metals," has lately been completed at the Watertown Arsenal, thoroughly proved and accepted by the Board. The excellence of the machine in every respect is more than satisfactory, and its accuracy is at first sight astonishing, although an investigation of its principles must show that if the weighing apparatus will weigh at all, it must do so with perfect accuracy, because all its movements are absolutely without friction. The proof experiments were numerous, and the effects of recoil after sudden ruptures at maximum loads, were watched with great care, but without much anxiety, because the weighing parts affected are by no means delicate in structure, and their motion is almost infinitely small. Among the tests were the following : A forged link of hard, wrought iron, 5 inches in diameter between the eyes, was slowly strained in tension, and broke short off with a loud report at 722,800 pounds. The diameter before breaking at the point of fracture was 5.04 inches; after breaking, 4.98 inches. In order to see if the weighing parts had been disturbed by the recoil, which was obviously near the greatest recoil the machine will ever suffer, a horse-hair was next tested; it was 7-1000ths of an inch in diameter; it stretched 30 per cent., and broke at 1 pound. Other horse-hairs vary in tenacity between 1 and 2 pounds. Of course, the accuracy of the machine on such delicate specimens, and indeed on specimens having some hundreds of pounds tenacity, has been checked and proved by other weighing machines. A 5-inch round bar, turned down to 38 inches diameter along the centre, was pulled apart at 430,200 pounds tension. Then some more horse-hairs were tested ; also copper wires 191/2-1000ths of an inch in diameter, which averaged 25 pounds tenacity..

HOTCHKISS, * Madison, Wis.-It was fortunate, in a way, that this subject of income taxation came up during the war when the government could appeal, on the basis of patriotism, to men of large, business experience to undertake the work of formulating this matter and practically donate their services. At any other time the government would have been unable to secure the necessary number of men of like ability. There is one thing that must not be forgotten. In all cases, except the very largest and most important, the application of this income tax law to a mine is going to be made by clerks whose salaries are fixed by a Congress that appropriated a half billion of dollars for a war purpose and provided that $4000 should be the highest salary paid in the adminis-tration of that great sum. The Congress of the United States unfor-tunately seems almost entirely unaware of the fact that men of ability and experience are worth money and must be paid adequately if proper public service is to be secured. While the formulation of the broad plans for administering the law have been in the hands of. men of unusual ability, we have the future to guard, and, if possible, the mining industry should see to it that the Internal Revenue Department is permitted by Congress to pay salaries that will enable it to secure men of the ability and experience necessary to insure proper consideration of the industry. Another fact to which I would call attention is the difference between the business and the economic, or economists', points of view as to what a mine is. The economists have properly, from their point of view, classed a mine as a wasting asset, but the average metal mine is not a wasting asset if it is a real mine. The economists are correct in a broad sense in that every ton of ore taken out diminishes the orebody by that amount. When it comes to the consideration of an individual mine from the business standpoint, the future of that mine rests on unfore-seeable events-the discovery of new orebodies or the development of old bodies beyond the point of probable expectations. Every going mine must develop new ore each year to replace that extracted, and, .during all but the last one or two years of its activity, actually does so. Instead of being a "wasting asset" such a mine, from the practical stand-point which must control valuation, is an "increasing asset." From

IN view of the immense amount of attention that silicosis has received in this country in the past few years, it is timely to review the status of the silicosis problem at present. Who gets silicosis? The individual exposed to the inhalation of free silica dust. The effects upon the individual depend upon the amount of silica inhaled or, in other words, the severity of exposure, rather than upon any special variation or susceptibility among those exposed. A considerable amount of study has been given to determine what may be the role of predisposing causes in the development of silicosis. To men-tion one instance, at the Picher Clinic careful records were kept of all previous illnesses of the men examined as well as abnormalities present at the time of examination. Examinations of over 27,000 miners were made during the years the clinic was conducted under governmental auspices-a very fair sized sample. The general conclusions from all this work were that the incidence of silicosis is not appreciably influenced by racial, structural, or other inherent qualities; it is influenced by acquired defects-particularly as these affect the lungs. That is to say, the average run of human beings respond similarly to similar exposures to silica dust and those whose lungs are already impaired by tuberculosis or other pulmonary disease acquire silicosis more readily than those with healthy lungs. It may well be, and there is some clinical evidence in support, that negroes acquire silicosis more readily than do whites, but the infection factor has not been so carefully studied among negroes exposed to silica as it has among whites. We know that tubercle infection is more prev-alent among negroes than among whites. There may be other factors concerned in the development of silicosis in negroes as compared to whites, but there is not available information upon which to base posi-tive statements.

The author expresses it in terms of the thickness of rocks of an arbitrary density, 2.4, which might be considered wanting. The accordant heights of the summits, the depths of the folds, the deficiency in .gravity, and denudation he finds to be connected. The Alps float on the lightness of the folds of "sal" of weight 2.6 to 2.75 plunged into the heavier "Sima" according to a for-mula: P = h (2.7/2.8-2.7) where - P is the depth of fold-ing below sea level; 2.7 is the weight of the material accu-mulated in folding; 2.8 is the weight of the material dis-placed by it; and h is the mean height of the mountainous regions. For instance, between the valley of Saar and the Val de Bagne in Valais the depth of the folds according to Ar-gand's profiles is between 30 and 40 kilometers. The loss of gravity has been estimated in this region as 1450 X 2.4 = 3480 in units of weight. WHEN beryllium is bombarded by gamma rays under suitable conditions it evolves neutrons. This nuclear reaction, Bes + y + n + Be", [I] is utilized in the process that is described in this paper. The equation, which physicists often abbreviate to Bevy, n)Be" shows that a photon, y, is absorbed by the Be- sotope of beryllium which then emits a neutron, n, leaving Be8 as a residue." It has been determined that the threshold for this reaction is 1.63 mev; that is, gamma rays having an energy less than 1.63 million electron volts do not have enough energy to remove a neutron from the beryllium nucleus. The threshold value for the beryllium (y, n) reaction is lower than that for any other element. The next most sensitive element is heavy hydrogen (deuterium) whose gamma neutron reaction, D2 (-y, n) H1, has a threshold of 2.2 mev. Thus, gamma rays having an intensity between 1.63 and 2.2 mev will evolve neutrons from beryllium and from beryllium only. Nuclear reactions can be considered as occurring between a projectile and a target. The probability of the occurrence of any such encounter can be expressed in terms of the "cross section" of the target nucleus for the projectile and projectile energy. Introduction The variations in crushing plant design seen during the past 30 years provide a valuable source of information and experience from which one can select the optimum arrangement for a specific requirement. The purpose of this paper is to examine some specific equipment configurations as they relate to operating efficiency, plant availability and final product size in the form of mill feed. Due to the varied ore properties, physical space limitations, size of ore body and financial resources, there is no single crushing or grinding flowsheet that is best. Since energy costs have risen dramatically during the recent past, it became obvious that significant savings are possible by selecting equipment and a circuit which offers low power requirements balanced with low wear metal and installed equipment costs. Relatively clear and measurable are the metal and maintenance costs and the ever increasing cost of energy. Metal costs in the form of crusher liners have not quite doubled in the last 20 years, while power costs have increased by a factor of four or five, depending on the region considered. Estimates made only a few years ago on the increased cost of energy are obsolete in view of the recent unstable conditions. Since power is therefore becoming the largest cost area, it behooves us to investigate potential cost saving methods in the form of lowering the KWH/Ton of crude. Crushing To reduce run-of-mine to mill feed requires reduction in a series of stages. The physical size and power requirements of a crusher capable of reducing hard rock vary depending on the application. Extended experience in most crushing plants show that a minus 19MM (3/4 in.) rod mill feed can be and is being produced in three stages of crushing. In the majority of cases, the last crushing stage is closed circuited using anywhere from 19MM (3/4 in.) to 14MM (9/16 in.) slotted openings on the sizing deck. In some copper concentrators, the mill feed is all passing 13MM (1/2 in.) using three stages of crushing and 14MM (9/16 in.) square openings on the closed circuit screens. It was felt by some that crushing to this fine size is only possible if the ore is friable and is relatively soft in comparison to the harder ores. This paper outlines the geophysical investigation of the area covering the D arrow salt dome, Louisiana. Surveys with the refraction seismograph and torsion balance failed to disclose the dome, but reflection dip shooting was successful and was confirmed by later drilling. Introduction The D arrow salt dome and oil field lies in western Ascension Parish, Louisiana, on the outside of a sharp bend and on the east bank of the Mississippi River. The dome occurs about 30 miles south of Baton Rouge and 80 miles northwest of New Orleans. Its geology, shape and structure have been ably described in detail by Carroll E. Cook' and, except for the general features, will not be repeated here. The purpose of this paper is to record some of the interesting and pertinent geophysical data contributing to the discovery of the dome and eventually the oil field. The salt dome is circular in outliie and comes to within about 4625 it. of the surface. At this depth the diameter of the salt plug is approximately 4800 it. The dome has only a thin cap rock of less than 75 ft. Some oil has been found and is being produced in Miocene sands above the cap rock, but most of the field's production comes from a narrow ring of wells around the east and south flanks of the dome. Producing horizons on the flank are found at 5670 to 5840 ft. in the Miocene and 6890 to 6985 ft., 7028 to 7060 ft. and 8260 to 8270 ft. in the Oligocene. The deepest well that has been drilled is the Humble Oil and Refining Company's Community B-5, on the south flank of the structure, which reached a depth of 10,013 feet. The size and shape of the field and the area of production are indicated on Fig. I. The lie showing the area of production encloses all wells now producing and all abandoned producers, both on the top and flank of the dome. This line of production is shown on all subsequent geophysical maps as a direct means of comparing the early geophysics to later drilling development. Darrow dome occurs on the low, flat flood plain of the Mississippi River; it is protected from flood overflow by high artificial levees. The rich loamy soil supports a high degree of cultivation, principally sugar cane. Drainage is secured by many small canals and the water table of the area is at or near the surface. These particular conditions of topography, drainage and top soil greatly influenced the early geophysical picture, and the influence was always unfavorable.

EQUILIBRIUM conditions for steelmaking reactions have been studied extensively over the past two decades by a .number of investigators, with gratifying results. Equilibrium data are essential to the understanding of any process, and such knowledge has the practical utility of placing a limit beyond which control measures cannot succeed. When, however, the driving rate of an industrial process is so fast that there is not time for reactions to reach equilibrium, it then becomes necessary that the factors which control the rates of reaction be known in order to establish full control of the process. The desulphurization of molten pig iron by slags within the iron blast furnace is one such process in which the actual degree of sulphur absorption by the slag does not approach the equilibrium distribution obtained for similar slag-metal systems in the laboratory.' A study of the rate-controlling factors governing the desulphurization of iron by slags is becoming increasingly important as the sulphur content of raw materials increases with depletion of higher grade ores and coal. Following up an initial study on kinetics,' this paper reports some results of a continuing laboratory investigation on the mechanism of sulphur transfer between molten iron saturated with carbon and slags of the CaO-SiO,-A12O3 system. Laboratory experiments cannot reproduce in detail the conditions which prevail in the hearth of a blast furnace, but they will contribute to an understanding of the smelting reactions and perhaps will explain some apparent inconsistencies in the factors controlling the equilibrium distribution of sulphur between iron and slags under reducing compared with oxidizing conditions. The mechanism of a reaction—that is, the individual steps and the sequence in which they occur to produce the overall reaction which is ordinarily observed—must be elucidated to learn which steps are the slow ones, or "bottlenecks," that fix the pace of the process as a whole. In the desulphurization reaction, for example, the overall rate might, in principle, depend upon the rate of diffusion of sulphur in the metal or in the slag, upon the speed of some homogeneous reaction taking place entirely within one of the phases, or upon some heterogeneous reaction taking place across the slag-metal interface. Even some side reaction or the back reaction might have some influence. Evidence on all of these points will be presented in this paper. The laws here referred to are those which define the status of the prospector for mineral deposits in the soil or beneath it, establish his methods of procedure, protect him in his possession while searching for the subterranean treasures, and give him assurance of title when all required conditions have been fulfilled and valuable minerals discovered. Regulations for the operation of mines and the safety and health of mine employees are likewise subjects of Federal and State legislation, but are not within the scope of the present program. Various features of our present laws will be discussed in detail by able students of the subject, and specific remedies will be proposed for the most glaring defects. It is my purpose to present in this paper a summary review of the reasons why revision is needed and demanded by the great majority of those in daily contact with the industry. Reason Number One The first objection to the continuance of the present law is that it was not planned by its framers and the Congress which passed it to apply to many of the kinds of mineral deposits, nor to the mining conditions, which are controlled by it to-day. In 1866, under the title, "An Act granting the right of way to ditch and canal owners over the public lands, and for other purposes," was surreptitiously smuggled into existence our first mining law (14 Stats. at Large, Chap. 262, p. 251). This law provided that "whenever any person or association of persons claim a vein or lode of quartz or other rock in place, bearing gold, silver, cinnabar or copper, having previously occupied and improved the same according to the local customs or rules of miners in the district where the same is situated," etc., a patent might be granted an certain conditions. This was evidently an Act intended to validate claims already initiated, and to accord Federal recognition to mining locations made in
