NAME AND OBJECT. SEC. 1. This Institute is incorporated under the Membership Corporation Law of the State of New York ; its corporate name is AMERICAN INSTITUTE OF MINING ENGINEERS; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II. MEMBERS. SEC. 1. The membership of the Institute shall comprise four classes, namely (1) Members ; (2) Honorary Members , (3) Associates , and (4) Honorary Associates Only Members and Associates residing within the United States of America, Republic of Mexico and Dominion of Canada shall be entitled to vote at the meetings of the Institute. SEC. 2 All Members, Honorary Members, Associates and Honorary Associates of the American Institute of Mining Engineers as the same existed on the day of the incorporation of this Institute, are Members, Honorary Members, Associates and Honorary Associates, respectively, of this Corporation SEC. 3. The following classes of persons shall be eligible for membership in the Institute, namely, as Members and Honorary Members, all professional mining engineers, geologists, metallurgists or chemists, and all persons practically engaged in mining, metallurgy or metallurgical engineering ; as Associates and Honorary Associates, all persons desirous of being connected with the Institute who, in the opinion of the Council, are suitable. SEC 4. Every candidate for election as a Member or Associate of the Institute must be proposed for election by at least three Members or Associates; must be approved by the Committee on Membership, as prescribed in the By-Laws ; and .must be elected by the Council. Not less than three-fourths of the votes cast shall be necessary to an election Every person so elected shall become a Member or Associate, as the case may be, upon payment of his first dues as herein-after prescribed Each candidate for Honorary Member or Honorary Associate, must be recommended by at least ten Members or Associates ; must be approved by the Council ; and must be elected by ballot at a meeting of the Board of Directors by the unanimous vote of all the Directors present ; provided, however, that the number of Honorary Members and Honorary Associates shall not at any time exceed twenty SEC. 5. If any person elected a Member or Associate does not, within sixty days after notice of his election, accept the same and pay his initiation fee and dues for the current year, his election may be cancelled at the discretion of the Council.

The self-diffusion coefficient of columbium has been measured over the temperature range 1535o to 2120°C, using the radioactive isotope Nb95 as the tracer. The data for the temperature dependence of the self-diffusion coefficient are best fitted by the equation D = (12.4 ± 0.8) exp [(-105,000 ± 3000)/RT] cm2/sec. THE increasing need for high-temperature structural materials has stimulated considerable interest in the properties of columbium, since it is a strong, ductile metal with a high melting point—in the vicin- ity of 2450oc.l One fundamental property which has not heretofore been measured is the self-diffusion coefficient. The self-diffusion coefficient plays an important role in theories of oxidatioq2 creep,' sintering4 and other phenomena. Accordingly, the investigation reported in this paper was undertaken to determine the value of the self-diffusion coefficient and its temperature dependence by the use of Mb95.

PAPERS by D. B. Scott, E. G. Deane, and J. H. Hensley, Jr.1 describe the succession of mining methods used in the Miami mine—squarelset system, shrinkage stoping, top-slicing method, and the undercut caving system which was then being used, and which embraced the use of finger raises. The last-named system worked well but when the rich ore was exhausted it became necessary to reduce costs so as to make available a low-grade ore containing an average of less than 0.9 per cent. total copper with less than 0.8 per cent. in sulfide form and with no precious-metal values. There was then developed for this low-grade ore the system of separate large block-caving stopes, in lateral dimensions 150 by 300 ft., or 150 by 150 ft., with intervals between stopes of the same size so that subsequently these pillars may be similarly mined. The results have been most favorable. Under the previous system the production of ore per man-shift for all underground labor was 8 tons. The present production per man-shift underground is 28 tons. In starting this work the problems were: 1. How the ground would cave above the stopes. 2. Whether in the first stopes caving would encroach on the pillars as laid out. 3. Whether in subsequent mining of the pillars waste filling would be drawn from the previously caved adjacent stopes. A computer model for the leaching of oxide copper heaps is developed and verified in laboratory tests. The model can be used to scale-up laboratory test data and to simulate the results of various operating philosophies on heap leaching. The model is applicable to leaching processes where the rate of leaching is controlled by a deficiency of reactant or diffusion of a reactant through the leached rock. Several examples are presented showing the sensitivity of the recovery vs. time curve to the variables in leaching.

A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. For example: A unanimously approved scheme "A scheme unanimously approved " The continuous temperature record "The continuous record of temperature " To stimulate interest in synthetic plant construction "To stimulate interest in the construction of synthetic plants " In smelters reverberatory-furnace firing with powdered coal has been practised for a decade. My attention was called by Prof. Henry M. Howe to the article by N. M. Wittorff, entitled Preliminary Investigation of Primary Crystallization and Subsequent Physico-Chemical Permutations in Iron-Carbon Alloys Containing More Than 4 Per Cent. of Carbon. I thereupon wrote to Mr. Wittorff and received a copy of the paper in the Russian language, with permission from him to publish a translated abstract in our Transactions, the original having appeared in the .Journal of the Russian Chemical Society, vol. xliii. (1911), in which it occupies some 78 pages, with 10 illustrations and 47 micrographs. The novelty of the data presented, and especially the scientific importance of Mr. Wittorff's deductions, as well as their value in helping to clarify our meager understanding of that useful but puzzling commodity, cast-iron, seemed to more than justify a publication of the essential facts in concise form in the English language, which has not been done previously so far as I know, although a very brief abstract has been published in German, and a somewhat more extended one in French.' When the work of translation was begun, I did not know that it bore in part upon the investigations of Ruff, which Howe is reviewing at some length at this meeting. This coincidence renders the following condensed translation of Wittorff's work, which I have prepared with the aid of Sidney Marcus as interpreter, the more appropriate here. The result of Wittorff's study is greatly to extend our knowledge of the hyper-eutectic alloys of iron and carbon, and to add several significant lines at the right-hand side of the diagram originally drawn by Bakhuis-Roozeboom, and developed by Roberts-Austen, Benedicks, Carpenter and Keeling, Upton, Goerens, and others. it is an established fact that the collecting properties of xanthates and anionic collectors are dependent on the hydrocarbon chain length. This is ascribed to the greater adsorption densities caused by increasing the xanthate chain length. As batch flotation tests showed similar trends for amines, an investigation of the adsorbing properties of amines was undertaken. Because earlier investigations showed adsorption densities for dodecylamine salts on quartz varying as much as 20 times under apparently similar conditions,1-4 it was decided to make a survey of the changes in adsorption density due to the drying conditions of the quartz. THE primary function of the mining engineer is to find mineral deposits and fuels in the accessible rocks of the earth and to recover them for the vast needs of our complicated civilization. On him has been placed the responsibility for the exploitation of the nation's and world's mineral resources. The degree to which the minerals of the earth have been utilized serves to an extent as a measure of man's material advancement, as well as an index of the relative strength of nations. The natural endowment of lands, varies greatly, but the intellectual energy of a people is revealed by the way in which they take advantage of their heritage of minerals or reach out to less developed regions by exporting their engineering skill as well as capital to secure the raw materials they need.

Western Australia is the home of much that is new and interesting in the gold-mining industry. Some of the gold deposits are outranked for size and value by nothing yet discorered, while the value of the ores is, in many cases, rivaled only by their complex character. As in all parts of the world, many of the ore-bodies occur in ways which tax the skill of the miner in following them; and among these the writer considers the case of the East Murchison United more interesting than the average. This is one of the leading gold-mines of the colony in point of production, and is situated near the town of Lawlers, in the East Murchison district. The country for several miles around the mine is mainly granite, and the line of outcrop on which this mine is located can be traced for a long distance. As will be seen from the accompanying plan (Fig. I), there are, at the water-level, two nearly parallel veins running slightly north of west. Structural Features.—The most striking peculiarity of these veins, and the hardest to understand, is their tendency to send out horizontal stringers or side-veins. These vary in size from a veinlet an inch thick to a veil] several feet in width, and they extend with great persistence into the wall-rock on either side of the vein. This tendency is shown in Figs. 2 and 3. The usual signs of a movement of the wall-rocks, such as a ribbon-structure of the quartz and a well-defined gouge or seam of clay along the walls, are in many places lacking, while in other places they appear strongly marked. They seem more in evidence below water-level than above. It is a commonlly accepted idea that when a gold-bearing vein loses in width, it often gains in value. In this instance, however, the direct opposite is the case; for in many stopes it has been possible to leave the narrow portions of the vein to act as pillars, and to extract only the wide portions, which are

Single and mixed mineral flotation behavior and the mechanisms for the loss of selectivity in 1:1 and 95:5 apatite: dolomite mineral mixtures are presented. Loss of selectivity in mixed mineral systems is attributed to depletion of oleate ions available for adsorption by bulk precipitation with calcium and magnesium ions dissolved from dolomite. Flotation after two-stage conditioning was found to be a potential technique to separate dolomite from apatite. This method involves conditioning at pH 10 followed by reconditioning at a lower pH. The results indicate that selective flotation of dolomite, a minor mineral in south Florida phosphate deposits, could be obtained by reconditioning at pH below 4.5. Higher selectivity was observed for mixed minerals as compared to that of single minerals.

WHENEVER electric and open-hearth steel men discuss the relative advantages of their respective methods, the question of temperature is always discussed, so that this paper is written in the hope that definite data may settle some of the questions and encourage further investigations along these lilies. The writer has had the opportunity of taking the tapping temperatures of steel from electric furnaces of different sizes in various plants and from a number of open hearths handling the same kind of steel. All temperature measurements were made with the same disappearing-filament type optical pyrometer and the corrections for emissivity applied were those worked out by Burgess,1 which are 0.40 for steel streams and 0.65 for slag. The correction is applied by calculating the curve giving the relation between the true and apparent temperature in the following formula: Log E = CZ log e( 1 _ 1 x \T2 T1) in which E = emissivity; C2 = 14,500; e = base of Napierien logarithms; ? = wave-length of light used = 0.65/4; T2 = true temperature, in degrees absolute; T,1 apparent temperature, in degrees absolute. The curve showing the relation between true and apparent temperature for steel and slag arc given in Fig. 1. For the purpose of comparison of open-hearth and electric furnaces, there are given in Table 1 the tapping temperatures of two 25-ton Heroult electric furnaces and one 6-ton with one 50-ton acid, one 40-ton basic, and one 65-ton acid open-hearth furnace, all making nickel ordnance steel for guns. The two 25-ton Heroult electric furnaces were finishing steel refined by the triplex process and the 6-ton Heroult finished steel that was partly refined in an open hearth.. Four portraits have recently been hung in the rooms of the Institute, in recognition of four illustrious men with whom we, as mining engineers and metallurgists, may claim fellowship. Luther. Martin Luther is often spoken of as a miner's son; but it is less generally known that John Luther, his father, was, in a small way, a metallurgist as well as a miner, and that Martin Luther himself, in his youth, worked in a forge or bloomary established by his father at Mansfeld, Saxony. Since this is the only manual occupation on his part of which we have ally record, it is fair to assume that the great scholar and reformer derived from his work in this department the practical familiarity with the conditions of human labor so abundantly evinced in the homely illustrations which accompany even his serious arguments, and in the witty apothegms of his famous " table-talk." At the same time, I must confess that I have not been able to find in any of the works of Luther distinct allusions to mining or metallurgy. Körner. Theodor Körner, a student at the Mining Academy of Freiberg, Saxony, threw himself into the German War of Freedom in the first decade of the 19th Century. He was a poet of no mean rank; and his " Song of the Sword " is one of the great lyrics of literature. This poem was written but a few days before he died in battle. In many respects, Körner may be compared with our American hero Theodore Winthrop, who similarly met a glorious fate, and left behind him prophetic indications of geniue, of which his premature death prevented the complete fulfillment. I am informed by a member of the Institute that Körner's admirable collection of minerals is still preserved at Dresden.

The study of the condensation of zinc from its vapor was undertaken to shed light on certain problems encountered in large-scale electric zinc-furnace work recently conducted. It is a matter of common knowledge that one of the disadvantages of the arc type, electric zinc furnace, is the production of a large amount of blue powder and proportionately little liquid spelter, for, as stated by Stansfield,1 "A notable defect in the electric smelting of zinc ores is the difficulty experienced in obtaining the distilled zinc in the liquid state; when zinc ores are smelted electrically, very little liquid metal is commonly obtained, nearly all of the zinc being in the state of powder."

COPPER ore from Kennecott Copper's Ray mine, about 60 miles southeast of Phoenix, Ariz., is concentrated at the company's mill at Hayden, some 18 miles south of the mine. The Hayden mill is currently treating 16,000 tons of ore per day by flotation, using raconite, a crude butyl xanthate, as a collector for the sulfide copper minerals and lime as a pyrite depressant.1 The ore contains significant amounts of nonsulfide copper minerals, but recovery of these values has been low. The Hayden mill is now being modified to provide for treatment of future ores by leach- precipitation-flotation (L-P-F). This modification, costing about $5 million, is expected to reduce the loss of nonsulfide copper values and improve overall copper recovery by an additional 2 lb per ton of ore.

MANY direct processes have been proposed for the treatment of oxidized ores of copper by reducing the copper oxide to the metallic state, and by separating it from its impurities by a subsequent fusion. The radical objection common to all the methods which have come to my notice, except those in which sulphur plays the prominent part, is that the very deoxidizing agent which effects the reduction of the copper oxide, inevitably reduces at the same time a very considerable part, if not the whole, of the iron which almost invariably accompanies copper in its ores. The result is that, when the ore is subsequently fused, a very great quantity of the already reduced iron separates from the slag along with the copper, alloying with it, and necessitating costly subsequent operations for its separation. Thus, at Perm, in the Urals,* the product of the fusion of ferruginous copper oxides is a mixture of one hundred and fifty-five parts of highly cupriferous pig iron with two hundred and five parts of very impure and ferruginous black copper, containing some 10 per cent. of carbon and iron, though free from sulphur, and of course very difficult to refine. If, in order to avoid this reduction of iron to the metallic state, the reducing action be made feebler, it inevitably results that a considerable part of the copper as well escapes deoxidation ; and, consequently, the slags are so rich that it becomes necessary to treat them subsequently in order to recover the copper which they contain. Thus, in treating native copper, at Lake Superior, where the reducing action is purposely made feeble in order to prevent the deoxidation of the iron, the slags from the first fusion of the ore carry so much copper as to render it imperative to treat them again, which is done in a cupola. And yet, in spite of so far weakening the reducing action as to cause a notable slagging of the copper, a very considerable reduction of iron actually takes place. These are the two dangers which threaten the smelter of oxidized copper ores. INTRODUCTION In the preceding chapters we have discussed the various elements of mineral economic analysis, their interrelationships, and the most accepted and advanced techniques by which these elements are manipulated to provide the decision maker quantitative measurements for judging alternate investment opportunities. Regardless of how carefully the economic evaluation is made, and how comprehensive the study of economic parameters has been, uncertainty still remains a significant factor in the outcome of the analysis. The investor or money manager is acutely aware of the uncertainty factor. Many of the economic parameters are functions of economic forecasts and value estimates that can- not be known with any degree of certainty. The postulated DCF-ROR is based upon certain estimates representing "best guess" values, and a single point parameter DCF-ROR analysis represents a combination of "best guesses." The wise decision maker looks at such an analysis and asks the "what if" questions. What if the production cost is 10% higher than the estimate? What if there is an overrun in construction costs? What if the mineral price falls lower than expected? What will be the effect of a higher royalty rate? Many more such questions may arise in trying to assess the total risk involved in funding a mineral project. Prior to the advent of the computer it was difficult to answer all such anticipated questions because of the many laborious calculations involved. Now, with the aid of the computer, most of these questions can be answered by the analyst at the same time the original computations are made by using the process of sensitivity analysis. Sensitivity analysis shows the effect of critical parameter changes upon the DCF-ROR or other profitability measure. When probability of occurrence can be associated with the various parameter value levels, sensitivity analysis becomes probabilistic analysis, and the risk factor can be quantitized in terms of total probability. SENSITIVITY ANALYSIS The determination of the sensitivity of the profitability index (usually the DCF-ROR) to changes in the various economic parameters, taking them one at a time, is called sensitivity analysis. The analysis may be performed for any number of parameters involved in the DCF-ROR computation. Generally, in mineral evaluations the most sensitive and most tested parameters are: the metal or mineral price, the operating cost, the annual production grade, and the initial capital invest-

The 24-in. crude-oil line. and- the 20-in. petroleum-products line, built as a war emergency by the United States Government and running from points in Texas to the New York-New Jersey-Philadelphia area, were constructed only because of the inability during the war to continue nor-inal ocean tanker movements from the Gulf Coast to the East Coast. The postwar disposition of these lines may be considered as one of the important problems of the postwar readjustments in the oil industry, if not the most important one. In the first place there appear to be many complications in keeping the lines in crude-oil or petroleum-products service. This conclusion was reached also in a study by T. E. Swigart, President of Shell Pipeline Corporation.' Since the lines are too largc for any one company to utilize, and since it appears likely that a surplus rather than a deficiency of tankers will exist after the war, most companies probably will feel that they can achieve lower costs and more satisfactoiy results from the resumption of tanker movements to the East Coast rather than by endeavoring to take over or utilize the capacity in the large pipe lines under some tariff-rate structure. As for using the lines for making deliveries to the middle west or central eastern areas, it would appear that when the war is over and normal transportation arrangements can be resumed, there will be no need of any extra capacity for such deliveries. Therefore, the War Emergency lines could be utilized for this purpose only if privately owned pipe lines and other transportation facilities were to be displaced. Against this rather unprepossessing prospect for use in petroleum or product service is the fact that at or near the source of the lines lie the greatest developed gas reserves in the world, for much of which there is at present no satisfactory market outlet; and at the other end of the lines lies one of the greatest concentrations of population in the world, which is not now served by natural gas. These who have been fortunate enough to use natural gas can have little doubt of its desirability as a domestic fuel. An analysis of the market potentialities and comparison with other areas where natural gas is being distributed, and where it has displaced manufactured gas, makes it seem clear beyond question that the full capacity of both of the large-diameter lines could be fully utilized in this service, and this without creating any undue drain upon the gas reserves of the nation. On the basis of an estimated capacity of roo to 120 billion cubic feet per year, the gas that might be marketed through these lines would amount to only 3 to 4 per cent of the total con-

Aluminum forms not only binary compounds with most of the metallic elements but also forms many ternary or more complex constituents. Several of those occurring in the more important alloy systems have been identified under the microscope and the action of various etching reagents has been carefully studied.' The determination of the structure and composition of these complex constituents is a matter of some difficulty and little information is available. X-ray crystal analysis offers a promising method for the study of such constituents. First, and of considerable importance, is the possibility of recognizing the presence of a given constituent by means more positive than microscopic observation. Evidence can also be obtained concerning the nature and composition of the constituent in question and ultimately it should be possible, at least in some cases, to describe the structure including the relative locations of the various atoms. In this paper some results of an uncompleted study of the constituents of the aluminum-iron-silicon system are given and the methods employed are described. Inasmuch as iron and silicon are the chief impurities in aluminum, the constitutional relations of this system are of fundamental importance in the metallurgy of pure aluminum and its alloys; the system has been studied by several investigators and the more important contributions have been reviewed recently.² Fig. 1 shows the structure of the aluminum-rich alloys after prolonged annealing at 560" C., in accord with one of the most recent investigations.3 The ternary alloys examined in the course of the present investigation were all annealed at 550" or 560' C.; in fact, some of the specimens were the identical ones used by nix and Heath, who kindly supplied them for this work. Dean Roscoe Pound, of Harvard Law School, in addressing the A.I.M.E. Petroleum Division on Feb. 22, 1934, said, "When you are able to work out a program that is mechanically feasible, that is economicaIly advisable, and which seems in your judgment, which is just as good as that of anyone, to be politically wise, you will not have very much trouble in the end in inducing the courts of today to find that it is legally sound." The purpose of this paper is to show: first, legal conditions necessary to promote conservation and stabilization; and second, to suggest operating procedure when those legal conditions are established. The proposal is mechanically feasible and economically advisable. A growing public understanding should make it politically wise. The disappointing progress in the development of conservation and stabilization can be attributed to the lack of two legal concepts as integral parts of oil and gas law; i.e., (1) a practical substitute for the capture rule, (2) collective ownership control for the individual oil and gas pool. When these two concepts are established on an equitable basis, conservation and stabilization procedure will become a comparatively simple process, more or less automatic in its adaptation and operation.
