As this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a foremost industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry, protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no doubt creations of merit at the date of their birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machinery by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to, the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If, this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

As Lord Kelvin once said, scientific progress can be made only if accurate data are available: "unless you measure, you do not know." The Convergence Recorder For the observation of roof movements in mines the convergence recorder has shown that it will enable us to get some of the necessary information. Results with convergence recorders were first published by Winstanley and other English investigators for rapidly moving longwall faces. In their investigations the speed of work and the heavy overburden produced a considerable amount of absolute values of convergence in a short time. Under the conditions frequently encountered in our investigations in Central Pennsylvania, under shallow, overburden and in mines with slowly proceeding extraction, the movements observed were much less in absolute value, for an equal interval of time. This mas partly because the mines in which our studies were carried on frequently had idle days, sometimes four or five in succession. Therefore continuous records were not employed and a simple convergence gauge was built. In its first models, it consisted only of two telescoping tubes pressed against roof and floor by a coil spring. At the side of the lower tube a rule divided into 1/2-mm. divisions mas fixed and a knife-edge, which was attached to the upper tube, mas slid over the scale in case of convergence between roof and floor. While the larger motions could be read on this device, it seemed to be desirable to increase the accuracy by inserting between the two tubes a dial meter reading in 1/1000 in. Such a gauge was first built in April 1937 and installed for experimental purposes in a bituminous coal mine in Pennsylvania (Fig. I). It was read at least once daily, 24 hr. apart, and if feasible at shorter intervals. After several months of experience it can be said that this type of gauge answers the scientific as well as the practical needs. REFRACTORY clay, one of Pennsylvania's important nonmetallic mineral resources, occurs at several horizons in beds of Pennsylvanian age. The Mercer fireclay, of Pottsville age (Table 1), is the most important of these clays. A study of this fireclay has been conducted by the Pennsylvania Geologic Survey discontinuously over a period of seven years. The work has included field mapping of a rather large area, as well as petrographic, differen¬tial thermal, and X-ray studies of the fireclay. A comprehensive report on the project is now in preparation.

The Ozark region occupies a large part of the southern half of Missouri, the northern portion of Arkansas and comparatively smalll areas in northeast Oklahoma, southwest Kansas, and southern Illinois. It is a roughly elliptical plateau which has been deeply dissected by stream erosion, and which slopes imperceptibly into the prairie regions to the north, east, and west, but which terminates rather abruptly along the Arkansas River on the south and Tertiary lowland to the southeast. The Boston Mountains extending for a distance of some 200 miles (321 km.) along the Arkansas River rise to an elevation of 2000 ft. (609 m.), forming the most prominent topographic feature of the region. The so-called St. Frangois Mountains in St. Frangois, Madison, and adjoining counties in southeast Missouri, form a prominent but more restricted topographic feature, the highest point rising to an elevation of 1800 ft. (548 m.). The remainder of the region is largely a plateau area varying from 800 to 1500 ft. (243 to 457 m.) in elevation. Stratigraphy The region is underlain chiefly by sedimentary formations, which outcrop in roughly concentric bands around a comparatively restricted area of igneous rocks in the St. Frangois Mountain district. Although located geographically near the eastern edge of the Osarks, the St. Frangois Mountains have apparently suffered the greatest orogenic movement and the lowest formations of the succession are exposed in their immediate vicinity. The various sedimentary formations of the region do not show any considerable metamorphism and have suffered little change since consolidation. With the exception of a few basic intrusions in Ste. Gene-vievg County and a pegmatite dike in Camden County, Missouri, there is no evidence of igneous action, since the first sedimentary beds were deposited.

As is known to representatives on Engineering Council, the Patents Committee of Council has collaborated with the similar committee of National Research Council in developing a scheme for the improvement of the method of dealing with patents in this country. The staff of the Patent Office is itself actively engaged in this effort. Out of the report prepared by the National Research Council, and approved and adopted by Engineering Council as the report also of its Patents Committee, remedial legislation has taken form. Three hills have been introduced, known as H.R. 5011, a bill to make the Patent Office independent of the Department of the Interior or any other department, and to simplify the procedure of the Courts with reference to assessment of damages or profits for infringement of patents; H.R. 5012, a bill to establish a single Court of Patent Appeals; and H.R. 7010, a bill to increase the force and salaries in the Patent Office. Chairman Charles A. Terry, of the Patents Committee, requests that representatives of Engineering Council write to their congressmen, urging the passage of these hills and so far as convenient, request their friends to do likewise.

Adsorption of potassium dodecyl xanthate from aqueous solutions on artificial and natural zinc sul-fides was studied by means of infrared absorption spectroscopy. The adsorption species and their stabilities varied depending upon the conditions of the surfaces of the zinc sulfides. Adsorption products were analyzed after they had been removed from the surface with pyridine. Zinc dodecyl xanthate was confirmed for surfaces covered with oxidized products while dodecyl alcohol and carbon disulfide were detected on purified or weakly oxidized surfaces. It is of great significance to study the adsorbed species of collectors on the surface of sulfide minerals with a view of increasing our understanding of the mechanism of flotation. Compared with other methods, infrared spectroscopy promises to be of particular value in determining the nature of the species adsorbed at the mineral/solution interface since it gives direct identification of the adsorption products; and, furthermore, it has an advantage over the electron diffraction technique which has been employed in similar problems in that infrared spectroscopy utilizes radiation of very low energy so that the probability of changing the unstable surface films during examination should be correspondingly decreased. Infrared spectroscopic studies concerned with sulfide mineral flotation have already been reported by several investigators on zinc sulfide-hexanthi01' and lead sulfide-xanthate2,3 systems. The purpose of the present study was to investigate the adsorption of potassium dodecyl xanthate (KDX) at the zinc sulfide-aqueous solution interface by means of infrared spectroscopy. Rarely is the pure zinc sulfide-xanthate system encountered in practical flotation since zinc sulfide is usually activated with small amounts of certain metallic ions, such as copper ion. However, investigation of the pure zinc sulfide-xanthate system appeared promising for studying the fundamental mechanism of the adsorption of xanthate on the sulfide minerals. Although there are few cases where xanthates having an alkyl radical higher than hexyl are employed in practical operations, KDX was used in this study since it was reported that the adsorbability of xanthate on zinc sulfide was increased with an increasing number of carbon atoms of the alkyl radicals.4 EXPERIMENTAL Samples: Experiments were made on artificial zinc sulfide and natural sphalerite. The artificial zinc sulfide was obtained commercially from Dainihon Toryo Co. as a fluorescent pigment of the purest grade A. Considering the fact that there are often cases where the surface of sulfide minerals are apt to be oxidized so that the adsorption of xanthate at sulfide mineral/solution interfaces may be substantially affected, two different procedures were employed in preparing the samples of the artificial zinc sulfide. 1) The zinc sulfide was washed with hot concentrated ammonium chloride solution (300 g per liter) to remove surface oxidation products and followed by washing with deoxygenated hot distilled water by centrifugation until the constant electric conductivity of the solution was reached (Sample I) (specific conductivity of the solution = 8.6 x l0-5 ohm-' cm-'). 2) Sample I in a suspension of 5% by weight was oxidized with a 1.5% aqueous hydrogen peroxide solution for about one hour, and then was washed with distilled water as mentioned in the preparation of Sample I (Sample 11) (specific conductivity of the solution = 1.0 x 10"4 ohm-' cm-'). Both Samples I and II were dried under vacuum and stored in a vacuum desiccator. The specific surface areas of the samples determined by the BET method using carbon dioxide gas were 19 x l04 cm2 per g for Sample I and 35 x l04 cm2 per g for Sample 11. In addition, a sample which was derived from Sample I was also prepared. In 40 ml of 3 x 10-2 M zinc sulfate solution was placed 2 g of Sample I for 2 hours, washed with distilled water by successive centrifugation until no sulfate ion could be detected and dried under vacuum (Sample 111). THE history of the development of the strip in- dustry, mentioned in this paper, was covered in considerable detail by Stephen Badlam in his paper presented. before the American Iron and Steel Institute at its meeting in New York last October. The description of progress in rolling strip there out-lined will be found good reading by anyone interested in the subject. Quoting from Mr. Badlam's paper, "For practically thirty years, we find no record of the use of the backing-roll principle, until in 1916 the Lukens Steel Co., Coatesville, Pa., put in a 206-in. plate mill of the four-high type. This was a reversing mill with two 32-in. working rolls and two 50-in. backing rolls and is today making the widest and heaviest plate made anywhere in the world." The functioning of this mill, though rolling hot plate, is, on account of the extreme width and thinness of plate rolled, quite comparable to the rolling of wide strip either hot or cold and was a considerable factor in demonstrating the marked advantages available with the four-high or backing-roll mill for thin accurate rolling. As the writer has brought out, a demand for a product, the rolling of which required the character-istics of the backing-roll mill, was broached by the In-ternational Nickel Co. This resulted in an inquiry of March, 1924, for the building of a mill capable of cold-rolling wide nickel and monel metal sheets or strip, as mentioned. It may be of some interest to note, that whereas the .six-roll cluster mill with plain bearings was built for this installation, the mill designed by the United En-gineering and Foundry Co. for this inquiry was of the four-high type with roller bearings on the backing-roll necks, being essentially the same design as the four-high roller-bearing mill built in 1925 for the Rome Brass & Copper Co. This Rome mill, to quote again from Mr. Badlam's paper, "fulfilled every requirement, and was the model on which succeeding mills of this type were built."

Among the gold-deposits discovered in recent vears none is more extraordinary in richness or interesting in structure than that of the famous mine at Mount Morgan. At a time when but few Australian mines were known to the world outside the colonies, Mount Morgan was quoted as an occurrence, unusual not only in its origin (for it was said to be dye to geyser-action) but also in the purity of its gold. The mine is situated just within the tropics, twenty-six miles southwest of Rockhampton, in central Queensland. Queensland attained in 1889 the first place among the gold-producing colonies of Australasia, a position previously always held by Victoria. In that year Queensland produced 737,822 ounces, while Victoria cape second with 614,838 ounces. Of the four chief mining districts Rockhampton stood first, as the following figures show: Quartz crushed, Yield,. Average per ton, Tons. Ounces. Oz. Dwt. Leaving out Rockhampton, the output of which is practically that of the Mount Morgan mine, it will be noted that the more northerly goldfields show the highest average (Gympie being furthest from and Croydon nearest to the equator). This is largely explained, however, by the increased cost of milling, due chiefly to the want of water for batteries and the consequent economical necessity of selecting high-grade material only for crushing. In connection with law suits between mining companies at Bingham, Utah, a few years ago, the writer made petrographic studies of more than 1400 rock and mineral samples in thin sections, and also careful studies of their field relations. In petrographic studies, even when an area is studied intensively, attention is commonly centered very largely on the unusual features of special interest, so that the relative abundance of rock types (or minerals or textures) can only be determined by a study of map areas outlined largely by field methods, and cannot be based directly on microscopic work. It is very uncommon, and usually impossible, to take samples at regular short intervals along and across formations. It is precisely because such methods were used at Ringham that the work presents a rare opportunity for determining, on a microscopic basis, the relative abundance of rock types and the continuity of gradations between rock types. At the same time, a study was made of the alteration of sediments under the influence of igneous intrusions, with results that are believed to be of interest and importance. • Sandstone-limestone Gradation The sedimentary rocks of the Bingham district are chiefly sandstones, with some beds of limestone, all now lying with their strike nearly east and their dip nearly north at an angle of about 30°, near the surface. The limestone beds are remarkably irregular in thickness in some places, but usually change very slowly in composition along the strike. However, the most interesting results are obtained from a study of a section across the beds at right angles to the strike. In some places, such sections show the usual alternation of pure sandstone with nearly pure limestone, in the simple manner assumed in most geological discussions.

A miscible displacement pilot using a slug of LPG driven by separator gas was conducted in the Cardiurn reservoir of the Pembina field. The injection pattern was a 10-acre, inverted, isolated five-spot. Upon completion of the LPG-gar phase, an experiment was conducted using a slug of water followed by gas. Calculated performance of the pilot is compared with actual performance. Equations are developed to calculate the distribution of LPG into zones of varying permeability, to estimate the progress of the flood at different times in the various zones and to estimate gas rates after breakthrough. The analysis indicates that permeability stratification was a dominant factor in controlling oil recovery and that oil was completely displaced from the swept pore volume. The results of the pilot indicated that miscible flooding is a practical means of pressure maintenance in this reservoir. The total recovery from the pilot area was good in spite of the early breakthrough of LPG. The effects of stratification were reduced by injecting a slug of water into the partially swept reservoir. INTRODUCTION The Pembina field,' located in Alberta, is the largest oil field in Canada and one of the largest in the North American continent. The reservoir is a stratigraphic trap producing from the Cardium sand. Neither bottom water nor free gas has been found. The recovery of oil by the natural depletion mechanism has been estimated at 12.5 per cent. Pressure maintenance studies of various areas have indicated that the recovery can be increased 21/2 times by water flooding, and a large area of the field is presently under water flood. However, reservoir studies of the North Pembina area indicated that miscible flooding might be competitive with water flooding. A pilot test was conducted to evaluate the performance of a miscible flood. A 10-acre, inverted, isolated, five-spot pattern was selected for the pilot. The pattern area was large enough to minimize wellbore fracturing effects and contained sufficient oil to provide significant working numbers. The performance of each of the four producers could be evaluated individually and compared. In the event of breakthrough in one direction, the effect would be isolated from the other producers. The use of a single injector minimized the volume of LPG required, and, because of the high mobility of gas, one well was sufficient to inject the necessary daily volume to replace the high rate of production. With four producers, the test could be completed in time for results to be evaluated, additional engineering studies to be made and a unit to be formed before the reservoir pressure in the North Pembina area declined below the bubble point. The pilot was located in an area developed on staggered, 80-acre spacing. The injection well was drilled at a regular location, while the four producers were drilled 467-ft north, east, south and west of the injector. Each quadrant and its associated producer were identified according to their direction from the injector— that is, north, east, south or west. The eight surrounding producers on 80-acre spacing were shut in to isolate the pilot area and provide for reservoir pressure observation. The pilot wells were completed using permanent-type completion techniques. After coring, casing was run through the pay section and cemented. Inside 51/2-in. casing, 2 1/2-in. tubing was hung. The wells were perforated opposite the Upper Cardium sand and lightly fractured. Fracturing volumes, rates and pressures were low to minimize the extent of the fractures. The fracturing treatments average 1,000 lb of 20-40 mesh sand in 700 gal of a low fluid-loss sand-carrying agent. Feed rates and wellhead fracturing pressures averaged 5.5 bbl/min at 2,535 psig, respectively. After fracturing, the productivity index was measured in each of the five pilot wells. The average PI of the four producers was 0.41 BOPD/psig drawdown. The measured PI'S were approximately the same as PI'S calculated from core analysis data, indicating that the fracturing treatments were just sufficient to overcome

The following paper deals almost exclusively with the results of practice at the works of the Pennsylvania Steel Company at Steelton, Pa. From the records of the furnaces at this plant, both acid and basic, large and small, are drawn the data for the various demon strations, and on a long and intimate experience with their opera tions are founded many theories and generalizations. It may seem that universal laws should not be built upon a basis so restricted ; but in reality the condition is the strongest guarantee of validity. Each table investigates some- certain variable, and by virtue of the common origin of the factors, we have good ground for assuming the corresponding agents to be equal. The examples may or may not be instances of good practice, and may be open to criticism if regarded solely as exponents of • metallurgical success. But it must be remembered that the lists are not made up of selected specimens, nor are they chosen to show su perior results; they are gathered to investigate, by strict scientific methods, the formula? of the operation. In such work no untoward results should be eliminated, save those which bear upon their face the stamp of experimental error. If the worst members be omitted, then the best must also be omitted. Only by using every available case can an honest attempt be made to deduce a true average. It is recog nized, however, that with the most careful selection it is difficult, if not impossible, to collect data representing universal conditions. In each table the records tell of a special practice, and all conclusions drawn from them are true only within the limits between which the equations have been integrated. CHARLES H. FULTON (author's reply to discussion*).-Mr. E. E. Thum is kind enough to point out an apparent discrepancy between the conclusions drawn from experiments and the results of those experiments. It is stated on page 1383 that carbon dioxide in excess of 1 per cent. is not found in the gases above the carbon reduction temperature (of zinc oxide). This statement refers to such temperatures as occur in ordinary zinc distillation and is not meant to include temperatures above 1350° C., and it should have been so stated in the original paper. When the temperature of the distilling chamber reached 1400° and above, it was noted that the amount of carbon dioxide in the gases increased. THE deposit of rock salt along the shores of Lake Huron, in Canada, has been brought before the public during the last six months, in consequence of the developments made by the diamond drill at Goderich. It is likely to be of more than common interest in the future, since now actual operations have been commenced to exploit the deposit and work it by regular mining. The methods of mining rock salt being but little known in this country, it may be of interest to make a few general remarks in regard to them before entering, upon the description of this new mining enterprise. According to the conditions under which salt is found in nature, various methods have been resorted to, in course of time, to make it available for the human race. They consist in : A. Natural or solar evaporation. B. Artificial evaporation, either exclusively or in connection with the former. C. Mining the rock salt in its natural state, and converting it to a marketable product, if need be, by simply pulverizing it. Without going into the details of the various methods of making salt available in an economical point of view, dependent on its degree of purity, or on various local influences, we cannot refrain from. alluding to the general principles which influence the mining and manufacturing of salt in countries where they have been carried on for hundreds of years. ECONOMICAL CONDITIONS FOR SUCCESS. Salt being one of the articles of prime necessity, and one universally distributed throughout nature, it must always be sold at a comparatively low price. It would even be quoted in the market at prices far below those now ruling, if it were not for the high duties generally imposed upon it, for purposes of state revenues. But looking closer into the subject, it will be found that this duty is probably one of the least oppressive, although in some countries it exceeds sixfold the cost of profitable production. A general method for determining the geometric properties of structures composed of particles which are all the same shape and size is presented. The application of the method requires a knowledge of' the qualitative shape of the particles in the structure, ad a maximum of three simple counting measurenzents, which are made on a representative plane section taken through the structure. It is also shown that the number of different kinds of measurements necessary JOY the complete description of the structure can be decreased if some independent information about individual particles is available. The geometric properties that can be determined quantitatiz~ely from counting measurements for susch structures are size, shape, number, surface area, vlolume, ad such extensive properties as volume Mction and surface area per unit volume. THE simplest kinds of measurements that may be made on a metallographic section are counting measurements. There are three such simple counting measurements, which are determined by sampling the microstructure with a point, a line, and an area. The first of these, the point count, is probably the most familiar among metallographers. The second count, the number of intersections a test line makes with particle outline, is somewhat more recent in its origin and application. The third counting measurement, the number of particle sections observed in unit area of the plane of polish, has long been used in the estimation of grain sizes. The real utility of these three counting measurements lies in the fact that they are rigorously and unambiguously related to certain extensive geometric properties of the three-dimensional structure of which the metallographic section is a sample. These relationships will be reviewed briefly below. Of somewhat secondary importance to the fundamental relationships is the observation that, if some simplifying assumptions about the geometry of the three-dimensional structure are introduced, manipulation of the counting measurements gives a more complete description of the structure. Specifically, in addition to the extensive properties which these measurements rigorously estimate, the number of particles, their size, and their shape may be determined. The purpose of the present paper is to explore the consequences of introducing the assumption of constant size and shape. A later paper will deal with the estimation of geometric properties of structures which may be characterized by a two-parameter size distribution. It should be mentioned that the introduction of this simplest of assumptions, while clearly not generally justified in metallurgical structures, is not without precedent. For example, many estimates of the number of particles per unit volume of structure, based upon a single counting measurement, are scattered throughout the literature.13 Virtually all of these developments assume a constant particle shape, e.g., spherical or polyhydral, and constant size. That such an assumption is necessary is evident from the fact that, for more general structures, more than a single parameter is required to describe the three-dimensional structure, so that the determination of a single parameter on a section would be insufficient to specify the structure. Similar developments for the estimation of particle size from a single counting measurement, e.g., routine grain-size determinations, make the same very limiting assumption,435 but have nonetheless proven of practical value. The present paper embodies a generalized approach to the development of relationships among the two-dimensional counting measurements and the three-dimensional geometry of the structure, subject to the assumption of constant particle size and shape. It is the hope of the author that by presenting the relationships and the assumptions involved in dealing with this approximation, in a single, unified treatment, the reader may be impressed with the usefulness of the counting measurements, may be guided in their application to the estimation of details of the geometry in specific structures in which he may be interested, and may be moved to apply the results, with understanding, to new structural problems. Heap leaching, as practiced at Rio Tinto, Spain, while one of the oldest, and probably one of the cheapest, methods of extracting copper from its ores, has not had, until recently, other than experimental application in this country. This has been due partly to a mistaken idea that the Rio Tinto ores possess some obscure and mysterious quality that renders them alone suitable to the process, partly to the fact that tests properly made meant the expenditure of large sums of money and several years time, and partly to the fact that favorable commercial and other conditions are not often found. This paper gives some views on the chemistry and mechanism of the method, an account of the preliminary experiments, and the final plans adopted for a large-scale installation of the method by the Phelps Dodge Corpn. for treating low-grade ore from Sacramento Hill, Bisbee. If results comparable with those obtained from the test heap are to be had from the large plant, this plant will operate on the lowest-grade sulfide ore now being treated commercially in the country. The method has several advantages: The installation cost is low. Interest charges must, of course, be made both on the cost of the ore delivered to the plant and for the plant itself, but as these are low, there is considerable advantage in the ability to regulate output by more or less complete shutdowns in accordance with market and other conditions. The amount of labor needed is small, and the cement copper produced may be considered nearer a finished product than the sulfide concentrates from a mill, and certainly means less installation cost per ton to put into final form by present methods. At Bisbee, conditions were favorable for a trial of the method for, in the preparation of the Sacramento Hill orebody for steam shoveling,' a large amount of material below concentrating grade had to be moved to
