RCENTLY, in investigating the high-temperature creep properties of an aluminum, SAP-type alloy, MD 2100, fabricated by Professor F. V. Lenel of Rensselaer Polytechnic Institute, Ansell and Weertman1 found unusually low creep rates. These creep rates are 4 or 5 orders of magnitude lower than is predicted by the slowest creep mechanism based upon dispersion-hardened alloy theory. They ascribed these results to a lack of both normal active dislocation sources and a continuous three-dimensional dislocation network. If one couples these results with the following factors of production and microstructure: 1) The compacted and sintered aluminum powder compact is hot-extruded, with an extrusion ratio of 25:1.2 2) The alyminum oxide particles are approximately 140A units thick, and have a spacing varying from 0.05 to 1.5 1. 3 3) The alloy has plate-shaped grains with minor axes of about 5 X 10 -3 mm and major axes several orders of magnitude greater than this.'

The work that has formerly been done by the Waste-reclamation Section of the War Industries Board has been tranferred to the Department of Commerce and will be continued as the "Waste-reclamation Service" of this Department. The plan contemplates the establishment of a national waste-reclamation system-comprehensively organized, effective and systematic, and animated by a sympathetic understanding of the purposes and principles of the Service. It is the expectation of the Service that the work will be taken over by the several municipalities or other local governments and made permanent through the creation of a department or bureau for the salvage of waste materials. The local Waste-reclamation Council should be composed of representatives of cooperating national organizations, selected by the mayor; or chief executive officer of the city, town, or village. It will be the duty of the Council to inaugurate an educational campaign to conserve materials so as to make less waste, together with a reclamation movement that shall reclaim the residue of waste in the community, thus conserving the resources of the country both in man power and in materials. The most important materials to reclaim at the present time are: paper, steel, copper, wool, iron, brass, cotton, zinc, aluminum, rubber, babbitt metal, tin-foil, lead, tin and leather.

While a country is small and its coal fields are not many, it may be possible to classify its coals on some basis that avoids both overlap and inconsistency, and that may be satisfactory to the particular country, such as geographic distribution or geologic age, or regional uses. In the adjoining country, however, the coals may differ more or less; broad areas may have escaped the erasure of transition zones by erosion, and the stages of alteration of the coals may lead to a classification different from and even incompatible with that of the other country. Such classifications, developed primarily along national lines, are essentially opportunistic. Further, many even of the "use" terms that have been in more common employment with a degree of international application have lost their significance and value, due to changes in industrial methods and urban life. When the number of coal fields is large and the classification is designed to cover the coals of many countries, the groups or divisions into which the coals are integrated are found to verge one into another; and, though the main divisions may be so naturally composed and oriented that they are relatively distinct and readily separated as entities or units when taken by themselves, the sequence, through classes, groups, and subdivisions, is so complete that we find transition zones through which boundaries must be arbitrarily drawn with minute technical definition. This situation, which is conspicuously illustrated in the United States, is due to the progressive evolution of all coals, irrespective of geologic age, from peats to successively higher ranks, which, if the progressive alteration goes far enough, ends with graphite. This evolution is now firmly established and its complete acceptance is but a matter of time. A classification of all coals in all coal fields can not escape this fact and must take into account all the stages in the transformation of the fuel from rank to rank through division to division, and through group to group. The plan here outlined aims at a natural classification of coals based on their evolution from peats to graphite. To Americans, Alaska occupies a unique position, both geographically and historically. The only integral portion of the United States lying in the sub-Arctic and Arctic regions of the Earth, the early remoteness and climatic conditions effectively combined to impede the economic development of this area. Although Alaska has been a part of our Nation since 1867, its mining industry is still at that stage of development which characterized the West 100 years ago when miners concentrated on high-grade lodes and rich placer deposits. Since World War II, however, there has been a noticeable increase of interest in the raw materials of the North. This concern has been most noticeable in Canada, Scandinavia and Russia, but it has been, and is being shown in Alaska. To the American mining industry, the potential importance of this State can be summed up by the question, "Can Alaskan mining compete successfully with those of other states and countries?" The answer revolves about the vital factors of geography, economics, and the political turmoil of the World. These aspects are among those discussed on the following pages in a series of articles by Alaskans and non-Alaskans alike. We invite you to read "Alaska: Regional Report."

Mr. Cottrell : I omitted to speak of the cost of installation. The precipitation-plant at the Balaklala smelter, up to the time of initial operation, including the construction of flues, installation of the apparatus, etc., cost $107,000, and subsequent modifications probably represented at least $15,000 more. Upon the information gained in this plant, the installation at the cement-mill, handling nearly twice as much gas, has been reduced in cost in a number of ways, but the overhead construction, carrying the precipitator at the top of the stacks, is naturally expensive, yet, even so, the total cost of construction will probably not greatly exceed $150,000. The mechanical details of the tubular form last shown have been worked out more recently than those of the plate form, and the tubular form promises to be still less expensive in construction, as you would naturally expect. The cost of operat-ing the plant varies somewhat with the character of the gases used. The amount of power consumed is not determined by the tonnage of the material collected, but by the volume of gas to be handled. It takes as much power to precipitate a thin cloud as a dense one. In the cement-plant they are getting a higher efficiency; i. e., a greater number of cubic feet treated per kilowatt than in the earlier plants. This is perhaps partly due to higher temperature of the gases, which here average about 450° C. The best figures on the cement-plant are between 3 kw. and 4 kw. Of

INTRODUCTION The purpose of coal preparation is to improve the quality of coal to make it suitable for a specific purpose by (1 ) cleaning to remove inorganic impurities; (2) sizing-crushing or screening, or both; or (3) special treatment, such as dedusting. The properties and quantities of impurities in coal are of major importance in the design and operation of steam generating equipment. Al- though boilers are often designed and equipped to use a wide range of coals, no boiler will perform equally well with all types of coals. All coals have certain properties that place limitations on their most advantageous use. These limitations are especially stringent for many of the older installations. Because of a general lowering of quality of raw coal in recent years, the need for coal cleaning has significantly increased. Among the factors contributing to the need for increased coal preparation are (1) increased demand for quality brought on by market and environmental requirements; (2) increased extraneous dilution caused by mine, health, and safety laws; and (3) depletion of the higher-quality coal seams.

In our never ending search for new and better ways of underground mining, we find that transportation has had its share of new ideas in the past few years. The old and still effective method of track haulage has had some competition from rubber-tired cars and belt conveyors, each of which has its own safety hazards which demand close scrutiny in any safety study. The use of shuttle cars, in particular, has introduced clearance hazards caused by the absence of the more or less positive guides formed by the rails of a track sys- tem; likewise the requirement of greater clearance tends to increase roof hazards which we all know to be great enough with the best of methods. However, the subject of transportation hazards is too broad to be covered entirely in one paper, so I will confine myself to track methods which carry the preponderance of underground tonnage. I am quite sure that to this group it is an evident fact that haulage accidents are of major importance. However, to stress the point, it may be well to look at a few figures. During the course of the war the supply of tin in this country has steadily decreased and a continued effort has been made since the beginning of the emergency to use alloys that are either tin free or contain appreciably lower quantities of it. Even with the use of emergency materials, the tin supply has become particularly acute, and it is estimated that after recovery of the far eastern mines probably one to two years will be required before our normal annual supply is attained. One of the major tin-consuming fields is the bronze industry. Recommendations were made several years ago by the War Production Board toward the use of bronzes of lower tin content and manganese bronze and yellow brass for the customarily used tin-bronze alloys. The substitution of 88-5-5-2 copper-nickel-tin-zinc for composition G received considerable attention before the war, and consequently this alloy and modifications of it have been adopted for some current structural and pressure castings requiring high mechanical properties. Another of the commonly used bronzes is the 10 per cent tin 10 per cent lead copper alloy for heavy-duty bearings. It has been known for some time that about 2.5 per cent nickel could be substituted for an equal amount of tin with retention of equivalent casting and tensile properties; however, it was desirable that a still greater conservation of tin be made. Consequently the present paper deals with the development of an alloy of low tin content that could be used for bearings. Selection or Composition While the final criterion of the suitability of an alloy for a bearing must of course be determined by practical applications where all the ramifications of service conditions are encountered, certain short cuts in the initial selection of compositions are necessary to avoid an extensive and time-consuming investigation. The present program has been to match certain metallurgical properties of the 80-10-10 bronze that have been shown by previous investigations to be related to good bearing qualities. Such properties as microstruc-ture, hardness, compressive yield strength, ductility, and castability have been considered, and certain simple wear tests have been made. Of the readily assessed characteristics desired in a good bearing alloy, one can be certain that a uniform distribution of lead is required in a leaded bronze. It has generally been found that segregation of lead is one of the chief difficulties with this type of material. Tin has a powerful effect on lead distribution, and with 10 per cent present produces a random distribution of chunky particles, such as are shown in Fig' 1. Fracture under low-velocity free-fall and double impact and under slow compression have been investigated. The pattern of breakage and the size distribution of resulting fragments of sand-cement and glass spheres have been determined. Photoelasticity methods were used to simulate the stress distributions in free-fall impact in order to explain the observed patterns of breakage. Oblique fracture planes, occurring only in free-fall impact, develop along lines which coincide with the trajectories of maximum compression as determined by mathematical analysis. Breakage efficiencies for different modes of fracture were compared for both types of spheres. For the same specimen and loading system, static loading and low-velocity dynamic loading induce geometrically similar stress fields resulting in reasonably similar fracture patterns and shapes of fragments. This work had its origin in a desire to understand three fundamental processes involved in autogenous comminution: namely; free-fall impact, double impact, and slow compression. To simplify the investigation, it is preferable to reduce the entire multi-stage fracture process to its most elementary form; that is, to study products resulting from a single-stage operation, such as the breakage of a specimen under single fracture conditions. The goal of this research is to study the energy utilization in the single fracture of brittle specimens and to relate the pattern of breakage and the resultant fragment size distribution with the nature of the material, the specimen size, the manner of load application, and the rate of loading. Published works on single fracture have mainly been concerned with tests on large (> 1-in.) irregular mineral pieces, especially coal and coke. These were mainly friability tests employing a single blow on closely sized pieces. More recently, small mineral specimens in the sieve range and glass spheres have been investigated.5-7 Kick8 has reported free-fall and double impact tests with large large cast-iron, cement, and clay spheres. The establishment of a minimum breaking height independent of size in the free-fall impact tests, and the direct proportionality between the minimum work required for fracture and the volume of the specimen in double impact tests were used by Kick as an experimental proof of his classical law of "Proportional Resistances." In the present work, spherical shapes were chosen because of their simple body geometry and consequent impact and stress field symmetry. Because the study involves several physical principles in connection with brittle-fracture, it may be of interest in fields where the strength of materials is of importance. APPARATUS The equipment for the free-fall impact testing is illustrated in Figs. 1 and 2. This consisted of a massive (17 x 17 x 3-in.) hard steel plate onto which specimens were dropped and a specimen release mechanism which could be set at any desired height up to 10 ft above the plate so that the impact velocity could be varied up to about 25 ft per sec. Double impact breakage is characterized by two points of loading situated at opposite poles. For this mode of breakage the apparatus was modified (Figs. 3, 4 and 5) so that a falling mass provided an impact of predetermined magnitude on a specimen resting on the plate. A spring-loaded device operated immediately after fracture to arrest the falling mass and to record its residual kinetic energy. Precautions were taken to avoid secondary breakage. Slow compression tests were performed on a conventional hydraulic testing machine, the specimen being held between two hardened parallel bearing blocks. In the case of glass spheres, carbide bits were used. Photoelasticity studies were performed on two-dimensional models held in a loading frame equipped with a force gauge (Fig. 6). The models were viewed in a polariscope and isochromatic fringe patterns were recorded photographically. In the author's experience and contact with engineering students the old form of recitations had grown into the lecture system in which the student was a passive receiver of digested material. Later, the tutorial system was developed because it was felt that the lecture system was breaking down. The student was too passive and was simply trying to absorb what was given him. The seminary method was then introduced and for the particular field the author believes that there is no better method, but that for 20 years he has been trying to change the attitude of the student in certain courses from a passive, almost noncommittal, to an active participation, to change him from a receiver to a doer. The student cannot look over the whole field. That must be presented by the instructor in charge. A topic such as structure or glaciation is taken up and from that standpoint are argued all the geologic problems that might confront the engineer. Problems relating to dams and foundations, and structures, tunnels and excavations, are particularly adaptable to the method. Usually, however, the problem comes to the engineer in more complicated form. By virtue of the character of the material the same topic cannot be assigned to the entire class. Different phases of the topic must be assigned. The greatest difficulty in after life comes in that the student cannot analyze the problem and has not the ability to see that there is a problem. He has had little or no training in the gathering of material and very little training in the arrangement of a report. Consequently, selecting different problems, putting them before small groups, and then starting the student on the way to make the knowledge of his particular topic an integral part of his own mentality, is something that will fix that part of the work firmly in his mind. Professor Brown has insisted on an introductory step in a great many classes, in that without the student knowning very much more than the general outline of the topic or problem, he is made in inductive fashion to take up the entire problem, look it over, and prepare an outline as far as he can; in other words, to expose the problem to his own mind. This preliminary outline is discussed with the student and if the arrangement or logic, with regard to the end in view, are faulty, he is shown where

The mineral industry, so important to industrial development, faces a major challenge in creating the most effective financial structure to provide funds essential for seeking, evaluating, developing, and extracting minerals. The acquisition of funds for mineral development and plant erection do not differ greatly from fund-raising in nonmineral ventures because risks are essentially comparable. High-risk exploration funds, however, are more difficult for the mineral industry to acquire. With the world's ever-increasing appetite for minerals, the internally generated cash of major oil and mining companies cannot be expected solely to maintain the world's mineral supply. The augmented costs, risks, and difficulties of exploration have been shared increasingly by the smaller independent operator and by private and public participation drilling programs within the petroleum industry over the past 30 years. Only recently has the mining industry awakened to the need for utilizing exploration and development funds derived from sources other than established mining and banking circles. Almost from its inception, the oil industry was forced to drill deep holes through overburden without the aid of a mineral "outcropping" which required geological, and in subsequent years, geophysical interpretation. The poorly financed, nontechnical prospector, who depended on a mineral outcrop, was not to play an important role in oil exploration as he did in mining. Because of the high cost of drilling and the demands for technical judgment to locate an exploration drill hole, corporate and sophisticated private funds generally financed oil discoveries. When external funds were subsequently required, these financially sophisticated explorers would turn to the banking community from which came numerous ingenious innovations, taking cognizance of existing tax laws. Like the oil explorer, the miner is now faced with probing below the surface, relying solely on regional geology and geophysical anomalies. The day is gone, for practical purposes, when the prospector discovers a deposit from a mineral outcrop. There is little doubt that the mining industry will now follow the course taken by the petroleum industry in acquiring external funds if it is to meet the future raw material requirements of the world. The oil industry has been able to attract bank funds more readily than the mining industry after a mineral discovery has been made because: (1) with few exceptions, an oil discovery can be placed into commercial production and will generate cash at much less expense and time than a mine; and (2) generally, costs of oil production, the value

The Sixty-fifth Congress was a "War Congress." Perhaps nothing else than war work should have been expected of it, but it had time and opportunity to do much more. Engineers have good reason for sorrow over the engineering legislation that died merely because there was no opportunity for a vote. The mineral resources of the public lands of the United States are, except the precious metals, locked away from development. For more than eight years there has been an attempt by both the executive and legislative departments of the nation to secure legislation which, under proper conditions and without detriment to the public interest, will open up these lands for development. After eight years of study, argument, conciliation, and compromise, Congress agreed in conference of the two Houses upon a measure satisfactory to it and to the Executive Department and the final draft was passed by the House of Representatives, but in the Senate it was talked to death by Senator LaFollette of Wisconsin. Some of its proponents plan to, reintroduce the bill identically as agreed to in conference into the 66th Congress, where it is hoped that by reason of its peculiar fate in the 65th Congress it will be regarded in the nature of unfinished business and thus receive early consideration and passage.

DURING the past twelve months the Loudon pool of the Eastern Interior Coal Basin has become established as one of the two largest discoveries since the revival of exploitation in the Illinois region and now occupies a position among the important pools of the United States. On Aug. 1, 1939, production averaged 54,000 bbl. per day from 990 wells, having accumulated a total of 10,305,000 bbl. Its very active develop-ment promises to continue for fully another year. It is the site of one of the industry's most singular large-scale gas-injection programs. LOCATION AND RESERVOIR CHARACTERISTICS At present the pool embraces an area 15 miles long by 3 ½ miles wide in eastern Fayette County, along the western rim of the now well-known Illinois Basin's deeper part, through townships 6, 7 and 8 north and ranges 2 and 3 east of the Third Meridian. It is the northernmost, and most prominent, productive structure of a group extending over a 50-mile trend southward to the Dix pool of Jefferson County. Three horizons have been proved to carry production-namely, the Weiler sandstone at 1390 ft., the Paint Creek sand at 1460 ft. and the Benoist or Bethel, at 1500 ft. Geologically, they fall in the Chester series of the upper Mississippian system, where much of Illinois' early-day oil was found, having been laid down in shallow off-shore waters as a part of the vast delta deposit underlying central Illinois and parts of Indiana and Kentucky. As a result of this type of sedimentation, followed by repeated uplifts and warping along an anticlinal axis, differ-ential deposition of sands and shales contributing to great irregularity took place. This is further reflected by wide variations in permeability, porosity and thickness of all the sands and, accordingly, in the producing characteristics of wells. Permeabilities range as high as 550 millidarcies, with the average commonly lying between 60 and 100. For the three pay horizons the mean porosity is 18 per cent, at a calculated water saturation of roughly 30 per cent. Building a small underground coal mine is a risky endeavor, especially in the recent economic environment. ARCO's Mt. Gunnison No. 1 Mine, located in western Colorado, was designed and built as a small expandable speculation mine with initial production to be sold on the spot market, so it was very important to minimize capital exposure. This mine, operated by West Elk Coal Company, a subsidiary of Anaconda Minerals, was successfully built under budget at $35 million, and has been operating successfully since completion of construction in late 1982. The initial planning phase of a project is extremely important for testing the economic and technical feasibility of a proposal. The construction phase, by contrast, carries with it significant cost and quality risks which can relate to long-term economic and operating problems and therefore directly affect the viability of the project. This paper discusses several different aspects of the cost overrun risk involved in building an underground coal mine, and how attempts were made to minimize these risks during construction of the Mt. Gunnison Mine. Good people, construction planning, and execution are essential factors in assuring a quality, cost-effective project, with corresponding risk minimization during the construction phase and long term favorable implications for the operating phase.

INTRODUCTION The Friedensville mine is situated in Upper Saucon Township, Le- high County, Pennsylvania, in the southern central part of the Allentown quadrangle of the United States Geological Survey, approximately 5 miles southeast of the City of Allentown and 4 miles south of the City of Bethlehem. Zinc was first discovered in the Friedensville area early in the 19th century and several mines were operating during the latter part of the century. Zinc oxide was produced in 1853 and zinc metal in 1859. All mining in the area ceased in 1893 chiefly because of an unfavorable economic situation caused by a severe ground water problem and competition from the higher grade ores in New Jersey. Property acquisition by the New Jersey Zinc Company began in 1899 and periodic exploratory drilling was carried on until 1940 when sufficient reserves were proved for development of a mine. Shaft sinking was undertaken in 1947 and, due to severe hydrologic conditions, was not completed until 1952. Production began in 1958 and today the mine is producing about 64,000 tons of zinc concentrate per annum. The concentrates are trucked to the Company's smelter at Palmerton, Pennsylvania, approximately 30 miles north of Friedensville. The mine also produces from its mill tailings industrial and agricultural grades of limestone for commercial markets.

ORE at the Jeffrey mine of Canadian John Mansville at Asbestos, Que., is hoisted by two 12 1/2 - ton capacity aluminum skips, counterbalanced. When the loaded skip reaches the surface it empties, via its sliding door, into a bin. Simultaneously, the skip tender, who operates at the 940 level, loads ore into the alternate skip from a 12 ½ -ton measuring pocket. This done, he sets the skips in motion. Problem: When moisture content of the asbestos ore is high, the ore, unknown to the skip tender, some- times sticks in the dumping skip, preventing complete discharge. Moreover, the sliding skip doors sometimes jam and stay open after the ore is discharged. If a skip in this condition is lowered, the result is either an overflow of ore, or the ore discharges through the open skip door, down the shaft. Spilled ore must then be mucked out of the spill pocket and hoisted in 2-ton cars. Cost is high, time is lost, and the shaft is sometimes damaged. Solution: A television apparatus was installed so that the skip tender might quickly spot improper door operation or hang-ups at the dumping station.
