Dr. Healy's paper presents a concise state-of-the-art description of mechanistic, thermodynamic models available today for design, interpretation, and trouble-shooting flocculation processes and problems. Coagulation by manipulation of inorganic electrolyte concentrations is controlled largely by adjustment of electrostatic repulsive forces, guided by well understood theory. For simple solids in simple electrolytes, existing models are capable of predicting the influence of potential determining ion and one dominant, non-reacting, symmetrical electrolyte concentration on floc stability quantitatively. Concentration changes required to coagulate and disperse can be estimated. Convenient, easily understood means are available for summarizing the effects of key variables, (e.g., pH, ionic strength) on dispersion stability, and estimating tolerance to unintentional changes (Matijevic coagulation domain diagrams). These models have not been developed to the point that mixed unsymmetrical electrolytes can be easily handled. They are capable of describing two- solid heterocoagulation, but not “n-solid” heterocoagulation. In combination with recently developed computer codes for simultaneous computation of solution equilibria, ion exchange and electrical double layer properties (1,2), these models .should be capable of describing simple clay coagulation systems. This has not been done. Models developed for polymer flocculation are valuable interpretive tools, have some qualitative predictive value, but are less potent in quantitative needs. Most real systems probably involve more than one mechanism of floc stabilization. Little has been done toward developing combined models, even in the simplest systems.

E. C. Pechin, Buchanan, Va.: I am sorry to see the table appended to Mr. Chase's excellent paper. In the discussion at the same meeting, on "Notes on a Southern Coal-Washing Plant," Prof. Phillips very properly says: " There is no use in giving an analysis as representing a coal when it does not do so. It gives a wrong impression of the conditions under which business is conducted." The same may be said about ores. I have no personal knowledge of the ores in many of the localities given in Mr. Chase's table; but if these are to be judged by what is positively known of the Cranberry ores, the analyses are grossly misleading. The furnace-shipments from Cranberry have rarely reached 44 per cent. of iron, and any such percentage as 58 or 66 or 68 can only have come from hand-picked specimens. Indeed, with any such percentages, Mr. Chase's paper would have been superfluous, because concentration would be unnecessary. Besides, the paper itself (page 553) gives the fact that the Cranberry average is 42 to 43 per cent. Why should a table be appended, contradicting this statement of the text ? Let us always have the exact conditions under which business may be conducted. "Boom" and business analyses are widely different.

GOLD and beryllium form an intermediate phase composed of the two metals in equal atomic proportions and having the formula AuBe. According to Winkler,1 this phase probably exists in two modifications: beta, stable below about 600°C, and alpha, stable between 600°C and the melting point, about 740°C. Only the low- temperature beta form will be considered in this paper. EXPERIMENTAL PROCEDURE The gold used had a fineness of 999.75 to 999.85, balance mainly silver, and the beryllium purity was better than 99.8 pct. AuBe was prepared by melting the constituents in a beryllia crucible in an evacuated induction furnace. After melting and thorough mixing, the alloy was allowed to solidify in the crucible. No difficulty was encountered in obtaining a homogeneous ingot. Both chemical analysis and microscopic examination of the ingot showed that the alloy was essentially one phase, containing 50 at. pct gold. The alloy was quite brittle and powder samples could easily be pre- pared by grinding in an agate mortar. The X-ray diffraction patterns were made with CuK-alpha radiation in a Debye-Scherrer powder camera 57.3 mm in diameter. The film was placed unsymmetrically in the camera in order to afford a basis for am-shrinkage corrections. A sample homogenized at 5o0°C gave the same diffraction pattern as a sample taken from the as-melted ingot. GENERAL RESULTS The diffraction pattern of AuBe was readily indexed on the basis of a simple cubic lattice with ao = 4.659 ± 0.001kX. If the unit cell is assumed to contain four AuBe "molecules," the calculated X-ray density is 13.46 grams per cc as compared with the measured density of 13.55 gm per cc. The only missing reflections in the dsraction pattern are (100) and (220) (see Table I). Since these missing reflections are not those characteristic of body or face centering, the lattice of AuBe must be simple cubic. To locate the positions of the atoms within the unit cell, two possibilities had to be considered: I. The structure was disordered and there were eight positions to be filled by an "average" gold-beryllium atom. That the structure was disordered seemed unlikely since the lattice parameter did not vary with composition in alloys containing some- what more and somewhat less than 50 at. pct gold, indicating a fixed composition for AuBe.

[ ] Utilizing tendencies for low grade ores in the Sudbury District of Ontario to cave after higher grade ore has been mined, International Nickel Co., of Canada, Ltd., is recovering millions of tons of nickel-copper ore once regarded as submarginal. Inco is working lower grade ore than ever mined before from its underground operations because of the caving method and metallurgical practices. In the caving method, blocks containing as much as 1.5 million tons of ore are undercut. As ore from the undercut block is withdrawn, the block to be mined breaks away and starts to disintegrate as it moves downward. Inco is also using the blasthole method, using explosives to break slices of harder, tougher ore from solid material. Inco has built a new concentrator at one of its most recent shafts for handling the increased tonnages of low grade ore. The concentrator presently has a 10,000-ton per day capacity, and is scheduled to be increased to 12,000 tons. Hoisting from the mine is by push-button control and the ore is milled on the spot. A 7 ½ -mile pipeline carries bulk concentrate to reduction plants at Copper Cliff. Giant crushers, weighing 165 tons each, have been installed underground. Twenty-ton electric locomotives haul ore to the crushers. The expansion program is expected to lift total annual production of nickel in the free world to 375 million pounds annually, an increase of 150 million pounds. Inco is presently mining more than 1 million tons of ore per month from combined surface and underground operations.

The question of natural-gas supply is receiving careful consideration in many parts of the country, as in the winter months it is quite a problem to have on hand sufficient gas to satisfy the demand. Increasing the output of wells by the application of vacuum has been tried with various results and large companies have attempted to keep up the supply with gas compressors. The possibility of storing natural gas in the sands of exhausted gas pools has been 'tried in a few instances with satisfactory results. This method may prove of practical value in solving the problem, especially in the case of towns that formerly obtained gas from their immediate vicinity but now must search for new pools. In all cases, only part of the available supply is utilized during the warm weather, so that many wells are shut-in, yet during the winter months, the supply is not sufficient even with all the wells on the line; in such cases it would be of great value if a large volume of stored gas were on hand, obtained through wells that would have been standing idle during the summer. Idle producing wells having considerable "rock pressure" will force gas into the exhausted, or storage wells, and this gas will be used only when the regular supply falls short (Fig. I). IN the manufacture of telephone apparatus a number of nonferrous sheet metals are blanked and formed to produce a wide variety of parts, which are generally small in size because of space and weight requirements. Many are given sharp bends in forming, so that they may be assembled into compact units. This study covered sheet metal of the alloys of brass, phosphor bronze and nickel silver that are most extensively used by our company. In general, the sheets range from 0.005 to 0.100 in. in thickness and from 1/4 hard to extra spring temper in hardness. As many parts function as flat springs, and others require the maximum stiffness for structural reasons, a large percentage of the metal is used in the hard and spring tempers. So, because of the necessity for the minimum radius of bend consistent with the maximum in hardness, there has been a need for information as to the forming characteristics of these sheet metals in the various alloys, tempers and thicknesses. The literature yields relatively little regarding such forming characteristics, so that designers of apparatus and tools have been largely dependent upon past experience or tool tryouts for guidance. In presenting tabular data intended as a basis for selecting the temper of the metal and radius of the bend, we recognize the influence of many other factors which are not covered in this study. For example, the angle of the bend and conditions of the metal, such as grain size and presence of impurities, as well as conditions of the fabricating process, such as rate of forming and adjustment of the tools, may all affect the result. In addition, a bumping operation subsequent to forming, which is frequently used to set the bend, increases the strain on the metal. We wish to emphasize the fact that this is not considered a scientific investigation of the formability of materials or an attempt to correlate forming, characteristics with various other properties of the metals, except in so far as such properties are controlled by commercial limits on composition and temper.

As the members are aware, the addition of ordinary spiegeleisen, in the open hearth or Bessemer converter, to a bath of decarbonized iron, has a twofold object,-the recarbonization of the bath to a desired degree, and the remedy of the red shortness otherwise found to be inevitable in the final product. This red shortness is ascribed to the presence of oxide of iron in the molten metal ; and it is supposed that the manganese of the spiegeleisen, uniting with the oxygen of such oxide, carries it into the slag. At the same time there is a small percentage of the manganese usually left in the cast steel, probably to the improvement of its quality. Whatever be the true explanation the effect of the manganese is acknowledged to be not only beneficial, but necessary. But the use of spiegeleisen containing high percentages of carbon limits the quantity that can be introduced, because the carbon must be limited if soft steel is desired. This inconvenience becomes so serious as to prevent the use of ordinary spiegeleisen in the manufacture of steel containing more than, say two-tenths per cent. of phosphorus; since the quality of the steel can be made tolerable only by reducing its contents of carbon in proportion as the

IN the operation of a smelter, continuous and accurate determination of smoke losses is essential for purposes of metals inventories and as a check on the efficiency of smoke recovery apparatus. Previous to the development of a continuous and automatic smoke sampler by R. MacMichael, in 1924, two methods were in vogue, and still are in some smelters, for measuring solids passing out of a flue or stack. These are: (1) the so-called dust concentration method whereby the gas volume passing through the flue is first measured and then the total amount of solids carried in the smoke stream calculated from the weight of suspended matter filtered out of a measured volume of gas; (2) the balanced tube method is independent of gas volume flowing through the flue, and relies for its accuracy on the fact that a true smoke sample may be taken if the velocity of the gas in the sampling tube is constantly maintained at a known ratio of the average flue gas velocity. The total amount of solids passing through the flue is then proportional to the weight of filtered solids and to the ratio of the area of the flue to the area of the sampling tube, corrected for the velocity ratio. The death of Mr. Stetefeldt, which occurred at Oakland, Cal., March 17, 1896, was a surprise, as well as a sorrow, to many of his friends and professional colleagues. In the Engineering and Mining Journal of March 28th, I published an obituary article, the substance of which, modified and enlarged by later information, forms the basis of the present biographical notice. I am indebted to Mr. Albert Arents, Alameda, Cal., and Mr. 0. H. Hahn, Monterey, Mex., life-long friends, and to Miss Pauline Anacker, of Gotha, Germany, a cousin of the deceased, for details which I could not have obtained elsewhere. Carl August Stetefeldt was born September 28, 1838, in the village of Holzhausen, in the duchy of Gotha, Germany, where his father was a Lutheran pastor. He was an only son, and (after the early death of a sister) an only child. In his boyhood he is reported to have been physically delicate, but mentally precocious. In 1847 his father was transferred to Hörselgau, near Waltershausen, where, besides discharging his pastoral duties, he kept a select private boarding-school, in which a few pupils received a training preliminary to the " gymnasial" course. Among these pupils (one of whom was the now famous Dr. Knorr, the discoverer of antipyrine) he included his own son, who, thus carefully prepared, entered in 1852, at the age of fourteen, the gymnasium at Gotha. The records of the gymnasium bear witness that his conduct in and out of school was " blameless," and his attention to study good." But his career as a "gymnasiast" was marked by an act of rebellion probably more startling then than it would be now. Being much more strongly attracted by the natural sciences than by the dead languages, he conceived a special aversion to Hebrew, and engaged in a conflict with the professor in that department, out of which he seems to have come victorious. The ejj-ect of high pressures on chemical inter-diffusion in the Fe-V system was determined by analyses of concentration vs distance profiles of atmospheric and high-pressure diffusion couples. Diffusion data were obtained as a function of tern -perature and composition. Activation energies, activation volumes, and frequency factors were determined at 1 atm, 20 kbars, and 40 kbars as a function concentration in the a and y phases. The A great deal of research has been carried out in the measurement and understanding of binary chemical inter diffusion in solids. Studies of the effects of high pressure on interdiffusion in binary systems, however, have been virtually nonexistent until the present work. This paper gives a detailed account of the effect of high pressure on interdiffusion and the Kirkendall effect in the Fe-V system. The present data are compared to existing theo- Kirkendall effects were measured at 1 atm and 40 kbars. At 1 atm Dy > DFe at the marker concentration; however, Dv approaches DFe under pressure, and at 40 kbars the values are approximately equal. The high-pressure and atmospheric diffusion data are evaluated on the basis of theoretical models. Chemical analyses of the diffusion -couple profiles were made using an electron microbeam probe. retical treatments of pressure dependence of diffusion which are based upon self-diffusion studies. THEORY The rates of atomic migration in metals and alloys are regulated by the repulsive forces exerted on an atom during its motion from one equilibrium lattice site to another and by the availability of a jump site. Application of high pressure is expected to decrease diffusion rates because it decreases interatomic distances as well as defect concentrations. A number of theoretical treatments have been focused on the problem of calculating self-diffusion coefficients in solids under atmospheric pressure. In general, the vacancy mechanism of diffusion appears to be dominant at high temperatures in most metallic systems. The migration of an atom by this

Dr. Rossiter W. Raymond, Past President, Honorary Member, and Secretary Emeritus, died suddenly of heart failure at his home, 123 Henry St., Brooklyn, N. Y., on the evening of Tuesday, Dec. 31, 1918. -He is survived by his' wife and daughter. He was one of the founders of the Institute and its second President, his genius was the Institute's guiding spirit for 47 years. Dr. Raymond was one of the most versatile men of the day; an able mining engineer; brilliant professional writer; an editor of the first rank and an acknowledged authority on matters of literary style; a creator in the fields of fiction, children's stories, poetry and music; for more than 50 years the superintendent of Plymouth Church Sunday School. He will be revered by thousands as a loyal friend, generous giver, and admired colleague. His passing marks an epoch in mining and metallurgical literature. A memorial service will he held in the Auditorium of the-Institute Headquarters on Monday, Feb. 17, 1919, at 4.30 P.M.

The electron photomicrographs shown in this paper are of samples of the A.P.I. Reference Clay Minerals Montmorillonite No. 27 and Kaolinite No. 4 and of a shale from Spraberry Oilfield in Texas. These samples are part of a larger collection whose physical properties, composition and internal structure were previously studied by ultra-sonic and X-ray methods. ' Elastic anistropy was indicated in the montmorillonite and shale samples by sound velocity measurements parallel and perpendicular to the bedding. In the montmorillonite the velocities parallel and perpendicular to the bedding were 2.12 and 1.92 km/sec respectively, a difference of about 11%; in the shale the same velocity measurements were 4.18 and 3.75 km/sec, a difference again of about 11%. Within the bedding plane the sound velocity was also found to be independent of direction. The electron photomicrographs of the montmorillonite sample, which are shown in Fig. l(a) and (b), clearly indicate the preferred orientation of the mica-like clay particles parallel to the bedding. In Fig. 2(a) and (b) similar orientation in the shale sample can be seen although not quite as clearly. This is probably because, in addition to the clays illite and chlorite, the shale sample contains grains of quartz, calcite and dolomite which do not as readily show an alignment pattern as the clays do. This suggests that the elastic anisotropy of these two samples is derived from a preferred alignment of component mineral grains which are themselves elastically anisotropic. The bulk elastic properties of these two samples therefore appear to be much like those of mica. THE Ducktown district is in the extreme southeastern corner of Tennessee, its principal railroad point being Copperhill, on the Blue Ridge division of the Louisville &Nashville Railroad, midway between Knoxville, Tenn., and Atlanta, Ga. The ore deposits were discovered about 1849 and development work was begun in the early fifties. Only the "black copper? ores, products of secondary enrichment, from beneath the gossan outcrops and overlying the massive sulphide deposits, were then mined and smelted for their copper content. Upon their exhaustion, attention was directed to the treatment of the pyritic ore remaining, resulting in the devising of a, process consisting of open-heap roasting, followed by blast-furnace smelting, which was practised until 1903, when semi-pyritic smelting was-adopted. In 1908, the companies operating in the district; on account of litigation brought about by alleged smoke damage to forests and vegetation in the adjoining counties of Georgia, were compelled to erect enormous acid plants to prevent the escape of the sulphur dioxide produced in the smelting operations. The utilization of this sulphur dioxide in the, manufacture of sulphuric acid as a byproduct has added to the revenues of the companies, and at the same time has furnished a valuable source of supply of sulphuric acid to the fertilizer trade of the South, and more recently to the manufacturers of explosives for use in the production of war munitions. The steadily increasing demand for sulphuric acid for the manufacture of fertilizers and explosives, together with the decreasing imports of pyrites, from which the acid is generally produced, now makes it imperative that greatly extended resources of pyrite be developed. While the Ducktown deposits do not predominate in pyrite, they do contain an inexhaustible supply of pyrrhotite, admixed with pyrite, which can be satisfactorily employed to supplement or substitute for pyrite in acid making.

Three basic questions must be answered by an engineer performing an economic analysis of a mineral property: (1) How much can the company afford to pay for the property; (2) At what rate should the property be mined; (3) What will be the return on the investment. These questions often defy reasonable analysis, because at the point in time at which they must be answered little may be known about the grade of ore and the reserve tonnage. The purpose of this report is twofold. First, to derive a method of determining purchase price, rate of production and return on investment which is valid under varying conditions of ore grade and tonnage reserve; and, second, to apply this method to the Margay deposit in an attempt to evaluate it as a business enterprise. This is an actual economic analysis of an existing nickel-copper deposit fictitiously named the Margay. It was carried out for a mining corporation and proved to be the determining factor in the subsequent purchase and development of the property. All data referring to costs, quality and quantity of ore, etc., are accurate and truly represented. Prices used are obsolete but the method is not dependent on those variables. Basic assumptions for the analysis are given in Table I, page 71.

RECENTLY, there has been much activity in the field of nucleation of martensitic transformations.'- One of the problems in this field is the calculation of the rate of nucleation (number of plates nucleated per unit untransformed volume per unit time) in terms of observable parameters. Two such observable parameters are the fraction of the length of a straight line which corresponds to the portion of the total length of the line that lies in the martensitic phase and the number of plates intersected by this straight line per unit length of line. Because of the necessity of a valid answer to this problem, the following investigation was undertaken. Although this problem has been treated in the past, a derivation of the relation between the volume and linear fractions of martensite will be described to illustrate the method used in the succeeding analyses. It is assumed that the martensitic plates are in the form of a right circular cylinder having a small height relative to the radius of the base. The volume fraction of martensite is then: fr = lXNl,hjAl [1] where f, is the volume fraction of martensite, and Nij is the number of plates per unit total volume having the area Ai and the height hi. IT is well known that the oxide of beryllium was identified as a new "earth" in 17971 and the metal first isolated in 18272. The history of the many difficulties encountered by early investigators, the laboratory achievements of Lebeau3, Fichter4 and Oesterheld5, and the eventual development of methods for commercial production are well covered in the literature, particularly in the authoritative published work of Siemens and Halske6 reviewing their comprehensive investigation of the element. Accordingly it has seemed desirable to restrict this paper to the properties and uses of beryllium and its alloys.

In the preparation of zirconium and hafnium metals, there are many indications that impurity levels control the physical and chemical properties of the metal. The purpose of this work was to develop methods of producing pure raw materials that could be reduced to highly pure metals. Early work by the Carbomcndum Metals Co. and others indicated that certain fused salts were highly efficient in the removal of impurities from gaseous zirconium tetrachloride. We have developed workable fused salts along with a continuous and higly efficient scrubber design which can be used to produce very pure zirconium tetrachloride. Metal made from the purified tetrachloride has been shown to approach crystal bar metal in purity. Scrubber designs are discussed with recommended materials of construction. VARIOUS methods have been used to purify zirconium (and hafnium) tetrachloride. Most of these methods involve thermal degassing initially (the removal of more volatile compounds at temperatures below that where zirconium tetrachloride exhibits a significant vapor pressure) followed by a sublimation step (which conveniently leaves the nonvolatiles behind.) While these procedures effect definite purification, such processing is batchwise and does not result in optimum purification. Early work by The Carborundum Metals Co. and others indicated that fused salts were highly efficient in the removal of impurities from gaseous zirconium tetrachloride. The objective of this work was to develop a continuous fused-salt scrubbing process that would yield high-purity zirconium and hafnium tetrachlorides. The term "fused salt" refers to the molten state of ionic compounds and as used here, specifically refers to alkali metal and alkaline earth halides. Fused salts, because of their many valuable properties, are becoming increasingly im- portant industrially. These valuable properties of the fused salts are: 1) stability at elevated temperatures; 2)low vapor pressure; 3) low viscosity; 4) ability to dissolve many different materials; and 5) good elctctrical conductivity. All but the last property enhances the use of fused salts as scrubbing agents for zirconium and hafnium tetrachlorides. Fused-salt scrubbing may be defined for our purpose as the intimate contact between a gaseous compound and a molten salt with the purpose of removing impurities from the gaseous compound. In this case, the gaseous compound is zirconium tetrachloride which submlimes at 331°C. When this gas is contacted with a molten salt, impurities such as aluminum, iron, and titanium are removed and the resulting product is considered fused-salt scrubbed. Zirconium and hafnium are sold to a purity specification. Generally speaking, normal production without scrubbing is capable of meeting specifications. There are, however, several considerations That make the knowledge of methods of additional purification highly desirable. These are: 1) the control of product analysis; 2) the production of a pure product for special applications; 3) the salvaging of off-specification material; and 4) the use of raw materials with higher impurity levels than 1 he present raw materials. You will note that items 1 and 2 are somewhat complementary to each other and that item 4 assumes that The present process has impurity removal limitations. To better understand the part that fused-salt scrubbing of zirconium tetrachloride plays in the manufacture of zirconium, Fig. 1 contains an illustrated flow sheet of the industrial production of zirconium metal. Accurate prediction of storm wave characteristics are needed for design of offshore structures. Statistical methods of random noise analysis provide techniques for predicting required wave properties. These techniques have been used to analyze and characterize storm wave profiles from Gulf of Mexico recording installations in 34, 65 and .98 ft of water. Correlations based on the results can be used to predict wave crest probabilities and wave shapes for a range of Gulf water depths and storm conditions. Example predictions of wave crest probability as a function of water depth for a particular set of storm conditions are given. INTRODUCTION Accurate predictions of wave crests and wave shapes are needed for design of offshore structures. With predictions of wave crests, platform deck elevations giving adequate protection from exposure to storm waves can be selected. Use of hydro-dynamic wave theories with the wave crest and wave shape predictions permits an estimate of the wave forces an offshore structure must withstand. Observation of ocean waves suggests use of statistical analysis for studying wave characteristics for water depths beyond the breaking wave zone; recent wave generation theories lend support to this approach. l-3 One of the most powerful methods of statistically analyzing wave profiles was introduced by Cartwright and Longuet-Higgins; most of the basic relations used were developed by Rice5.6 in studies of random noise theory. This method predicts wave crest elevation probabilities from two parameters characterizing a wave profile. The statistical approach also provides a means for predicting wave shapes. In the random noise model of a wave profile, surface elevation is represented as an infinite sum of sine waves with closely spaced frequencies and random phase angles. Power density is proportional to the sum of the squares of the amplitudes of sine waves having frequencies within a narrow band, and the distribution of power density as a function of frequency is called the power density spectrum, or power spectrum. The power spectrum characterizes an irregular sea, and hence finds use in motion studies of ships, barges and semisubmersible drilling platforms. From the power spectrum, a wave profile of any duration of time can, in principle, be calculated; this long wave profile depicts the many wave shapes to which a structure may be exposed. Thus, the statistical methods of wave analysis provide an approach to selecting wave shapes as well as wave crest elevations needed for design of offshore structures. For practical application of these techniques, power spectra and related quantities must be predicted from storm properties. Barber and Tucker 7 have reviewed correlations of wave properties and storm conditions. Their review summarizes work of Darbyshire,8 among others, in which a correlation of power spectra with wind intensity of the North Atlantic was developed. These results, plus more recent work by Pierson and Moskowitz and Kitaigorodskii,10 establish feasibility of correlation, but there is no theoretical basis for modifications extending the relations to other areas as remote as the Gulf of Mexico. Hence, to predict characteristics of Gulf of Mexico waves, a study of local observations is needed. This paper presents (1) a practical approach to computing wave profiles hat depict shapes of waves for use in force calculations, (2) a summary of relations for predicting probabilities of wave crest elevations, (3) correlations of parameters needed to apply these methods in the Gulf of Mexico and (4) examples of application of the techniques. THEORETICAL BACKGROUND The following sections summarize relations needed to calculate wave profiles and to estimate wave crest probabilities. [ ] INTRODUCTION "The Liberal Party believes that the State's mineral resources belong to the people of Queensland and therefore it is essential that the state, on their behalf, obtains maximum benefit from the development of those resources." (Liberal Party, 1980 "Mineral Resources Policy" p.2). "Unless sound policies are implemented.... increased production of minerals will benefit only the already wealthy and the lucky few... A resources tax is essential to ensure that above normal profits are shared by the whole community.... Labor policies on taxation must ensure an adequate return from mining developments to the Australian people." (Labor Party Policy Paper, May 1982 "National Issues relating to rapid expansion of mineral production during the eighties". p.1, 37, 47). Judging from these statements, key political parties in Australia believe that mining profits are lightly taxed and that shareholders get most of the benefits. THE REALITY The Government Share of Income statement in Table 1 attempts to measure the government share of the income generated by the "Big Five" Australian mining companies - Broken Hill Pty Ltd. (BHP), CRA Limited, Utah International, MIM Holdings Ltd., and Western Mining Corporation ("WMC"). These companies control over 70% of Australia's mining industry including all the most profitable mining operations. They dominate the mining and processing of iron and steel, aluminum, manganese, coal, oil and gas, copper, lead, zinc, silver, nickel, gold, ferro-alloys and salt in Australia. They are also major world exporters of most of these products. They are thus a representative sample of the profit-earning side of the Australian mining industry. In their two most recent financial years these five companies had income before tax of A$6,980 million. The Government share of this income was A$6,285 million or 90%. The total market capitalisation of the Big Five is about A$8,480 million. (December, 1982). Governments thus consumed the equivalent of 82% of their total value in just two years. This was taking place while the politicians drafted the above statements calling for an "adequate" share for the people.
