It is not often that a mining district is discovered, opened up, exploited and developed into a rich producer within the space of three or four years. Not until the year 1903 was the existence of the rich cobalt-nickel arsenides and silver of Northern Ontario even suspected by the mining public. But it is worthy of record that Dr. W. G. Miller, the man who has done so much to develop sanely and honestly the mineral resources of Ontario, pointed out [ ] the possibilities of this region at least two years before the first discovery was made. . Dr. Miller, then Professor of Geology at the School of Mining, Kingston, Ont., referred in these words to the district: "It will be seen from what has been stated on preceding pages that the district examined contains as great a variety of rocks as probably any part of the Province of equal area . . . Disregarding for the present the economic side of a new device, let us turn to that feature of the conical pebble-mill which is of interest from a scientific point of view, and consider the device as a puzzle in which the theories of the cylindrical type of mill have been increased. Many articles have been written on the theory of the tube-mill, and explanations have been made which do not explain ; but these have evolved suggestions of practice which have resulted in changes in the tube as to length, diameter, feed, discharge, speed of rotation, rotation on hollow trunnions, rotation on rings, and changes in the operation as to quantity and size of pebbles, charge of load above or below the axis, crushing by causing the larger pieces of the material of the charge to act as grinders, whether crushing is abrasive or impactive, etc. The practical worker in crushing. is first interested in the endeavor to reach an econonlic means of accomplishing a desired end; but the improvements in crushing-practice have been largely left to the manufacturer of machinery, who, as a rule, has little, if any, knowledge of the specific requirements— such as granulation, sizing for concentration without pulverizing the metals, instead of pulverizing the rock or gangue; the metals being the more friable, while the rock is tough and not so easily disintegrated. THE earliest accounts we have of Japan represent the country as having great mineral wealth, especially of precious and useful metals. Marco Polo, the Venetian traveller, in the thirteenth century, writes of "Zipangu:” "They have gold in greatest abundance, its sources being inexhaustible. The king does not allow of its being exported. To this circumstance we are to attribute the extraordinary richness of the sovereign's palace. The entire roof is covered with a plating of gold. . . . The ceilings of the halls are of the same precious metal ; many of the apartments have tables of pure gold of considerable thickness, and the windows also have golden ornaments." Marco Polo also gives an account of an unsuccessful Tartar expedition against Japan, prompted by the supposed great wealth of the country. Columbus also, as well as many other explorers, were attracted and encouraged by these prevalent reports of the wealth of the islands of Zipangu. Kaempfer, writing in 1727, speaks of the great mineral wealth of Japan, and especially of the abundance of gold, which, he says, is found in many provinces. The Portuguese and Dutch, while they had trading-posts in Japan, furnished tangible evidence of the truth of the early reports. Between 1550 and 1639 the Portuguese merchants sent home from Japan nearly three hundred million dollars' worth of bullion, most of which was gold. As the relative value of equal weights of gold and silver was then six to one, while in Europe, at the same time, it was nearly twelve to one, the exchange of silver bullion for gold was by no means an unimportant part of their business. After the Portuguese, the Dutch continued the exportation of bullion, and the exchange of silver for gold, though with less profit, as the relative value of gold increased with the demand. Between 1649 and 1671 the Dutch traders sent home over two hundred million dollars in bullion, of which, however, nearly two-thirds was silver. In 1671 the Japanese government, alarmed at the rapid rate at which the precious metals were leaving the country, issued an edict forbidding the exportation of gold or silver, under heavy penalties, which had the immediate effect of stopping this trade. The yttl-irtm-nickel system has been investigated by metallo-graphic, thermal ard X-ray methods. There are nine intermetal-lic compounds present: Y3Ni, Y3Ni,, YNi,, YNi,, Y,Ni,, YNi,, and Y,Nil, which rodergo peritectic decomposition and YNi and YNi, which melt congruently. There are eutectics at 34.8, 57.5 and 93.3 at pct Ni which melt at 805°, 950 and 1285 C, respectively. Crystallographic data are given for YNi, YNi,, YNi,, YNi5and Y,Ni,. The terminal solid solubility is low. In recent work by Fisher and Fullhart' in which yttrium crucibles to be used for containers of uranium-chromium eutectic were clad with a high nickel steel, a low melting phase formed where the yttrium was in contact with the steel. To investigate the cause of this phenomenon, Daane, et al. made a survey study of yttrium systems with chromium, manganese, iron, and nickel and found an 18 wt pct Ni (weight percent) alloy to melt at approximately 950°C. voge13 in a study of the systems of cerium, lanthanum, and praseodymium with nickel found six compounds of the same formula in each system, i.e., R3Ni, RNi, RNiz, RNi3, RNi4, and RNi5. Since there is a great similarity between yttrium and the rare earths, compound formation was likely to occur also in the yttrium-nickel system. voge13 observed that the ability of transition metals to form compounds with the rare earths diminishes in the order nickel, cobalt, and iron while no compounds are formed with manganese, chromium, and titanium. Available data on yttrium systems with these elements indicate similar behavior, except that a slightly greater tendency toward compound formation is apparent. Simple eutectics with limited solid solubility have been found in the yttrium-titanium4 and yttrium-chromium5 systems, but at least one compound is present in the yttrium-manganese system.' In the case of yttrium-iron, at least three compounds are present,5 while only two are present in the cerium-iron,' and no compounds are present in the lanthanum-iron5 system. On the basis of both the trend in the alloying behavior of yttrium and rare-earth metals with the first transition series metals and the large number of compounds in the cerium-nickel system, one might expect six or more compounds to form in the nickel-yttrium system. A consideration of Hume-Rothery's rules of alloying based on size factor, electronegati-vity, and valence predicted low terminal solid solubility and possible compound formation. The degree of injury and days lost from work due to an injury are examined for selected electrical sources, occurring in conjunction with falls of the injured miner or with selected machinery, that could have been eliminated by use of diesel equipment. Although the number of preventable electrical source injuries is small relative to the total number of injuries during the period examined, many lost-time injuries could have been precluded and thousands of days lost from work could have been avoided.

At the Director's dinner of the A.I.M.E. on. April 22, Mr. Sengier of the Union Minière du Haut Katanga was a guest. Though a member of the Institute for sev-eral years this was the first occasion on which he had had opportunity to meet with it, and in response to an invitation from President DeGolyer, after expressing his pleasure at being present, he told informally of the present development of the Congo with which he has been so closely related. From his remarks the follow-ing has been prepared.-EDITOR. AS you know, the Belgian Congo, a fairly large colony compared with the territory of Belgium, is in the center of Africa. Natural waterways, railroads now built and new railroads under construc-tion, give increasing means of transportation and are helping toward development. The mining industry is by far the most important part of our colonial activity. Considering that we are all engineers, I will confine my figures to mining enterprise. First I will show you the relative importance of the mining industry com-pared with the total exports of the Belgian Congo. During 1925 there was exported 100,000 tons of cop-per, valued at about $25,000,000; 900,000 carats of diamonds, 8000 lb. of gold, 1700 tons of cassiterite, 300 .tons of cobalt, and 20 grams of radium, of a total value of about $35,000,000. Other products to a value of about $12,000,000 and consisting mainly of palm nuts, palm oil, cotton, ivory, copal, rubber, were also exported. From this you will see that mineral products account for about 72 per cent of the total exported value. Copper alone amounts to 52 per cent of the total and 72 per cent of the mineral exports. All minerals, with the exception of gold, which is mined by the government, belong practically toy two mining companies in which American and British capi-tal is interested with Belgian. These two companies (one called Forminière, interested in the diamond busi-ness, and the other called the Union Minière, interested in copper, cobalt, tin and radium) were formed twenty-five years ago. They started producing in 1911, but the war prevented normal operations, and active de-velopment could only be carried on after the Armistice.

INCREASING governmental control of human activities seems inevitable. Within the present generation railroad rates and the public sale of water, gas and electricity have been subjected to rigid regulation. The field of control is slowly but surely being enlarged, and it is the object of this paper to outline in brief space this tendency toward increased governmental regulation, as far as mineral resources are concerned. Our, dual form of government complicates the problem. We must deal not only with the powers of the Federal Government, but also with those of the individual States. In order to approach this question intelligently we must have some conception of the powers and jurisdiction of the States and the United States, respectively, over mineral lands and mineral production. Starting with the Federal Government we find it never owned any public domain within the States that formed a part of the thirteen original colonies and, for historical reasons, the same is true of Tennessee and Texas. The Mid-Western States were erected out of the public domain which was acquired by the United States through cession from the original States or by purchase from foreign nations. Congress early in the last century adopted a policy of leasing public lands containing lead deposits in a portion of this Mid-Western territory, but later abandoned that policy and disposed of such public, lands, mineral and non-mineral, outright so that they long since have practically all passed into private ownership and become subject to the general jurisdiction of the respective State governments. In the great public domain lying west of the Mississippi River, and in portions of some of the Southern States, the Federal Government adopted a new mineral land policy following the discovery of gold in California. (Acts of Congress of 1866, 1870, and 1872.) The mineral lands within these States, instead of being disposed of on the game basis as agricultural lands, as occurred in the Mid-Western States, were segregated from agricultural lands and sold under special laws intended to encourage mining, giving the miner the free right to locate and work these mineral lands without paying any royalty to the Federal Government. TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen -The following report covers briefly some of the more important activities of the Institute during the year 1923 In my report for the year 1922, I drew attention to the falling off in membership of the Institute due to the depressed condition of the mining industry in several lines and the inability of many of our members to find profitable employment in mining or its associated branches. A number who were unemployed during 1922 established connections during 1923, but a still greater number have been forced to resign or drop their membership during 1923. Fortunately, the number dropped is not so great as in the previous year. The Employment Service conducted by the four Founder Societies bears witness to the trend in business For the young men just out of college, there are plenty of opportunities at small salaries, there are plenty of opportunities for them as laborers, but for the mature members, those of experience, there are few calls. During the last eighteen months, our Employment Service has been able to place only six of our members out of every hundred engineers for whom it has found work. Another loss which this Society has suffered, but which is not felt so keenly by our sister societies, is in its foreign members The A. I M E has always had a large foreign membership, but of recent years exchange has been so heavily against many European and South American coun¬tries that a large number of members residing abroad have been compelled to relinquish their membership. Almost invariably these members express keen regret because of the necessity that confronts them, and almost invariably the writers express hope that present conditions will not last long and that they will soon be able to ask for reinstatement. Having stated the darkest side of the picture first, it may now be drawn to your attention that in spite of these losses the number of persons applying for membership was decidedly encouraging. From the quality point of view, the membership has not gone back¬ward. The Membership Committee has declined to recommend many

IF the molecular constitution of molten slags were better known, the nature of chemical reactions in slags and between slags and metals could be better understood and as a consequence might be better controlled. Constitutional information can be obtained by studies on either the molten or the solidified slags. Valuable as the studies on solidified slags admittedly are for many purposes, especially as control methods in steelmaking, they are always of questionable value in giving information on the molecular constitution of liquid slags. However, the characteristics of molten slags such as viscosity, rates of diffusion, and electrical conductivity can be determined experimentally and interpreted along with other knowledge on slag-metal and slag-gas reactions so as to provide direct information on liquid slags. Metallurgists are accustomed to regard reactions in molten slags as involving only neutral molecules, whereas it is quite possible that ionic constituents are actually involved. For example, the dissociation of calcium silicate usually is represented as Ca2SiO4 = 2CaO + SiO2 although a reasonable alternative would be to write Ca2SiO4 = 2Ca+2 + Si04-4 Such ionic dissociation has been suggested frequently without adequate experimental proof. This paper deals especially with electrical conductivity measurements on slags of the blast-furnace type. These measurements were made to determine whether or not slags are ionized and, if so, to provide a qualitative estimate of the extent of ionization. Electrolysis experiments that indicate the identity of the ions present are also reported. Since the presence of ions has not been considered carefully in modern slag studies, the relevant literature will be reviewed. REVIEW of LITERATURE In 1906 Aiken1 obtained a patent for a continuous process of producing iron electrolytically by passing a direct current through a bath of FeO-SiO2 to which iron oxide was added periodically to maintain a uniform concentration. The patent also included the addition of CaO and MgO to the bath to lower its melting point. The silicate melts involved were thus in the same system as basic open-hearth slags but with higher FeO and lower CaO contents. Los Angeles may well be host to one of the most historic gatherings of AIME members Feb. 16 to 19, 1953, when the 175th General Meeting is scheduled to take place. Plans in the formulative stage indicate that the meeting will be one of the largest ever held by AIME. Headquarters will be the Hotel Statler, now nearing completion of construction. The hotel will be one of the most modern hostelries of the century. The first technical session, of which there will be more than 75, will take place Monday, February 16. Mineral Industries Education Div. and the Board of Directors meet Sunday, February 15. Sessions will end with a meeting of the Council of Section Delegates on Thursday. Deadline for papers that may be preprinted for presentation at the meeting is Sept. 15, 1952. However, division program committees may list papers for presentation after that date if they choose. Various committees are engaged in formulating final plans for the meeting. Developments will be announced as progress is made.

This paper presents the ingredients composing a type of oil-base mud that has been successfully used in drilling oil horizons in California, the effect of ingredient concentrations on physical properties, methods of handling at the well and possible advantages of a waterless drilling fluid with excellent plastering properties. INTRODUCTION AN oil-base mud is a rotary drilling fluid in which oil has been substituted for water as the principal liquid ingredient. In recent years such a mud has been developed and used successfully for drilling the oil horizons of wells in various California fields. There are several types of oil-base mud, but only the type that is currently used to any appreciable extent will be considered at this time. The oil-base drilling-mud compositions used by Shell Oil Company, Incorporated have been covered by several patent applications on which patents are expected to issue at an early date. The purpose of this paper is to present data on the fundamental design of the mud; the ingredients used and their specifications; the effect of ingredient concentration on physical properties; the selection of the proper mud; the facilities needed for handling the mud; and a general discussion [oil] drilling with oil-base mud. In view of the early stage of development of oil-base mud, the great number of variables, and the almost unlimited possible combinations of these variables, which in turn require extensive laboratory study, there are certain irregularities and omissions in the data presented here. However, it is believed that sufficient data are at hand to permit a fairly complete analysis of the characteristics of oil-base muds. In view of the excellent plastering properties of oil-base mud when properly proportioned, its use should: (I) minimize the possibility of impairing the natural flow potentialities of the producing horizon such as that resulting from infiltration of water from water-base muds; (2) permit smaller clearances for setting liners, since the mud sheath has no appreciable thickness; (3) eliminate the possibility of clogging the perforations of the liner with thick mud sheath; (4) facilitate the removal of the mud sheath from the walls of the hole, for its mud sheath has no appreciable strength; (5) assist in drilling through formations, such as "heaving shale," where water wetting appears to be a source of difficulty. (6) permit cores to be obtained without contamination from drilling water. FUNDAMENTAL DESIGN OF AN OIL-BASE MUD In the design of any rotary drilling mud it is necessary to select materials that will fulfill the following requirements: (I) act as the liquid medium and regulate the viscosity; (2) impart initial and final plastering properties; (3) give gel strength and structure in order to prevent settling; (4) serve as a weighting material. THE H. C. Frick Coke Co. has used belt conveyers for handling coal for the last eighteen years but, until recently, only for small tonnage and over short distances. The first installations were outside the mines for distributing coal to various parts of plants. A belt conveyer was put in service at Colonial No. 4 Mine in November, 1906, to carry coal from the main hoisting shaft to a storage bin serving two blocks of beehive ovens on the other side of the valley; it was in constant service until the Colonial No. 4 ovens were abandoned less than a year ago. This conveyor was in an overhead gallery that spanned our sidings and yard tracks and the main line of the Pennsylvania Railroad. It was a crude installation, from the viewpoint of present conveyor engineering practice. It had no mechanical feeding device, the coal simply ran through a gate in the side of a bin on to the belt; but one belt on this conveyor lasted eleven years. This conveyor is about 300 ft. long center, to center of pulleys. It operated at a speed of 250 ft. per min. and carried about 400 tons per day. On this basis, the belt life of eleven years means that not over a million and a quarter tons were carried by the belt. While this is not a large tonnage, the cost per ton was much less than by any previous method in use for supplying coal to ovens located at a distance from the main shaft. The next belt conveyor was installed at Bridgeport Mine in 1907. It carried about the same daily tonnage as the first, delivering from the hoisting shaft to a coke-oven bin. Very few data were kept on this conveyor. It also operated until the coke ovens at the plant were put out of blast and the coal taken to the Clairton byproduct plant by river. In 1916, work was started to equip the Bridgeport, Palmer, Gates, and Ronco mines to load their entire output on, the river for transportation to the Clairton byproduct plant, which was then being built. These mines were all operating at that time and had a large area of coal available for river shipment. The Monongahela Railroad was located between the hoisting shaft and the river at each of these plants and,, therefore, had to be crossed at each location to deliver coal to the river.

It was a brilliant idea that suggested the formation of Local Sections of the Institute. The results in increase of membership and attendance at, annual meetings of the Institute have been very gratifying. Many different plans have been followed by the various Local Sections to interest members in the local meetings. It has been found to be almost necessary that the meetings be preceded by luncheon or dinner at some club or hotel where a suitable assembly room is available for the after meeting. Each Local Section has to work out its own type of meeting to suit its conditions. Like all human affairs, a great deal depends on the leader. Special attention should be paid to the qualifications of the Chairman and Secretary as these two officers have to shoulder most of the responsibility for the success or failure of the Section. They should be chosen, not so much on account of prominence in the profession as for their push and popularity with the local membership. It has been developed that in most Local Sections the meetings should not be more frequent than once a month with a vacation during the summer months.

After years of struggling against heavy odds, patient endurance in periods of depression and loss, fears and hopes alternating as failure or success seemed to be the penalty or reward ; wanting in sufficient capital, embarrassed by reason of imperfect knowledge and lack of skilled labor, confronted by a powerful foe-every doubt has at last vanished, physical and mechanical difficulties have been largely overcome, capital has become more abundant and remunerative, the excellence of our product has been everywhere established, - and the peculiarities of American character-pluck, energy, and perseverance -have at last placed the trade upon a foundation so broad and stable that upon it we begin to erect the structure of a world-wide business. Concerning the future of the iron trade in the United States there can be but little doubt. The growing scarcity and constantly increasing cost of raw material in Great Britain, their loss of labor by emigration, the social disturbances among the working-classes, assuming a more threatening attitude on each new outbreak ; the rapidly decreasing value of money, in consequence of the enormous production of gold and silver, combine to forbid any return to former prices, and indicate that a point has been reached beyond which any marked increase of production is improbable. The same causes are operating to a greater or lesser extent upon the Continent. . In the meanwhile the growing wants of humanity are rapidly outstripping these sources of supply. In addition to the steadily increasing foreign and home demand, we find, the world over, the most intense activity everywhere displayed in enterprises requiring

ELECTROLYTIC zinc produced from sulfate solution and, with pure lead anodes is always contaminated with a small and varying percentage of lead. The purpose of this investigation is to determine the characteristics of several lead alloys and their influence on the products of electrolysis and power consumption. The study of alloyed anodes has been a matter of interest for some years. Tainton, Taylor and Ehrlinger prepared a highly interesting paper1 on this subject a year ago, in which the effects of silver-lead and some ternary alloys of lead-silver-tin were described. The present paper describes a study of various combinations of 10 metals. The general plan of the work provides for the fabrication of the alloyed anode, its adequate conditioning by preparatory electrolytic operation, the production of cathode zinc and its analysis, the determination of the anode polarization, and other features. A list of the anodes tested, showing composition and polarization at various current densities together with the lead assay of the cathode zinc, is shown in Table 1.
