Personnel work is a term recently introduced to cover the great variety of activities in industrial work that deal with the human factor. Much attention has been focusscd upon individual phases of personnel work, such as accident prevention, sanitation, "welfare" work, reducing labor turnover, and so on. In most cases these activities have been carried on as though they were distinct and separate fields; as a matter of fact, they are only different phases of the single problem of human engineering, and each has important and fundamental relations with the others. Thus, for example, high labor turnover is one of the most important causes of a high accident rate, and unsatisfactory housing conditions are an important cause of labor turnover. In the early stages of the study of these problems, it was necessary to take them up separately; the time has now arrived at which it is desirable to consider them as a whole in order to bring them into the right relation to each other. When thus considered as phases of an interrelated whole, they may be grouped as personnel work. A discussion of the importance of personnel work as a means of increasing dividends in industry may be objected to by some as a too materialistic way of looking upon work that is humanitarian. Nothing could be more mistaken than such an opinion. Humanitarianism, per se, has no place in industry, and nothing is gained and much is lost in pretending that it has. The only reason why a corporation engages in business is to make profits, and any activity of the corporation that does not tend either directly or indirectly toward that end is poor business. It is equally poor business to overlook any activities that do tend indirectly to the making of profits. On this basis, personnel work can be justified as a corporate activity; there is no justification whatever for abstract *humanitarianism from the business standpoint. One characteristic of the American workman is a general high level of intelligence, and it is an insult to intelligence to ask a man to believe that anything so impersonal as a corporation is really desirous of benefiting

AT THE beginning of October, the outstanding feature in the world's affairs was the Turkish question. The Turks, victorious over the Greeks, repudiated the treaty of Sévres with the Allies and demanded their reestablishment at Con-stantinople and in Thrace. The British resisted, but deserted by the French and Italians, at a military conference at Mudania the Turks obtained about everything that they wanted. Great Britain suffered a loss of prestige that may bear evil fruit in the future. The possession of the Dardanelles by the Turks pro-duced the ruin of Russia and Rumania in the great war, prolonged it two years and made it necessary for America to go in. Disruption of the entente puts the Turks back where they were. In America a strong and spontaneous reaction developed against this, not for any diplomatic reasons, but purely out of the sentiment that the atrocious Turks should be confined to Anatolia. Some strong leadership would have aligned the United States with Great Britain in this matter. As it is, the French have had their way but have alienated much of their American friendship. The temporary composition of Turkish affairs at the Mudania conference had momentous consequences. The Greeks, having expelled King Constantine, in their distress and despair reverted to the guidance of Venizelos. Evacuation of the Grecian military forces and the entire Grecian population from Eastern Thrace began, the people not venturing to remain there. From all accounts their withdrawal, attended by great hardships, was reminiscent of folk movements in the Middle Ages. The vanguard of the Angora Govern-ment set foot in Constantinople, marking the return of the Turks to Europe, while the Allied forces remain-ing there temporarily stood in chagrin. In Great Britain an important element of the Con-servatives withdrew their support from the Coalition Government, thus leading to the resignation of Lloyd George, the installation of Andrew Bonar Law as premier and a general election with a tri-party contest among the Conservatives, Liberals and Labor, called for Nov. 15. Civil war continued in Ireland, but attention was diverted from it by the more important events in the Near East.

THE ore deposit of the Buckhorn Mines Co., Buckhorn, Nev., is peculiar in being a shallow kaolinized mass of material with basalt walls, and having apparently no direct connection with any of the usual gold-bearing rocks. The average ore contains 16 per cent. waiter of hydration, and the cyaniding of this hydrous clayey material offered unusual difficulties as compared with the typical gold quartz ores of Nevada. The orebody was thoroughly developed; then the mill was built according to the latest cyanide .practice, with such changes as were thought to be demanded by the peculiar nature of this ore. Upon starting the mill, the ore proved more difficult to handle than had been anticipated. It is hoped that an account of how these difficulties were met may prove of interest to anyone having a clayey ore to handle and to the profession in general.

AMONG the genetically interesting iron ores of the United States are those of the St. Francis Mountains near Ironton and Iron Mountain, Missouri. They are specular hematite in porphyry. The Iron Mountain and Shepherd Mountain deposits are generally spoken of as veins and those of Pilot Knob, Cedar Hill, and Russell Mountain as bedded deposits. Iron Mountain has produced nearly 4,000,000 tons of ore and Pilot Knob about 1,500,000 tons. The output of the other three localities has been insignificant. Pilot Knob is no longer worked as an iron mine, but the rock is now being crushed for use as road metal. Iron Mountain has continued as an active producer. In 1927, the property was acquired by the M. A. Hanna Co. and an extensive prospecting and exploration campaign was undertaken, so that the ultimate production of Iron Mountain will doubtless greatly exceed the figures mentioned.

WROUGHT-IRON eye-bars for bridges and roofs, designed upon what is known as the pin connection system, have been successfully manufactured in this country for some years. The most approved methods employed have been the hydraulic upsetting process, and by die-forging under a hammer. In upset eyes the fibre of the iron is necessarily much distorted ; and in bars of considerable size, this disturbance seriously impairs the strength of the connection. Mr. Collingwood, in discussing my paper on "Proportions of the Heads of Eye-bars," read before the American Society of Civil Engineers, Jan. 21st, 1874, submitted sketches of certain bars intended for the anchorage of the East River bridge, which had been exposed to the action of sulphuric acid a sufficient length of time to thoroughly cleanse the surfaces, and expose the condition of the fibre. These sketches are here reproduced for the purpose of illustrating the effect of this methpd of manufacture. In Figs. 1, 2, and 3, it will be observed that the fibres at A, and E, have been folded back upon themselves and otherwise twisted and disturbed, in a manner not calculated to inspire confidence in the integrity of the connection. To compensate for this defect, a large excess of metal is thrown into the eye; but a method of manufacture which involves such a necessity, even although it be the one giving the best results thus far, all things being considered, is far from being perfect.

IT is generally understood by workers in the field of the crystal struce ture of metallic alloys that terminal solid solutions are of two types, the substitutional and the interstitial. In reviewing the literature, the work of Weiss1 on the crystal structure of the alpha copper-tin alloys wa-encountered, in which a new type of terminal solid solution was proposed. In brief, Weiss' findings showed that the density of the alloys calculated from the side of the unit face-centered cube on the assumption of simple substitution-that is, with four atoms to the unit face-centered cell-was much higher than the density measured directly. It was suggested that the assumption of four atoms to the unit cube is not valid for these alloys, and that each unit cube contained less than four atoms; in other words, that one tin atom replaces more than one copper atom, leaving some atomic positions unoccupied. Such a structure, if verified, would have far-reaching significance in the study of the crystal structure of metallic alloys. It would indicate a complexity in terminal solid solutions not hitherto suspected and might encourage work leading to the discovery of other alloys of the same type, and perhaps to types intermediate between it and the two recognized types. It is of importance, therefore, to reinvestigate these alloys with respect to the type of solid-solution structure obtaining therein.

(Read at the Philadelphia Meeting, February, 1878.) IT may be of interest, and perhaps of importance, to the members of the Institute that specific mention should be made in detail of the great value of this method of copying or photographing all kinds of tracings.* Several samples are laid upon the table which may serve as illustrations of the results obtained. Some of these show slight imperfections, depending upon the character of the tracing, and upon the length of the exposure to the light, but it may be clearly seen that even a faint copy would be quite available for actual use. The process is believed to be of French origin, and has been used for many years. Special attention seems to have been directed to it recently, and its great value to engineers appears likely to be fully recognized. The manipulations required are of the simplest possible kind, and are entirely within the skill and comprehension of any office boy who can be trusted to copy a letter in an ordinary press. These particulars may be summarized somewhat thus 1. Provide a flat board as. large as the tracing which is to be copied. 2. Lay on this board two or three thicknesses of common blanket, or its equivalent, to give a slightly yielding backing for the paper. 3. Lay on the blanket the prepared paper with the sensitive side uppermost. 4. Lay on this paper the tracing, smoothing it out as perfectly as possible so as to insure a perfect contact with the paper. 5. Lay on the tracing a plate of clear glass, which should be heavy enough to press the tracing close down upon the paper. Ordinary plate-glass of ill thickness is quite sufficient. 6. Expose the whole to a clear sunlight, by pushing it out on a shelf from an ordinary window, or in any other convenient way, for six to ten minutes. If a clear skylight only can be had, the exposure must be continued for thirty or forty-five minutes, and under a cloudy sky, sixty to ninety minutes may be needed. * The introduction of this process into the United States is due principally to Mr. A. L. Holley, who first drew the attention of American engineers to its simplicity and convenience. Mention was also made of the process at the meeting of the Institute in New York, in February, 1877, by Mr. Ogden Haight.

Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use. All acid mine drain waters, regardless of source, share certain characteristics; but they do differ in exact chemical composition, degree of acidity, and total solids content. Any serious program to treat such waters must recognize these differences and apply to each specific case the technique which offers the best promise of each specific case the technique which offers the best promise of technical and economic success. The Pennsylvania Dept. of Mines and Mineral Industries has originated and funded studies of many different treatment means. Neutralization with lime is now being used on 200 different polluted streams in Pennsylvania, and multistage flash evaporation has been selected for a particularly large and troublesome outfall near Wilkes-Barre, Pa. A 5 x 106 gpd plant for this latter site is now being designed by Westinghouse Electric Corp. which developed a concentration process based on multistage flash evaporation as part of the State's research program.

The mining industry has undergone significant technological advances in metallurgical process methods in recent years. The 1000 tpd concentrator of St. Lawrence Colum-bium Metals Corp. portrays the continuing effort made by the industry to achieve economical concentration of new and difficult ores. During the active search for sources of uranium in the early fifties, radioactive minerals were found in the Oka district near Montreal. The compatatively small quantities of uranium which were found occurred in association with widespread columbium (niobium) mineralization which included perovskite, a calcium titanate containing roughly 40% Cb2O5; niocalite, a silicate containing some 20% Cb2O5; and pyrochlore, a calcium niobate containing 45 -70% Cb2O5 as well as fluorine and some water. An idealized formula for one type of pyrochlore is: A typical chemical analysis of pyrochlore is shown in Table I. An important feature of this analysis is the lack of tin, lead, sulphur and P2O5 which conforms with the requirements of most consumers. In general the cerium content varies with sodium content and any increase in Ta2O5 lowers the Cb2O5 content of the concentrate. However, Ta2O5 rarely exceeds 0.5%. The carbonatite host rock of the columbium mineralization has the average mineral composition shown in Table 11. In Table 11, the term "diopside" is used to cover all silicates except mica which is shown separately because of the problems involved with its separation during the concentration process. In some ore zones, small quantities of rare earth minerals, such as monazite are present.

The saying that a "prophet" is without honor in his own country does not always hold true, as is shown by the following from one of the local papers, which appeared under the above heading: "Edwin Ludlow, for more than seven-years vice-president of the Le-high Coal.& Navigation Co., with headquarters in Lansford, has resigned, to take effect July 1, when he will take up his residence in New York and engage as a consulting engineer. Mr. Ludlow, during the incumbency of his present position, has demonstrated his efficiency as an engineer and general manager in many directions, notable among which are the almost perfect methods in practice in the inside workings of the several operations under his charge and the erection of the most complete, most practical and most commodious breakers for the preparation of the mine product for market. In addition, his relations with organized labor have been cordial and his dealings with its representatives have been invariably based upon the principle of fair play."

THIS paper makes no claim to any new idea; it simply reviews the Treasury Department Regulations pertaining to the practical application of depreciation and depletion and other allowances governing taxation of oil and gas properties. Other methods may be existent, but as they may not conform to the legal status they must be discarded. In complying with the present laws governing the, industry with regard to taxation and the allowable deductions therefrom, the following considerations are essential: Depletion, depreciation, amortization, other allowances, and items not deductible. It is definitely understood that depletion is the loss or exhaustion sustained in the continuous operating of an oil and gas property, and that each unit of oil or gas taken out reduces the value of the property until its final exhaustion. Depletion applies only to the natural deposits of oil and gas due to their-removal in the course of exploitation of any property. Depreciation is defined to cover the waste of assets due to exhaustion, wear and tear, and obsolescence of the physical property, and is separate and distinct from depletion; its allowance is that amount which should be set aside for the taxable year in such sums as for the useful life of ,the property will suffice to repay its original cost-or its value as of Mar: 1, 1913, if acquired by the taxpayer before that date-less the salvage value at the end of such useful life. Amortization is allowed for such facilities as were built or acquired on or after Apr. 6, 1917, for the production of articles contributing to the prosecution of the war and, in the case of vessels, those built and acquired after that date. The amount to be extinguished, in general, is the excess of the unextinguished or unrecovered cost of the property over its maximum value under stable .post-war conditions.

It is recognized that ingot structure is important in determining the quality of finished steel. Such elements of ingot structure as the size, shape and distribution of primary crystals; the size, shape and distribution of shrinkage cavities; the degree and kind of segregation (both macro and micro); the distribution of nonmetallic impurities and gas cavities are each the result of solidification phenomena. 'These structural features vary with variations in ingot practice. Their control requires a knowledge of their correlation with the variables of ingot practice. The structures of full-sized commercial steel ingots have been studied extensively by the Steel Ingots Committee of the Iron and Steel Institute.l This work has contributed much to our knowledge of ingot structure and the factors that control it. These investigations of necessity have been limited in scope because of their costliness and the great amount of time required. Studies of the structure of small steel ingots have not been very satisfactory because of the rapid rate of freezing of the ingots. Their structures are thus difficult to resolve and to interpret. Medium sizes of steel ingots in the ranges of 150 to 500 lb. do offer opportunity for study, but their cost also becomes greater and their use less expeditious. Experimental models for the study of steel-ingot structure have been made of nonferrous metals. Gathmann2 used lead-tin alloys and reported that they were satisfactory for determination of the location of the major shrinkage cavities and the Liplanes of weaknessv resulting from the pattern of crystallization. Certain features of mold design have been illustrated by these results. Bezdenezhnihk3 has used copper and aluminum ingots similarly and has shown the effect of mold-wall thickness on the depth of columnar grains. These studies of nonferrous models have been useful, but their results have been limited because the analogy with steel ingots obviously is not a close one. Model wax ingots have also been useful in pointing out important features of mold design. Gathmann4 watched the solidification of wax ingots, through a glass-walled mold, and has reported the effects of mold type on the location of the shrinkage cavities. Segregation was simulated by using a mixture of paraffin and stearine and adding a red dye that on freezing segregated preferentially to the stearine. Brearley5 also used wax models to determine the effects of some of the principal features of mold design. Carlsson and Hultgren6 dsed stearic acid to show that the columnar crystals of ingots tend to slope upward progressively from the mold wall toward the center of the ingot. THe Pocahontas district occupies the extreme southern end of West Virginia, principally McDowell, Mercer and Wyoming counties, and a part of Tazewell county, in southwestern Virginia. The first record of the coal field is a report by Prof. J. P. Lesley, of Pennsylvania, about 1880, in which he mentions a coal opening at the upper end of Abbs Valley, Tazewell county, Va. C. R. Boyd, a mining engineer of Wytheville, Va., published a series of articles in 1881, mentioning coal on Indian Creek, Tazewell county, and on Horse Pen creek, which coals, he stated, extended toward the Ohio River. He also mentions the Abbs Valley coal reported by Lesley. In 1881, F. J. Kimball (who became president of the Norfolk & Western R. R. in 1883)) after examining the Scott mine in Abbs Valley, went northward across Abbs Valley Mountain to the place now known as Pocahontas, where he located what has since been called No. 3 vein of Pocahontas coal. In November, 1882, Jed Hotchkiss and others prepared a cross-section of the Flat Top Mountain coal measures, some notes on which were published by Mr. Hotchkiss, between 1880 and 1892, under the title of " The Virginias.' In May, 1881, the Norfolk & Western R. R. was organized through the purchase of the Atlantic, Mississippi & Ohio R. R., an old line running from Norfolk, Va., to Bristol, Tenn., with branches from Petersburg to City Point and from Glade Springs to Saltville. At that time, charters had been granted for three railroads tributary to the New River Valley, but their proposed routes would indicate that the promoters were concerned with minerals, timber, and a connection with the Chesapeake & Ohio R. R., rather than the development of any coal in the Pocahontas district. One of them was projected to extend up Bluestone River a short distance, but not far enough to reach the coal in the Bluestone Valley, and a little grading was done for a narrow-gage road between New River Station and a point in Giles county, Virginia, near the West Virginia line. All charters and railroads in this district were acquired by the Norfolk & Western R.R.
