IN speaking of immaterial problems of industry I am using the word immaterial in its original sense, not consisting of matter; not in its derived sense, unimportant. There is nothing of a paradox in saying that immaterial problems are the most important in human life, for His a matter of everyday observation that much of the news in the daily papers, and most of the world's best literature and drama, deal with human conduct that has for its motive forces that are but little concerned with material things. The engineer's preoccupation with physical forces, in extending his control over them, has not blinded him to the impor-tance of forces that, for want of a better word, I call immaterial; but he has considered that dealing with the one is his job and the other is not. All the evidence of the past decade indicates that the latter are so in-extricably interwoven with the former in modern in-dustrial life that the engineer will have to concern himself with them whether he wants to or not. Some of the most important of the problems arising from the action of these forces relate to the mental hygiene of the workers in industry. Mental hygiene in industry was concisely defined, in terms of the best present knowledge, by Dr. C. Macfie Campbell, speaking last April before the executive com-mittee of the Associated Industries of Massachusetts, and as his statement can scarcely be bettered, I quote it below: "The term mental hygiene is apt to appear vague. The mines are near the town of Gilmore, in the Texas mining district. This district was organized in 1880. The present producing mines are near the terminus of the Gilmore & Pittsburg railroad. This railroad connects with the main line of the Oregon Short Line at Armstead, Mont. The distance from Gilmore to Armstead is 70 miles. The town of Gilmore is near the head of the Lemhi river at an elevation of 7,000 ft., while the mines are from 400 to 1,300 ft. higher. The range of mountains upon which the mines are situated forms the water shed for the Little Lost river on the west and the Lemhi river on the east. The winters are severe and the snow fall is heavy, but the mines ship right through the year. There is an abundance of timber suitable for all mining purposes in the immediate vicinity. Water is piped into the camp from a lake about 2.5 miles distant. This lake is about 1,400 ft. above the town of Gilmore. The water is exceptionally good for boiler and domestic purposes. The mining companies now producing are the Pittsburg Idaho Co., Ltd.; the Latest Out Mining & Smelting Co., Ltd.; and the Oilmore Mining Co., Ltd. Besides the above propertiea, there are a number of prospects in different stages of development. The producing mines of the district are fissures in limestone, with a general northeast-southwest course and a dip to the west of from 40' to 70°. These fissures are at about right angles to the bedding of the limestones. The veins are regular and the ore shoots strong, both laterally and in depth, so far as developed. The ore shoots have a rake or pitch to the south. The character of the formation is shown in Fig. 1, a section of the Latest Out mine. Character of Ore. The ores of the district are oxidized, carrying an excess of iron over the silica (insoluble matter). The vein filling is a mixture of limonite and hematite, which is replaced by shoots of lead-silver ores. The lead minerals consist of carbonate of lead principally, but with small quantities of sulphide, sulphate, and other lead minerals.

THE elements silicon and germanium are not metals within the usual, intuitive association of the word, nor are they so within a stricter definition based on the electronic binding. Two properties associated with metals are plasticity and high electrical conductivity. These elements crystallize in the diamond cubic structure, an arrangement apparently not very favorable to slip, and are therefore brittle rather than ductile. Their electrical conductivity is not like that of metals the atoms are locked together by the covalent bond, which in pure and perfectly arranged material leaves but few electrons free to act as electrical carriers.† In further contrast to metals, their electrical conductivity can be greatly increased by raising the temperature. Yet silicon and germanium are not ideally nonmetallic. They are hard, solid, and possess a metallic luster. They exhibit that peculiar brand of electrical conductivity conveniently termed "semi- conduction," wherein, as shall be seen, lies much of their importance. Both, but silicon in particular, are important components in real metallic alloys and the methods of their reduction and preparation lie clearly in the province of the metallurgist. From their duality of physical and chemical properties, silicon and germanium, along with such elements as boron, diamond, gray tin, selenium, antimony, and arsenic, are considered semimetals or metalloids. NATURE has provided us with many metals, but with few really good ones, and frequently the better metals are the rarer. It is to this circumstance that many physical metallurgists, inventors, and just plain experimenters owe their employment, for much of their work is directed, consciously or otherwise, toward the alleviation of some of the more serious shortcomings of the cheaper, less noble, and weaker metals; by alloying, age-hardening, passivating, cladding, plating, and other useful dodges, which sometimes permit the substitution of one of the less gifted metals for one of the really good ones. As a matter of fact, the varied needs of our complex civilization could be quite well met with only five metals, if they were sufficiently abundant, and one of the five would certainly be platinum, the most noble and versatile that nature provides. Many metals are difficult to handle and seem to take pleasure in defying their investigators to find good uses for them, and finally when a use is found it is frequently quite a specific one; in other words, a hole has to be found--or perhaps made-to fit the peg. It is for this reason that a large amount of research must be con- ducted before the more recalcitrant metals become really useful. In platinum, however, we have a metal that inherently possesses so many valuable attributes that it became useful as soon as methods for producing it in massive ductile form were devised, and once its complicated chemical behavior was understood it became principally an aid to research rather than the subject thereof. The figures listed in a table for Gulf Coast fields given by L. P. Teas1 in 1934 are so greatly at variance with results that I have obtained from a serious study of this subject over a number of years, that I am disposed to challenge the correctness of Mr. Teas' figures as an accurate representation of acre-foot yields of Gulf Coast fields, and as regards at least two of the fields listed by Mr. Teas I desire to "put into the record" some figures that, according to my study, are more nearly in accord with what I conceive to be the actual facts. Upon investigation I find that Mr. Teas' figures, inadvertently no doubt, arc not what they purport to be. Apparently the figures were arrived at by considering as thickness of the producing formation the net thickness of producing rock corresponding "to the total of the net portions of the producing zones which actually yield oil into the drill hole"—and in following this method I am under the impression that Mr. Teas was acting under instructions of the Institute in the preparation of this paper, in order to get comparable figures from the several fields of the United States. Apparently the author interpreted these instructions to mean that in the absence of cored thicknesses of producing horizons the actual number of feet of screen set in the various producing zones was to be taken as the basis for arriving at the thickness of these zones and the "acre-foot" yields. It is obvious that in many instances only 20 ft. of screen, or even 10 ft. of screen, might be set in a well, when there might be actually 100 ft. of oil sand present. In the early operations in the Gulf Coast it was usual to set much less screen than the amount of sand. It follows that the "acre-foot yields" so arrived at would be much greater than those found by using the full amount of sand. In Mr. Teas' table, it was indicated that up to the end of 1933 "acre-foot" yields had been obtained in the several fields as listed in Table 1. Coal is produced, in commercial quantities, in thirty-five of the fifty-five counties of West Virginia. Oil and gas are produced, commercially, in forty-two counties. So, you may readily see that coal, oil and gas arc closely related as to production areas. Many of the West Virginia coal mines are studded with oil and gas wells, as drilling has been done in thirty-two of the coal bearing counties. When the drilling of oil and gas wells was placed under the regulatory control of the Department of Mines on June I, 1929, it was estimated, by the State Geological Survey, that 64,000 wells had been drilled in West Virginia and that 34,000 wells were then being operated as oil and gas producers. No records of many of these remaining 30,000 abandoned wells exist and some of them remain a standing menace to safety as our coal extraction continues. Of a total of 13,100 new wells drilled since June 1929, approximately 5200 have been drilled through coal measures. Approximately 7000 wells, which were drilled through coal measures, have been abandoned in the same period of time. Many of these wells were drilled prior to the enactment of the oil and gas laws. Prior to the enactment of the Oil and Gas Law, which established the Oil and Gas Division of thc Department of Mines in 1929, there had been several mine ex-plosions attributable to cutting into un- charted wells and the improper plugging of other wells. The most serious explosion was that of Mines No. 47 and No. 49 of the Consolidation Coal Co. in Marion Co., when one of the so-called plugged wells leaked or seeped through some 80 ft of strata to the coal bed elevation, filling the mine with gas, the gas being ignited, killing a good many men and wrecking two coal mines. Legislation, to combat well hazards to coal mines, was slow in coming. In 1928, R. M. Lambie, then Chief of the Dept. of Mines, got sufficient support from coal, oil and gas interests to get the legislature to pass our present oil and gas laws. These statutes not only protected the coal industry but went a long way toward conserving the oil and gas resources of our state. Before drilling for oil or gas on any tract of land, known to be underlaid with one or more workable seams of coal, the well operator is required to submit a map of the area showing the location of the proposed well, and to send a copy to the Dept. of Mines and a copy to the coal operator. If no objections to the location of the proposed well are made by the coal operator within ten days, a drilling permit and a number for the well are then issued and work may proceed. If, however, the location of the proposed well is objected to by the coal operator, on the grounds that the location of the well will interfere with present mine operations, projected workings, or otherwise cause a dangerous condition, the operator may file a written objection with the Dept. of Mines.

A present the colleges and universities are struggling to meet the responsibilities placed upon them by the return of the veterans from the armed forces to the educational institutions as well as the youth graduating from the high schools. The problems of meeting these responsibilities are complex and upon the shoulders of the educational administrators lies much of the burden. One of those educators who is in the midst of this situation is James Rowland Cudworth, dean of the College of Engineering of the University of Alabama and Chairman of the Mineral Industry Education Division, AIME, both for 1946 and 1947. He was born at Norwich, Conn., on Sept. 23, 1897, and like his father before him went to the Massachusetts Institute of Technology where he received his Bachelor's degree in 1921. His studies at MIT were mainly in the fields of geological and mining engineering. Why a New Englander studies mining is anybody's guess, but it may be due to a love of traveling to far places which so many New Englanders do. After graduating tinder the famed Waldemar Lindgren. Jim trekked to Mexico where he worked at Pachuca for the Cia. Real del Monte and at Charcas with the American Smelting and Refining Co.

Fox some years past the annual reviews of the metallurgy of lead have almost uniformly stated that there have been no great changes, such as there were, being more particularly noticeable in the refinement of details. While this is quite true, nevertheless these changes in details are gradually bringing about a condition that, taken as a whole, constitutes a considerable advance in the art. Local circumstances have often -compelled metallurgists to adopt certain peculiarities of practice which -upon trial have been found advantageously applicable to more than the restricted district f origin. This paper will deal ' with some of the more novel features developed in recent years at the United States smelter, Midvale, Utah, particularly with reference to the influence of the bag house. The plant is equipped with six blast furnaces, 48 by 160 in., mechanically fed; four Wedge furnaces for roasting matte and sulphide ores; four Dwight-Lloyd sintering machines; 20 converter boxes for blast roasting; storage bins for ore, fuel, and fluxes; "oxide" and "sulphide" sampling mills; bag house taking all the gases of the plant; arsenic plant for treating the dust gathered there; laboratory, shops, etc. The most marked feature of the plant is its complete bag-house system. Of the many schemes thus far tried for preventing damage to surrounding agricultural interests the writer is aware of none as yet quite as efficient as the bag house. A common remark of visitors upon approaching the plant and viewing the clear stacks is that it appears to be shut down, whereas once inside all the evidences of industry are found.

When the skip-hoist was first tried as a means of filling the blast-furnace it made a great many enemies and very few friends among furnace managers. This state of affairs continued until the Duquesne furnaces were built, which demonstrated not only the possibilities of a furnace-stack in the way of production, but also the ability of the skip-hoist to charge the materials necessary to produce the large tonnlage obtained. Every furnace manager, who has operated stacks fitted with the vertical hoist and the hand-barrow system of filling, remembers that the momentous question about the furnace, particularly during a good run, was: "Are you keeping her full ?" and many a good run has been spoiled by the furnace " getting away from the men." With the new birth of the skip-hoist this trouble was eliminated ; but alas! Other and more important difficulties arose. The distribution of the stock, the importance of which is never learned until many different ores and fuels have been tried, demanded closer attention. With all the defects of the hand-barrow system, the distribution—When the top fillers were conscientious in carrying out the scheme of filling arranged after thoughtful consideration by the manager—mas above criticism. It is said that the modern skip-hoist, equipped with an elliptical hopper and receiving-cylinder, and discharging over a small bell into the main hopper, will give just as good results as those obtained with hand-barrow charging, but I cannot agree with this statement. Changes became necessary in dredging methods employed in Idaho through passage of the Dredge Mining Protective Act (1954). Among other provisions, the law requires dredge operators to construct settling ponds of sufficient capacity and character to reasonably clarify the water used in the mining process before such water is discharged into the stream. Porter Bros. Corp., a placer mining company with many years operating experience in Oregon and Montana, became interested in strategic mineral placers in Idaho in 1950 when it was learned that prospectors had discovered a radioactive mineral deposit in Bear Valley Creek, 95 miles northeast of Boise. The company acquired mining leases and proceeded with exploration and development work on the property. After extensive research had resulted in the determination of successful separation processes, contracts were negotiated with the federal government and deliveries of columbium-tantalum and uranium concentrates commenced in 1956. The mining operations are located in a primitive area of Idaho among salmon spawning grounds and crystal-clear mountain trout streams. To avoid involvement in a very controversial issue, it appeared advisable for the company to develop water treatment procedures exceeding those requirements stated in the Idaho Dredge Mining Protective Act. Operation: The company operates one 6 cu ft continuous bucketline dredge and one 4 1/4 cu ft continuous bucketline dredge on the property. The dredges are jig-equipped, with feed being screened to 3 in. by trommels. The screening and gravity concentration methods satisfactorily separate the heavy minerals from companion clays, sand, and gravel. However, this separation of the heavy minerals requires water from the dredge pond with a minimum content of silt and colloids; therefore, water for dilution is added continuously to the dredge pond to suppress solids buildup. Discharge of this highly turbid water to maintain the proper pond level would ultimately result in an excessive silt load in Bear Valley Creek. To prohibit the turbid pond water from flowing directly into Bear Valley Creek, it was necessary to isolate the dredging area. Main by-pass canals were constructed along each side of the dredge pond and numerous secondary canals were dug for diverting seepage and snow runoff. One by-pass canal, extending more than two miles along the west side of the valley, diverts the main stream as well as tributaries entering from the west; a canal east of the dredge area diverts streams entering from that direction. At the beginning of operations in 1956, the dredge pond effluent was filtered through tailings and settled by use of coagulents in a series of lagoons. The filtrate was then discharged directly into the stream. Although this procedure gave satisfactory results in conformance with the state law, ice buildup and lagoon freezing hindered the efficiency of the process during periods of low temperature. For this reason, testing began in 1956 on a water treatment process that would operate efficiently under the extreme weather conditions encountered in Bear Valley. Development of Water Treatment System: Porter Bros. Corp. established the following requirements for effective continuous treatment of dredge pond effluent to the stream which, at low flow conditions, effluent to the stream which, at low flow conditions, would not result in a turbidity exceeding 25 ppm in the stream, 2) produce a sludge sufficiently dense to minimize disposal area requirements, 3) be semi-portable to follow dredge movements, 4) be capable of operating at low temperatures, and 5) be capable of handling a variety of capacities and turbidities.

On an average of at least once a year there comes to the attention of the Institute Headquarters the activities of some individual who represents himself as a member of the Institute, and by a hard-luck story or other means secures loans or advances of money which are never returned. On one or two occasions the Institute has been able to secure the arrest and conviction of these frauds. Recently some individual has been operating in California and defrauded several members of the Institute. He is described as a man of 5 ft. 7 or 8 in. height, decidedly slim, and his weight is about 140 lb. His hair and mustache are gray, eyes blue or gray and he claims to be near-sighted. He is also said to have had a keen, furtive, "Hang-dog" look and claims to have been raised in Bethlehem, Pa. He speaks with a German accent. If a man answering this description presents himself before any members and claims to be a member of the Institute it will be to the good of the profession if he can be caught making fraudulent representations and placed where his ability to defraud will be under control. The most effective means of apprehending persons of this character is the very prompt notification to Institute Headquarters of any persons claiming to be members of the Institute in hard luck. If such persons are asked to supply their signature or photograph or both to be, forwarded to Institute Headquarters for identification this will serve as an excellent check on their operations. Reluctance to comply with such a request is in itself a suspicious circumstance.

THE brilliant and very original matter in Professor Jeffries' discussion ? should rank not only as an independent paper, but as a most important one. In particular, the explanation which it gives of the remarkable Sauveur phenomenon, over which so many of us have puzzled long and hard, is so clear, complete, and cogent as to go far toward establishing Professor Jeffries' hypothesis. The very features of Professor Sauveur's photographs which fit this hypothesis so exactly are reproduced in Chappell's photographs of steel coarsened under somewhat different conditions. 1 The ideas developed by these discoveries are so novel that conven- ience of language seems to call for new conventional terms for expressing them. In, what follows here I propose certain terms for this end, for criticism and improvement, and I attempt to generalize from Professor Jeffries' hypotheses. Generally speaking, a given set of grains which undergo no growth in the cold will, when the temperature is raised progressively, start to grow on reaching a certain temperature, and will continue growing at all higher temperatures. The "germinative" temperature is that at which growth begins, quite as the conditions which cause a seed to grow are "germinative." We have then. an inert temperature range below the germinative temperature, and a growth range above it, the germinative temperature being the limit between these two ranges. So, too, a germinant grain is one which is at its germinative temperature, and hence beginning to grow, while inert grains are those below their own germinative temperature, and the term "growing grains" includes those which are germinant and those which are above their germinative temperature. These last could be called "supergerminant" if the distinction should be needed.

The National Research Council was organized in 1916 at the request of the President by the National Academy of Sciences, under its congressional charter, as a measure of national preparedness. The work accomplished by the council in organizing research and in securing cooperation of military and civilian agencies in the solution of military problems demonstrates its capacity for larger service. The National Academy of Sciences is therefore requested to perpetuate the National Research Council, the duties of which shall he as follows: 1. In general, to stimulate research in the mathematical, physical, and biological sciences, and in the application of these sciences to engineering, agriculture, medicine, and other useful arts, with the object of increasing knowledge, of strengthening the national defense, and of contributing in other ways to the public welfare. 2. To survey the larger possibilities of science, to formulate comprehensive projects of research, and to develop effective means of utilizing the scientific and technical resources of the country for dealing with these projects. 3. To promote cooperation in research, at horse and abroad, in order to secure concentration of effort, minimize duplication, and stimulate progress; but in all cooperative undertakings to give encouragement to individual initiative as fundamentally important to the advancement of science. 4. To serve as a means of bringing American and foreign investigators into active cooperation with the scientific and technical services of the War and Navy Departments and with those of the civil branches of the Government. 5. To direct the attention of scientific and technical investigators to the present importance of military and industrial problems in connection with the war, and to aid in the solution of these problems by organizing specific researches. 6. To gather and collate scientific and technical information, at home and abroad, in cooperation with governmental and other agencies, and to render such information available to duly accredited persons. Effective prosecution of the council's work requires the cordial collaboration of the scientific and technical branches of the Government, both military and civil. To this end representatives of the Government, upon the nomination of the National Academy of Sciences, will he designated by the President as members of the council, as heretofore, and the heads of the departments immediately concerned will continue to cooperate in every way that may be required. Mineral Industries Extension instruction was pioneered by The Pennsylvania State Colleges Extension work was organized in 1893 and constituted what is believed to be the first vocational adult educational effort in that field in America. From 1894 to 1899, twenty-seven extension bulletins were printed and distributed free for the benefit of classes in the coal-mining industry and the records show that free lectures wore delivered by a corps of teachers of the mining department of the College "to the mining employees at their customary lace of assembly upon matters of interest to them in their occupation." In 1899, the State Legislature reduced the appropriation to the College and therefore the extension pamphlets and lectures were discontinued. Several sporadic attempts were made to resume the extension services in mining through industrial grants for travel and publications, and through voluntary contributions by members of the resident staff. The work. consisted mainly of lectures and demonstrations and served the purpose of creating the desire for more training and information of a more formal character. In 1928, the nave of the school was changed, by trustee action, from School of Mines and Metallurgy to the School of Mineral Industries and the working structure of the school was organized under the three functional collaborating headings: Resident Instruction, Correspondence and Extension Instruction, and Mineral Industries Research. The three functional bodies are separate, yet interdependent. The Federal Smith-Hughes law, passed in 1917, made Federal and State funds available for vocational educational work. Mining extension was revived in 1919 and the College employed one full-time extension professor to reorganize the work and instruct the classes. In 1923, the State Department of Mines and the State Department of Public Instruction entered into, a formal agreement with the School of Mineral Industries to assist the College in its extension program.. Classes were organized to study the State mining laws and State Department of Mines' previous examination questions and answers, in preparation for coming state examinations for certification of competency as underground officials. Mimeographed lesson material was used at first, and in 1947 and 1929 mining instruction and mining teacher-training lessons were printed. In 1931, the extension activities of the school were placed on an organized basis compatible with the newly formed school organization and a director was appointed to tale full charge of the work. During that year, at a conference in Harrisburg, an agreement was consummated between the State Departments of Public. Instruction, Mines, Labor and. THE magnetic iron ores of New Jersey are found in the northern part of the State, in the Highland Mountain range, which runs from the New York line on the northeast, to the Delaware River, near Easton, at the southwest. The same range continues across Orange County to the Hudson River, and towards the southwest it is known in Pennsylvania as the South Mountain. It is more properly an elevated table-land, quite deeply furrowed by several narrow, longitudinal valleys, and shorter cross-valleys or gaps. The ridges or lines of elevation, as well as the lower valleys, conform in their general direction very closely to the general trend of the whole belt or table-land, that is, from northeast to southwest. This also agrees with the prevailing strike of the rocks. This great uniformity in the altitudes of the hills and ridges, and the direction of the lines of depression corresponding to the strike of the strata, point to an original table-land, which, through the long action of denuding agents, has been quite deeply eroded, giving rise to the present surface configuration, so that some of the former and uniform features have been partially obliterated. The very few cross-valleys or depressions are much more irregular in their course, and serve as outlets through which the drainage is carried either into the Kittatinny Valley on the northwest, or to the broad, red shale and sandstone plane bounding the highlands on the southeast. HAVING demonstrated to you above the practice of bringing silver to its ultimate fineness and perfection, it now remains for me to describe how the two kinds of metals that are found in the smelting product that you made from the ores are to be brought to their end: One is copper and the other lead, and perhaps a third is gold, if per-chance the silver that you refined in the cupeling hearth contained any. It would be almost impossible that it should not contain any, because either a little or a lot is almost always found as an admixed substance not only in silver but in. every one of the other metals as well. But in order to continue in sequence, you must suppose that there is some gold and that, of the two materials you have that I mentioned above and told you to save, one is the matte (calling it according to the usage of Germany, * since I do not know a more exact or better word for describing it to you) and the .other is the litharge that you took from the cupeling hearth. In addition, the hearths themselves are saturated and full of lead. If these things should remain in their present condition they would be useless bodies without any perfection. First, taking one of the three said parts, as a material of greater quantity and also as a thing that needs greater labor, and because, being reduced to the point I have told you with smelting and evaporation, it is nearer to its end, I shall tell you what must be done in order to bring it to pure copper. As I have told you, there are two materials on hand, one of which is the matte and the other the litharge. Each at first sight seems a half-burned thing; one has already been finished metal and the other is to be, but in my opinion the matte is nearer to its end than is the litharge because the latter has been dried by the power of the fire and re-formed from another body. Now leaving aside the discussion of this thing, after the matte has been well evaporated and reduced, it is taken and put on a forge. In front of the tuyère a receptacle is made of stones that neither calcine nor melt, or of coals and powdered clay, in the form of a little cradle that is longer than it is wide and not very deep. An experiment substituting pneumatic crawler drills for large-diameter rotary rigs in overburden stripping operations has indicated significant bit cost savings for Perry and Hylton Coal Co., Beckley, W. Va. The test was conducted in the Egeria Mountains (part of the Appalachian Range), where about 30 m (100 ft) of overburden consisting of hard, seamy sandstone and shale must be removed to recover a 560-mm (22-in.) vein. Perry and Hylton operates ten surface mines and is presently developing three more for start-up in the near future. The company follows a progressive policy toward ecological concerns, incorporating a self-imposed systematic mining and reclamation program for mined lands which leaves the landscape in a suitable condition for further development by local communities.
