The mines and concentrator of Brunswick Mining and Smelting Corporation are located in the northern part of the province of New Brunswick, approximately 20 miles distant from the City of Bathurst. Discovery of the No. 6 orebody by diamond drilling in 1952 was followed by the finding in March 1953, of the larger and higher- grade No. 12 orebody, approximately six miles to the north of the No. 6 deposit. Original development was financed by St. Joseph Lead Co., and included a small open-pit operation with a 10C ton per day pilot mill at No. 6 orebody, shaft sinking and underground development at No. 1; orebody, and an extensive program of laboratory and pilot plant metallurgical research on No. 12 ore. These operations were suspended in May 1958, and remained in standby condition until June 1961, when the equity of St. Joseph Lead Co. was purchased by a group headed by M. J. Boylen, K. C. Irving, Maritime Mining Corporation, and the Patino Corporation. Construction of a mine plant and concentrator at the No. 12 mine commenced in October 1962 and the concentrator was placed in operation in March, 1961b. Preparation of the open pit mine for production, construction of the No. 6 Concentrator to produce bulk Pb-Zn-Cu-Ag concentrate from No. 6 ore, and construction of an Imperial Smelting Process smelter at Belledune were started in 1964 and placed in operation in September 1966.

ENGINEERING department problems of unravel- ling filing systems of reference data, detail drawings, magazine tear sheets, technical records, manufacturers' catalogs-and coordinating them with the information classification systems employed by the company library and other information services -are being solved in many cases by adopting a basic classification system such as that used by Sweet's Catalog Service and applying its classification and indexing methods to file or bookshelf. By this procedure the engineering department does away with the confusion, duplication, and conflict that exist between personal, department, and company library files. It establishes a pattern for regulating and distributing the potential information that piles up daily in the engineering department basket marked "Incoming."

J. A. MATHEWS, ? Syracuse, N. Y. (written discussion§).-This paper by Prof. Hoyt, together with the papers by Messrs. Jeffries, Clayton, Rawson, and Moore, submitted at this meeting, constitute a valuable symposium on what might be called the "mechanism of failures." Prof. Hoyt has not emphasized too strongly the importance of the notched-bar test, or the notch as a feature of a structural design. There has been a good deal of misunderstanding in reference to the value of the notched-bar test, and various vibratory tests such as the Wohler, White-Souther, Stanton, and Upton-Lewis have been devised. This form of testing has received more attention abroad than it has here, and has been the subject of a great many very careful investigations. I have heard many expressions of surprise at the apparent lack of agreement between the results of vibratory tests and the results of shock tests. It is not necessary that the values obviously should agree, because obviously different properties are being tested. In reference to the presence of notches or sharp corners in the construe tion of machines or parts, would say that these more frequently lead to fatigue failures than to typical notch-bar failures clue to sudden impact. I have seen a number of airplane crankshafts that had apparently failed due to a keyway that was left with fairly sharp angles at the bottom. The material satisfactorily responded to every test, including the notched-bar test, nevertheless the shafts failed, showing a fatigue break, usually spiral and sometimes making at least one complete turn around the shaft. The lack of concordance between supposedly duplicate notched-bar tests in my experience has been most often due to lack of care in the machining of the test piece itself. Prof. Hoyt draws attention to a report of Charpy in 1909, in which two steels of almost identical physical properties show very different results in the notched-bar test. He states that the microstructure at once showed that one steel was in poorer condition than the other. More recent experience has shown other cases of this kind where not even the microstructure serves to reveal any startling differences in structure.

Many investigations have been made on the effect of the variables of pressure, sintering temperature and sintering time on the physical and microstructural charactcristics of metal-powder compacts. Severa1 such investigations have indicatcd that pressure is the least important of these three factors in an attempt to secure a dense. strong compact by a simple coltl-pressing and sintering procedure. However, it was felt that a further study of the effect of pressure on pressed and sintered metal powder compacts might prove interesting, for the following reasons: In work done in the past on the effect of pressure, temperature. arid time, the, metal-powder compacts were subjected to long sintering periods, and temperatures right up to the melting point of the metal were applied. It was thought that pressure might exert a more profound effect under short-time simtering and within narrower ranges of temperature. such as normally would be applied in large-scale production of metal-powder parts. 2. It was hoped that something further might be learned of the nature of the bond in pressed and sintered metal-powder compacts. 3. It was thought that interesting infor mation concerning the work-hardening effect of pressure on the crystal structure. of sintered metal-powder compacts would be obtained. Procedure Rectangular bars, 2 by 1/2 by 1/4 in. were molded from the following metal powders: Atomizcd till powder, 325-mesh Atomized aluminum powder, 325-mesh Reduced copper powder, 100-mesh Electrolytic iron powder, 100-mesh Atomized 70-30 brass powder, l00-mesh The, till powder was molded at various pressures up to 40 tolls per sq. in. This was the maximum, because at higher molding pressures there was considerable extrusion of tin into the die wall, jamming the die plungers. The tin specimens were not -in tered, as this phase of the work was- done merely to see how much a very sold metal could be compressed. The aluminum powder was compressed at various pressures up to 50 lons per sq in. Higher pressures could not be used because of extrusion into the die wall The compacts were sintered one hour at 000 in pure dry hydrogen. The copper powder was molded at vari-ous pressures up to 96 tons per sq. in. One set was sintered at 750°C., another at 050 C. for one hour in pure dry hydrogen. The electrolytic iron powder was molded at various pressures up to 00 tons per sq. in. and sintered, one set at Soo°C and one set at 1300°C for one hour in pure dry hydrogen. Extra 325-mesh specimens were also prepared to study the effect of reduced particle size on grain structure. The brass powder was molded at various pressures up to 96 tolls per sq. in. and silltered for one hour. one set at 65o°C. and one set at 800°C, in pure dry hydrogeu.

Before attempting any discussion of the importance of tariff enactments as applied to exhaustible resources, certain basic factors should be emphasized. First, it must be remembered that minerals differ from organic substances in that they are irreplaceable, and when once taken from the earth's crust enter into uses which ultimately dissipate them, so . that they cannot be recovered for future use. A second factor entering into the problem is the unequal distribution of the mineral deposits of the world. No industrial nation has within its political confines a sufficient quantity of all the minerals necessary for the maintenance and advancement of present civilization; hence international exchange of these commodities is inevitable. As minerals are essential to modern industry, the supply available to any given nation constitutes a factor which limits its ambition to advance industrially. A nation which has this ambition endeavors to secure not only a supply of minerals sufficient for its current needs, but also sources which will assure it expansion. Should mineral raw materials be withheld from such a nation by enactment, it seems inevitable that every effort will be made to obtain them, and that, should the nation deem itself sufficiently powerful, its ultimate recourse will be force. Thus the importance of tariff enactments, not only from the standpoint of industrial prosperity but from the standpoint of international peace, can be appreciated.

Leaching of a granitic rock mass by slightly acid groundwater brings uranium and genetically related ions into solution in groundwater. Uranium and related ions are moved through the vadose zone by groundwater which in turn moves through zones of greatest transmissivity into a deep zone of increased hydrostatic pressure. Cyclic wetting causes the hydrostatic condition to fluctuate causing recycling described by Gruner (op cit). Multiple cycling flushes the uranium ions from rock being leached and moves it via this method to permeable beds-channels-in the deep zone.

ONE of the direct results of the increasing number of oil wells drilled to greater depths has been the development of new types of bits. These bits should resist the abrasive action of drilling and give the greatest footage before bit changes become necessary on account of dulled cutting edges. The loss of drilling time caused by changing bits becomes more important as the well becomes deeper, because the whole drill pipe must be unscrewed to make; each change. Under ordinary conditions the change takes: 2 1/2 hr. for round trip at 4000 ft., 3 hr. for round trip at 5000 ft., 4 hr. for round trip at 6000 ft., 5 hr. for round trip at 7000 ft. In other words, the time to change a stand of drill pipe (90 ft.) varies from 1 2/3 min. at 4000 ft. to 23 min. at 8000 ft. In general, the formation in the deeper zones is harder and dulls bits more quickly than the formations nearer the surface, therefore even a small increase of hole drilled per bit will decrease costs and increase speed of drilling.

The Bulletin. The Bulletin of the Institute will be issued hereafter monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates tin? membership, and other items of timely information. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will lie: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. Lt is probable that a supplementary session of this meeting, will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the farther discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. It is now reasonably certain that the XCVIIth meeting will be held oil the Pacific Coast, including a. visit to the Exposition at Seattle, and various other points en. route going or coming, depending upon the route and program finally adopted. JIGGING is the stratification of a mass of solid particles in upward pulsations of water or in alternating upward and downward pulsations. The stratification usually is effected in a rectangular open-top container having a perforated bottom through which the pulsations of water are applied to the materials to be separated; in separating coal, to a mass of coal and refuse. Jigging usually is a continuous process involving three steps: (1) the reception of the raw coal, (2) the stratification of the coal and refuse so that the refuse settles to the screen plate, and (3) the overflow of the cleaned coal and the withdrawal of the refuse collected on the screen. The jig is the most universal washer ever devised. It is handling in practice a wide range of closely sized coals and ores, mixed sizes of coal from 8-in. to 0 through ¾ -in. to 0, and mixed sizes of ores down to 7/32-in. to 0 and even smaller. It is treating materials ranging in specific gravity from that of gold at 19 to that of coal at 1.30. It is handling feeds in which the proportions of high-gravity materials range from 90 per cent or higher, as for some iron ores, to 10 per cent or less for some coals. It is handling feeds containing all shapes of particles-round, rectangular, and , flat. It is handling simple separation problems and difficult separation problems. Thus, it is an almost universal separating device. One might add that it has been one of the most misunderstood types of washers, from both a theoretical and a practical point of view. Although considerable progress has been made in coal jigging in the past 10 years, the jig probably has more unexplored possibilities than any other type of washer. In this chapter the object has been to treat the jigging process in a practical manner and to give information that will help the reader to improve his particular operation. Inasmuch as performance data from operating plants would contribute little of value, none has been given. Instead, the emphasis is upon jigging principles as a foundation for attacking the problems that arise. These principles are in reality tentative conclusions from research in the field of jigging during the past 10 years and most of this chapter should be regarded as a progress report on an investigation still under way. In a recent paper read before the Institute on this subject, Mr. G. C. Stone advances the theory that the precipitate obtained in Williams's volumetric process,* by treating the boiling nitric acid solution of a manganese salt with potassic chlorate., is not pure MnO2, but approximates more closely to the composition 10Mn02+Mn0. As the value of the process and the accuracy of our results mould depend on whether this was the fact or not, it has seemed to me, and to my associates, Messrs. Beebe and Colly, that it would be of importance to ascertain the composition of this precipitate, and to that end the following series of experiments has been undertaken. These experiments have all been based on the considerations: 1. That potassic permanganate has an oxidizing power equivalent to five atoms of oxygen for every two of manganese : K2Mn2O8 = K2O.2MnO.O5. 2. That the same amount of manganese in the state of binoxide has an oxidizing power equivalent to two atoms of oxygen : 2MnO2 = 2MnO.O2. If, then, we take a solution of permanganate of unknown strength, and reduce it to binoxide, the oxidizing power of the binoxide formed will be equal to that of two-fifths the quantity of the permanganate solution originally taken. While, if the precipitate obtained should not be binoxide, but an indefinite or definite mixture of bin- and mon- oxides, then, from its equivalent oxidizing power, we can calculate its composition. The analyses were conducted in the following manner. The amount of permanganate taken was decomposed with hydrochloric acid, and concentrated to expel the excess of water. Sufficient excess of nitric acid was now added, and the solution was boiled until all the hydrochloric acid was destroyed. THIS year's Chairman of the Institute of Metals Division is a relatively rare phenomenon in the metallurgical profession; he is an expert historian of metallurgy, he is a confirmed collector and student of old works on alchemy, chemistry, and metallurgy-vide: the famous Biringuccio and he is a profound student (with a somewhat idealistic slant) of recent trends in world affairs and in what some incurable optimists call civilization; and at the same time he is still possessed of a sense of humor. Incidentally he is also one of the bestknown nonferrous metallurgists in this country and abroad, and for fifteen years has been a willing worker in A.I.M.E and the Institute of Metals Division.

THE present paper records a chapter in the history of the development of an electrolytic manganese industry in the United States.1 A relatively large pilot plant at Boulder City, Nev., for the production of electrolytic manganese was conceived as part of the national defense program to make this country independent of foreign importation of manganese ore. The first authorization, in November 1940, however, was for a plant of only several hundred pounds capacity. Improvements in process and subsequent additions to some sections authorized by subsequent appropriations have enabled the plant to produce as much as 2000 lb. of manganese a day for substantial periods of time. Since in pilot-plant operation frequent changes are made in the flowsheet, the electrolytic manganese plant was constructed so that equipment could be rearranged with a minimum of expense and time. Several different kinds of the various types of equipment were installed for many of the operations, so that the one most suitable for the process might be chosen. Pilot-plant operations were begun in November 1941 and have been continuous except for brief shutdowns for installation of new equipment. More than one-half million pounds of manganese have been produced. The improvements in process, selection of equipment, and operational procedure developed are recorded here. DEVELOPMENT OF THE PROCESS The work of early investigators on the electrolysis of manganese solutions has been reviewed by Shelton.2 Until the method of continuous production of manganese by electrolysis was perfected by Shelton2-4 and coworkers, no practical procedure had been devised. The method as originally developed by the Bureau of Mines will be described here only briefly. The manganese dioxide ore was reduced in a rotating kiln-type furnace at 650°C. in an atmosphere of "city" gas. The calcine was leached with spent electrolyte and enough sulphuric acid to produce a neutral leach solution containing 25 grams manganese per liter as manganese sulphate and 200 grams per liter of ammonium sulphate. Arsenic was removed from the solution by the addition of 0.05 gram iron per liter as ferrous sulphate followed by oxidation

Generally, the different methods of financing new mining projects are not well understood by the engineers and supervisory personnel. Nor are the effects of these alternatives on depletion, taxes and profitability readily apparent to even the sophisticated management personnel without the aid of cash flow studies. Fortunately, with the advent of the computer it is possible now to simulate many different combinations of 1) equity, 2) loan and 3) production payment financing with little effort. A general computer program for cash flow analysis of mining ventures has been developed and applied as a case example to a 1967 feasibility study of the Underground Mining of Minnesota Taconite. The effects on profitability as measured both in rates-of-return and present value are presented for various financing combinations. In addition, percentage depletion rates were altered so as to measure the impact of this statuatory allowance. Based on the cost data as presented in the aforementioned 1967 feasibility study, and assuming 7% loans, the rates-of-return vary from 9. 9% to [00] % on equity variations and from 9. 9% to 11.4% on total invested funds.

Striving to do a better job of ad- ministering the letter and spirit of the Federal Coal Mine Health and Safety Act of 1969, the Interior Department recently invited criticism-and got it. The criticisms were voiced on July 1 and 2 at the first of a series of public meetings being held by the Office of Hearings and Appeals at the Department's behest. Later meetings, at which all interested parties are invited to comment, are to be announced in the press and the Federal Register. Persons wishing to participate in the meetings should contact the Director, Office of Hearings and Appeals, 1015 Wilson Blvd., Arlington, Va. 22203. At the first Hearing, USBM Director Elburt F. Osborn outlined the progress his agency has made to date in implementing the law on three fronts: enforcement, education and research. Since the Health and Safety Act became law on December 30. 1969, he said, the Bureau's force of inspectors has grown from a mere 300 to almost 1100, while mine inspections have increased from 10,265 in 1970 to 11,021 for the first six months of 1971. On the educational front. Osborn said, the Bureau now has some 60 instructors who have trained about 50,000 miners in safety procedures since March 30. 1971. Classes at the new Federal Mine Safety Academy for both government and industry personnel begin on September 1, 1971. he added. Health and safety re- search, meanwhile, has been allot- ted $20.1 million for the 1971 Fiscal Year. Of this, $8.1 million is assigned to the Bureau and $12.3 million to contracts with universities and private companies. Admittedly, Osborn said, the mine fatality rate is still unacceptable, hut it was lower in the first half of 1971 than ever before---0.73 per million man hours and 0.31 per million tons of coal.

The discovery of nickel at the Wallace Mine in 1846, recorded in the Report of Progress of the Geological Survey of Canada, 1.848-49, was not the first find in the Sudbury mining district. As long ago as 1770 a company had been formed to work the rich deposits of, copper whose existence was then known. .But it was during the first mentioned year that, incited thereto by fresh finds and a favorable report by Mr. W. E. Logan, then Provincial Geologist, two [ ] groups of Canadians organized "The Montreal Mining Company and "The Upper Canada Mining Company." By the former company the Bruce Mines Location' was purchased and work was immediately commenced upon it. The Wallace Mine acquired by the Upper Canada Mining Company, was abandoned after a shaft had been sunk and a few test pits opened.

AS a new departure the annual business meeting was held at 4 p. m. on Tuesday, Feb. 16, instead of in the morning, as previously. The retiring President, Robert E. Tally, called the meeting to order and briefly spoke of the large measure of success that had been attained in balancing the budget of the Institute in 1931, so that, although receipts had declined over $26,000 compared to the previous year, expenditures had come within $3,000 of income. He referred in complimentary ,terms to the work of the committees on Membership, Admissions, Papers and Publications, and MINING AND METALLURGY, from which more would be heard late:. He also announced that a large and important committee on economics has been under consideration, and will be announced later. As an evidence of growth it was noted that a new Division, Mineral Industry Education, had been organized just an hour previously.

Changes in the properties of partland cement upon the addition of fine-ground silica are discussed. Data were collected from formulations cured for periods up to 60 days at temperatures varying from 180" to 350°F. Compressive strengths, permeabilities and thickening times are compared. It is demonstrated that addition of find-ground silica in proper proportion results in a hydrated cement with superior properties above 230°F; i.e., early compressive strengths are higher and increase with additional curing, permeabilities are significantly lnrver and thickening times are increased. X-ray analysis of hydrated cement samples have been used to determine more fully the complex chemistry of these systems. Dicalcium silicate alpha-hydrate was found in all neat cements cured above 260°F. A 10 weight per cent silica addition produced a maximum amount of this phase. Xonotlite and tobermorite have been identified as hydration products at 320°F in systems containing 35 or more weight per cent silica. Formation of these components appears to be primarily responsible for the gain in strength and reduction of permeability observed after the addition of silica. INTRODUCTION For several years it has been recognized that loss of compressive strength occurs when portland cement is cured at a temperature above 250°F. This phenomenon has been called "strength retrogression". More recently it has been recognized that increased permeability usually is associated with decreased compressive strength at these temperatures. At curing temperatures above 300°F, these factors reach serious proportions. A compressive strength loss of 50 per cent between curing times of 24 hours and 14 days has been reported,' and permeabilities as high as 10 md have been measured in neat cements cured at 320°F for seven days.' Earlier investigators,' although unsuccessful in eliminating strength retrogression, stated ". . . .it appears possible that by the proper selection of additives for cement, strength loss with age at high temperatures can be either eliminated or considerably lessened". One solution suggested was the use of a pozzolanic material, hydrated lime, and a retarder. Menze15 in 1934 discovered that portland cement containing finely divided silica possessed high compressive strengths when the curing temperature was 350°F. The use of such a composition is now an established practice in the manufacture of steam-cured cement blocks. It is reasonable to assume that the same beneficial effect can be used advantageously in high-temperature oilwell cementing operations. Ludwig first mentioned the use of sand for this purpose. Later, a portland cement containing moderate additions of silica flour and retarded with CMHEC, a cellulose derivative. was recommended for high-temperature application." These formulations have been successfully employed in the field."'" This paper presents the results of a research program to test the efficacy of finely ground silica in increasing the compressive strength and reducing the permeability of oilwell cement compositions containing portland cement. Included also are X-ray diffraction patterns of powdered samples which have been used to determine some of the important chemical reactions occurring in these systems. LABORATORY PROCEDURES AND MATERIALS All compressive-strength test specimens were prepared and cured from a slurry in accordance with API RP 10B, with two modifications. A final curing pressure of 5,000 psi was maintained for a one- or three-day period; but, for further curing, pressures were reduced to the vapor pressure of water at the curing temperature. Also, the water content was varied in samples containing silica to maintain the slurry viscosity within a range of 5 to 15 poise as measured on a consistometer. Test specimens at 180°T were cured in a water bath at atmospheric pressure. At higher temperatures the specimens were cured in a steam-jacketed high-pressure curing vessel at 5,000 psi for a one- or three-day period. cubes cured for longer periods were removed from the pressure-curing vessel after 24 hours, sealed in small bombs containing water and placed in an aging oven.
