There once was a little kid, whose lot was a very tough one until he grew up. His parents did not have much in common; from all indications, it is probable that the child was not wanted. His father Geology and his mother Physics separated shortly after his birth, which occurred during the World War amid a smoke screen of mathematics. He was kicked around a great deal. His parents could not agree on a name, and they finally christened him "Geophysics," for short. His relatives insisted that the name should be "Geophysical Prospecting," "Geophysical Exploration" or "Exploratory Geophysics"; though the youngster has grown up by now, this battle is still going on. His father did not think the child would amount to much until he began to show some unexpected talents, which were acquired, no doubt, from his mother Physics. His progress caused his father no little worry, and he began to wonder whether his offspring would help him in his business when he grew up or would set up shop in competition with the old man. His aunt Petroleum watched his growth with benevolent interest; his uncle Mining remained rather skeptical and cousin Civil Engineering not only assumed the attitude of the man from Missouri but was not much convinced even after he had been shown. Making a long story short, the kid decided that he had to stand on his own feet and get along as best he could. Having come from a good family he possessed some outstanding characteristics such as resourcefulness and a reasonable amount of business ability. He therefore decided that it would be to his advantage to follow in his father's and mother's footsteps as much as possible, and develop the good qualities of both. As a result, the youngster did fairly well for himself, and his relatives decided that it might be to their advantage to be on better terms with him. Father Geology had come to the conclusion that the boy could be very helpful to him and now wanted him to live in his house. His mother, who had brought him through the teething and measles stages, felt quite capable of bringing up the boy without the help of his father; and, as the fairer sex will do, would confide to a neighbor every now and then that his

Mr. Chairman and Gentlemen: I accepted your Chairman's invitation to speak to a group of experts in this field with the greatest hesitation, because I know little or nothing about it. Certainly I can make no detailed suggestions, or suggest planning along very definite lines. You cannot do that sort of thing in a vacuum, and as I have suggested, my knowledge of the whole oil problem is next to nothing. It is possible that as a student of our public law, constitutional law particularly, for a number of years, I have acquired a perspective that may enable me to offer, for what they are worth, some general thoughts on these problems. I think that nothing in the whole field of law requires more definitely and clearly the functional approach than does the problem of a sound legal solution of the difficulties of the oil and gas industry. The industry is dealing with substances that are peculiar, and one must know how those substances act and what has been the history of the industry, to undertake to make anything like specific suggestions. I certainly am not qualified.

IN a report upon the geology of Leadville and vicinity, which is still in the hands of the Public Printer, I have given, at some length, my conclusions as to the genesis of the remarkable silver-lead deposits of that region, and the data, gathered during a long and careful consideration, upon which my views were founded. In the brief abstract of this report, published in 1881, the bare conclusions are given, with but few of the facts upon which they were founded. Since that time, these conclusions have been variously criticised, and it has even been assumed that the views I expressed with regard to these deposits were intended as a theory of ore-deposits in general. Had my final report been printed, no such misconception could have occurred; for, in that I explicitly disclaim any intention of general application of the theories there presented. Even in the abstract I am unable to find any statements which would. justify such a conclusion. Since my Leadville work, however, I have had further opportunities of examining ore-deposits, and have given the general subject much thought and study, and, as a result, I have made in my own mind certain generalizations, which, I am conscious, need the test of a far greater number of practical applications than I have yet been able to make, but which, I think, it may be well to present to the members of the Institute as suggestive, that their own observations may further prove or disprove them. I shall use my Leadville observations and the criticisms which have been made upon them as a sort of text for my remarks. The Meggen mine and the concentrator plant of the Sachtleben Bergbau GmbH are located in the southern part of the Ruhr district of the Federal Republic of Germany. The mine has been in operation for more than 100 years, but the concentrator described in this paper was started up in January 1963. The Meggen orebody is of sedimentary origin and occurs in a zone of limestones, graywacke and shales of Devonian age. The average thickness of the deposit is 3 meters and due to an intense folding of the area, the mineralized zone dips steeply at 80º towards the north.

YOUR speaker has long sought an opportunity to review the many differences between the subject matter called economic geology and the duties of a practicing economic geologist. As the subject was taught in my student days, professors teaching courses in economic geology paid little attention to what we now call industrial minerals. Certainly they were not concerned with problems involving production and marketing, but only with the origin of such mineral deposits as the Stassfurt potash deposits; with other evaporites, such as salt, gypsum, and Chilean nitrate; with the possible modes of formation of sulfur in salt domes; and the causes of asbestiform mineralization. Of course, much time and thought was given to the mineral identification and sequence of deposition of the minerals in pegmatites. The fact that such deposits actually produced commercial feldspar, mica, beryl, and lithium minerals for sale in industry was of minor importance. These observations lead us to pause to inquire, perhaps facetiously, what is and what is not to be included in the science of economic geology?

A POWDER pattern for the (Cr, Mo, Co)R-phase annealed at 1200°C was reported in 1951.1 Through the courtesy of Prof. D. P. Shoemaker of Massachusetts Institute of Technology the authors became aware of inconsistencies of this pattern with that to be expected from the structure of the R-phase, as determined by Komura, Shoemaker, and Shoemaker.' In addition, Professor Shoemaker also noted that the powder pattern reported8 for the (Cr, Mo, Co)D-phase, annealed at 1300°C, agreed fairly well with that to be expected from the newly determined structure of the R-phase. In view of these findings, the previously reported powder patterns of the R-phase and of the D-phase were compared carefully. It was found that most lines in the two patterns (22 lines) were to a fair degree of accuracy related to each other by a single conversion ratio for the corresponding d spacings. The value of the conversion ratio was found to be 1.0058, so that the d spacings of the D-phase pattern previously reported were larger than the correspond- ing d spacings for the reported R-phase pattern by approximately that factor. The intensity relationships between corresponding lines in the two patterns were similar, as judged visually. The following exceptions were noted: Lines Nos. 2, 3, 19, 20, 21, 22, 23, 24 and 25 of the D-phase pattern,:' all designated weak or very weak, were missing in the apparently somewhat fainter R-phase pattern used.' Lines 1, 2, 3, 5, 15 and 34 (all weak or very weak), reported for the R-phase, were missing in the D-phase pattern, Table I. In view of these observations it seemed probable that the two patterns differed from each other mainly by a slight change in lattice parameters (with c/a remaining approximately constant), and that the pattern previously reported for the R-phase contained some weak extraneous lines, most likely to be attributed to impurities. In order to check the foregoing assumption, two specimens of an alloy containing 43 pct by weight of cobalt, 41 pct molybdenum, and 16 pct chromium, which was within the composition range of stability of both the D-phase at 1300°C and of the R-phase at 1200°C, were homogenized at 1200 and 1300°C, respectively, and quenched. X-ray diffraction patterns of the powders of these two specimens, obtained with CrK radiation, were compared carefully with each other and with the D-phase pattern previously

APPROXIMATELY 5000 tons of zinc ore a day was mined during 1943 in the Mascot-Jefferson City district in East Tennessee. This ore came from the Kingsport formation, a part of the Knox dolomite, of Ordovician age. The Kingsport is composed of 350 to 400 ft. of limestone and dolomite. Thin cherts, sandy layers and shales are numerous. Frequently, the limestones are altered to crystalline dolomite. The Kingsport is divisible into four main lithologic zones. These divisions are illustrated in an accompanying table, which gives detailed sections of the ore-bearing beds as found in the mines and shows the exact positions of the various ore zones within the formation. Key beds are described and the practical applications of stratigraphy in mapping, prospecting and mining are discussed.

A MAJOR difficulty in the experimental study of precipitation-hardening is the measurement of particle sizes too small to be easily resolved with the microscope. It has been shown recently, however, that magnetic measurements on copper-cobalt al- loys in the aged state can be used to determine the average volume, total volume, volume distribution, and shape of the ferromagnetic cobalt-rich particles, even though the particles are submicroscopic in size. r' These alloys also are known to exhibit considerable precipitation hardening. This paper reports some results on the dependence of the mechanical properties of such an alloy on the particle size, determined magnetically. It further illustrates the use of other magnetic measurements in interpreting structure changes occurring during deformation.

At the meeting of the Board of Directors the following resolution was passed: "The members of the Board of Directors of the American Institute of Mining Engineers desire: to place on record their appreciation of the very great generosity of one of their colleagues and a member of the Board, George D. Barron, expressed in his gift of $5000 to relieve the financial stringency caused by the unusual expenditures of the Institute for war work and the remission of dues of those members on active service." By-Law VIII. was amended to make a slight change in District No. 5. The report of the Auditing Committee was accepted. Tellers were appointed to: count the ballots on officers and on the proposed amendment. The proposed budget for the year 1919 was presented. The following resolution re Secretary Emeritus Rossiter W. Raymond, which had been prepared, by request, by Dr. A. R. Ledoux was then unanimously adopted. "The Board of Directors of the American Institute of Mining Engineers would place upon its minutes its profound sense of loss and sorrow in the death of Rossiter Worthington Raymond, Ph. D., LL. D., Secretary Emeritus of the Institute. Both as one of its founders and as its Sec-retary for 27 years, his was the guiding spirit of the Institute for more than a generation. "During the greater part of this long period, it might almost have been said that the Institute was Dr. Raymond-and Dr. Raymond the Institute. When with the progress of growth and development, great changes were introduced, Dr. Raymond acquiesced in these in spite of some misgivings, such as those with which a father might contemplate the emergence of his child from the careful supervision of the home; but as Secretary Emeritus for the past eight years, lie was always ready with valuable advice and helpful suggestion.

FRom 1886 to 1889, approximately, Henry M. Howe was engaged most actively in preparing his Afetallugy of Sieei, which became the foundation for his leadership in the science of physical metallurgy of steel. During the same period, Hadfield was developing the first of the industrially-important alloy steels, and Riley was initiating the commercialization of nickel steel. Both of these alloys are treated briefly in Howe's book; indeed, he missed practically nothing of interest in all the steel literature preceding 1889. There had been many good books on steel before his, but none of the same character. His genius, like that of Aristotle and Francis Bacon, manifested itself in the painstaking collection of data, followed by their coordination and interpretation. Not only manganese and nickel steels were discussed, but several which most of us, with our tendency to overlook the past, are wont to regard as exclusively recent developments, such as: silicon, chrome, copper, tungsten, vanadium, titanium, chrome-tungsten and many other steels. But Howe never devoted much special attention, in his writings, to alloy steels; the science of the relations of iron and carbon offered field enough even for his capacity for constructive thought. And, today we find the science of alloy steels in much the same condition as was the metallurgy of steel before Howe wrote his first great book. Many, many important facts have been presented to the world, especially by Sir Robert Hadfield, James Riley, Henri le Chatelier, Kotaro Honda and his associates, Maunsel White, Harry Brearley, and a host of others. Several books have been devoted wholly or chiefly to alloy steels, such as those by Hibbard, Mars, Heyn and Wetzell, Grube, Burnham, Gillett and Mack, Billón, Brearley, Monypenny, Becker, Savoia, Sauveur, Guillet, Tammann, Guertler, Goerens, Guia, Wuest, Ledebur, Schenck, Aitchison, Osann, Guettier, Buchetti, Escard. Richard Pennefather Rothwell, was born May 1, 1836, at Oxford, Upper Canada (now the province of Ontario). His father, Rev. John Rothwell, was a native of County Meath, Ireland, where the family (originally, no doubt, a Scottish one) still holds large estates, under a grant from William and Mary. John Rothwell was graduated at Trinity College, Dublin, and became a clergyman of the Established Church. He married Elizabeth Garnett, of Athearn Castle, Ireland, and subsequently came to Canada. It is said that he was a man of liberal views combined with sterling piety, an enthusiastic sportsman and yachtsman, and a pastor who refused for many years to accept any remuneration from his parishioners. After preliminary education, the subject of this sketch entered Trinity College, Toronto, with the intention of studying law; but a year later he resolved to become a civil engineer, and entered the Rensselaer Polytechnic Institute at Troy, N. Y., where he was graduated, with high standing, as civil engineer, in 1858. He then went to Paris, and entered the Imperial School of Mines, where, by reason of the proficiency he had already acquired in civil engineering, he was able to finish in two years and a half the full three-year course, and to take the degree of Engineer of Mines. In 1861 he took the "practical courses" in mining and ore-dressing at the Mining Academy of Freiberg, Saxony. An intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies which tend to. confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. Origin of the Law Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb.11, 1897(29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims.' . The immediate cause for the passage of this Act was stated in a brief report in the, House of Representatives (there was no debate in the Senate) to be a decision of the Department rendered Aug. 27, 1896 (Union Oil Co., 23 L. D., 223), directing the cancellation of an oil placer entry on the ground that land containing petroleum cannot be located and entered as a placer mine. THE State Department can be of assistance to Americans in the petroleum business directly and indirectly. During the past few months, at the Arms Conference, it had a large hand in dealing with affairs indirectly affecting the oil problem. The conference has somewhat relieved the emphasis on naval strategy in relation to oil supply by limiting the number of naval vessels or the fleets of the Great Powers and in maintaining the "open door" in the Far East in respect of the development of the natural resources of that region by defining that policy in a nine-power treaty. The largest competitors of the. United States in the petroleum field are parties to that treaty. The Department of State also has stood steadfastly for the principle of equal opportunity in the Dutch East Indies, Mesopotamia, and Persia. The Department of State has been of indirect assistance in connection with oil problems by insisting on the recognition of treaty rights and other guar-antees, such as most-favored-nation clauses, and mandate provisions. I am not speaking as a representative of the Depart-ment of State, as L now have no connection with that institution, but my experience of several years as a member of the department and my practice since my resignation have given me opportunity to see the department from both the inside and the outside, and to measure its limitations as well as its resources.

Yet the two eras themselves were strikingly dissimilar and represented marked differences in the company's activities, corporate structure, and personnel. From its organization in 1834 almost to the end of the first decade of the twentieth century, the partnership known as Phelps Dodge was directed, managed, and controlled by the family dynasty established by Anson Greene Phelps. The last two directing partners of this three-generation-old regime assumed control of the company's affairs in 1879 when the economic revolution that followed the Civil War was well under way.' Operators of coal preparation plants use equipment such as large-capacity dump trucks and bulldozers to haul, spread, and compact refuse material to conform to federal and state regulations governing the disposal of solid waste. For example, federal regulations require that refuse be spread and compacted in layers not more than 0.6 m (2 ft) thick. If the refuse layers or piles have poor load-bearing characteristics, movement of equipment over them becomes extremely difficult. The increasing cost and limited space for the construction of settling ponds extensively used for fine refuse disposal are leading to the growing practice of dewatering the fine refuse by means of vacuum disk filters and combining the resulting filter cake with coarse refuse for waste bank disposal. However, this filter cake usually contains more than 25% moisture. Therefore, when it is combined with coarse refuse, the moisture level of the total refuse may become high enough to impair the load-bearing strength of the refuse. Precisely this problem and the attendant difficulties of moving heavy equipment arose when vacuum disk filters were installed at a preparation plant in West Virginia. Combining the moist filter cake with the coarse refuse generally results in a 12% moisture level for the total refuse at this plant. At this moisture level, the refuse can still be handled with some dif¬ficulty by the equipment. However, the problem has frequently been compounded after rains. The experimental program described in this paper tested the following methods of improving the load-bearing properties of coal refuse: moisture reduction, addition of crushed coarse refuse, addition of fly ash, addition of lime, and addition of a mixture of lime and fly ash. In terms of a balance between economic and technical considerations, the most effective method was demonstrated by laboratory and plant tests to be a 2% to 5% addition of lime. Test Program During formulation of a test program aimed at improving coal refuse stability, a number of treatment techniques were selected for evaluation of their effect on refuse load-bearing characteristics. The reduction of refuse moisture was the first technique considered, since moisture content plays a key role in the bearing strength of a bulk solid. The reasoning was that a very small reduction in refuse moisture, provided it could be accomplished with minimal effort and cost, would be sufficient for eliminating refuse disposal problems most of the time. At the same time, it was recognized that periods of rainy weather would offset moisture-reduction measures. Other techniques selected for evaluation because of their potential for improving refuse-bearing strength at reasonable cost were: addition of crushed coarse refuse, the addition of fly ash, and the addition of lime. A simple one-dimensional laboratory compaction test was designed for evaluating the effect of each of these techniques on refuse-bearing strength. Those techniques that gave best results in the laboratory would then be tested in the preparation plant in West Virginia. Laboratory Tests The laboratory test for evaluating each of the techniques involved the application of weight to a load module placed on a refuse sample in a container. The distance the load module sank with an increasing amount of applied weight was measured, and the relationship between module displacement and loading was obtained. The refuse container was large enough to minimize the influence of wall effects, and to decrease the effect of the container bottom, a test was terminated when the load module sank to about three fourths the depth of the container. Initially, an attempt was made to conduct compaction experiments with samples of total plant refuse. However, the presence of + 0.13 m (+ 5 in.) material in the refuse interfered with the mechanics of the test, and the large amount of material required for a representative sample made testing extremely tedious and time-consuming. To avoid this problem and because it was believed that only the fine components of the refuse were the major cause of the stability problem, tests were conducted with 13 mm X 0 (1/2 in. X 0) material from the total plant refuse. The equipment consisted of a 0.46 m (18 in.) cubic container, a loading module with 62 cm2 loading area, weights totaling 450 kg, and a portable concrete mixer for combining water and additives with the refuse. Refuse samples of about 110 kg dry weight were used for each test. Experimental compaction test data were evaluated by plotting the linear displacement of the load module vs. loading. An apparatus was constructed for the measurement of inter-facial tensions over a range of temperatures and pressures. This apparatus utilized the pendent drop method, and resembles in construction similar apparatus recently described in the literature and in use in some petroleum research laboratories. The interfacial tensions of benzene, propane, n-pentane, n-hexane. n-octane. and iso-octane against water were measured at temperatures ranging from 26" to 82" C and at pressures ranging from 1 to 204 atm. Values of interfacial tensions for the henzene-water system and their variations with temperature and pressure are generally in good agreement with value? of previous investigations. The data in all cases showed a slight decrease of interfacial tension with pressure at constant temperature in the range studied. The effect of pressure became less as the pressure was increased, with an indication of a reversal of the effect at higher pressures. There was a decrease of interfacial tension with temperature at constant pressure in all cases, as would normally be expected. This rate of decrease became greater the higher the temperature. A general equation is presented for the interfacial tensions as a function of presPurp and temperature over the range studied, and the constants calculated for each system. A definite trend was found in the effect of molecular weight on the interfacial tension at a given temperature and pressure, for the homologous series from propane to n-octane. Data for n-decane from the literature fitted well into this trend. INTRODUCTION It has been recognized for many years that surface forces play an active part in the production history of an oil reservoir as well as in determining the amount of unrecoverable oil. The magnitudes of these forces are governed by the values of the interfacial tensions. These vary greatly with composition, pressure, and temperature. The effect of composition is greater than that of pressure and temperature over the ranges normally encountered. In fact, because of the variety of compounds present in a crude, no attempt has yet been made to correlate crude composition with its surface tension or with its interfacial tension against water. The amount of dissolved methane greatly affects the surface properties of an oil, and there are "surface-active" compounds in crudes which have a much greater effect on boundary tensions than do equal amounts of hydrocarbons. IN these days of the almost exclusive use of byproduct coke as the blast-furnace fuel in this country, it may seem out of place, and smacking too much of reminiscing, to say anything about the use of anthracite coal for blast-furnace fuel. Viewed in the light of present day research and of developments in alloy steel, some observations seem appropriate regarding this raw material that played such an important part in the development of the iron and steel industry during 50 years of the past century. The research work of that period, in which the whole iron and steel industry was revolutionized, passing from wrought iron to steel and from charcoal to three new mineral fuels for blast furnaces, was done chiefly in the full-sized plants of that day; and it was done largely by the ironmasters themselves. The laboratory had not become a part of the ironworks, and scientific instruments were lacking around the blast furnaces; "rule o' thumb" and erroneous theories prevailed-and have not yet all been eliminated. The recent interest in meteoric iron in connection with nickel steels and other alloys proves that it is worth while to search for the reasons for excellence and the causes for failures in the metallurgy of bygone days. Turner1 gives the reasons why the blast furnace of Dr. F. W. Geissenhainer on Silver Creek, Schuylkill County, Pennsylvania, about 10 miles northeast of Pottsville, was operated successfully with anthracite2 in August and September, 1836, and why several other attempts failed. It has taken a long time for us to find out that there are great differences in the behavior of anthracites from the several parts of the anthracite region, as well as differences in coking coals from the bituminous fields.
