This chapter covers certain aspects of open pit production planning based on experience, pointing out approaches to planning that may help produce a realistic picture for evaluation and operation The subjects discussed are roads, preproduction stripping, dump planning, dewatering, the relationship of production planning to equipment selection, and computer methods for the short-range or operational pit planning process Actual determination of ore limits, pit design, and production schedules are covered in other chapters This discussion is somewhat general. Specific problems that occur in mine planning are extremely varied, and it is not possible to cover many of them in a chapter, therefore, only some of the principles that are important in the approach to open pit production planning problems will be discussed.

The magnetic method of prospecting is well suited to determination of faulting in the basement rock. In addition to establishing the horizontal position of the fault, it often furnishes valuable information concerning the depth and amount of faulting. Consider a simple case of a vertical fault, represented in cross-section in Fig. 1. Let AA' represent the plane of observation (ordinarily the surface of the earth), and BB'B"B"' the upper surface of the basement. Assume that the sedimentary rocks are nonmagnetic, so that the magnetic susceptibility of the material above the basement is zero. Let k indicate the susceptibility of the basement rock, a- the density contrast between it and the neighboring sedimentary rocks, and t the amount of vertical displacement.

In the year 1581, the counselors of King Philip of Spain suggested to that monarch that a canal across the Isthmus of Darien would open the west coast of the South American continent to Spanish miners and explorers, enlarging and expanding the flow of precious metals then just beginning to trickle across the path cut by Spanish Conquistadors, from old Panama to Puerto Bello on the east coast. The King sent out a party of surveyors and explorers under the command of a young engineer, Savadaerro, who returned after two years, reporting upon a location for a canal which was virtually adopted by the French engineers employed by De Lesseps, who in 1877 commenced the work of constructing the Panama Canal-296 years after Sava- daerro's first survey was begun. The suggestion for an Isthmian canal, made to the king at a time when Spain was a proud, virile nation and when that country was contending with England in the fields of discovery and conquest, represents a measure of vision that has never failed to intrigue the imagination. That the young Spanish engineer recommended an undertaking so gigantic in conception that it took three and one-third centuries for its completion from the time it was first visioned matters little. A NATIVE son of Salt Lake City. David Douglas Moffat has contributed greatly to both the mineral industries and civic progress in the State of Utah. He was born in 1880 and his whole life bas been intimately associated with mining and milling. His father, one of Utah's pioneer mining men, was superintendent of a mill at Park City. When Moffat was only 18 years of age he went to Philipsburg Mont., where he spent several years as a machinist, and later as master mechanic for the Granite Bi-Metallic Mining Co. He returned to Park City in 1903 as master mechanic and night mill foreman for the Ontario Silver Mining Co. After a few years of varied experience he became, in 1910. general foreman of the Boston Consolidated Will at Garfield, Utah.

In June, 1906, I delivered to the graduating class of Lehigh Cniversity an address upon this subject, the substance of which, with sundry omissions and additions, was subsequently repeated, in October of the same year, in an extempore address before the Schenectady branch of the American Institute of Electrical Engineers. The latter, as stenographically reported, was published in the Proceedings of that society for November, 1906, and was referred to by President John Hays Hammond in his address at the Chattanooga meeting of October, 1908. Requests have been received from various quarters for the repub-lication of this address by the Institute. This I do not regard as necessary or proper; but I yield to that demand so far as to reproduce in the Transactions a summary of my views, as expressed in the two addresses above mentioned.

Some months ago I heard from a party of returned tourists an amusing story of a Chinese laundryman in the National Park who had included in his cabin a hot spring, of which he was accustomed to avail himself in his business, and who, on one occasion, having thrown a lot of linen into this spring to soak overnight, had added a piece of soap to facilitate the process, and had been considerably surprised when, stimulated by this soap, the spring had suddenly become a geyser and wrecked his establishment. The story went on to say that the practice of "soaping" geysers to make them, active had become general, but had been forbidden by the authorities.

The iron ores mined by LKAB in the north of Sweden have excellent beneficiation properties. This gives LKAB a favorable position as regards the production of low silica pellets for direct reduction. LKAB has concentrated on developing and marketing grades of pellets for the Midrex-Purofer-HyL process group, i. e., such direct reduction processes carried out in a shaft furnace or a static bed using reformed natural gas as a reducing agent. The paper deals with properties and quality demands of iron ore pellets for such processes. Matters such as the effect of the residual magnetite in the fired pellets on the degree of metallization, the amount and composition of the slag phase in the pellets, the mechanism of the disintegration during reduction, the state of swelling of the pellets during the conditions prevailing in these processes, the importance of the porosity, the improvement of the reducibility and lowering of the sticking tendency of the pellets by small additions of suitable additives, and the influence of the pellet size are discussed. A special test procedure for direct reduction pellets has been elaborated by LKAB. Thus, three metallurgical properties are routinely determined separately, namely reducibility, reduction strength, and sticking. The test methods are described. Finally the present and future LKAB pellets for direct reduction are presented with respect to chemical analyses and metallurgical properties.

(New York Meeting, February, 1913.) THE Tigre Mining Co. of Mexico, owned by the Lucky Tiger Combination Gold Mining Co. of Kansas City, decided early in 1910 to enlarge its mill, which consisted of a concentrator milling 3,000 tons of ore per month. The enlarged plant was designed to crush and concentrate 6,000 of ore and to cyanide 7,500 tons per mouth. The extra tonnage cyanided was to be obtained from tailings which were stored below the old mill. Power was supplied to the old mill from four boilers; a 150-h-p.. Corliss engine and two Weber 60-h-p. gas-engines using producer-gas made from charcoal. The total horse-power required, including 60 h-p. used for machine-drills in the mine, was approximately 275. Cord-wood cost $4.32 per cord, 8 by 4 by 3 ft., and charcoal $15 per ton. The fuel supply in the surrounding country was approaching exhaustion; more than 150 mules and 50 men were engaged in cutting and transporting this fuel, and the unsettled political, conditions in Sonora were such that it would be practically impossible to keep an organization of this kind together. The price of fuel was steadily rising and at times it became almost impossible to get sufficient fuel to operate.

The effect of the transition elements in binary solid-solution additions upon the recrystallization temperature of iron has been investigated. All these elements immediately raised the temperature, the majority having their greatest effect in less than 0.10 at. pct. A correlation is noted between the rate of change of recrystallization temperature with atomic percent solute and the electron configuration of the solute element. THE work of Abrahamson and rant' on binary chromium-base alloys indicated that a correspondence existed between the effect of each solute element on the brittle-to-ductile transition temperature of chromium and the ground-state electron configuration of the element added. This was felt to be a bonding phenomenon and would be expected to be observed in measurements of other properties involving the breaking or exchange of atomic bonds. From this work it was postulated that a like correspondence should be found for other properties of binary alloys, such as recrystallization. This study is an effort to check this postulation using binary solid-solution iron-base alloys. Previously, the majority of recrystallization studies were carried out on steels. However, Tammann2 investigated the recrystallization of iron as effected by Co, Ni, Si, Mn, Mo, and Cr and stated that elements with the same crystal structure at room temperature as iron appeared to be more effective in raising the recrystallization temperature. Austin, Luini, and Lindsay3 studied the effects of Ni, Cr, Mn, Co, Si, and Mo on cold rolling and annealing, but noted no trend. Abrahamson and rant,' in their work on the effect of both substitutional and interstitial elements upon the brittle-to-ductile transition of chromium, have shown that the outer electron configuration in the ground state of the solute element appears to be the prime determinant of the transition temperature. PROCEDURE All alloys were made using 99.95 + pct Fe with 0.02 wt pct 0, 0.004 pct C, and 0.001 pct N. All alloying elements were 99.9 + percent pure. Metal-lographically the alloys, out to at least 0.1 at. pct, appeared to be in solid solution. Though several published phase diagrams tend to dispute this.4 All alloys were arc melted six times and cast into square 400-g ingots under an argon atmosphere.

Young† (communication to the Secretary): Before the appearance of Mr. Scott's paper in these Transactions we were not specially interested in the investigation which he has started; but at his request we have endeavored to collect from musty records and the recollection of our old friends a brief chronicle of the progress made by this house. As 3000 instruments were manufactured by us before any descriptive record was kept, and 2000 more before the record contained more than a statement whether the instrument was a transit or a level, and sometimes its size, we approach the task with timidity, trusting that the reader will bear the difficulties in mind, particularly as the writer's predecessors, from whom, no doubt, the information desired could have been obtained, have passed away. Instruments for surveying were manufactured by David Rittenhouse, of Philadelphia, as early as 1760; but it was not until late in the first quarter of this century that there was any American market for an instrument outside of the ordinary surveyor's compass. With the advent of canals and railroads, and the more extensive development of the Pennsylvania coalfields, arose a demand for surveying-instruments to meet problems in engineering beyond the limited field of the compass. AT the meeting of January 28 which was held too late to be reported in the February MINING AND METAL-LURGY, Messrs. Taylor, Barron, Bassett, DeGolyer, Hutchinson, Norris, Rand, Reynders, Smith, Sweetser and Callow were present. Aside from routine matters, relating to finances and membership,, the Board author-ized establishment of a payroll account and payment by check. It also approved plans for a regional meeting to be, held at Cleveland on April 19 and 20 under the auspices of the Ohio Section and the Iron and Steel Committee. Following a report from the Committee on increase of Membership, Messrs. Barron, Bassett, and Sweetser were appointed as a special committee to con-sider the feasibility of increasing the dues. Mr. Read was made secretary of this Committee. A pleasant feature of the meeting was the presence of past-presi-dent Olcott and the presentation by him to the Institute of an elaborate scrap book, covering the excursion through Mexico made by the Institute in 1901. The meeting was preceded by a dinner at which Scott Turner spoke of the problems of the Bureau of Mines and the large volume of service work for the govern-ment it was now called on to perform. M. L. Requa discussed the need of more exact data covering our national reserve of minerals. E. N. Cooper gave a vivid picture of conditions in Mexico. W. H. Bassett told of the problems before the Institute of Metals, and Zay Jeffries told of the plans for that Division now being formulated. Max W. Ball reinforced what Mr. Requa had said relative to the importance and value of conservation studies as relates to minerals.

FEW phase diagrams of alloys composed of two transition metals have been adequately studied, probably because of the high melting points involved. Transition metals are the elements that have inner shells incompletely filled with electrons. They comprise groups IIIa to VIIIa of the periodic table, including more than half of all metals. We have chosen to study two systems whose comparatively low melting points allowed the alloys to be melted in a molybdenum resistance furnace. The nickel-palladium system proved to consist of a simple series of solid solutions, but iron-palladium manifested several remarkable features. The main characteristics of the latter diagram were decisively established, but lack of time prevented precise determination of phase boundaries. The gamma to alpha transformation in this system is unusual and warrants further study. Grigorjew1 determined the liquidus and solidus of the iron-palladium system by thermal methods. He found a minimum melting point, but no eutectic. He also found that palladium lowered the gamma to alpha and raised the gamma to delta transformation temperatures of iron, with a complete series of solid solutions existing between gamma iron and palladium. His measurements also indicated a compound or super-lattice near the composition FePd3. Jellinghaus2 found that annealing at 500° C. greatly increased the magnetic coercive force of an alloy of composition FePd. X-ray dif-fraction photographs showed that a tetragonal ordered phase had formed during the anneal.

Competition from an all-flotation plant, with demonstrated economies and efficiencies, plus a change in smelting contract and introduction of improved cyclones lead to conversion from gravity-flotation. Detailed descriptions are given of equipment installed and procedures used at St. Joseph Lead's Federal mill. Future plans include further quality control by instrumentation in all aspects of the mill operation. Also planned are improvements in materials handling systems. Competitive conditions will continue to dictate improvements and changes in the mill flowsheet. The advent of all-flotation mills in the Lead Belt was introduced by the Indian Creek mill in late 1953. This modern and efficient plant then became a pattern for the other mills in this area to re-evaluate their circuits in an effort to develop flowsheets that would improve operating conditions and metallurgy. The Indian Creek mill demonstrated that all-flotation would require considerably less operating and maintenance labor than the combination of tabling and flotation that was common in the Lead Belt at that time. Two significant changes occurred in recent years to allow all-flotation to be seriously considered in other Lead Belt mills. One was a change in the smelting contract which did not require gravity concentrate. Another was the development of cyclones which provided classification of the flotation feed in a very small space. Since the Federal mill was the largest concentrating plant in the Lead Belt it was felt that the greatest savings could be made by investigating the all-flotation possibilities at this mill. Interest was stimulated by the milling and ore dressing Depts. to determine if this mill would be converted without undue cost, provided the metallurgy could be improved. Accordingly, laboratory tests were initiated to learn what metallurgical benefit could be derived. Numerous tests were run which indicated that grinding to all-flotation would improve the tailing by as much as 0.02 pct Pb. This was quite significant when multiplied by the tonnage of ore treated. Projecting the added cost of power for extra grinding and flotation, and the additional flotation reagents required, plus additional new equipment that would have to be purchased, it would still add up to a considerable saving. The all-flotation mill would reduce man power by some 30 pct, and make a metallurgical improvement. Operating costs could be reduced bv 2$ per ton. The metallurgical improvement would amount to 4$ per ton, for a total of 6$ per ton of ore milled. An estimate of the cost of the conversion was set at $250,000. With the savings as estimated this could be paid off in about two years. On paper it therefore seemed attractive enough to justify a mill test. MILL TESTING One section of the Federal mill was made available for use as a separate test circuit. Cyclones and density controllers were borrowed from the Viburnum and Indian Creek mills. Denver flotation cells were obtained from the Desloge mill that was then shut down. Two 10-cell groups of Fagergren flotation machines, consisting of eight roughers and two cleaners in each bank, were segregated from the remainder of the plant. The 9x12-ft rod mill was continued as a primary grinding mill. The two 6%x12-ft mills on this section were converted from rods to balls, and the speed increased to 22.0 rpm. Cyclones were installed to close the circuit of these ball mills. The ground pulp from each of the ball mills was fed separately to its own bank of flotation cells so that two completely separated test circuits could be run in parallel. This test circuit operated on a three-shift basis from Dec. 22, 1959 to Mar. 21, 1960. The first few weeks were occupied in developing conditions for proper metallurgy and trouble-free operations. Results were rather erratic but as the ore dressing laboratory and the mill operators became more familiar with conditions they were able to obtain expected results, which could be duplicated day after day. The last five weeks of testing indicated the best results and are tabulated in Table I. During the first two weeks a Denver unit cell was used on No. 1 flotation circuit. AT FOUR O'CLOCK members gathered in the auditorium for the annual business meeting of the Institute which, according to its charter, must be held on the third Tuesday of February each year. President Turner presided and after the usual formal action on minutes announced that he would create a precedent by transferring the President's annual address (which by tradition has always been delivered at the banquet on Wednesday evening) to the business meeting, and, furthermore, would only present a brief abstract of it. Since it appears in full on pages 127-131 of this issue it can be followed with the careful attention its thoughtful analysis of current conditions deserves.

6.1-1. Introduction. Of necessity, the first of the unit operations conducted during the exploitation phase in surface mining is production drilling. It precedes blasting, with which it is associated as the two unit operations employed to break or fragment consolidated material (usually rock) in place. The purpose of production drilling is to provide the cavity for placement of the explosives. So far, no alternative to blasting has been devised for fragmenting very resistant rock in situ, although some forms of excavation (ripping, bucket wheel) are suitable without prior blasting for softer rock, such as weathered shale or mudstone, decomposed sediments, etc. For the vast majority of surface mines, however, drilling and blasting are pre- requisite to excavation and essential to the production cycle. Drilling is also used in surface mining for purposes other than providing blastholes. It finds application during exploration for obtaining samples and during development for drainage, slope stability, foundation testing, etc. Only in the exploitation phase of surface mining, however, are unique or specialized drilling methods and equipment employed; and the discussion in this Section is directed primarily to that application of drilling. Drilling is the most common means of rock penetration, the operation of placing a directed hole in rock. Closely akin to drilling for exploitation purposes is the cutting or freeing of dimension stone in quarrying. This operation, usually termed channeling or sawing, also takes the form of directional penetration of rock; but instead of producing a cylindrical hole, it yields a kerf or cut. The material thus freed from the solid is both a shaped and sized product, an objective of vital importance in the dimension stone industry. In sawing, holes are sometimes drilled to insert tools, but this drilling is a minor part of the sawing operation and employs conventional methods. Cutting, as a unit operation for freeing stone in quarrying, may be considered equivalent in purpose to drilling and blasting in other forms of surface mining.
