Clement Le Neve Foster was born at Camberwell on March 23, 1841, his father being Peter Le Neve Foster, who was secretary of the Society of Arts for 26 years. As a boy of 12 he was sent to school at Boulogne, receiving a preliminary education there; and in 1857, when only 16 years old, he took his degree of Bachelor of Science from the University of France. In October of the same year he returned to London and entered the Royal School of Mines, which was then in Jermyn Street. He distinguished himself by winning a scholarship and a medal, and by securing his degree as Associate of the Royal School of Mines in the abbreviated period of two years. This was followed by a year at the Bergakademie at Freiberg; subseque1:tly he visited several mining districts in Germany and Hungary. On returning to England, in November, 1860, he received from Sir Roderick Murchison an appointment upon the Geological Survey. During five years he was engaged in field-work, first on the Wealden beds in Kent and Sussex, and then in Derbyshire and Yorkshire. At this time his evenings were largely devoted to reading for a degree from London University. In 1861 he matriculated, obtaining the Bachelor of Science in 1863, with honors in biology and a University scholarship in geology; in 1864 he passed the two examinations entitling him to the Bachelor of Arts degree, and in 1865 he received the degree of Doctor of Science. In 1865 he succeeded Mr. Richard Pearce as lecturer to the Miners' Association of Cornwall and Devon. At the same time he became the curator to the museum of the Royal Geological Society of Cornwall at Penzance, a member of the council in 1873, and a life-member in 1874; he made frequent donations to the museum, besides contributing several valuable papers to

It is scarcely necessary to augment or amend the "Appreciation" of Dr. Douglas, from the pen of Dr. Albert A. Ledoux, which appeared in January, 1916, in Bulletin No. 109 of the Institute. The author of that admirable summary enjoyed the great privilege of expressing while Dr. Douglas was yet among us (though already marked for death) the love and esteem with which we all regarded him. But now that his earthly life has ended, the historian must still be the eulogist. No line need be added or deleted in the portrait of him already drawn; it has only to be accepted now as a true likeness, and hung in the gallery of the immortals, illuminated by the crowning glory of another world. James Douglas was born at Quebec, Canada, November 4, 1837. His father, James Douglas, was a distinguished physician and surgeon, known in many lands, especially in the Orient, and famous in his own country for his philanthropy as well as his skill, having established and directed for many years the first retreat for the insane in the Dominion. of Canada. One of the latest literary labors of the son was the editing and publishing of his father's journal and reminiscences—a fascinating volume, the review of which, though a tempting task, I must here forego. Nearly fifty years ago, I had the great pleasure of spending an hour with the elder Douglas, who guided me through his collection of Egyptian and Asiatic treasures. I might almost say souvenirs; so many of them were connected with personal experiences and exalted personages. The veteran's memory had already begun to fail with age, but his vivacity and imagination glowed all the more brightly; and his reminiscences of travel and adventure were embroidered with Oriental magnificence. I felt, after that hour, as if I had visited a stately, half-ruined edifice, overgrown with vines and flowers. The father's genius, adventurous spirit and generous philanthropy descended to his versatile, yet practical son. Like other men of such temperament, James Douglas tried many things before circumstances beyond his own control forced him into the line of his principal lifework. At the age of 18, he was sent to the University of Edinburgh, where he studied for two years. Returning to Canada, he entered Queen's University, at Kingston, Ontario, where he was graduated as Bachelor of Arts in 1858. Subsequently he studied medicine at Lava1 University, Quebec;

At present the demands of the United States for strorltium are met by imports from Germany, England and Canada, which vary considerably in proportions of ore and finished salts, in tonnage and in value. Statistics for the period 1926-1932 are given in Table 1. Domestic deposits arc known in many states, but the larger and purer ones are in the West, particularly in the desert region of southeastern California and western Arizona. These deposits are large enough to command interest, particularly in consideration of future cheap power at the Boulder Dam. The deposits described in this paper were examined during an investigation of the mineral resources of the Boulder Dam region by the United States Geological Survey for the United States Bureau of Reclamation in the spring of 1934. Mr. D. F. Hewett, who had general charge of the investigation, Mr. W. T. Schaller and Mr. M. I. Goldman contributed many helpful suggestions. Mr. N. H. Harshman assisted efficiently during the field work. Celestite Deposits The celestite deposits described in this paper are of sedimentary origin and Tertiary age. They are widely scattered, as shown on Fig. 1,

The Phosphoria formation of the northwestern states presents a stimulating challenge to workers in every field of mineral technology. In addition to its large reserves of phosphate, the formation has been found to contain important amounts of fluorine and several metals, such as vanadium, nickel, and molybdenum. Because these minor metals in the Phosphoria do not have their usual glitter, concentrations of them are not easily discovered nor appraised. Like the phosphate itself, production of these metals very likely can be achieved only through use of costly chemical methods, for their mineralogy precludes treatment by the usual methods. In addition, in much of the area the containing rocks lie in complexly folded and faulted structures, which complicate mining and increase its cost. Yet the chain of research necessary to establish what elements are present; their geographic and stratigraphic distribution and reserves; the most suitable methods for recovering them; the combination of beds which, when ruined and processed, will yield the greatest recovery of the most valuable elements; and the methods most adaptable to their profitable extraction may well lead to the development of an important mineral industry and may make possible a significaut reduction in the cost of fertilizer this in itself would be an achievement of momentous importance—and at the same time make the nation more self-sustaining in critical materials. Pure gold was deformed by wire drawing at room temperature and 78°K. After deformation at room temperature, the stored energy and the resistivity increment reached nearly constant levels at high strains, whereas the yield stress continued to increase with strain. After deformation at 78K, the stored energy, the reszstivity increment, and the yield stress were larger than after deformation at room temperature mzd increased continuously with strain. Annealing at THE stored energy and the changes in properties resulting from cold working of Au-Ag alloys by various processes have been the subject of a series of investigations in this laboratory.'-' The work reported here room temperature after deformation at 78°K did not affect the yield stress appreciably. The stored energy, resistivity increment, and Lncrease in yield stress after deformation at room te-lnperature can be explained primarily in lerrns of dislocations while point defects, as well as dislocations, contribute to the changes in these properties after deformalion at 78°K. extends this research to pure gold. The stored energy, the resistivity increment, and the tensile properties after deformation by wire drawing were measured as functions of the strain at room temperature and at 78°K. On Dec. 8, 1916, at a meeting held at the Massachusetts Institute of Technology, the John Fritz Medal was presented to Professor Elihu, Thomson, "for his achievements in electrical invention, in electrical engineering, in industrial development and,in scientific research." Professor Albert Sauveur presided. John J. Carty, chairman of the Presentation Committee of the Board of Award, made a short address-on the history and significance of the medal. He was followed by E. W. Rice, Jr., president of the General Electric Co., who spoke at length of the achievements of Dr. Thomson, whom he called "one of the world's most prolific and industrious inventors and scientists." Among other things, he said: "In the, field of electrical inventions alone, Professor Thomson has been awarded something over 550 United States patents, and in other fields; notably mechanical work, about 150 patent.,. he has made contributions to the world's scientific, and technical literature, in several hundred articles describing not only his own dis-coveries and inventions but making remarkably interesting contributions to scientific speculation and thought. "A skilled workman, he is always able himself to do the work which he asks others to perform. "His inventions are the result of such profound and accurate knowledge,. and developed with such skill, that they almost invariably work on the first, trial in accordance with expectation." Dr. Richard C. Maclaurin, President of the Massachusetts Institute of Technology, spoke of the personality of the man as well as of his accomplishments, as follows: "He has not only clone great things himself, but has shown ,in intense desire to help all who are struggling earnestly with scientific problems. He has proved an inspiration to an ever-widening circle of engineers and others who have entrusted him with their secrets and sought his help in overcoming their difficulties. DURING the first few years of the new atomic age the Colorado Plateau was the focal point of uranium exploration. There was little incentive to expend time and effort in an area so far removed from the known deposits as the Pacific Northwest, and there were too few local prospectors to cover the vast territory involved. In 1949 the AEC established an exploration office in Spokane to evaluate the uranium potential of the northwestern states. Interesting occurrences were found in the Coeur d'Alene district in Idaho and in the Boulder Batholith of central Montana, but the AEC discontinued the Spokane office in 1952, and for the next two years prospecting in the area was negligible. In April 1954 John and James LeBret, prospecting on the Spokane Indian Reservation with an ultra violet lamp, located an occurrence of the fluorescent uranium mineral autunite. This discovery was not announced until the following September, after a lease had been granted by the Spokane tribe. Exploratory drilling carried on by the AEC throughout the winter verified the existence of a commercial orebody. This property, the Midnite mine, has since developed the largest known ore reserve in the district.

The present tribute to a great pioneer in the steel industry, with the accompanying remarks upon the town of Sheffield, which has remained to this day what his invention made it, an important center of that industry, originally formed a part of the paper on "Iron Alloys," prepared, at the invitation of the Council of the Institute, for the Chicago meeting of August, 1893. That paper, begun with the intention of dealing with many alloys of iron, became, of necessity, through the limitations of time on the part of the writer and of space in the Transactions of the Institute, mainly a discussion of the principal modern commercial alloy of iron, manganese-steel; and much introductory and general matter was consequently omitted. The Secretary suggested, however, that this particular portion would be interesting and appropriate as a separate contribution, and I therefore present it as such, offering the foregoing statement simply as an explanation of its incomplete character. If I had undertaken to write a paper upon this subject alone, I should have felt myself bound to bestow upon it more elaborate research and to treat it with more abundant details. It was in the immediate neighborhood of Sheffield that the first successful process for the fusion of steel on a commercial scale saw the light. The late Dr. Percy, a leading authority in general metallurgy, says: " Formerly, so far as I am aware, steel was never melted and cast after its production; and in only one instance, viz., that of wootz was it ever molten during its production.....Now, by the fusion and casting of steel after its production its heterogeneousness is remedied, and ingots of the metal may be procured of perfectly uniform composition throughout; and for the practical solution of this important problem we are indebted to Benjamin Huntsman, of Sheffield." As a recent American journal appropriately remarks: " Huntsman's patient efforts, at last rewarded with success, entitle him to an elevated niche among the heroes of industry. Anomalous geological features in the coal and surrounding strata of a mine in northern West Virginia have fractured and deformed an inherently weak roof rock prior to mining. Horizontal stresses, as much as six times greater than overburden related horizontal stresses, have induced cutter roof failure. This failure was distinguishable from rock deformation associated with geological anomalies because it was induced by mining. The characterization of these features has allowed for the prediction of zones of unstable roof rock and the determination of failure trends on gateroad stability. Geological anomalies included clastic dikes and a narrow zone of sandstone roof. Clastic dikes, representing intrusions of shale and claystone, were invariably accompanied by local roof rock instability, and often formed the boundaries of roof falls. Shale was the dominant roof lithology except where a small sandstone occurred in the northwest portion of the longwall mining area. The sandstone occurs in two phases: a sandstone-filled channel, 5-m- thick and 60-m-wide, which eroded and replaced the shale roof and the upper part of the coalbed; and a sheet sandstone unit which was crossbedded to interbedded with the underlying shale. Horizontal stresses are naturally relieved through the initiation of cutter roof failure. This failure may extend from a few meters to several tens of meters horizontally, and from a few centimeters to several meters vertically. Orientations of entries and crosscuts has a greater influence on the direction and total length of cutter roof failure at the rib-roof intersection than does the principal directions of the in situ horizontal stresses. Seventy-four percent of the cutter roof failures occurred along the rib-roof intersection. Orientations of cutter roof failure away from the rib- roof intersection were clustered in the north-south direction and may have been influenced by the horizontal stress field.

TENNESSEE Copper Co. operates two ore concentrators, the London and Isabella mill. Copperhill, Tenn. In 1948 and 1949 the small ball mills and rake classifiers in the London concentrator were replaced by one large ball mill and one hydraulic classifier. This new ball mill was designed oversize so that it could be operated at slower than normal speed. The proper operating conditions were established and the results published.1 Later it was found that this mill operated more efficiently with a small ball charge.2 While this London grinding practice was being developed, the Isabella grinding circuit was not changed in any way. It remained a conventional two-stage rod mill-ball mill combination, the rod mill in open circuit and the ball mill in closed circuit with a rake classifier. Study of the data indicated that grinding cost could be lowered by converting to the London practice, but not enough would have been saved to warrant the expense of converting. No plan for improving this grinding operation could be developed.
