SELECTION of an alloy steel for a heat-treated article has been facilitated by methods for the calculation of hardenability,1 as-quenched hardness,2,3 and tempered tensile strength.4 Ductility and toughness may also be estimated if the steel is completely hardened on quenching,5,6 and the present study was carried out in order to develop a basis for estimating the Izod impact strength of partially hardened steel. The investigation was directed toward the prediction of Izod impact strength in steels of normal commercial quality without consideration of special compositions or heat-treatments that might produce abnormal brittleness. It was found that Izod impact strength of alloy steel is controlled by hardness, degree of hardening on quenching, and grain size. In fine-grained steels the impact strength for any given degree of hardening is inversely proportional to the tempered Rockwell C hardness, and the relation of impact strength to hardness is lowered by incomplete hardening. Calculation of the tensile strength and impact strength of heat-treating steels has shown that, except at very high strengths, tensile strength is raised by alloys without loss of impact strength whereas the tensile strength gained by higher carbon contents tends to be accompanied by a disproportionate loss of toughness. Plain carbon steels give relatively low and unpredictable impact strength. The calculation is sufficiently accurate to be helpful in the selection of alloy steel, and common grades of alloy steel have been evaluated with respect to combinations of tensile strength and impact strength attainable after heat-treatment in sections from I to 4 in. in diameter. PROCEDURE The study of the relation of hardness to impact strength was based on test data derived from 24 heats from four producers. The steels included the following SAE and AISI compositions: 1020, 1o30, 1040, 1340, 3310, 3316, 4320, 4330, 4340, 8620, 8630, 8640, 8720, 8730, 8740, 9310, 9317, 9440, 9917 and three high-alloy chromium-nickel-molybdenum steels. As far as is known, the steels tested were of normal commercial quality. They were supplied in 4-in. sections, which were forged to smaller sizes, prenormalized, and machined to final dimensions. Heat-treatment was carried out by heating to the usual austenitizing temperature for the grade of steel, holding for one hour per inch of thickness and quenching in still oil at room temperature. Previous work had indicated that this quenching treatment approximates a severity of H = 0.35. The bars were tempered as follows: ½ in., I in., and I 5/8 in., 2 hr; 2 ½ in., 3 hr; 4 in., 5 hr. A UTILITY that has a large consumption of coal must insure an adequate and sound supply of fuel. The Detroit Edison Co., which has an annual coal consumption of about four million tons and spends approximately $32 million a year for coal, including freight charges, has developed a program for fuel procurement and for evaluation and selection of fuel for reliable and efficient plant operation. Fuel Procurement Coal Purchasing Division: The Fuel Supply Div. of the Purchasing Dept. combines all of the procurement functions in one group, which must maintain adequate stocks of fuel. In addition to its usual purchasing duties, the division also governs transportation, follow-up, invoice and freight bill, in cooperation with the Accounting Dept. The Fuel Div. is comprised of the fuel agent, an assistant fuel agent, a coal buyer and five coal clerks, who follow the movement of each car, initially approve freight bills and invoices, and file claims whenever there is a shortage of one ton or more. The fuel agent reports directly to the purchasing agent of the Company, and all major programs are planned jointly with the chief purchasing officer. The apparent individuality of the fuel section is necessary because of the tremendous volume of coal cars handled each day, sometimes as many as 500, which must be handled promptly to complete the fastest possible move from the mines to the plants. Determining Annual Coal Volume: Through the combined studies of a Production Dept. Load Committee and the Controller's office, accurate predictions of coal requirements for any given year are provided the Fuel Dept. from 12 to 15 months in advance. This is divided into the requirements of all individual power plants and central heating plants. This in turn determines the quantity and quality for plants whose specific fuels vary with the type of equipment installed. In the Detroit area, which has a high industrial load, early estimates of annual coal consumption usually are resolved at the end of the year within 4 or 5 pct of the original plan. Operating in a highly developed industrial area eases the task of estimating primary output; and, with the residential demands increasing in a steady and fairly well-defined pattern, the overall coal schedules are not subject to radical changes during any given year. Selecting Suppliers: At any time, but especially during or before an emergency, the coal supply factor must be made secure. This is particularly true in the procurement of utility fuel. There are always extreme quantities of so-called "bargain" coal available during the buyers' markets, such as recently prevailed. These opportunistic offerings may be considered a means of averaging down overall price, rather than as a steady and dependable supply source. Coal is purchased on contract from mine operators and sales agents who have proved reliable. They are not opportunists who desert for higher dollars in times of duress; they do not fail to fulfill contracts when markets rise or overship when markets dip. The progressive operator today who is willing to expend capital to improve quality and service deserves much more consideration than a matching of short-term pennies. When a company has a high volume of annual needs, all phases of the mine supply must be considered. The mine must be able to produce the quality required at a fair price and be able to sell oversizes of coal in enough volume to screen sufficient nut and slack. It must crush coal and sell mine run at prices in line with competitive nut and slack and be willing to do so when there is no demand for prepared sizes. Determining Price: The public utility is in direct competition with any of its customers who can, if savings are guaranteed, generate their own power. Today, to a greater extent than ever before, private industry must do a better overall job than Government-controlled operations. The price of coal must be realistically balanced with the price paid by almost all industries and the railroads as well. The supply-demand ratio in coal is not difficult to discern. Prior to 1908 the oil production in the State of California had been almost entirely a heavy fuel oil, with a high flash point, but changed within a short period to a large percentage of refining oil with a low flash, by reason of the heavy production of light oil coming in from the Santa Maria field, the Midway field, and the increased production of the Fullerton field. This is clearly shown in the following tabulation of California's pro- The bringing in of these high percentages of light oil with their dangerous low flash and the increasing demand for the refined products necessitated the devising of some cheap and efficient means of quickly separating the lighter elements either in the field or at the main distributing points; also it became necessary to remove the excessive percentage of water which many of the light oils carried in emulsion. Union Oil Co. Port Harford Plant Probably the first important attempt to top light oil in California by other means than the ordinary stills was tried about 1908 by the Union Oil Co., at its plant at Port Harford, San Luis Obispo County, with Santa Maria oils. The process was the invention of Hubert G. Burroughs who afterward obtained a patent for the process, No. 998,837, dated July 25, 1911. Accurate and economic control of line and grade on long tunnels, large structures, excavations and waterways has been a problem to surveyors and engineers for decades. The conventional method of surveying, incorporating a level, transit and a number of surveying technicians, has proven to be a very expensive and time-consuming operation. Now, however, engineers have adapted the laser to help ease the problems of surveying, at the same time increasing the efficiency of such operations. The laser, which projects a continuous, narrow red beam of brilliant light, provides a constant alignment reference that does not interfere with personnel or equipment. A complete laser alignment system, specifically designed for and suited to a variety of mining and tunneling operations, has been developed by the Perkin-Elmer Corp. The engineering significance of this development can be fully realized when it is noted that, aside from potentially tremendous economic advantages in terms of labor savings, the laser beam provides a system of alignment that is at least ten times more accurate than presently used optical systems. The new laser system provides accuracies within 10 microinches per foot (1 x 10-5in.) when used with an accessory centering detector. In one of its first field trials, the laser was used for alignment of a two-mile tunnel which showed a total deviation of less than 5/8 in.

(communication to the Secretary*): This excellent paper apparently represents the results of extensive observation and experience among the mines of the Mother-Lode, but I strongly question its relegation of the dioritic intrusions to the period of fissuring and ore-deposition. The dioritic rocks referred to are evidently those areas represented by Ransome in the Mother-Lode folio1 as meta-diorites, and, as he says, are merely basic facies of the great granodiorite batholite of the Sierra Nevada. If followed downward I venture to predict that these meta-diorite areas would be found to connect with the great batholite, and to be in fact mere apophyses of it. I see no reason for supposing that these apophyses were intruded into the Mother-Lode slates at a period later than the intrusion of the granodiorite in general. The period of fissuring was subsequent to this intrusion; the basic granodiorite or quartz-diorite areas of the foot-hill region are themselves fissured extensively; and the fissures were filled with quartz, apparently during the same general period of the formation of the Mother-Lode veins. Prichard and Ransome2 both refer to the deposition of quartz in the same lode at different periods resulting from a reopening of the fissures. Some time since, I saw in the stopes of the

SOME old-time views which have recently come into my possession have inspired me to record that part of the early history of Leadville, Color- ado, with which I am familiar, the years 1878 to 1882, in the hope that others will add to what is here mentioned. My first appearance in Leadville was in June, 1878, immediately after graduation from the University of Michigan, and I found a congenial and lively crowd of young men, already there. The old log hotel, at the corner of Pine and State streets, housed some distinguished guests in the summer and fall of 1878. It was my good fortune there to make the acquaintance of James B. Grant, afterwards Governor of Colorado, in July of that year, when we were both glad of the accommodation afforded by cots in the second floor loft of the hostelry presided over by Herman Hibschle. Grant was then building his smelter and our associates were Eddy and James, August R. Meyer, and Berdell and Witherell. The Grand Hotel-Harris and Walsh, pro- prietors-was the first-class hotel of the place; but in a very few months there were many competitors.

ON Saturday evening, Sept. 9, a small party of Institute members, their wives and friends, left New York to attend the Fall Meeting of the Institute at San Francisco. In this party there were: President and Mrs. Arthur S. Dwight; Mr. and Mrs. George D. Barron; Mr. and Mrs. H. J. Stehli; N. S. Spencer and Miss Spencer; the Secretary and Mrs. F. F. Sharpless. They were joined at Chicago by E. F. Eurich, and by Mr. and Mrs. R. L. Baldwin and daughter. Our party was met at Chicago by Mr. and Mrs. L. V. Rice, Mr. and Mrs. A. D. Terrell and W. F. Boericke, who constituted themselves an impromptu entertainment committee and proceeded to carry out a delightful little program. We were taken to the Lake Shore drive, where a stiff wind off the lake refreshed us after a sultry day on the train, and on our return to the city saw Chicago illuminated with all its brilliance of electricity. We were entertained at dinner at the Drake Hotel. In spite of being two hours late getting into Omaha, we were right on the dot at Denver on Tuesday morn-ing. Horace F. Lunt came to the hotel soon after breakfast, and told us that a trip to the mountains had been planned. Having learned the number in the party, he began to gather up his automobiles for a 10 o'clock start.

THIS is a story of a mine discovered in the days of the Conquistadores but that remained unimportant until the second decade of this century. Without the usual legendary history of romance and fabulous riches it has become famous for the development of unexpected metals and unusual problems. These developments and experiences, exciting and interesting as any legend, are the substance of the San Antonio mine of the Santa Eulalia district in northern Mexico. Originally opened for its silver-lead content, it developed a tin deposit of singular economic importance and unique geologic interest, a vanadium orebody that for a few years placed it among the leading vanadium producers of the world, and now lead and zinc sulphide ores. It has been the seem of a disastrous flood that brought deep-sea divers into Mexico's desert mountains and raised important problems regarding ground water, demanding unusual measures. Geology and operating questions relating to the above matters will be discussed and much of it is recent history which has become a part of Mexican mining lore. History Dates Back to 1325 Santa Eulalia is the oldest of American cities, founded in 1325 by the Aztecs under the name of Tenochtitlan and devastated in 1521 by Cortes and his rapacious band of iron-willed adventurers. Their lust for gold burned through the Aztec empire and onward into most of North America. Santa Eulalia was in the path of conquest. In 1591 the district's first ore discovery was made near what is now the San Antonio mine. The ores carried no gold and the silver-lead content was unattractive to the early pioneers. Not until 1700 was real mining activity undertaken.

THE Isley furnace control, here presented as a novelty in furnace construction, is, in principle, one of the oldest methods of maintaining furnace heat for industrial purposes. Records unearthed in Egyptian tombs and the primitive methods of melting metal practiced by African tribes today indicate that fanning the fire and forcing the furnace by bellows have been an effective means of regulating heat for man's work during thousands of years. Even today, these cruder forms of mechanical draft production are still nn use within the borders of this most highly developed industrial land. Stacks, as we know them, are of com- paratively recent historical age but their attractive simplicity and seeming effectiveness have made them exceedingly popular. And so we find one of the most important types of furnace the world has even known, the open-hearth furnace, duly and more or less properly equipped with a chimney. The regenerative, or reversing, type of furnace, how-ever, required another mechanism between its hearth and the stack to provide a means for alternately con-necting one side and the other of its system of regen-erative chambers and flues to the stack and to a source of fuel and air supply respectively. Various types of reversing valves were developed, some of which are re-markably well designed for maximum efficiency and ease of installation as well as operation. However, this combination has a number of inherent faults which are so difficult to correct as to make efforts in the direction of improving over-all efficiency almost futile. These inherent difficulties are as follows: (1) The necessarily high temperature at which the gases must be delivered to the stack in order to make it operative. (2) The great temperature difference incidental to the reversal of flue gas and air and consequently the large variation in preheated air and fuel delivered to the furnace dur-ing the cycle. (3) The leakages and resistances created by the reversing apparatus and the complicated flues necessary. (4) The inadequate range of control af-forded by the natural draft system, especially under adverse atmospheric conditions.

The time-to-fracture test has been applied to pure platinum and to two alloys of platinum under the special conditions of small cross-sectional area of the specimens and of a test temperature above the annealing temperature. While the results are similar in character to those secured with large specimens of steel at temperatures below the annealing temperatures, two differences are noted: (I) an upward inflection in the curves for log stress vs. log time for the alloys, and (2) a sharp break in the curve for log stress vs. log time for pure platinum when single crystals filled the wire. The experiments showed that: (I) platinum and 10 per cent rhodium-platinum maintained their strengths at IIOO°C. better than did to per cent iridium-platinum, and (2) the rhodium-platinum after a time exceeded the iridium-platinum in strength at IIOO°C. Platinum alloys in their service at high temperatures encounter conditions somewhat similar to those that exist in the usual form of the "time-to-fracture"l test with steel. This paper is intended primarily to present results obtained by a "time-to-fracture" test under conditions approximating actual service for platinum (at the temperature IIOO°C. under oxidizing conditions) with three materials, pure platinum (99.99 per cent), a platinum alloy with 10 per cent iridium, and a platinum alloy with 10 per cent rhodium. The experimental procedure differed from that previously used in this type of measurement in that the samples were of small diameter (0.010 in.), were fully annealed, and were tested at a temperature definitely above their annealing points (600°C., IOOO°C. and 1050°C., respectively, for 60 per cent cold reduction and 15 min. heating time2,3). The experimental arrangement was similar to that previously described,' using as heating unit a small, horizontal, platinum-wound furnace, ½ by 12 in., maintained at constant temperature by an automatic controller. The samples were 0.010-in. wires, which had been annealed at 1200°C. by drawing them slowly through the furnace. The time-to-fracture was measured electrically. Elongation was not determined because of the difficulties inherent in the experimental arrangement. Life—that is, the time-to-fracture—was considered the important property in these first tests. No attempt was made to measure the reduction in area, but the types of fracture were noted qualitatively; in the text they are referred to as (I) the normal, plastic, or necked fracture, (2) the knife-edge fracture, and (3) the brittle or intercrystalline fratture with small reduction of area. Results for different constant applied stresses are plotted in Fig. I. In all cases at least two trials were made for each stress, although they cannot always be indicated separately on the curves. This paper describes some properties of steels in the composition range 0.10 to 0.30 per cent carbon and 1 to 7 per cent chromium. It is well known that some steels of this type develop high tensile strengths upon receiving comparatively simple heat treatments, such as ordinary air cooling from appropriate temperatures, with or without subsequent tempering treatments. These high strengths are frequently associated with unusual toughness as measured by the Izod or Charpy impact test. The chromium content, in addition to imparting the above properties, enhances the resistance to corrosion and improves the strength and oxidation resistance at elevated temperatures. Moreover, these steels have good forging and fabricating properties, as evidenced by the fact that several thousand tons of seamless tubing have been made during the past five years from steels containing 0.10 to 0.25 per cent carbon and 5 per cent chromium. IN the past five years, and without much fanfare, Turkey has emerged as a significant figure in the world mining picture. This has been accomplished by a five-year plan now in its last year. A second five-year plan is already under way, ahead of schedule. It will concentrate even more than the first in developing Turkish mines in order to increase present exports of coal, chrome ore, and copper, and to develop new mineral exports as well. To be fully understand the republicic?s mining program should be considered as something more than merely tapping rich resources in the East along the Aegean Sea, in the North among the mountains descending to the Black Sea, and in the West at the foot of the Taurus Mountains. It should also be viewed in the light of a strong nationalist policy with many aspects of state socialism. Turkey declares frankly that all mineral re- sources belong to the nation and all exploitation should be by the state for the twin purpose of modernizing the state and securing foreign exchange for the state by exports. Accordingly, the principal mines are state-operated and a few lesser enterprises, although not state-owned, have at least been put in the hands of Turkish capital.

It is often said that this Nation has become great because of its almost up limited supply of raw materials at low production 'costs. This was undoubtedly true in the earlier years but today we face an entirely different situation. We have learned that nature has been very generous in supplying all parts of the world with ample resources of various kinds to meet the demands. This applies to practically all commodities but for the purposes of this discussion, we will limit our remarks to petroleum.

THE simplicity of the propeller or disk fan, its small size and low cost, has, in recent years, led to an extended use of ventilators of this type at mines where only slight pressure is required. On this account the author of this paper has prepared for the new edition of Peele's Mining Engineers' Handbook a more accurate method of computing the required size, power, and so forth, than was possible for the first edition. The main object of this paper is to set forth the data collected in the course of that work, and to discuss the subject with more latitude than would have been advisable in a handbook, even if space had been available. Theory of Fans A great deal has been written about the theory of fans from Rankine's time down to the present. Nevertheless a rigid mathematical analysis of the propeller fan seems to be wanting. A general idea of the mechanics and difficulties in the way of analysis may be gathered from the following: The useful pressure and velocity effects of the oblique impact of the vanes on the axial current would evidently be nil if the blades were perpendicular to the plane of rotation, or if they were of such helicoidal form that the screw pitch multiplied by the speed represented an axial velocity agreeing with the actual velocity. Somewhere between these zero angles there is a pitch which, under given conditions of flow, would produce the maximum useful effect. A true helicoidal blade can be so arranged that it would offer no retarding effect on the air current at any part of the wheel, provided the axial velocity be assumed the same in all parts of the cross-section of the air course, but if plane surfaces are used, it is possible, under some conditions, that the air would be retarded at the middle parts of the wheel while it was accelerated at the circumference. Whatever be the form of vane, it seems evident that the tips are far more effective than the center of the wheel, because of their higher velocity. For this reason some investigators believe that a backward current forms through the middle of the wheel and that part of the air is circulated in a radial axial loop. Ignoring the possible existence of this eddy and the friction of the walls of the air course; and assuming the axial velocity of the air through all parts of the wheel, some rational analysis of the impact might be made according to the theory of deflecting surfaces, were it not
