During the last few years, a great deal of interest has been aroused in the use of more refined blasting techniques. It has been the effort of many mining companies to reduce powder cost, obtain better rock breakage, reduce drilling costs and provide safer working places. With the advent of new types of powder and such techniques as cushion blasting, line blasting, smoothwall or soundwall blasting, and presplitting or preshearing, these goals are approaching reality. Smoothwall blasting and presplitting have re- ceived much attention at the Climax Molybdenum Co., Climax, Colo., mine because of the large cost factor involved. An experimental program was begun in 1961, and during 1964 to the present has been used in many working areas. Some spectacular results have been achieved by the operating personnel in hard ground, but the most beneficial results have been in areas where the ground has been soft and highly fractured.

This paper is a description of certain geologic aspects of the Inspiration mining operation. It is not a geologic description of the Inspiration deposit nor an exposition of all the geologic work. Involved in the development and exploitation of the deposit. A few specific examples of the application of geology and geostatistics to the mining process are given to illustrate the progress that has been made in making the Inspiration Mine more efficient and cost effective, and a statement of the philosophy of geologic applications is offered.

During the nineteen months in which our country was actively engaged in the war, the United States Shipping Board Emergency Fleet Corpn. expanded the shipbuilding capacity of the United States from an unimportant position among the world's producers of ocean-going tonnage to first place. At the same time it increased the overseas merchant fleet of the United States from a negligible quantity to second place. The shipbuilding program has been greatly reduced since the signing of the armistice. There have been suspended or canceled contracts for 754 ships aggregating 3,797,825 deadweight tons, which would have cost $797,564,276 to complete. The cost of canceling these contracts will be about $202,853,456, and the saving effected by cancelations will approximate $594,710,820.

As the first year of full-scale shiploading operations nears completion, Chile's twin ports of Chafiaral and Caldera have proved instrumental in promoting the growth of that nation's iron ore industry. Located on the Iron Coast several hundred miles below Antofagasta, the two ports boast of new conveyor shiploading facilities uniquely adapted to their coastal environment. Until recently, iron ore producers in this region of Chile have been hampered by antiquated methods of loading crushed ore on ships for transportation to foreign buyers. Use of the "truck-to-lighter- to-ship" method, which dominated heretofore, was too slow and costly to permit expansion of productive mines and exploitation of new high-grade discoveries to meet the growing world demand for such ore.

0. C. RALSTON, Salt Lake City, Utah.-I have merely glanced over this paper, consequently, I am hardly in a position to discuss it intelligently. There is one thing, however, that is of interest, that is, the claim that the oil mixture which they have chosen is the best adapted to the work at hand. I would like to ask Mr. Mathewson if they still feel that that is the case-if that really does give the best grade of concentration and the best extraction for the same money, compared to any particular oil mixture which they could get. E. P. MATHEWSON, Anaconda, Mont.-We are still using that mixture, and we consider it the most economical mixture used. DAVID COLE, El Paso, Texas.-I would like to ask Mr. Ralston if there are some other mixtures that would be better? E. P. MATHEWSON.-We are open to suggestions. 0. C. RALSTON.-My own paper on oils* calls attention to the fact that certain hardwood oils, especially the tars, are now being burned or wasted. A great deal of hardwood tar is available as low as 4 or 5 c. per gallon, that being its value as fuel under the boilers. As a matter of fact, a great deal of testing has been done with only the commercial products that are as a usual ride sold on the market. Very little hardwood tar is sold on the market. In asking a great many people who have tested flotation oils, I have not heard hardwood tar mentioned very often. I think I would add to that that the hardwood tars can probably be bought in quantity comparable with the sludge acid at Anaconda, and. should contain a greater proportion of the frothing constituent, and at a price fairly commensurate with what they pay for the sludge acid. E. P. MATHEWSON.-I would like to make a correction in one statement I made that there has been no change made in the mixture. This change has been made: We found that the amount of wood creosote in treating the sand from tables was extremely small, and we tried some experiments on a large scale, dropping it out and using simply the sludge acid and sulphuric acid. We found that this gave practically as good results as wood creosote. We use wood creosote in treating the slimes. We find it necessary in that operation. Why, in an age when natural resources are available on a scale heretofore unknown, and when there is an unprecedented need for them to be developed, have would leaders been unable to find solutions which world concert the under-developed nations into developing nations? With investments in natural resources declining relative to world needs, it is necessary to reverse this senseless trend. This article is an examination of the paradox based on worldwide aspects of the mineral development field, and suggests a possible solution.

A new hydrometallurgical process has been developed to recover copper from sulfide ores. Copper is leached in a staged reactor system utilizing nitric and sulfuric acids at 105OC. Iron is removed from the pregnant liquor as a jarosite, and cathode copper is electrowon directly from the purified pregnant liquor. The spent electrolyte is recycled. Nitrogen oxides evolved from the leach are reconverted to nitric acid and are also recycled. Sulfur is rejected as So, jarosite, and gypsum. The process is highly versatile and can recover precious metals, molybdenum, and zinc when these elements are present. Continuous, integrated, semi-pilot plant operations using chalcopyrite ores demonstrated 99% copper leaching and production of cathode grade copper. Economic evaluation shows that the process is competitive with pyrometallurgical and other hydrometallurgical processes.

PLANS are underway for the annual meeting of AIME, to be held in New York, February 17 to 21. The technical program includes meetings of all divisions of all three branches, Mining, Metals, and Petroleum. The bulk of the technical sessions will be held at the Statler Hotel, and the annual banquet will be held at the Waldorf-Astoria, Wednesday evening, February 20. The technical program of the Mining Branch activities is included in this issue. While it is not complete in every detail, it shows general interest groupings as well as subjects to be discussed. The program for each division is shown separately to facilitate following the activities of these special interest groups. Then, after a full scale and possibly somewhat strenuous technical meeting, a post-meeting feature will appeal to many of the members. A restful cruise to Bermuda and Nassau is offered at special rates to AIME members and friends. The schedule is a 3:00 pm departure from New York on the Queen of Bermuda on Saturday, February 23; arrival at Bermuda at 7:00 am Monday, February 25; arrival at Nassau at noon, Wednesday, February 27; and the trip ending again in New York at 9:00 am, Saturday, March 1. Rates begin at $202.10 per person, with higher rates depending upon accomodations desired. The base rate includes outside room with private bath and all meals, as well as Federal, Bermuda and Nassau taxes. Reservations for the trip should be made immediately through Leon V. INTRODUCTION Organizations that regularly use project management services will almost certainly have their own views on the preferred systems and procedures. This chapter, therefore, describes Project Management for the personnel of groups not familiar on a regular basis with project management and deals with the basic questions that these groups can be expected to ask, such as: - What is project management? - Why is it needed? Project Management is the planning, implementation and monitoring of the Engineering, Procurement and Construction activities that are necessary to complete the project in the most economic manner. In the case of a crushing and grinding plant, completing the project would mean bringing it into full operat ion. Engineering is the design work for the purpose of producing drawings and technical specifications for Construction together with technical specifications and quantities for Procurement. Procurement is the arranging of con- tracts so that equipment, material and labour are brought as required to the construction site. Construction covers the on-site activities that bring together the components of Engineering and Procurement so as to arrive at a finished plant. Need & Cost Benefits Project Management systems are needed to allow progress and expenditures to be monitored so that any significant deviations from the plan can be identified and the appropriate corrective action taken. In this way, Project Management is able to give continual updated answers to the Owners broad questions. - What am I getting? - What will it cost? - When will it be ready? The need for Project Management is not always immediately apparent, a common belief being that the existence of the three components -Mining Company - Equipment Supplier - Construction Company - is sufficient to get the job done without a formal project management group. ThE kinetics of absorption of oxygen by induction-stirred liquid silver (at constant Po2 and T) has received some study here.''2 This paper describes a study of the kinetics of effusion (non-bubble-forming), and some additional work on absorption. A Sieverts type of apparatus was used. The kind of reaction tube assembly has been described.4 The same 25-kw, 450-kc induction unit was used as in earlier absorption work1'2 but the "coupling" was different. Illinois is rightly known as containing the coal deposit of which the first record in the United States was made. Joliet and Marquette saw "charbon de terre" along the Illinois River in 1673;1 LaSalle saw "mines de charbon" along the same stream in 1679; and Hennepin reported having "found in Several Places Some Pit-Coal" in 1682.2 In 1687 Jontel, in writing of the Illinois River country said, "along the river are coal pits, the coal whereof has been try'd and found very good."3 J. Carver reported the northern parts of the Mississippi River valley, "containing lead, copper, iron, coals, etc." in 17664 evidently referring to the Illinois country. Croghan, in the same year, saw coal along the Wabash River, near the mouth of the Vermilion in Indiana, but not far from Danville. Capt. Philip Pittman in his journey up the Mississippi in 1770 reported that "great pieces of coal are constantly found on the sand-banks, from whence it may be concluded, that there are coal-mines on the upper parts of the Mississipppi."5 This coal could only have come from the Illinois or Big Muddy Rivers. Morse, in 1798, refers to great quantities of coal on the upper branches of "the Father of Waters," and "on the Illinois River is a coal mine, which extends for half a mile along the middle of its banks."6 While, undoubtedly, some coal was used locally in various places, no records have been left of it and the first definite one is that in 1809 William Boon shipped some coal from the Big Muddy River, in Jackson County, to New Orleans, which was the first coal exported from Illinois.1 There has been considerable discussion as to this first shipment, whether it was made in 1809, 1810 or 1812. You moderns think of your field of work as "Minerals Beneficiation"; to me it always will be "Ore Dressing." While I would like to talk with you on the future of ore dressing rather than the past, I cannot do this because I started to work in the field some 56 years ago, and my future is behind me. It is trite to remind you that then, in 1900, one out of every 30 high school graduates went on to higher education. Today, the figure is one in every three. So that, while you have a lot more men to compete with, the field of opportunity has expanded even more.

There is mitigation for the sorrow of friends and the tragedy of sudden death when that death comes at the height of a successful career. It is not everyone's privilege to die, as has been the wish of many, in the harness—toiling, accomplishing, still necessary to the scheme of things. Nor is it everyone's privilege to leave a monument to his work. Dr. Fred Walter McNair died thus—in the midst of his work of educating, leaving along the path down the quarter century of his presidency of the Michigan College of Mines hundreds of men who, having come under his influence, have been successful in life.

Although this is going to appear in the December Issue of &E, it is being written long before the end of the year. December, of course, is the time for a summing up of the year's activities. Perhaps, the best way to begin is to report on what went on at the SME Board of Directors Meeting in St. Louis on October 20. This won't be a chronological report, and I shall take time to comment on some of the items we cover as we go along. You should be encouraged to know that your Directors take their duties seriously. Of the 21 current Directors, 19 were present, and three of the new 1971 Directors came to observe what goes on at an SME Board Meeting.

G. M. TAYLOR,* Colorado Springs, Colo.-I do not think the plan outlined in this paper would work at Cripple Creek. Most of our men have had a pretty good education. The Cripple Creek district is a lessee district-I do not think there is one urine operating in Cripple Creek to-day that does not have the leasing system. We have as many men leasing on our property as we have mining and every man who is working for wages is looking for a lease-every man has mined for him-self, he has been his own boss on a lease, either on our own property or on some of the other properties, and it makes a different class of employees.

Various rationalizations of preferred orientations in cold worked polycrystalline metals have been based on the operation of at least two three2 five, an indefinite number, and all,6 slip systems of the type occurring in single crystals. Pickus and Mathewson3 suggested that the cold rolling texture in face-centered cubic metals could be rationalized on the basis of two or more operating slip directions symmetrically disposed about the direction of flow in such a manner that the resolved shear stress factor is equal for all operating slip systems and lattice rotations cancel each other. The importance of the direction of flow, the necessity for the operation of slip systems capable of producing the required changes in external dimensions, the maintenance of a common surface between adjacent grains and a symmetrical arrangement of the operating slip systems in order to produce an end orientation which is stable under additional deformation lead to the following rationalization of textures based on the type of slip systems operative in single crystals. The rationalization is intended to explain why certain orientations are suitable for deformational flow without a change in orientation and thus are stable end orientations or ideal texture orientations. It does not attempt to explain how the grains of a randomly oriented polycrystalline aggregate will reach this orientation. The rationalization is based on the following four postulates: 1. The ideal textures for polycrystalline aggregates are the result of reorientations of individual crystals toward the same stable end orientation at which no further reorientation will occur even during additional deformation. Since, in simple slip, the relative orientations of the stress axis and the active slip system determine the change in orientation during slip, it is considered that the orientation of the stress axis with respect to the ideal texture determines what slip systems must be active to retain the stable end orientation. Therefore the stable end orientation should be a symmetrical one around the stress axis with respect to the active slip systems such that lattice rotations resulting from slip will cancel each other and prevent a resultant change in orientation. (Rotational symmetry only—not translation, inversion, nor others—is considered here.) Thus a metal under a pure stress should develop a texture consisting of one or more of the crystallographically symmetrical directions, <100>, <110> or <111> for cubic metals or <0001>, <1010> or <1120> for hexagonal close-packed metals, parallel to the stress axis. 2. Since the active slip direction is the direction of glide during simple slip and thus the direction of maximum shear movement, in the ideal texture the active slip
