One of the greatest factors in our industrial development is cheap and convenient power. Long-distance electrical transmission has now reached such a stage that it is feasible, and practicable, to utilize the water-power of the country which was heretofore too remote for consideration. In all of the changes of energy from its various sources to its electrical applications, water-power stands pre-eminent in point of economy. Power-users the world over have endeavored to utilize this force in preference to any other, and until long-distance transmission was found practicable it seemed that every available water-power in this section of the country was doing its full share for the benefit of mankind. The success of each great industrial development has been clue in a greater part to some one man one who is just a step in advance of the rest in his particular field; one who is able to grasp a situation and foresee possibilities; and, above all, one who has that indomitable pluck and perseverance which sees in each obstacle one more step toward success. Such a mail is Eugene L. Ashley, for it was through his efforts that the development of the greatest power on the Hudson river was made possible. For several years prior to 1897 the various properties along the river between Glens Falls and Palmer Falls were in the hands of speculators. These men knew the value of waterrights, but they had not the ability to assemble the properties and finance such an undertaking. In 1897 Mr. Ashley began buying these water-rights, and, after two years of litigation, title mas secured to all of the properties along each side of the river, and the Hudson River Water-Power Company was organized to construct a dam and transmit power to the surrounding cities and villages. A second generation tailings system, consisting of 8 km (5 mile) of large diameter 914- mm (36-in.) po1yethylene pipeline, the bulk of which was laid on a 0.2% grade, has been successfully operated by Lornex Mining Corp. for the past 2 yr. The system was designed to operate as a partial flow pipeline during average flows with the ability to pressurize itself and operate as a pressure pipeline under high flows, or clean itself out under sanding conditions. The system has exceeded design capacity and has had very little downtime. Polyethylene pipe was easily and inexpensively installed and has exhibited superior abrasion resistance characteristics.

DURING the past 35 years it has been my privilege to deal with hundreds of recent graduates from engineering schools all over the world. In consequence, I, feel that I have learned something about the training of, engineering students. In the first place, I believe that too great specializa-tion is a mistake. A student should receive general training in engineering for at least three out of the four years of the course, and any specializing that may be required should come in the fourth year. Too great emphasis can not be laid upon the fact that the four years' training does not make an engineer; on the contrary, the graduate is only fitted to enter the pro-fession. He becomes an engineer in the true sense of the word only after years of practice; the college train-ing merely shows him where to look for information and develops his intellectual powers. Some of our engineering schools have lengthened the term of study to five years and talk of increasing it still further. This, in my opinion, is a mistake. A young man who spends more than four years in college is apt to become too academic and theoretical. It is better to stiffen the matriculation examinations than to prolong the years of study in college. No matter how good the faculty may be and how carefully selected the course of study, the graduate can never become an engineer unless he has some natural qualifications for the vocation. There are one or two subjects in which most recent graduates seem to be weak; these are accounting, the command of English, and training in the writing of reports. A short course in general accounting should always be included in the curriculum. To this should be added instruction in the preparation of estimates and cost statements. In making reports it should be borne in mind that these reports are to be submitted to busy men,-and not to technical men. The busy man wants the gist of the report summarized on the front page of the report. He wants to know that if he expends a certain sum of money in a certain way, he will get certain results and make so much profit. This should be put clearly before him in short statements, free from technical terms. The details of the report can follow .at greater length; it should be remembered that the employer is not going to read these details, but will confine his attention to the summary.

INTRODUCTION Coal characterization involves a variety of analyses which are designed to yield as much information as possible about the properties of coal. The types of analyses which are now regarded as necessary for any truly quantitative assessment of coal include the following: 1. proximate analysis 2. ultimate analysis 3. petrographic analysis The two traditional forms of analyses are the proximate and ultimate types. A proximate determination reveals the amount of moisture, volatile matter, fixed carbon, and ash which are present in the coal. Nowadays, a sulfur determination is usually included in the proximate analysis. The ultimate analysis, in contrast, includes a major alkaline oxide determination, which tells how much sodium, calcium, and potassium are found in a sample. Sulfur forms, i.e. sulfide and sulfate vs organic sulfur, are also identified as well as carbon, hydrogen, oxygen, nitrogen, and trace element concentrations. Proximate and ultimate analyses have been used for many years. The petrographic analysis, one which identifies and quantifies organic microcomponents of coal, is a comparatively new technique of coal characterization. Petrography adds great detail to a coal analysis and, to be sure, is a necessary component of any complete analysis. Coal is not at all uniform in its composition. The Sacaton open pit copper mine has recently been placed into production. Some problems have been encountered in maintaining grade control due to differences between early block estimates and actual production grade. A study was made using three methods for computing grade for 50' x 50' x 40' size blocks from exploration and development drill holes; 1) The polygonal method, 2) The inverse distance squared method, and 3) The geostatistical kriging method. The results of each were compared against a control block file created by using the assay results of all blast holes drilled in the ore over three benches of the new pit. Results indicate that the kriging technique gave better estimates for grade of individual blocks than did the other two methods for this particular deposit.

The overall success of many strip coal mining operations depends primarily upon the efficient use of draglines to remove overburden. These machines require enormous capital investment and unless used efficiently the profitability of a venture is adversely affected. It is important that the dragline works continuously and it is imperative that the walking path and other facets of its operation be predetermined exactly so that the desired production rate is achieved with a minimum of non-productive time. Details of dragline operations which are of particular interest are walking path, prediction of best cut and positioning to maximize production, the angle of swing which produces the swiftest operation, optimum fill factor allowable for the type of material and conditions of ground, the maximum depth from which it can excavate and operating level with respect to the elevation of the high wall. The aims of the present paper are: 1. To establish a cut-off point in the cost-depth ratio. 2. Predict the most economic method of stripping in a given area using graphical plots of walking path implemented with information necessary to ensure optimum production. The optimum operating efficiency of the dragline in relation to the terrain and other conditions imposed on its operation will be evaluated. The model is based upon operating data which has been collected from site observations of a large strip coal mining operation in Central Queensland, Australia.

There were two official representatives of Foreign Governments as guests at the Chicago Meeting. One was Frederick Goransson, managing director of the Saudvikens Steel Works, who represented the Jernkonteret, the Iron and Steel In-stitute of Sweden, and who came to this country especially for our meeting. The other distinguished guest was Commander Toublet, who repre-sented the French Embassy. Commander Toublet delivered a most polished address at the Banquet, dealing with the felicitous relations existing between this country and France for the last 150 years. Com-mander Toublet was accompanied by Mrs. Toublet, who won the hearts of all the ladies present, whose guest she was.

IT has been reported that both berylliumL and zirconium&apos; developed the same basic textures during rolling at temperatures up to 1475 °F as at room temperature, differing only by an increase in the spread of basal planes toward the transverse direction as the temperature of deformation was increased. Iodide titanium&apos;&apos; rolled at 1050°F has a texture similar to the cold-rolled texture, {000l}, 25° to 30" from the rolling plane toward the transverse direction, <1010>, Rolling iodide titanium at 1450°F produced a more random condition with the basal planes parallel to the rolling plane and no direction strongly aligned with the rolling direction.

Nickel sulfide ores lend themselves readily to concentration before smelting or pressure leaching, but neither of the major oxidized ore types-the iron-rich laterites and magnesium-rich, soft silicates-has been directly concentrated. Upgrading of crude ore in current practice is limited to cobbing lumps of the harder, lower grade rock (protore) from the softer, enriched silicate ore, because only a small percentage of the nickel in these ores occurs in discrete, contrasting mineral particles. There is no apparent mineralogical contrast in the superficial, iron-rich lateritic ores and, in fact, there is no firm assurance that the nickel atoms are within the lattices of the limonite minerals, or else irregularly adsorbed on the limonite. Within underlying, "rotten rock" silicates, occasional veinlets of garnierite and related nickeliferous silicates are found.1 The garnierite veinlets are only incidental, and the majority of the nickel atoms occur as erratic replacements of magnesium atoms in the micaceous chlorites of the ore mass.

The Tri-State district comprises an area of about 2000 square miles in southwestern Missouri, southeastern Kansas, and north- eastern Oklahoma. The part that is in and contiguous to Missouri is still sometimes designated as the Joplin district (Fig. I). Early Operations Mining operations in what is now the Tri-State district date from about 1848 and have been continuous to the present. Apparently the first discoveries of ore were made about the same time near the present sites of Joplin, Oronogo, and Granby. Lead minerals were found at grass roots, probably in shattered rock in shallow excavations, then these minerals were followed in shear zones to deeper horizons. The mining of zinc followed. Before 1874, zinc ore was worthless and discarded as waste. According to published records, the total production of lead to that date was 49,000 tons of metal from 70,000 tons of concentrates. There is not a coal preparation engineer alive who would equip his newest and most modern preparation plant with all new and untried pieces of equipment. He may install a few such pieces in which he has great confidence, but he will also spend much time assuring himself that everything else in the plant has been subjected to the test of time. He may arrange these units in a unique manner, but in general, they must have proven themselves elsewhere before he will approve them for his plant. A modern coal preparation plant contains only a few items of processing equipment, the remaining items being devices for materials handling. Consequently, pure automation is almost impossible. Although the main aim of automation is conservation of manpower, it generally results in uniformity of product, lower maintenance costs, and the many intangibles that make a better plant.

In spite of the artificial supports which are provided to reinforce the mine roof and prevent failures, roof falls continue to occur very frequently in the mines due to the very unpredictable geological conditions and the dynamic nature of the mining operations. In fact, roof fall is still one of the largest contributor to coal mine fatalities. The design of a roof support plan is often based on arbitrary criterions due to the unpredictable behaviour of the rocks under the mining conditions. The failure of a mine roof which ultimately results in a roof fall and contribute to mine hazards, is caused following a gradual degradation in its physical conditions. A mine roof monitoring system capable of monitoring the rate of deterioration of a mine roof on a continuous basis has been developed and tested in an operating coal mine. Two methods for the rapid valuation of oil properties are in common use. The one best known and most widely used is the "per barrel" value, based on the present daily production of the well, without regard to its past performance or the history of the sand or pool from which it produces. The second method is the "time to pay out," or the lengt of time required for a well to place itself upon the credit side of the ledger, from which time the returns from its production (less the operating expenses) will be clear profit. The time basis for valuation is also commonly used in the appraisal of an undeveloped lease. In most oil fields, it is not thought good business to invest in production that will not pay out in at least 4 to 5 years. Nearly all buyers (except in certain regions of very persistent production like the deep-sand territory of the Appalachian field) expect wells to pay out in considerably less time than this. Like the barrel-per-day price, the time necessary for a well to pay out has been determined for each field, so that one frequently hears a field or district referred to as having a certain time to pay out. This is considered the norm for that field or district and the buyer and seller base their value, to greater or less extent, on their belief in the accuracy of this time. The writer long ago became convinced of the inaccuracy of the barrel-per-day method, except when greatly modified for local conditions, such as the age of the wells, their economic limit, operating conditions in the field, the future price of oil, and the persistence of the sand as a producer. When so modified, this method becomes more of an analytic or predicted probable-yield valuation. While the appraiser may not go through each step in a valuation based on future returnable revenue, his knowledge of the field and the local conditions surrounding his leases make it possible for him to estimate a fair sales value that, in many cases, will be a close approximation to the truth. This is quite different from she commonly understood barrel-per-day value, in that the conditions turrounding the sale of one lease or property at a fair market value may

In spite of potential theoretical and economic advantages of large-diameter ball mills, many manufacturers elect not to build them owing to what is perceived as an excessively large design risk. This is because traditional predictions for mill scaleup to large diameters are not always accurate. Alternative methods of analysis and scale-up are required. Recent studies have shown that detailed population balance models which account for important grinding subprocesses (grinding kinetics, material transport, and classification) are capable of predicting the performance of small- and intermediate-diameter mills (up to 4.3 m, or 14 ft) from small-scale batch tests. These same models are used in the current study to predict the performance of a "borderline "large ball mill (4.7 x 5.5 m, or 15 x 18 ft) at Asarco&apos;s Sacaton operation, a ball mill (5 x 5.8 m, or 16.4 x 19 ft) at Kennecott&apos;s Chino operation, and one of the world&apos;s largest ball mills (5.5 x 6.4 m, or 18 x 21 ft) at Cities Service Pinto Valley operation. Model parameters required for scale-up have been estimated in a 380-mm-diam (15-in.-diam) batch mill. Predictions are compared with the results of detailed plant sampling in the three plants. For the Sacaton and Chino operations, the error of the predictions was found to be less than 2.5%, while the corresponding error for the Pinto Valley operation was less than 2.7%. It is concluded that proper representation of the major subprocesses of grinding in the model equations is the key to achieving accurate scale-up. Of special importance is the need to account for the size distribution of the grinding media and the influence of the size distribution environment in the mill on grinding kinetics.
