WHEN I was a boy, political economy was taught in the old fashioned New England high school that I attended. I still possess my text-book, an abridgment of one of the old classics, and, I referred to it a few days ago. It began with the definition that "political economy is the science which investigates the' nature of wealth, and the laws which govern its production, exchange and distribution." That definition of 50 years ago strikes me still as being a good one. In college I sat under Francis A. Walker, the greatest of American economists. I still have his old text-book, which begins with substantially the same definition as Fawcett, but adds that "political economy has to do with no other subject, whatever, than wealth." As so developed economics was a dry study which captivated but few. It was characterized as the dismal science. It seemed to lead nowhither. . This was perhaps due to the inadequacy of the data available to economists. Consequently, their discussions and deduc-tions were founded largely on conjecture and assump-tions. Naturally this resulted in differences in the formulation of doctrines. There were controversies respecting the nature and influences of money, over the derivation of wages, over the principles of laissez faire (letting things take their own course) over the Malthusian doctrine, and so forth. Amid all this there was one great fundamental law universally recognized, namely the law of supply and demand, which ranks with the law of gravitation and the law of the conservation of energy among the great fundamen-tal laws of nature. The law of supply and demand is the one thing in economics upon which we may fix our eyes as upon the lode star. In the course of time we have fallen out of agreement with Walker's doctrine that political economy has to do with no other subject than wealth. Although it is indeed the science of the production and distribution of wealth we can see that many things pertain to that subject and that economics links hands closely with engineering, biology, and psychology. THE anthracite industry can be divided into two parts-the underground, or mining, and the outside, or preparation or manufacture. To understand recoveries in the two branches, some of the history of the industry and the changes that have taken place in the past century should be considered. It is a long step from 1807, when 55 tons were produced in the Wyoming field, to 1917, the peak year, when 80,841,223 tons were shipped to market from all the fields. In 1820, the Lehigh Coal Co., the predecessor of the Lehigh Coal & Navigation Co., shipped 365 tons in arks down the canal of the Lehigh Navigation Co. The Schuylkill field was not opened until 1822, when 1480 tons were shipped. The Wyoming field really became a producer in 1829, when 7000 tons were mined and shipped. It is well to note, at this time, the passing of the Coleraine colliery after a life of 88 years; in collieries of this age will be found the. romance of the region, as well as the history of the changes to date.

Engineering Council has been elected to membership in the Chamber of Commerce of the United States. Its representative will be Mr. Harold W. Buck, of Viele, Blackwell & Buck, Consulting Engineers, New York City, Past-president of the American Institute of Electrical Engineers, his alternate being Mr. Irving E. Moultrop, of the Edison Electric Illum-inating Co., Boston, member of American Society of Mechanical Engin-eers and American Institute of Electrical Engineers. The Chamber of Commerce of the United States was formed in 1912 and now consists of more than 1100 organizations in every state of the union, in the out-lying possessions, and of all the principal American chambers of commerce abroad. One of the chief aims is to obtain the best business thought on national questions that concern business. Members of the National Chamber have the privilege of using all the facilities of the Chamber's offices in Washington when information is desired.

F. N. FLYNN, Clifton, Ariz.-I would like to ask Mr. Mathewson what percentage of his leaching liquor is wasted at this time? It has a bearing on the question in connection with the New Cornelia, and I think it is a very important question. E. P. MATHEWSON, Anaconda, Mont.-I am not sure what the percentage is now, but we don't discard the strong liquors. Something like 25 per cent. of the wash water taken out each day is sent over a special set of scrap iron tanks, and the copper recovered there. We had a little trouble at first. We did not proceed to use the sponge iron for the reason that the plant we originally contemplated was abandoned for flotation. Our original idea was to use a leaching process on all the tailings of the mill, but we found it would take a great deal of time to build a plant; and the cost of operating the plant we estimated to be about the same and the recovery the same. It was a question of time with us, and we decided to adopt flotation. That changed our plans. We now have the leaching plant, treating the tailings of the old dump, and the flotation applied to the current tailings. The sponge iron was figured for the large plant. We can get all the scrap iron necessary for the small plant-plenty from the scrap produced in the main plant of the smelter.

ONLY in exceptional cases can the ordinary methods of chemistry be used for determining the constitution of compound metallic substances. Recourse has therefore been taken to special methods, the main expedients of which are, as we know, thermal analysis and metal microscopy. To these may be added-though more accessory-the determination of electric conductivity, specific volume, hardness or other properties. The information obtained by these methods has been compiled in equilibrium diagrams. Naturally, the technically most important alloys, such as steel, bronze and some others, have been subjected to very close study, and many investigators have devoted themselves to the solving of their problems of constitution. The equilibrium diagrams of these systems are therefore known today with a comparatively high degree of accuracy, even though it must be admitted that many details regarding their transformation reactions still remain to be completely explained. The equilibrium diagrams of the other alloys as a rule have not been determined so accurately. Most of them are based only on approximate determinations of the homogeneity ranges of the various phases. Thus extensive, detailed studies remain before these diagrams may be considered as established. Unfortunately, it must also be admitted that many of the alloy diagrams given in the present handbooks are as a whole very dubious. As a matter of fact, many of them may really only be viewed as the results of rather superficial, orientating investigations. In fact, there also seems to be a general opinion prevailing in our day that much work still remains to be done before the equilibrium conditions of the alloys may be considered as fully explained. At present, in almost all institutes for research on metals, as well as in many university laboratories, investigations to this effect are being carried out. As a rule, the classical methods of metallography, the thermal analysis and metal microscopy are applied.

There is an extensive literature relative to gas, oil, and the more solid hydrocarbons; but when it has all been digested and summarized, the resulting information is far from being satisfactory. The problems which have received the most attention are naturally those which relate to the successful exploitation and utilization of the deposits. From what is known of their geologic occurrence, theories have been formulated and rules laid down for the guidance of prospectors. The technology of the products has been made the subject of special chemical investigations. The geologic interrelation of the hydrocarbons, however, has not been considered in a broad manner, and the principles which have governed the origin of the economic bodies have been but imperfectly expressed. The greatest difficulty in choosing solutions to environmental problems ill a free market economy (such as ours) stems from two factors: adverse effects of pollution are largely external to the producer, and expenditures made that improve the environment result in benefits that are free to all, These two factors are sufficient to explain why the solution to many environmental problems is to be found in public action. Such action is most likely to be economic- ally efficient if it can be carried out so that industry retains the freedom to make decisions based on the free market. Two examples-a zoned discharge fee and innovation of recycling systems-illustrate the type of changes in the mineral industry that would lead to an improved environment. The first requires that ownership of the relevant public resources be vested in control agencies. The second indicates that profit opportunities existing in solid waste recycling should facilitate innovation. Both concepts can reduce environmental loadings but will require imaginative thought from persons in the mineral industries.

As far as the present writers know, this system of flotation has not been used elsewhere in this country, but in the last couple of years it has been introduced, with minor variations, at one plant in England and one in Wales. The system has been described and discussed in a number of publications. The following is quoted from an abstract of the latest of these," a paper presented at an International Conference on Industrial Combustion in 1952. On the basis of experience to date with the commercial plants, it is believed that the kerosene-flotation process incorporates all the necessary elements to make it greatly superior to anything else now available for treating of fines in wet processes of coal preparation. Additional study and investigation are still needed, however, to determine if certain phases of the process can be improved to such an extent as to make it generally satisfactory and acceptable to the industry. Further improvements will be needed with respect to the capacities of the flotation cells and the reagent consumption.

The present case history deals with the examination of an almost forgotten nickel prospect, near Winesap, Chelan County, Washington. Although the final results yielded no ore body of commercial importance, the integration of surface and underground exploration, geophysical survey and diamond drilling endow the story with interest. The program is significant because it is illustrative of how the most disappointing expenditures in mining exploration, the "not-finding" costs, could have been reduced had geophysical methods been applied at an appropriate stage in the prospecting work. The Chelan nickel deposit was discovered about 1900, on a sage-brush-covered hillside with a southerly slope, adjacent to Winesap Canyon; the paved highway now extending from Wenatchee northward, up the Columbia River and into Okanogan Valley, is only a mile away. After the deposit was found, three short prospect tunnels were driven into it, and the prospect then remained dormant for 40 years. No. x tunnel was 80 ft. long, running north into the hillside. For the first 35 ft. this adit exposed a typical, iron-stained gossan with streaks and stains of malachite, and small seams of water-soluble nickel sulphate. Beyond this, it encountered a relatively fresh peridotite, well mineralized with blebs of pentlandite. Systematic sampling yielded an average assay of 1.5 per cent nickel and 0.3 per cent copper. Down the hillside to the south and 35 ft. lower in elevation, No. 2 tunnel was driven under No. I and in the same direction, traversing 50 ft. of gneiss before it reached the peridotite. At this point the latter formation showed only scattered blebs of sulphides, not of commercial grade. To the west, on the same contour line as No. I tunnel, and 800 ft. around the hillside from it, No. 3 tunnel was driven 50 ft. into the hill to explore a strong gossan outcrop that assayed 0.5 per cent nickel (Fig. I). From the geological exposures on the hillside and in the tunnels, it appears that the main mass of the hill is formed of an ancient and altered gneiss complex. Into this, a sill-like injection of amphibolite (altered peridotite) was intruded, which, at least in some places, contains commercial quantities of nickel sulphide. Its structure is obscure, but it appears to dip into the hill at an angle of about 15°. In the vicinity of No. 3 tunnel a large dike of quartz diorite cuts the peridotite or amphibolite; about 140 ft. north of the portal of the tunnel, a dike of andesite 00 ft. wide cuts boldly up the hillside to break the continuity of the peridotite in that direction. The geological evidence available was not adequate to decide whether the peridotite forms a continuous sill, or occurs as isolated bodies in the gneiss. The method of drilling deep wells into the earth for the recovery of oil and gas is beset with many hazards. This is especially true in the Ventura Avenue field, which has the distinction of being the hardest field in California in which to complete a deep well. The hard, shifting and squeezing formations must be penetrated to great depths in the face of tremendous gas pressures. This field presents problems that keep the operators abreast with all of the latest developments in oil-field tools and machinery and in oil-well drilling practices. Equipment must be strong, and adapted to deep-well drilling and the handling of long heavy strings of casing. High-pressure sands require the utrnost care and attention of the operators and no chances can be taken, since a serious blowout may cause the loss of a well that has cost months of labor and expense. Equipment must meet these requirements or be discarded. Although the deepest wells in the world are not in this field, nor hav:. the longest strings of casing been set, nevertheless, the consistency with which deep wells are drilled and long strings of casing are set places the Ventura Avenue field foremost, in this respect, among the oil fields of the world. The V'entura Avenue field dors claim the deepest commercial oil-producing well in the world, in the Shell Co. of California's "Edison" No. 18. This well was drilled 7015 ft. and came in flowing 3280 bhl. of oil per day. This field also claims the deepest average depth of producing wells in that its Ill producing wells average 5676 ft. in depth. Of these 111 producing wells, 50 arc 6000 ft. or deeper, and 16 are 6500 ft. or deeper. Also, of the 111 producing wells 100 arc flowing, and 11 arc pumping wells. This paper is intended to set forth the methods used in the drilling of deep wells with rotary tools and the handling of long heavy strings of casing in the Ventura Avenue field.

The domestic iron and steel industry is a vital and major segment of the US economy. Including its employees in coal mining, iron ore mining, limestone quarrying, and related transportation, the industry directly provides jobs for approximately 750,000 people, has a $10 billion annual payroll, and indirectly supports a substantial volume of employment for the entire country. Because of its size and visibility, if nothing else, the US iron and steel industry has always been an easy target of attack and has often been subjected to a great deal of political sound and fury. Today, the industry has different troubles and is fighting for survival: it is faced with spiralling costs, inadequate earnings, labor unrest, foreign competition, government over-regulation, an acute shortage of investment capital, and an all-time high debt burden.

IT was my intention to have directed the attention of the members of the Institute to a complete series of rocks representing the older and middle formations represented in Pennsylvania, but time has been insufficient for the purpose, and I have been unable, in the first attempts to reduce the sections of those rocks, which I have brought with me to this meeting, to the requisite thinness necessary for exhibiting the peculiarities of their constituent minerals. The rocks represented here belong to the various horizons already mentioned, and include gneiss, ferruginous gneiss, chlorite slate, quartzites, and hydro-mica slates, limestones, dolomites, ferruginous conglomerates, quartz conglomerates, "Potomac marble" (nether member of the Mesozoic series), dolerites, and a syenite. The order in which these are named is, roughly, the order -of geographical position in a section line from southeast to northwest, commencing at the intersection of the Northern Central Railroad with the Maryland line, and ending a few miles from the town of York, and a short distance within the marginal outcrop of Mesozoic red sandstone. In such a geographical section all the rocks above mentioned would be encountered in the given order except syenite, about which a few words are to be said in a moment. (But this is far from representing the rocks in their geological sequence.) There is nothing of unusual interest to present to your notice in these slates and quartzites. The limestones were carefully searched under 450 diameters microscopic power, but they show no signs of organic remains. One section of a fine-grained Triassic sandstone contains a very beau¬tifully banded plate of quartz. But the objects of greatest interest at present are the specimens of trap. In a paper read by title at the Washingtoil meeting of the Institute,' May, 1905,I discussed at considerable length the geological relations, mode of occurrence, and the genesis of the lead- and zinc-ores of the VirginisTennessee region. The present paper treats of the purely ecorlomic phases of the zinc-ores of the district,—such as methods of mining the ores, their preparation and treatment. The Albemarle coullty mines and plant were discussed in the paper referred to above, and mill not be considered here. Methods of Mining. Until very recently the mining of lead- and zinc-ores in Virginia mas limited wholly to the surface-belt of weathering. The mode of occurrence and the character of the ores to be mined were such as to demand the employment of niethods used in mining secondary concentrated ores. Accordingly, a system similar to that practiced in mining brown iron-ores was employed, being modified to meet the changed conditions. Oxidized or Soft Ores.—Up to the present time practically all the ore mined in the Virginia district has been of the oxidized or soft type;—the silicate, calamine, and the carbonate, smith-sonite; largely the former, which has been localized and concentrated at only slight depths below the surface. Because of the extreme irregularity with which the limestone weathers when stripped of the overlying residual clay, it presents a roughened surface of large and small irregular " chimneys"

INTRODUCTION A technique is needed to apply the flotation method successfully to apply the flotation method successfully to low grade and complex ore bearing hard-to-float oxide minerals. Thus it is necessary to find a new selective, powerful collector or to develop a new flotation process. Some attempts to use two or more kinds of collectors combined in flotation have been made but the principle of the reaction between the collectors used and the surface of mineral as well as the effect of combined collectors on flotation has not yet been fully understood. As part of the study on the improvement of selective collection in flotation, we have been investigating the flotation of minerals using two kinds of organic reagents, one of which is a conventional collector. We found xanthates were able to adsorb even onto the surface of oxide mineral, with the help of another organic reagent, e.g. a chelate compound (1). Furthermore, a notable effect of combined reagents such as the xanthate-amino acid combination (2) was found on the reagent adsorption phenomena and the collection phenomena, depending on the combination of reagents. The present study was carried out to clarify the effects of adding two kinds of collectors to the collection of mineral in flotation in the following two cases: (1) joint use of xanthate and di-alkyl dithiophosphate for galena collection and (2) joint use of a cationic collector with xanthate for scheelite collection.

(New York Meeting, February, 1937) The object of this investigation was to determine whether silver alloys could be used instead of the currently employed insert of high-expansion Average Coefficient per Deg. C. over Range 20° to 200° C. A typical example of a piston containing a ferronickel insert is shown in Fig. 1. The high coefficient of expansion of silver made it worthy of consideration, while the small size of the insert would render its use feasible in Germany as an emergency measure. The coefficients of linear expansion of several metals and ailoys are as shown in the table above. Obviously the melting point of the insert must be high enough to prevent it from melting when the light alloy is cast around it. This imposes a lower limit of about 850" C. for the solidus of the silver alloy. Pure silver melts at about 961" C., so that the tolerable depression in the solidus is rather small. To avoid deformation of the insert during use a Brinell hardness number of at least 60 appears necessary.

NOT all the lead in the country comes from the big operations. A member sends in this photograph of the wash-up from the "Old Timers Lead Mine," at Galena, Ill. He omitted to inclose a flow-sheet of the concentration process, which detracts somewhat from its value to the technical man, and cost figures are lacking. Perhaps he was run off the lease when his questions on milling recoveries became too searching. Still and all, according to the picture the plant ap-pears to be operating efficiently. It is reasonable to believe that the cost of electric power per ton milled is held to a low figure. We commend the proper pro-fessional stance of the gentleman on the business end of the hand jig, though we look in vain for the time honored spring board to aid him in giving the most efficient stroke.

A sequence of 250 unconfined compression tests were completed on a common marine shale indicative of the overburden strata of east- central Ohio. The samples were of a light gray clay shale of Pennsylvanian age. The shales considered are obvious layered materials with distinct bedding planes. For this reason there is sufficient evidence to consider this material as anisotropic in nature. With a properly chosen reference coordinate system this anisotropy can be reduced to a layered orthotropic characterization. This implies that the mechanical properties can be specified with regard to principal material directions. With this nature in mind a systematic study of the combined influences of strain rate and moisture conditioning was initiated. Of particular interest is the variations in unconfined ultimate compressive strength with variations in the controlled parameters of strain rate, moisture conditioning level and direction of testing. Results of this particular phase of the program are presented.

The specimen of glazy iron used for analysis was highly characteristic in appearance. It was made at one of the furnaces of the Glendon Iron Works, working a light burden of ore with a highly silicious cinder. There are very few records of analyses of this variety of iron.
