Construction of the Ranger uranium project, located 230 kms east of Darwin in the Northern Territory, Australia, commenced in January 1979. Energy Resources of Australia Ltd (ERA) was incorporated in February 1980 to acquire all the rights in the project. The total cost to ERA of these rights was A$407 million, made up of A$125 million in cash to the Federal Government and the issue of 125 million A$1.00 shares at par, plus a payment of A$16 million in cash to each of Peko-Wallsend Ltd. (Peko) and EZ Industries Ltd. (EZ). ERA's cash requirements to complete the project were estimated in October 1980 to be A$553 million. Project loans, secured by first ranking debenture stock, were arranged for a total of US$390 million, while second-ranking debenture loans totalling A$60 million were [ ] obtained from the vendors, Peko and EZ. Overseas participants (power utilities who had agreed to purchase uranium yellowcake under contract) arranged to take up 25% of the equity capital for A$102.5 million; Peko and EZ were allotted 30.5% each as satisfaction of vendors' consideration; and 14% representing A$57.5 million was issued to Australian residents in an underwritten public flotation in November, 1980. The loan and equity financing arrangements required the successful resolution of many complex and interlocking factors, including technical and economic feasibility, agreement with Aboriginal interests, compliance with Government policies, and securing of sales contracts.

A unique feature of the recently dedicated pelletizing complex of Hamersley Iron Pty. Ltd. is the dry grinding circuit for the iron ore fines. This facility, located at Dampier, some 800 miles north of Perth, Western Australia, has a rated annual capacity of 2 million tpy of iron ore pellets. The Mt. Tom Price orebody, which supplies the pelletizing plant, is a massive deposit of high-grade hematite containing an estimated 500 million tons of ore averaging 64% iron. The main impurities are ferruginous shales that occur in bands of varying widths in the orebody. An average analysis shows 4.4% SiO2, 2.0% A12O3, 0.05% P and 1.8% LOI.

US 4,185,872-In the solution mining of uranium values from a subterranean uranium ore deposit, a lixiviant comprising sodium sulfate or other alkali metal sulfate and optionally minor proportions of an alkali metal carbonate or bicarbonate and an alkali metal hypochlorite is introduced into the ore to solubilize uranium therein. [ ] For President-Elect Leo F. Reinartz has been nominated for the Presidency of AIME in 1954. Mr. Reinartz is now vice-president, special operating development, Armco Steel Corp. He was born in East Liverpool, Ohio, and graduated from the Carnegie Institute of Technology as metallurgical engineer. He joined Armco in 1909 as a chemist and then became open hearth foreman; assistant superintendent, open hearth dept.; superintendent, open hearth dept.; assistant general superintendent; works manager, East works; manager, Middletown div.; and assistant vice-president, successively. Mr. Reinartz has been active in many technical societies and delivered papers before several. He has been the recipient of the Alumni Award from Carnegie and holds life honorary membership in the AIME National Open Hearth Conference. One of the organizers of the National Open Hearth Conference, Mr. Reinartz was Chairman, Executive Committee (1927 to 1946) and is presently Chairman of its Finance Committee. In October 1951 he was an American Conferee at the First World Metallurgical Congress held in Detroit. An AIME member since 1925, Mr. Reinartz has been active on numerous committees of the Institute.

"The Great Falls of the Missouri are situated about 12 miles below the City of Great Falls and development work for the utilization of the power which they afford is now in progress. The natural fall is about 77 feet.The development will consist of a concrete dam 1,000 feet long on the crest line, and 73 feet high. The power house will be set below the present falls near the north end and the tailrace will be cut below an island which is situated just below the falls. The maximum head will be 153 feet. The power house will contain six units of 15,000 horse power each. The construction as contemplated will comprise about 180,000 cubic yards of concrete work, using 200,000 barrels of cement."

Disposal of fine coal refuse is one of the major technical problems which could adversely affect growth and development of the coal industry. At present one of the most: common methods for disposal of fine coal refuse slurry involves impounding the slurry behind dams. However meeting new federal and state government regulations for building, maintaining and reclaiming these impoundments in addition to terrain and space considerations render this technique to be only marginally competitive with other disposal methods. The coal industry has been actively engaged in developing alternate disposal techniques which are economically feasible and environmentally acceptable. A review of coal refuse disposal problem and current refuse disposal practice both in the eastern and western coal fields is presented. Various promising techniques being developed for economical and safe disposal of fine coal refuse slurry are also discussed.

Having been appointed, on February 19th, 1890, a member of the Commission created by the Legislature of Pennsylvania for the purpose of investigating the " Waste of Coal Mining, with the View to the Utilizing of the Waste" (waste in this case referring specially to the small sizes of anthracite heretofore thrown away), my attention was naturally directed to the mash economical method of burning these small sizes.* Although I had been Familiar with the burning of anthracite for • many years, I found when I came to study the matter carefully that I was far from thoroughly understanding it, particularly with reference to the hurning of the smaller sizes, and that the literature of the subject, which was not very extensive, had more of a tendency to confuse than to enlighten me. I began therefore to investigate the subject so as to arrive if possible at some definite principles applicable to the question. With the aid of my assistant, Mr. John R. Wagner, I began at Drifton a series of experiments upon the burning of small anthracites. We first erected a small furnace with a grate 3 feet long and 2 feet wide, with which we experimented about two months. From the information thus acquired, we designed and built another furnace of about the same size, which gave us facilities for extending our investigations still further. After experimenting several months with the second furnace, we built a third one, which was much larger, having a grate area of about 68 square feet, which was exactly the size of the grate used in the boiler-plants of' Coxe Bros. &

Last year's review was characterized as a year of politics and began an era of legislation. The 1972 review can be similarly characterized, with even more rigid health and safety regulations and environmental legislation. The mining industry should be aware of what's happening in the nuclear power and other fields as a result of the National Environmental Policy Act (NEPA) of 1969, where the environmental impact of most major construction activities are already under close scrutiny. Section 102 of NEPA requires that all federal agencies include a detailed statement on specified environmental conditions as part of every report on proposed actions significantly affecting the quality of the human environment. All such environmental reports must consider the same general conditions: • The environmental impact of the proposed action. • Any adverse environmental effects which cannot be avoided should the proposal be implemented. • Alternatives to the proposed action. • The relationship between local short-term uses of man's environment and the maintenance and enhancement of long-term productivity. • Any irreversible and irretrievable commitments of resources which would be involved in the proposed action should it be implemented.

FIG. 1 shows a volute aging break which developed spontaneously in a hardened and tempered steel helmet between 19 and 38 days after it had been tested ballistically. A similar break, shown in Fig. 2, developed spontaneously in a similar helmet about 40 days after the ballistic testing. In this case the rupture occurred abruptly and with a loud report. The path of rupture in this second case, though much the less regular, is the more interesting of the FIG. 1. FIG. 2. two, in that it is an approximation to two parallel volutes centered at the point of impact of the projectile, just below D. Several weeks later, after the photograph for Fig. 1 was taken, a similar doubling of the volute crack occurred in this helmet, starting from the end of the eyelash crack near A and spreading thence to the left contra-clockwise for about ½ in. The negatives from which these pictures are made have not been touched up in any way, save writing the letters on them. The little village, from which this formation receives its name, is situated on a bluff of the Alabama River, 175 feet above water level. This bluff is a portion of high table land that begins in the western portion of Choctaw and extends through Clarke and Monroe counties. We find points on this ridge more than 100 feet higher than Tuscaloosa, and nearly as high as the Tennessee River at Tuscumbia. Through this the Alabama River cuts its way, exposing a beautiful cross-section of the strata, of which the accompanying sketch may give some idea. The fossils are found about 75 feet below the surface and 100 feet above the level of the river. There are seven distinct strata. 1. The lowest, extending from the water's edge up the bluff 80 feet, is a soft calcareous rock containing about 15 per cent. of carbonate of lime, with occasional specks of mica. In this a few Ostrea, Turritellæ, and Flustræ were found, but so friable as to fall to pieces when handled. 2. Next comes a stratum varying from 2 to 8 feet, consisting of

The sudden death of Dr. Drown, on Nov. 17, 1904, brought to multitudes the pang of personal loss. Of all those who, as students at Lafayette College, the Massachusetts Institute of Technology and Lehigh University, were brought under his influence, not one can have forgotten him, and all will now acknowledge, with an unfading gratitude, what they owe in professional equipment to his wise, clear, skillful guidance, and in character to his sympathetic, stimulating personality. Outside of this wide circle, the experts of both hemispheres will lament the departure of one who, in his department of scientific investigation, both knew what work was needed, arid how to do it so that it needed not to be done again. The older members of the Amierican Institute of Mining Engineers will remember with gratitude the part he took, as Secretary from 1873 to 1884, in promoting the interest of that organization, and in shaping the plan and policy which it has followed with such noteworthy success. And, in addition to all these (though partly included among them), there are a host of friends, who can scarcely think of the public loss by reason of their own. Thomas Messenger Drown was born March 19,1842, at Philadelphia, Pa. His parents were natives of New England; and he was the youngest of their three sons. He received his preliminary education in the public schools and the High School of Philadelphia, from which he was graduated in 1859. Be-

A list of publications of the United States Bureau of Mines, complete from its establishment to the end of June, 1931, may be had upon request. In addition a monthly leaflet of new publications is issued and is sent to those on the mailing list of the Bureau. Publications are separated into three main divisions: 1. Sales Publications.-Those for which a charge is made. Any orders or remittances in payment for sales publications should be sent directly to the Superintendent of Documents, Government Printing Office, Washington, D. C., and not to the Bureau of Mines. Sales publications are classified into (1) Bulletins, (2) Technical Papers, (3) Economic Papers, (4) statistical reports of the mineral resources of the United States, (5) Monographs, (6) Handbooks, and (7) Schedules. Bulletins and Technical Papers present the results of scientific and technical investigations. Economic Papers are analytical studies of production statistics, sources, resources, .distribution, and industrial flow of mineral commodities. Based on a simplified model for the motion of particulate materials in horizontal, rotating cylinders, approximate expressions have been derived relating the power consumption of a tumbling mill to its dimensions and speed of rotation and to the amount and nature of the charge. The basic assumptions underlying the model are that there is no slip between the charge and the mill shell, that the free surface of the charge remains essentially planar during rotation, and that there is no transfer of momentum from the material flowing down the free surface back to the mill shell. The relationships formulated from this model have been shown to be in excellent agreement with experimental results taken from the literature. While the requirements of the model are most clearly met at low speeds of rotation, the results appear to be valid even for speeds up to 70-80% of the critical speed. Poorer agreement between theory and experiment is found when the charge consists of relatively large particles (balls) and when the filling of the mill exceeds 50% of the available volume. Qualitative explanations of these deviations have been offered.

INVESTIGATORS in the areas of plasticity, crystal growth, and stress analysis have a need for crys-tallographic data such as the interplanar angles. This information is utilized in the form of a stereo-graphic projection from which orientation determinations can be made. Calculations of mechanical properties, such as the critical resolved shear stress, require values for the angles between directions as well as the interplanar angles. Only a limited amount of this data is available for tetragonal crystals. The equations for these angles are relatively simple but because of the large numbers of angles involved and the infinite number of structures that could be investigated, it was decided to program these calculations on a high speed digital computer.
