At the meeting of the Board of Directors held Tuesday, Feb. 18, 1919, there were present nineteen Directors and the Secretary of the Institute. The following officers were elected for the year: A. R. Ledoux, first vice-president; George D. Barron, treasurer; Bradley Stoughton, secretary; and the following committees: Executive Committee, Finance Committee, Library Committee, Committee on Papers and Publications, Committe on Membership. The personnel of these committees will be published in the Year Book. A vote of thanks was passed to each officer and member of the several committees that arranged the New York Meeting of the Institute. The meeting dates for the Board were arranged for the year. Most existing impoundment ponds and dams leak effluent into the soil or rock upon which they are constructed. However, proposed environmental legislation will require very stringent control of the release of toxic effluents such as cyanide. More exacting investigation, design, and construction techniques than have been used in the past will be required to satisfy these new regulations. The types of field and laboratory investigations required to develop the data for the design of an impoundment system containing toxic effluent are discussed, together with the technical considerations necessary to design this system. Design topics include reservoir sealing with natural and man-made materials; embankment sealing; embankment design considering stability, surface hydrology, capacity, and downstream catchment basins; and special implications of cyanide effluents.

Unfortunately, most of the publications of the Wyoming State Geological Survey are now out of print In particular should be mentioned Bulletins describing the various oil fields of Wyoming, and Bulletin 17, Bibliography and index (1918), all of which are out of print State geologic and topographic maps are also not available. A list of publications will be sent upon request Still available are: Bulletin 18, Mining laws, state and federal (1921), 19, Mineral hot springs of Wyoming (1926), 20, Atlantic City-South Pass gold mining district (1926), Circular 5, Operating regulations to govern the production of oil and gas on state and patented lands (1929). The last two Biennial Reports, issued 1928 and 1930, are still available. The bulletins and reports listed are distributed free.

The petition for the formation of a Tulsa Section was granted. The final budget for the year 1917, and the tentative budget for the year 1918, were adopted. The Secretary was instructed to continue to send the Bulletin to all members whose dues have been remitted on account of their being in the war service, but to hold the Transactions and send them on request to the address furnished for the purpose. The issues of the Bulletin were presented to the Federal Fuel Administration, at its request, with the compliments of the Institute. Fifty-nine Members, five Associates, and fifteen Junior Members were elected. The resignation of one member was accepted. The clues of four members who are on active duty at the front were remitted. An extension of time for the payment of clues was granted to four members, upon request.

On Sept. 22 to 26, the Institute will hold its 120th meeting in Chicago. The following list of corrections has been compiled from the thirty-five volumes, with some additions: VOLUME I. Page 160. The first two sentences of the second paragraph should read as follows : " For No. II we find that 2.33 percent. A1,08 take 4.07 per cent. 8109, leaving 3.48 per cent. 8102 free, which requires 3.25 per cent. CaO." Page 160, line 14, 3.79 should be 3.25; and in the 15th and 18th lines, 48.44 should be 46.98. VOLUME VI. Page 59. The discharges of the miners' inch per second, given as .2624 and .2499 cubic feet, should be .02624 and .02499, respectively. The discharges per minute, hour, etc., are correctly given. VOLUME VIII. Page 214. 16th and 25th lines, ferric carbonate should be ferrous carbonate. Page 486, 16th line, 10,000 should be 5,000. [ ]
