Sooner or later the potential miner of industrial minerals reaches the conclusion that of the various factors he must consider, the marketing of his product is. the most important. The sooner he realizes this the better, as successful industrial mineral producers .will confirm. Herein lies a difference between i.ndustria1 mineral mining and metal mining. Often in the latter, technical problems of mining or concentrating are equal to or even surpass those of marketing. This is not meant to imply that there are no problems in mining and beneficiation of industrial minerals, but these usually are outweighed by the problem of marketing. Recentlv. an official of a nationally known corporation :i the elecl.ro-metallurgical industry made an industrial mineral survey in the Pacific Northwest. In the course of his investigation he interviewed producers and potential producers of the various industrial minerals scheduled for use in the plant now being constructed in this area. He stated that he was interested in only three factors: namely, (1) Can your product meet our specifications? (2) Are you able to supply our tonnage requirements? and (3) What will be the delivered price? If there are several sources of supply of sufficient grade and tonnage, as is often the case in the Northwest, then the third factor becomes the important and deciding one. While industrial minerals are usually sold f.0.b. cars with the freight being paid by the buyer, it is the delivered and riot the f.0.b. price that determines the competitive position of the producer and his industrial mineral product. Unfortunately for both the consumers and producers of industrial minerals in the Northwest, the sources are generally a considerable distance from the markets. This necessitates long rail hauls, for which transportation charges make up the largest share of the delivered cost and the delivered price of the product. Is it any wonder then, that rail rates play such an important part in the marketing of industrial minerals? In order to sell his product, the producer must be able to deliver to the market at a competitive price. It must be remembered that his largest cost factor is rail transportation, and that he is limited to markets that he can reach competitively. Since the cost of rail transportation is so important, let us compare various freight rates in the Northwest and attempt to determine their influence on marketing. A study of all rates on all industrial minerals transported in this area, is beyond the scope of this paper. For the purposes of comparison, let us consider limestone (broken, crushed, or ground), and silica rock. These are widely used industrial minerals, and are carried by several different rail routes from.the sources of supply to the centers of consumption in the Pacific Northwest. The competitive position of producers of industrial minerals depends upon the delivered price of their product. Freight charges are a major factor in the sales to consumers. A comparison of freight rates on movements of limestone and silica rock in the Pacific Northwest shows a wide variance in mills per ton mile for like hauls, thereby favoring some localities over others. Improving economic conditions are reflected in the statistical picture of the petroleum and natural gas industry for 1933. Prices were better, demand was greater and the volume of production increased. The increase in the production of gas has been due mainly to the utilization of outlets to the new prolific gas fields of Potter and Tioga counties; of oil, to the growing demand for Pennsylvania grade lubricants. It should be emphasized that nowhere is volume of production more subject to control due to the extensive use of secondary methods of recovery and regional peculiarities than in Pennsylvania. A summary of developments in production for Pennsylvania in 1933 of necessity is brief. The data listed in Table 1 are all too few in number and not all that is desirable from the standpoint of accuracy. No state agency for the collection of data exists, no reports are compulsory. Nevertheless, because of the hearty cooperation of many individuals and public spirited corporations, it is believed that the data are as reliable as are obtainable at the present time. Furthermore, records of the past too often are lost, were never in existence or are fragmentary, to say the least. Illustrative of the condition is the fact that no thorough study of the oil and gas-producing regions has ever been made. The publications of the Pennsylvania Topographic and Geologic Survey upon the subject are noteworthy and valuable, especially the most recent one.' The Survey has been handicapped in the work by lack of time, personnel and funds in addition to the difficulties mentioned previously. It is obvious, therefore, that Table 1 cannot be completed for Pennsylvania. The data simply are not in existence. Officially there are 328 oil and gas pools or fields known by name and 58 distinct sands or horizons, one or more of which are productive of oil and gas in the various pools, but reliable data for only three general regions could be assembled.

AT our meeting in October last we saw in operation at Pittsburgh, the comparatively modern process of the utilization of small coal by washing, by an arrangement similar to that of Bérard or Morrison. The small coal washed was that of an old pile, the refuse of the mining of the Pittsburgh bed, and which had long lain uncared for. Value was thereby restored to it when it was converted into a very good coke. This circumstance led to comments on the mountains of broken coal lying wasted, and in its present condition worse than useless, in the neighborhood of the mines of the Wyoming Valley, though they are not confined to that district. Some things were said condemning the course which produced it, some were left unsaid. Of a system that destroys one-half the coal-bed in producing the other half there can, however, be but one opinion. Schemes have been suggested for the utilization of present accumulations which, if successfully applied, would in so far be beneficial. More than ordinary attention is now being given to the same subject in England; a Mr. Barker has invented a means by which he amalgamates the "dust," too fine to burn in ordinary grates, with a composition he calls "diamond cement," producing blocks of coal said to resist water, both hot and cold, and which a smart blow will only break to pieces, not cause to crumble. But any scheme less than the one which will prevent the wasting of coal, which still goes on, though that involves the abandonment donment of the breaker, will only be one of expediency; and the latter can only be done by the aid of the consumer. But the wasting of coal is not alone with the breaker ; much is made in the mine. The cause is not far to seek ; the remedy is with capitalist and owner. Owners and consumers then are alike interested, and they have it in their power, in the one case, to mitigate, in the other, almost entirely to remove the cause of the evil. In the extending employment of open-hearth steel for structural purposes, it is a matter of prime importance that the test-piece shall represent with practical accuracy the characteristics of every portion of the heat from which it comes. In ordinary practice this homogeneity is assumed; but inasmuch as leading exponents of the revolving-hearth system have claimed that a reasonable uniformity could be obtained by their method alone, it may be pertinent to offer a few facts on the subject. The following heats made by the Pennsylvania Steel Company, for bridge-work, were tested by casting two four-inch ingots, one being taken during the first third and the other during the last third of the cast. Test-pieces obtained from these small ingots usually give results inferior to those obtained from larger sizes; but for purposes of cornparison they are equally conclusive. Many of the tests were made for experimental purposes within a few hours of the time of rolling, and before sufficient time had elapsed for the usual molecular redistribution necessary for the best results. All the tests were made on 3/4-inch rounds just as they left the rolls and without annealing; the results, therefore, are subject to the errors caused by variations in the diameter, and in the temperature at which the bar was finished. The tests from any one heat, however, were always nude as nearly as possible under the same conditions; and inasmuch as these data include the results of every heat so tested, and inasmuch as the errors could not by any chance always support any single theory, we may be certain that the unanimons testimony of the experiments indicates a valid conclusion.

CORROSION tests should be designed so as to facilitate as far as possible the interpretation of results, consequently factors which may affect the rate of corrosion should be controlled as far as practicable, and very full data should be given regarding the conditions of the test. Among the most important factors affecting the rate of corrosion is often the rate of supply f oxygen to the metal surface. It is essential therefore to understand the mechanism by which oxygen is transferred from the liquid surface to the surface of the metal. The work of Adeney and his coworkers has thrown much light on this mechanism. They have shown1 that the aeration of deaerated water and salt solutions proceeds much more rapidly than can be accounted for by mere diffusion, and have suggested that downward "streaming" takes place from the surface of the water, due mainly to an increase of density brought about by evaporation. The evaporation reduces the temperature of the surface layer, and also increases the concentration in the case f salt solutions. The effect of evaporation in facilitating the transfer of oxygen to a metal and increasing the corrosion f the metal was shown in some experiments due to Friend .2 He tested the corrosion f mild steel plates immersed in water in glass jars, a steady stream f air being drawn over the surface of the water in the jars. The air passing through half the number f jars was saturated with moisture, that passing through the others was dried with calcium chloride. He found that "in every case the water exposed to dry air was approximately twice as corrosive as that exposed to air saturated with water vapor."

This paper summarizes investigations during 1949 on three pilot plants for drying low-rank fine coal by entrapment in hot gases. Detailed operating results on processing seven coals having moisture ranging from 24 to 62 pet, formulas and data for calculating performance of large units, and general conclusions on the problem of drying fine coal are presented. THIS paper presents a summary of investigations by the Coal Branch of the Bureau of Mines during 1949 on the removal of internal moisture from low-rank coals by processing them in the entrained and fluidized state. A paper on this subject, giving a summary of the early work, was presented at the 1949 AIME annual meeting1 and gave a the- oretical discussion of the time and heat required to dry various sizes of low-rank coal. The investigations on two pilot plants were presented in the foregoing paper. During 1949, three additional pilot plants were built to study phases of the drying problem and to investigate different techniques of handling fine coal in the entrained and fluidized state. The present paper gives operating data on the new units and presents detailed data on the drying of seven coals having bed moisture ranging from 62 to 24 pct. The problem of removing surface moisture from fine coal is principally one of heat exchange and dispersion of the coal particles so that heat can reach the liquid moisture to permit evaporation, and it does not involve the factors of size and time of contact to any great extent. If enough heat can reach the surface of the particles at temperatures higher than 250°F, moisture evaporates almost instantly, and the factors of time and size are of secondary importance compared with the factors of heat balance and dispersion of the coal. Therefore, it does not appear to be necessary to employ a fluidized bed when removing surface moisture, and the most efficient process would be one in which the coal particles are entrained in a hot gas stream of optimum temperature traveling at a velocity that causes the particles to disperse into a low-density phase. When low-rank coals are dried, the fluidized bed is necessary to provide control of time of contact. This is done by adjusting the superficial velocity which controls the density or dispersion of the particles. The density of beds having fluidized properties suitable for drying low-rank coals appears to range from about 5 up to about 15 lb per cu ft. When the density is below 5 lb per cu ft, which represents a low-density phase, optimum conditions for removal of surface moisture should be found, and this requires superficial velocities of about 15 fps. The problem of removing bed moisture from low-rank coals involves consideration of size of coal, temperature, mass flow, heat balance, pressure, time of contact, and method of dispersing the coal in the heating mediums. OPERATIONS of the Braden Copper Co. are in the Chilean Andes, southeast of Santiago. Most remote of the company communities is Sewell, a town of 12,000 people, 7000 ft above sea level at the junction of the Coya and Teniente rivers. Four miles down the Coya River is the smelter town of Caletones, elevation 4500 ft, with a population of about 3000. At the junction of the Coya and Cacha-poal rivers 24 miles below Sewell is Coya, elevation 2500 ft, location of the company's two hydroelectric plants. The principal accounting offices; steel, iron, and brass foundries; railroad shops; and major mechanical repair and fabricating shops are at Rancagua in the central Chilean valley, 44 miles from Sewell. The company owned narrow-gage railroad connects with the Chilean national railroad at Rancagua and above Coya is the only modern means of travel. El Teniente mine at Sewell is the largest underground copper mine in the world. The mill, at the portal of the main tunnel, has a capacity of 34,000 tons of crude ore daily, although production is lower during the winter beacause of electric power restrictions. When operating at capacity the mill produces 2000 tpd of copper concentrates and 32,000 tpd of tailings. Tonnage of tailings is equivalent to about 100,000 tons of pulp at normal water to solid ratio. Because the streams flowing from the Andes in the area of Braden's operations are used for irrigation, it is impossible to dump tailings directly to the river. The tailings pulp must be separated into solids and decanted clear water, and the clear water returned to the same water shed from which the original water was removed. Remaining sands and slime must be deposited in a reservoir where they will not cause trouble to farmers.

Heat treatment of ore prior to comminution reduces power requirements for grinding, reduces grinding media wear, and improves recovery of iron values from a typical Minnesota magnetic taconite. Test data demonstrating this, as well as an analysis of the economics of commercial application of the technique, are presented. THE taconites in general are hard, tough ores, difficult to grind. Liberation of iron mineral constituents usually is accomplished by grinding the ore through at least 100 mesh, and often it has been found necessary to grind substantially through 325 mesh to achieve satisfactory recovery and grade in the concentration process. Because of the fineness of grind required and the enormous tonnages of material contemplated for treatment in the future, costs resulting from grinding media wear and power consumption, together with capital investment required for comminution, approach astronomical figures. Economy in any one of these elements per ton of material ground could very well reflect a considerable saving to the ferrous industry in yearly costs. With this in mind, the Research Laboratories of Allis-Chalmers Manufacturing Co. have launched a program to discover means of effecting this economy. The initial phase of the work as described here deals with a heat treatment of crushed raw ore, followed by thermal shock in cooling, for the preparation of rod mill feed. Several investigators1-" ave noted an improvement in the grindabilities of ores treated in this manner. One investigator2 subjected low grade iron ores to heat treatment in an electric furnace. Basing his conclusions on screen analyses of crushed products, he observed that treated ore was more easily crushed than the untreated. He reported that observation of the treated and untreated ore through a microscope revealed cracks following the grain boundaries in treated ore, whereas no cracks were present in untreated ore. However, few if any have quantified the improvement in terms of total hp hours saved, reduction of wear of grinding media, or reduction of capital costs of grinding equipment involved. By means of Bond rod mill and ball mill grindabilitiesh nd by comparative wear tests, the conditions maintained during this investigation have been definitely evaluated. Heat treatment experiments have been made on a batch scale in a muffle furnace, followed by continuous scale experiments in a rotary kiln under various conditions of temperature, atmosphere, retention time, and quenching to determine the combination that would give the greatest improvement in the grindability of a taconite without affecting adversely the magnetic susceptibility of the magnetite. From these data, relative costs have been calculated for grinding both untreated and heat- treated ore on a basis of plant capacity of 120 tons per hour. Heat requirements for a rotary kiln, as well as the kiln capacity required for the treatment, have been estimated. For these tests 50 tons of ore were obtained from the Aurora mine of the Erie Mining Co., Hibbing, Minn. The ore was reported7 to have been selected from the magnetic portion of the lower chert horizons. An average chemical analysis of' this portion is shown in Table I and an approximate mineralogi-cal analysis is shown in Table 11. No attempt was made to differentiate between the various silicates because the compositions vary widely on the different horizons and depend on the degree of oxidation. Minnesotite, however, is the predominant silicate. The siderite grains were dispersed throughout the ore but were essentially associated with the rock-forming minerals. The study described in this paper is first centered on the determination of the physical properties (gravimetric, magnetic, electrical, and electromagnetic) o f metamorphosed iron ores of the Carol Lake-Labrador City District. Different geophysical surveys available in the Carol Lake-Wabush area were interpreted quantitatively and the dimensions, attitude, and tonnage of the ore bodies investigated were determined. A geophysical-statistical study was undertaken which permitted the determination of the grade of iron, magnetite, and, subsequently, specularite in the ore bodies. A discussion of the theory and logical progression of the study and the application of the results to actual geophysical data is presented. The conclusions, which are of real significance from the economic standpoint, may be predicted from the data obtained from geophysical surveys before any diamond drilling is undertaken. An integrated interpretation of this type is useful in planning future exploration work and selecting the most favorable geological structures. It also serves as a guide to minimize and determine tonnage drilling patterns. The general conclusion that a restricted range of residual gravity and magnetic anomalies are a key to exploration is valid. Indeed large depths to the top of deposits are absent since all the ore bodies are overturned synclinal structures with tops located close to the surface. Certain irregular geometries do occur but they are not common and the alignment of the iron ore bodies is sub parallel so that magnetic anomalies are evenly reduced in the earth's magnetic field vector.

$1. Introduction.—Any given piece of metal is made up of a very great number of grains, usually microscopic, each of which is a perfect crystal save only in outward form, with cleavage planes of low cohesion, geometrically arranged quite as in fie familiar non-metallic crystals. The plastic deformation of such a mass occurs chiefly through the slipping of the crystalline blocks of which each grain is composed along these cleavage planes, causing steps called slip bands to form on a previously polished surface. In this slip, the metal immediately adjoining each of the cleavage planes along which the slip takes place is thought to pass extremely rapidly through a very mobile state into the amorphous state, in which it is harder than the remaining still crystalline metal between the amorphous layers thus formed along the slip planes. Whether the slip planes below the surface in ferrite can be detected by cutting, polishing, and etching sections is in dispute; but if this detection is possible at all, it is usually made impossible by heating the metal even gently. In short, the change along the slip planes does not persist through heating, and it is thought not to persist through time even at the room temperature, nearly all the amorphous metal recrystallizing. The network in Fig. 22 and the parallel N.-70-E. lines in Fig. 21 are slip bands in copper. When plastically deformed metal is heated, certain parts of certain grains may twin, that is, their component crystalline units may rotate into a position, or more exactly into an orientation, symmetrical with the initial orientation and hence with that of the remainder of that grain. As seen in a microsection of a metal the twinned areas usually have parallel sides. The existence of twinning is recognized in metallic sections either by the presence of such parallel-sided areas differing in brightness from the adjoining metal, especially when seen under oblique light after etching, or more surely by the zigzagging of the slip bands which form when twinned metal is itself deformed again. Hence the usual procedure in developing twins is to deform plastically so as to cause the twinning tendency; to heat so as to allow the tendency to assert

The 111th Meeting was held in San Francisco, Cal., Sept. 16 to 19, 1915. Sixty-eight technical papers were presented, and the attendance was over 400 members and guests. The embrittling effects of oxygen, ozone, nitrogen, air, and surface residues, on NaCl has been investigated. The embrittlement by ozone and oxygen was found to be associated with the formation of a NaClO3 surface compound. In these cases the initial crack that was responsible for fracture (in a bend test) always nucleated at the corners between the tension and side faces. The behavior of air was very erratic and on certain days did not produce enzbrittlement. During these periods, crystals that had become embrittled by the ozone treatment completely recovered their ductility after a short exposure to the ambient atmosphere, It was established many years ago1 that considerable ductility could be obtained in NaCl single-crystal specimens if the crystal surfaces were dissolved in water either during or immediately prior to the test. The original interpretation of this effect by Joffe attributed the enhanced ductility to the removal of surface microcracks by dissolution. Later investigations2'3 have suggested that the exclusion of air from the specimen surface is the criterion for extensive plastic flow prior to fracture. The air em-brittlement in this later work was attributed to the diffusion of gaseous atoms into the surface layers of the crystal, thereby impeding the movement of dislocations. This model satisfactorily accounts for the reembrittlement observed after further air exposure subsequent to the water dissolution treatment. However, the situation has recently become more complex by the observations in several laboratories4-t that under certain conditions air exposure does not impair the ductility of NaC1. It has also been recognized5 that improper drying operations after water dissolution can leave surface precipitates that lead to embrittlement. Cleavage defects on as-cleaved crystals can often be another source of embrittlement. In the present work the effect of the gaseous atmospheres nitrogen, argon, air, oxygen, and ozone, on the ductility of rock salt was studied extensively. The embrittlement resulting from oxygen and ozone exposures was found to be associated with the formation of a NaC1O3 surface film. It is suggested that certain atmospheres, one of which often can be ambient air, which inhibit the formation or favor the decomposition of this compound, can promote ductility. Thus one aspect of the Joffe effect is certainly related to the removal of surface compounds or complexes by water dissolution. The effect of surface precipitates that remain after drying operations and of cleavage defects were also studied. In neither of the latter cases was the embrittlement as severe as that found with a NaClO3 surface layer. PROCEDURE AND SPECIMEN PREPARATION The nature of the embrittlement produced by the agents mentioned above was studied by means of microscopy, mechanical testing, and X-ray diffraction. Specimens were cleaved from large crystals of optical quality sodium chloride obtained from the Harshaw Chemical Co., and, except for those tested in the as-cleaved condition, were given a 15- to 20-sec immersion in distilled water followed by a rinse in absolute methyl alcohol. The specimens were then blotted on a soft, absorbent paper, and dried by a few seconds exposure to a stream of warm, dry air. Such a procedure was found to give a control surface which was microscopically free of residues. (A few crystals were intentionally painted with a concentrated NaCl solution in order to investigate the effect of surface residues). All specimens were of 0.140 sq in. cross-section. Crystals prepared in the above manner were immediately placed in a gas train where they could be exposed to the desired gases for preselected periods of time. For the oxygen and nitrogen exposures, pure reagent-grade gases were employed. The ozone was provided in the form of an ozone-oxygen mixture (approximately 10 pct ozone) prepared by passing commercial grade oxygen over a strong ultraviolet light source. All gases were dried prior to their introduction into the train. Since argon was found to be completely inert in its behavior (i.e., residue-free specimens that were exposed to argon were not embrittled), it was periodically utilized to check the control specimen surfaces as well as the condition of the gas train used for aging the specimens. After exposure to the gaseous media in question, the crystals to be used for the measurement of the strain to fracture were transferred from the gas train to a protective oil bath (without further exposure to the atmosphere) where the tests were conducted in three-point bending. The product obtained by roasting stibnite is likely to contain some unoxidized antimony trisulphide and a mixture of antimony trioxide and antimony tetroxide. It was desired to determine, as accurately as possible, the condition of the antimony as well as the total quantity present. Attempts were made to separate the trisulphide and the two oxides by methods based upon their varying solubilities in different solvents, but no satisfactory results were obtained in this way. It was found, however, that by determining the total antimony content, the antimony present as trioxide, and the antimony present as trisulphide, a good idea of the chemical composition of the roasted product could be obtained. The total antimony was determined by dissolving the sample in concentrated hydrochloric acid, reducing the antimony entirely to the trivalent condition by means of hydriodic acid and eventually titrating the antimony back to the pentavalent condition by means of iodine in the presence of sodium bicarbonate1* The details of the procedure are as follows: Weigh out 0.25 gram of the roasted product into a trapped flask (Fig. I), add 4 grams of powdered tartaric acid, 2 grams of potassium iodide and 40 c.c. of concentrated hydrochloric acid. Boil the solution gently f;r 5 min. and then cool to room temperature by shaking the flask while holding it under running water. Then, very carefully discharge the iodine color by the cautious addition of 0.05-normal sodium thiosulphate solution, adding a little starch toward the last. Nearly neutralize the acid with ammonia solution, but leave the solution distinctly acid. Pour the slightly acid solution into 200 c. c. of water containing an excess of sodium bicarbonate and titrate to a permanent blue color with standard 0.1-normal iodine solution.

MARCEL R. DALY (written discussion+).-I have read with great interest Mr. W . Van Der Gracht's discussion of my paper and I fail to see where his theory contradicts mine on any fundamental point. My contention is that petroliferous accumulations are generally coincident with diastrophic deformations, synchronous with them and essentially a result of them. This implies that the causes which have led to the distortion of the strata, whatever these causes may be (thrusts, torsion, etc.), have also led to the concentration and accumulation of the hydrocarbons existing in the strata at that time. It is in this respect that both set of phenomena may be said to be related in space and in time and that we may speak of an identity of causes. It is evident that no concentration of the hydrocarbons could take place where these hydrocarbons would not exist. But whenever they do so exist, deformation will tend to concentrate them; and whenever they are found to be concentrated (or accumulated) the cause of their accumulation will have to be traced directly to distortion. I have tried to show, in some previous papers,' the probable sequence of such a mechanical process in the simple case of a series of parallel, superposed, horizontal and homogeneous layers, individually uniform in thickness, but variable in composition and resistance; and I have pointed out that the general results so obtained would harmonize with some striking features recognized in the field. But I have also stated that conditions being much more complicated in nature than in the theoretical instance considered above, a complex superposition of effects would. have to be expected as a general rule, though the leading principle would remain the same. Mr. Van der Gracht admits that the motion of the primary oil, when it has been formed, and its accumulation in adequately porous containers, if any, that would be mostly found on the front edge of the original geosynclines, would be due to the action of the mountain-building forces. Our agreement on this point seems to be complete. But Mr. Van der Gracht wants also the formation of the bituminous matter in its primary form to be coincident only with the earliest phase of the uplift, viz., after the slow geanticlinal upheaval has been completed, and the accumulation

(written discussiont).-For electrical measuring instruments, especially those types that involve the Wheat-stone bridge or potentiometer principle and standards of electrical resist-ance, there has been, for a considerable time, a need for better resistance materials. For a satisfactory resistance material, much depends on the purposes for which it is to be used. For potentiometers and Wheatstone bridges, such as are in more or less general use, and the more common forms of resistance standards, a good quality of manganin answers fairly well. However, it should not be presumed that manganin is considered ideal for the purpose, for in measuring instruments and resistance stand-ards, there is still much to be desired. An experience of more than 10 years in the study of the resistance standards and resistance apparatus shows that manganin resistances change with time in a way that is very annoying and the maintenance of the unit of resistance to the desired accuracy requires an excessive amount of work or may be said to be prac-tically impossible. The changes in resistance are generally most rapid and erratic in resistances of very low and very high values. In resist-ances of low value, the resistance material is often in the form of thin sheets so that the surface is large and usually more or less unprotected from the atmosphere, or the oil in. the case of oil-immersed standards. In resistances of high value, the resistance material is in the form of fine wire and, therefore, the surface is large compared with the cross-section. In resistances of medium value, the surface is less, compared with the cross-section, or better protected, usually by a silk wrapping impregnated with shellac. This suggests that one of the difficulties with manganin is slow surface action or oxidation, even when an effort has been made to protect the surface from such action However, the changes observed cannot all be accounted for on this basis. There are, presumably, also some internal changes in the resistance material even when it has been annealed. Further; the changes in manganin resistances seem to be more or less independent of its electrical properties. In other respects, too, manganin is not ideal.

It is now just a quarter of a century since Fred W. Taylor§(23) pub-lished his classical paper On the Art of Cutting Metals, describing his researches in which he, in cooperation with Maunsel White, had developed what is essentially the modern method of heat-treatring high-speed steels. Regarding this research, Dr. Sauveur,(22) in his address on Steel Wizards, Past and Present, at the annual banquet of the American Society for Steel Treating in Philadelphia in 1920 said, "The discovery of high-speed steel, or if you prefer, of the treatment imparting high-speed properties to certain steels by Taylor and Maunsel White I am inclined to consider as our one epoch-making contribution to the metallurgy of steel." It was at about that same time (1900) that Taylor exhibited high-speed steels, heat-treated by the improved process, at the World's Exposition in Paris and attracted much attention by showing that the steels would operate at such feeds and speeds that the tips of the tools were visibly red hot. This observation must have started metallurgists to wondering regarding the relative hardness of the various steels at red-heat temperatures. Considerable work has indeed been done in an effort to measure the hardness of high-speed steels and related materials in the red-heat range, using various methods. The result's, however, have been only partly satisfactory, owing to experimental difficulties. The present investigation had as it's immediate inception an address by J. V. Emmons, of the Cleveland Twist Drill Co., to the Columbus Chapter of the American Society for Steel Treating in 1931, in which he deplored the fact that comparatively little was known with regard to the hardness of high-speed steels at elevated temperatures, in spite

FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.
