PLANNED health and safety programs have become an essential part of American industry because such programs lead to increased operating efficiency, improved labor relations, better public relations, and to substantial savings in compensation insurance. Those of you who have had the unpleasant duty of informing the wife or widow of one of your men of his serious injury or death while on the job, know that all the benefits of a successful safety program do not show on the balance S. These programs are of particular importance to the mining ,industry because mining's reputation as an unusually hazardous industry and the commonly isolated location of mining operations tend to focus attention on these problems. Description of Operations: Before proceeding with a discussion of our health and safety programs at Pioche, it may be proper to give a brief description of Pioche and of our operations there. Pioche is one of the early Nevada mining camps. It was founded shortly after the discovery of high grade silver ore in 1863 and mining has continued with more or less regularity to the present day. In an era of lawlessness, Pioche was notorious. The story persists that 75 men died with their boots on before one died a natural death, and old payroll records show that nearly as many gunmen were employed to stand off claim jumpers as there were miners working the mine. That was probably as close to a safety program as the times permitted. Pioche is situated in southeastern Nevada on the main highway between Ely and Las Vegas. The camp is on the flank of "Treasure Hill," near the original silver discovery, at an elevation of about 6000 ft. The present day population of about 2000 is primarily dependent upon the mines of the area, although Pioche also serves as the county seat of Lincoln Couqty and as the center of the surrounding livestock industry. The camp is served by a branch of the Union Pacific Railroad and receives power from the generators at Hoover Dam. The Pioche operations of the Combined Metals Reduction Co. were started in 1923 when the first complex lead-zinc ore was shipped to the company's mill at Bauer, Utah. The modern mill at Pioche was completed in 1941. The operations are medium sized in the nonferrous field, employing an average of 350 men in the mine, mill, and related works. The complex lead-zinc ore is mined from replacement deposits in a comparatively flat, extensively faulted, limestone horizon. Mining methods vary from stull-supported open stopes to filled square-set stopes. The thin bedded limestone and shale overlying the ore is allowed to cave as areas are mined out and caving frequently follows closely upon ore extraction. The relatively heavy ground and the numerous faults add to the problems of safe mining. The mine is well mechanized and the mill and surface plant are modern and well equipped. Labor is organized in a C.I.O. union and labor-management relations have been unusually harmonious. During most of the period since 1923 a competent supervisory staff worked to reduce safety hazards but the primary responsibility for safety rested on the individual workman. Accidents happened and all too frequently they were regarded by all concerned as unavoidable. In October 1939, the late Robert L. Dean became superintendent at Pioche. Most of his previous experience had been in the fields of iron and coal mining and from that experience he brought the concept that no accident is unavoidable. Many of the features of our present health and safety programs were initiated by Mr. Dean during his term as superintendent. Health Program: Our health program centers in Dr. Q. E. Fortier and his new, well-equipped, and well-staffed, modern hospital in Pioche. The program starts with a thorough pre-employment physical examination and is followed by yearly re-examinations at the expense of the company. The Pioche Mutual Benefit Association, to which all Pioche mine operators and employees belong, pays benefits covering hospitalization and surgery expense incurred by employee members and their families. The Association is governed by a board of directors elected by its members. The mine operators of the district donated the original capital and pay the monthly dues of the employee members. The employees pay the dues covering members of their families. Though not strictly a part of the

WHEN a mineral particle is fractured, bonds between the atoms are broken. The unsatisfied forces that appear at the newly formed surface1 are considered to be responsible for the adsorption of ions at the mineral surface. A knowledge of the mechanism and extent of ion sorption from solution onto a mineral surface is of interest in the development of the theory of flotation.2,3 Study of the adsorption of sodium from an aqueous solution on quartz offers a simple approach to this complicated problem. The availability of a radioisotope as a tracer element meant that accurate data could be obtained.4,5 Three main factors which appeared likely to affect the adsorption of sodium are: 1-concentration of sodium in the solution, 2-concentration of other cations in the solution, and 3-anions present in the solution. Hydrogen and hydroxyl ions are always present in an aqueous solution. By controlling the pH, the concentration of these two ions was kept constant. The variation in the amount of sodium adsorbed with variation in sodium concentration was then determined under conditions standardized in regard to hydrogen ion. The effect of concentration of hydrogen ions and of other cations was also measured. A few experiments were made to get a preliminary idea on the effect of anions. The active isotope of sodium was available as sodium nitrate. Standard sodium nitrate solutions were used throughout these experiments except when the effects of other anions were studied. It was found that sodium adsorption increased with sodium-ion concentration, but less rapidly than in proportion to it. Increasing hydrogen-ion concentration, or conversely decreasing hydroxylion, brings about a comparatively slight decrease in sodium-ion adsorption. Increasing the concentration of cations other than hydrogen or sodium decreases somewhat the adsorption of sodium ion. It would appear as if the kind of anion is a secondary factor in guiding the amount of sodium ion that is adsorbed. Materials and Methods Quartz The quartz was prepared as in previous work in the Robert H. Richards Mineral Engineering Laboratory4 except for the refinement of using de-ionized distilled water for the final washing of the sized quartz, prior to drying5 To minimize the laborious preparation of quartz, experiments were made to determine whether the sodium-covered quartz could be washed free of sodium and re-used. The experiments were successful as indicated by lack of Na' activity on the repurified material and by its characteristic sodium adsorption. Table I gives the spectrographic analyses of the quartz used. The quartz ranged from 16 to 40 microns in size, averaging about 23 microns (microscope measurement), and had a surface of 1850 sq cm per g (lot I), 2210 (lot II) and 2000 (lot III) as determined by the Bloecher method.6 Radioactive Sodium Method of Beta Counting for Adsorbed Sodium: Na22, the radioisotope of sodium, possesses convenient properties.7 It has a half-life of 3 years, thus requiring no allowance for decay during an experiment. On decay it emits a 0.575 mev ß radiation and a 1.30 mev ? radiation. The decay scheme is illustrated in the following equation: [Y Nam S. - 'Net 3 years] The ß radiation is sufficiently strong to penetrate an end-window type of Geiger-Mueller counting tube. This, in turn, makes it possible to use external counting, a great advantage in technique. Furthermore, it permits the assaying of solids arranged in infinite thickness, while assaying evaporated liquors on standardized planchets. The equipment used was standard and similar to that employed by Chang8 The original active material was 1 ml of solution containing 1 millicurie of Na22 as nitrate. This active solution was diluted to 1000 ml. Five milliliters of this diluted active solution was found to give a quartz sample a sufficiently high activity for accurate evaluation of the sodium partition in the adsorption measurements. Also, 1 ml of final solution gave a sufficiently high count for precision on the liquor analyses. The sodium concentration of the diluted active solution was 1.2 mg per liter, so that 6 mg of sodium for 60 ml of test solution and 12 g of quartz was the minimum amount used. The active solution was stored in a Saftepak bottle. Procedure for Adsorption Tests: The method consisted of agitating 12 g of quartz with 60 ml of solution of known sodium concentration for enough time to establish equilibrium between the solution and the quartz surface. The quartz was separated as completely as possible from the solution by filtering and centrifuging. The activity on the quartz and in the equilibrium solution was measured and the partition of the sodium was calculated from the resulting data. The detailed procedure for the adsorption test is set forth in a thesis by Laxen5 In brief, it included the following steps: 1-Ascertainment of linearity between concentration of Na22 and activity measured. 2-Evaluation of factor to translate activity on solid of infinite thickness in terms of activity on an evaporated active film of minute thickness, on the various shelves of the counter shield. 3-Taking precautions to avoid evaporation of water during centrifuging.

The authors have done a very thorough job in analyzing the factors affecting turndown sulfur performance at Inland's No. 4 B.O.F. While many of the results are not unexpected, it is helpful I am sure to have quantified many of the relationships that the operators rely upon daily. On the other hand, however, the results shown for ladle skimming are very surprising. I do not doubt the statistical relationship shown but I feel, based on our experience at Youngstown, that some other parameter has been ignored in the data on ladle skimming. It was our experience that by skimming our hot metal transfer ladle we could reduce our lime consumption by eleven percent while obtaining sulfur removal comparable to that shown by the authors. I would like the authors comment of similar adjustments on the lime charge that were made on skimmed heats at Inland. If not, it would seem that one could gain more desulfurization in the B.O.F. by raising the hot metal manganese than by installing a skimmer. The author's state that no comparisons are valid between the data sets for the two time periods involved because of the difference in the consumption of No. 2 Bundles. I feel this in fact is one of the important conclusions to be drawn from the paper, as there seems to be approximately a 10-20 percent difference in percent of heats that are under 0.020 percent sulfur for similar conditions, which is an extremely important difference with today's demands for low sulfur. I would like the author's comments on the difference in the amount of 82 bundles consumed. Along this same line I was quite surprised by the relatively low number of heats that had a first turn down of 0.020 percent sulfur or less. Also rather disconcerting are the conditions necessary to achieve a first turn of 0.020 percent sulfur, 50 - 60 percent of the time, as required by today's specifications. It is a problem which we are well aware of, but the numbers are still shocking.

Cast-iron, or pig-iron, is iron which contains all the carbon that it could absorb during its reduction in the blast-furnace. As is well-known to chemists, carbon exists in cast-iron in two distinct forms. In chemical union, as "combined" carbon, it cannot be discerned, except as it may increase the whiteness of the fracture, in so-called white iron, or carburetted iron (sp. gr. about 7.72). Carbon mechanically mixed with the iron as graphite is visible, varying in color from gray to black, while the fracture of the iron, according to the color and amount of graphite it contains, ranges from a light to a very dark gray. The specific gravity of graphitic iron is about 7.40. Silicon in cast-iron is evidently to some extent combined with the iron and the carbon ; but whether it exists also in a form corresponding with graphitic carbon, mechanically mixed with the remaining mass, is a question still in dispute, which we have not in this paper endeavored to answer. It has been the opinion of many writers on metallurgy, and many foundry men, that silicon is in every way injurious to cast-iron. Yet

"The cleanliness and system evidenced in the accompanying photographs of the West Steward change-house will appeal to all mine operators. This design is the most efficient in use at Butte. It is the standard which will probably be used in Butte in all future construction and is the result of a long period of investigation and experimenting. It is important that such a structure be as nearly fire-proof as possible, because of the frequent fires originating within the lockers from matches, etc., in the men's clothes. The concrete floors permit the thorough washing of the building whenever necessary.The lockers are roomy and well ventilated. (Read at the Wilkes-Barre Meeting, May, 1877.) THE following discussion was suggested by an experiment of Mr. Krom, the manufacturer of air-jigs, to illustrate the superiority of air over water as a medium of concentration. The paper is written in the interest of no system of concentration, but simply to test the experiment, and, perchance, to add something to the general fund of information on the subject. To speak of testing an experiment by a theoretical discussion, may seem a misuse of terms, but the theories concerning falling bodies and the resistance of fluids are pretty well crystallized into laws, which may properly be used to show where experiments which seem to refute them were improperly performed, and that instead of refitting they only corroborate. It is well known that a sphere of galena 1/8 inch in diameter, and a sphere of quartz 1/2 inch in diameter, are equal falling in water ; that is, these two spheres, being placed together in a column of water at rest or in motion, will practically remain together, falling or rising together, or remaining in suspension. Considerable attention has been directed in recent years to methods of electric prospecting other than the conventional direct-current techniques. It has been extensively recognized that electrical data of a more general nature than that possible by direct-current methods might be useful in geophysical studies. To this end, a number of different types of electric currents have been employed, such as single-frequency alternating currents, square-topped periodic current waves,4 periodic surges of a less specific nature,s and suddenly applied direct current.1,2 Yet, to the author's knowledge, little analysis of these different types of driving currents has been made from the standpoint of network theory to determine just what typc of currents would give the most useful data, and, most important of all, to determine the relation of the data taken by one method to those of another. Without touching on the actual theoretical problem of how currents flow in the earth under specified boundary conditions, some very useful information can be obtained from the study of the fundamental integral equations of electrical networks, throwing light on the problem not ordinarily appreciated by the field worker. Some manipulation of the standard network equations will be made, with the sole purpose in mind of developing expressions leading to practical results. Suppose that four points in the earth have been located and it is wished to obtain the most useful type of electrical data by inserting current into two of them and measuring the potential developed between the other two. The first problem that arises is that of which pair of the four shall be chosen as current grounds. In the direct-current case, where only steady potentials are measured, the selection is of little consequence, but as soon as currents varying with time are used at the current grounds, a new effeet arises. The fact that a varying current is flowing in the current-carrying conductor between the current grounds means that magnetic and electric fields varying with time will be produced

THE martensite transformation in lithium, dis- covered by Barrett,' has been studied extensively by X-ray techniques by Barrett and Trautz,² and Barrett and Clifton.V he present paper reports the results of an investigation into the metallographic characteristics of lithium martensite. Such an investigation has not been carried out before. The spontaneous transformation in lithium consists of a change from a body-centered cubic to a close-packed hexagonal structure with the hexagonal layers in imperfect stacking sequence." As far as is known at present, this transformation can be regarded as being crystallographically equivalent to the body-centered cubic to close-packed hexagonal transformation that occurs in zirconium,5 although stacking errors have not been reported in zirconium. From a study of the orientation relationships in zirconium, Burgers5 as proposed that the martensite transformation, b.c.c. to c.p.h., occurs by a heterogeneous shear on the system (112) [111]. The crystal-lographic principle underlying this proposal is that the configuration of atoms in the (112) plane of a b.c.c. structure is exactly the same as that in the (1010) plane of a close-packed hexagonal structure based on the same atomic radius. The pattern in 2v2 both these planes is a rectangle d X 2v2d where v3 d is the atomic diameter. Thus a close-packed hexagonal structure can be built up from a body-centered cubic structure by displacing the (112) planes relative to each other.* This mechanism leads to orientations that can be described by the relations: (110)b.c.e. // (0001)c,p.h.; [111]b.c.c. // [1120]c.p.h Observations confirm these relations. In zirconium, Burgers' measurements indicated an angle of 0" to 2" between the close-packed directions, while Barrett's measurements on lithium indicated an angle of 3". According to the Burgers' mechanism, the martensite habit plane for this transformation would be expected to be the (112)b.c.c. plane, for this plane would not be distorted by the transformation. One of the purposes of this investigation was to find out whether the observed lithium habit plane agrees with this prediction of the Burgers' mechanism. Experimental Procedure Materials: The lithium was from the same purified ingot used by Barrett and Trautz.² The Bridgman technique was used to produce single crystals. To maintain a temperature gradient in the melt, during the production of these crystals, it was necessary to use a steel mould with a wall thickness of only 0.015 in. Metallographic Techniques: Lithium specimens could be given an excellent metallographic polish by swabbing them gently with cold methyl or ethyl alcohol.? The best results were obtained with methyl alcohol saturated with the reaction product, lithium alcoholate. With higher alcohols the reaction became progressively slower and the attack became an etch pit attack rather than a polish attack. Butyl and amyl alcohols were used for macroetching. After polishing, it was necessary to remove all traces of alcohol from the specimens; otherwise, on subsequent quenching in liquid nitrogen, the alcohol froze to a glassy film. The alcohol was removed with dry benzene. The benzene in turn had to be removed before quenching, but since it does not react with lithium it could be allowed to evaporate. The specimens could then be quickly quenched before they began to tarnish. This operation could be carried out in air on all but excessively humid days when it was advisable to use an atmosphere of dry nitrogen or argon. For examinations at room temperature, the specimens could be transferred directly from the benzene bath into a bath of mineral oil. In mineral oil the specimens oxidized slowly by the diffusion of oxygen through the oil but the structure remained visible for about an hour. Lithium Martensite: Specimens prepared in the manner described above transformed spontaneously to martensite with an audible click when quenched into liquid nitrogen; i.e., M, was above the boiling point of nitrogen (77°K). The disparity between this result and the M, temperature of 71°K, found by Barrett and Trautz, is probably to be attributed to the large grain size and freedom from mechanical deformation of the specimens used in the present work. The relief effects produced by the transformation did not disappear when specimens were quenched from liquid nitrogen into mineral oil at room temperature. This permitted the microstructures to be studied at room temperature where, of course, the martensitic phase was no longer present. As the cyanide-method for the extraction of gold from ores is extensively used in the United States and elsewhere, and appears destined to prove a factor of increasing importance in the metallurgy of gold, a description of the latest laboratorymethods may prove of interest. The history of the development of the process in the United States has been analogous to that of all new processes. Many failures are to be recorded and a few successes. It is the opinion of the writer that, had the following simple tests been better understood, many of the failures would not have occurred, and we should probably have a larger number of successful plants in operation. While the process is not simple, but requires a high degree of chemical and engineering skill, the determination of the adaptability of an ore to the method is generally not difficult. While the laboratory-results will not always coincide with the actual results obtained in the mill, they will serve as a guide and control on the working of the mill, and mill generally suffice to determine if the ore can be

Although the interierometric method for the determination of length changes was devised by Fizeau more than three quarters of a century ago, it has not achieved the widespread use in the metallurgical field that its precision and simplicity would seem to warrant. The interferometer and the basic principle are both very simple. When optically plane surfaces held at a very slight angle to each other are illuminated by monochromatic light, rectilinear, equally spaced interference fringes arc formed. Each fringe corresponds to a defiuitc thikness of the wedge formed by the optical flat.;. The difference in wedge thickness between two consecutive fringes is cqual to one half the wave length of the illuminating light. Instruments for vicwing the intertero~ncter have passed through a number of modifications. Outstanding among the improvements were those Abbe. in 1884. His improved instrument permitted micrometric mcasurements to the order of one-hundredth of the width of an interference fringe (i.e., lengths were measured to the order of one two-hulldredth of the mave length of light ). It also permitted the consecutive use of light of several wave lengths. which made possible the determination of the order number of any fringe and therefore the absolute thickness of the wedge at any point. The Abbe dilatometer and methods of measuretment, including corrections to he applied for the change of index of refraction with change in tempcrature and barometric pressure in an air wedge, have been thoroughly described by Pulfrich.' Pulfrich2 made further improvements in the interference measuring apparatus. His instrument embodied all the features of the Abbe dilatometer but was made more versatile by its complete mechanical separation from the interferorneter. The introduction of an Amici prism in the piece permitted the simultaneous observ tion of the whole set of fringe systems developed in the interferometer from the visible light of a geisler tulle. .Also, the introduction of a direct-vision, reflecting prism made it possible to set the fringes parallel to the two vertical fiducial line. of the instrument without the necessity of rotating the interierometcr. Interferometric methods employed ill this country have been developed and dcscribed by Priest, Pelers and Cragoe," Austin,5 Merritt,= Saunders,? and Nix and MaNair. Since none of these authors used the type of instrument that was employed in the present investigation, they Will not be discussed here. This paper will be limited to the description of the interfernmetric apparatus and method used at the Aluminum Research Laboratories and to the presentation of data so obtained. Considerable difference of opinion seems to exist as to whether the rate of air flow when a fan is placed on a given duct should be determined by the use of static pressure or total pressure characteristics. A little study will show that both methods are correct. Assume that a fan is connected to a duct by an expansion piece as shown in Fig. 1, and that steady flow is established. Considering the atmospheric pressure as zero pressure, let the static head at the outlet of the fan be h and the velocity at this point be vl. The total head at the outlet is then h + „"• The total head at this point must be equal to the total head at the end of the duct plus the losses that have occurred between the two points. Left be the friction loss in the straight duct, s the shock loss in the dif- fuser, and v2 the velocity at the end of the duct. Then ig. 1.—Fan on duct. If these two curves are plotted on the same chart, the intersection indicates the rate of flow when steady flow is established. We may look at this problem in another way. The static pressure at the outlet of the fan is the static pressure of the fan and it is also the static resistance of the duct from that point to the end. The friction in the straight duct is f. If the duct were the same area as the fan outlet, would be the static resistance of the whole duct system. In the present case, however, this resistance is decreased by the change of velocity head into static head in the expansion piece. If conversion were perfect, the static pressure recovered would be

The solubility of nitrogen in liquid pure iron has been measured as a function of pressure and temperature. Sieverts' Law is obeyed at all pressures up to 1 atm and the temperature coefficient of solubility is 8 x 106 %/°C. The solubility of nitrogen in liquid iron alloys has been studied by the Sieverts' method and by the sampling method. The solubility is decreased by Al, C, Co Cu, Ni, 0. Si atzd Sn, and it is increased by Cr, Cb, Mn, Mo, Ta, W, and V. Interaction coefficients eN, for the effect of these elements on nitrogen dissolved in liquid iron, are reported. 1 HE effect of nitrogen upon the properties of steel may be desirable or not, depending upon the composition, processing treatment, and the use of the product. To understand the behavior of nitrogen in the various steelmaking processes, it is necessary to have reliable fundamental data pertaining to the solubilities, rates of solution, and chemical reactions of nitrogen in steel, particularly in the liquid state. In an effort to extend our knowledge in these areas, an investigation of the thermodynamics and kinetics of the solubility of nitrogen in liquid iron alloys was undertaken. The thermodynamic aspects of the study are presented in this paper. The solubility of nitrogen in liquid pure iron has received the attention of several investigators whose results are summarized in Table I. Reasonable agreement among the more recent researches1-l8 is found for the solubility of approximately 0.044 wt pct at 1600°C and 1-atm pressure of N,, for the temperature coefficient of solubility being small but positive, and for adherence to Sieverts' law for pressures up to 1 atm. The solubility of nitrogen in a number of binary liquid iron alloys has been studied: Fe-A1,3 Fe-As,16 Fe-C,3, 71 18, 19, 20 Fe-Cr ,5,7, 10, 11, 15 21 Fe-Co,'4, '6 Fe-Cu,'6 Fe-Mn,10, 11, 18 Fe-Mo,13, 16 Fe-Ni,10, 11, 13, 15, 16 Fe-O,16, 17, l9 Fe-p,7 Fe-S,l6 Fe-Sb,16 Fe-Se,lg Fe-Si,4) 97 '77 187 19>2° Fe-Sn,16 and Fe-v.51 '3 A few ternary systems have been studied, most of which were reviewed by ~angenberg" who applied the methods suggested by WagnerPz3 Chipman,24 Darken and G~rry, and Morris and Buehl26 for predicting solubilities in multicomponent alloys. CHARLES CATLETT, Staunton, Va.-A great many important things have been said in an interesting way but the most startling, to me, is that for 25 years, the price has been in the neighborhood of $1.00, with a minimum of 86 cents and a maximum of about $1.25. It is evident that during all that time the price was inadequate. The amount paid to be divided between the land owner, the capitalist, and the laborer was too limited or too irregular to permit of a healthy condition; yet it is evident that the enormous industrial development of this country was fostered by this very cheap coal, probably the cheapest that has been provided in quantity in any country. I entered the coal business when the price was lowest and my interest and sympathy went out to the man who spent his days in the dirt and foul air of a mine and I was filled with schemes for helping. But at the end of the year, after exercising every economy and in blissful ignorance of proper depreciation and obsolescence, there was still only a profit of 1 cent per long ton for what I think is one of the best coals in the world, the best grade of New River coal. We are now paying a great deal more than we did a few years ago and probably will continue to pay more for some time; but any one who thinks we will not have low prices again is very young or very forgetful. Yet we must have larger profits if the industry is to be healthy, if the three parties to the production are to get adequate returns and be in shape to provide the improvements which will be needed to take the place of and supplement the man-power. This will come when the men are making so much money that the operator wants to replace the man by a machine, and when the operator is making so much money as to be in a shape to make the improvements. He will not put in machinery unless the machinery will save money. We have got to pay a higher prime cost for coal, but engineering skill will teach us how to handle it better and use it more economically, and the ultimate result ought to be of advantage to the public.

When management is confronted with the risk of constructing a waste disposal well, these are some of the questions which may arise. Should the company expand the present waste treatment plant? More lagoons will cut into valuable acreage which might be needed later, and yet the pollution engineer says he can guarantee results. On the other hand, does the formation being used for those successful disposal wells off to the west extend over far enough to be used for the company's own well? Will the formation be thick enough? Will it be too deep? Will it be porous and permeable enough? Apart from needing to make a profit on the products made at the plant, plant officials must sometimes act under pressure to comply with pollution standards. The manager must build the cost of the pollution control system into the price of the products made by the company.

INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11.
