SELECTIVE SERVICE must meet three important demands for man power: (1) Activities concerned with production of war goods. (2) The armed forces. (3) Civilian activities and institutions the continuance of which are essential to maintaining the structure of our American democracy. In the above enumeration of demands I have placed everything, including most of our most prized possessions and activities, after the demand for men for war production and the armed forces. To establish an order between the latter two is difficult. For the time being, at least, the Selective Service policy is to make sure that we avoid the risk of "too little and too late." No soldier, sailor, or marine should be sent from these shores to risk his life without the assurance of having a gun, clothes, food, and medical supplies. Therefore, the premium is now being placed on man power for war production and in our process of selection no stone is left unturned to see that our agencies are fully informed of the needs of war production. Our procedures set up recourses for employers of war-production man power so that their activities need not be disrupted, at least not until they have had time to train replacements.

THERE seems to be in the public mind, and even in the minds of some coal-operators not experienced in mines subject to dust-explosions, a feeling that there has been something mysterious at the bottom of a number of recent American colliery-explosions. It has been declared in cases of accidents in mines regarded as particularly well equipped, in which every preventive precaution was said to have been taken, that the explosions were incomprehensible, and resulted from causes beyond the present knowledge of the practical coal-operator. But it is safe to say that no explosion has taken place which could not be explained by reasons well understood by most operators. The LT. S. Geological Survey Test Laboratory, recently inaugurated at Pittsburg for the reported purpose of investigating scientifically the matter of explosions in mines, will discover no new explanation of explosions. It call, however, co-ordinate the previous investigations of similar boards in England and on the Continent; and it may do a vast amount of good by promulgating widely, and in a form comprehensible by the most unlettered miner, certain facts and obvious deductions that cannot but have an effect in reducing the number and extent of the mine-disasters which, in the last few years, have been so terrible in frequency and magnitude. The only possible sources of explosions of any magnitude in coal-mines are : (1) explosives stored in quantity in the mine; (2) gases generated or liberated in the mine; and (3) coal-dust. Combinations of any of the three may, of course, take part in the result. The danger of any great loss of life from stored explosives alone is very remote. Gary Works No. 1 BOP Shop is a three furnace shop which went into operation December, 1965. The heat size is over 200 tons, with a substantial percentage of the production used to feed a Continuous Slab Caster. Vessels are driven by a shaft mounted bull gear and main housing utilizing eight 35 HP flange mounted motors and primary gear reducers. Torque absorption is controlled by two spring actuated torque arms. At 1:00 p.m. on Thursday, August 6, 1970, as "E" furnace was being turned down for a preliminary test, the drive side trunnion bearing failed. The furnace dropped slightly and shifted several inches north in the direction of the drive unit. The decision was made to tap the heat which was done without incident and the vessel uprighted. No attempt was made to completely drain the slag from the vessel, so as to avoid any further damage to the trunnion shaft bearing surface. The bearing failure occurred approximately four years and eight months after start up of the shop. Unfortunately ?M? furnace had gone down for a normal reline two days prior to the bearing failure, leaving the shop with only one operating furnace.

EDUCATIONAL trends as reflected in curricular changes are of interest and importance in engineering educa¬tion both as matters of record and as considerations for the future. The data on which the evidence of this report is based were obtained by sending questionnaires to all schools in the United States granting the undergraduate degree in mining engineering, metallurgy, or metallurgical engineering. The questionnaire had two parts, one inquiring as to the general nature of revisions made or planned, and the other asking for information on specific courses added to or dropped from the curriculum, or given more or less time than formerly. The frequency with which curricular changes are made, even in normal times, is notable. Although it was expected that the period since 1939-40 would show numerous revisions, it was somewhat surprising to find that of 62 mining or metallurgical curricula in existence in 1939-40 and reported in the present survey, 58 had been revised or are shortly to be revised, 52 having already been changed during this period. Moreover, approximately half of the mining schools that have already revised their curricula, and probably a similar proportion of the metallurgical schools, are about to make further important changes.

IN most applied sciences there are two distinct methods of carrying out research and development work. One of these, the theoretical, attempts to solve problems that may arise and to predict facts of practical importance by the application of the various laws of science, the other, the experimental method, attempts to each the 'same goal by obtaining data and trying out various processes in the laboratory. Since individuals frequently find themselves better adapted for one or the other type of procedure, it is natural that -two groups should 'arise, both working toward the sane objective but with somewhat different points of view, although many in each group are thoroughly competent in both fields. Metallurgy, in particular, offers an excellent opportunity for a comparison of the two methods.

THE WORK OF THE DRILLER and of the oil geologist is seriously handicapped by the impossibility of actually seeing what is going on inside a borehole as it is being drilled. Visual information of the position and condition of the casing, and of the characters and attitudes of strata passed through would be of inestimable benefit. The best substitute for putting a periscope down a hole is the taking of photographs of its interior at points where information is desired. An apparatus for this purpose has been constructed by Dr. Thomas Reinhold, of Heemstede, Holland, and one instrument of his design has been put into practical use by the Geological Survey of The Netherlands in searching for water. To the best of our knowledge, this instrument has not been applied to oilfield problems, although the possibility has been mentioned in the one or two brief notices of the camera which have appeared in the literature.' The purpose of presenting this description of the instrument, with some examples of its work, is to suggest that it might be adapted to serve a variety of useful purposes in American oilfields, and with the hope that discussion will bring out any modifications necessary to make the apparatus more valuable to drillers and geologists.

A standard technique for heat treating small metallurgical samples where no appreciable contamination from the atmosphere can be tolerated is that of sealing small samples in evacuated fused-silica tubes. Since vitreous silica is relatively impervious to diffusion of gases, even at temperatures approaching the devitrification range, around 1100°C, this simple procedure has been very widely adopted as a standard technique in metallurgical research. Many workers have recognized that, with metals of fairly high reactivity, insulation from direct contact with the SiOz envelope is desirable in order to avoid displacement reactions of the type M + SOz-- MOz + Si(in M). The Taconites Are Ready, the editorial appearing on P. 933 of the September issue, has provoked comment from several informed engineers to the effect that the indicated profit margin was considerably exaggerated. The cost figures in the editorial, taken from the Congressional Record, were characterized as inaccurate by some correspondents. The theme of the story was, however, substantiated in the announcement (P. 1023, October) that Republic and Armco had joined forces in a $160 million project for taconite development. Chief among the dissenters was E. W. Davis, , Director of the Mines Experiment Station at the University of Minnesota. Mr. Davis has worked up the following set of cost figures:

The thermal decomposition of cupric sulfate and of cupric oxysulfate has been examined by deter-mining the equilibrium gas pressure generated over each pure compound. The equilibrium data have been used to calculate the thermodynamic properties of both compounds, and the results have been combined with previously published data to establish a predominance-volume diagram for the Cu-S-O system over the normal range of roasting temperature and gas composition used in the treatment of copper minerals. Copper oxysulfate recrystal-lizes at 1100°K with an apparently irreversible en-dothermic heat requirement of 2.9 * 0.3 kcal per mole. WHEN mixed sulfide minerals containing copper are roasted, either of two procedures may be followed, depending on the nature of the other metals. In the first procedure, the roasting is controlled to produce a maximum amount of water-soluble copper sulfate which may be removed selectively from the water-insoluble compounds of the other metals. In the second, control is directed toward the production of water-soluble sulfates of the other metals and an insoluble salt of copper. Effective control of either of these processes would be enhanced by knowledge of the thermal stability of cupric sulfate and of cupric oxysulfate. In this paper, established data for the thermal stability of cuprous and cupric sulfide and of cuprous and cupric oxide will be combined with new data for the therma1 stability of cupric sulfate and cupric oxysulfate, to designate the volumes of stability of the significant compounds in the Cu-S-O system in the temperature range 750° to 950°K. EXPERIMENTAL Materials, Apparatus, and Procedure. The copper source material used in all experiments was Fisher Certified Reagent Grade "anhydrous" cupric sulfate, for which the following analysis was supplied by the manufacturer: chloride, 0.002 pct; alkalies and earths, 0.2 pct; insoluble, 0.002 pct; iron, 0.020 pct. Cupric oxysulfate was prepared from the normal sulfate by two procedures. In the first, equimolar quantities of cupric oxide (prepared by decomposition of the sulfate) and cupric sulfate were ground together and heated under vacuum in a sealed silica vessel at 800°C. This procedure was subject to failure because of explosion of the silica vessels due to the pressure of the final traces of water released from the sulfate on the initiation of its decomposition. The second procedure involved roasting the cupric sulfate, with frequent rabbling, in a muffle furnace at 725°C for a period of 48 hr. This produced an excellent product, which was confirmed as copper oxysulfate by X-ray and chemical analyses. The experimental technique used was that of measuring the total pressure exerted by the sulfur trioxide, sulfur dioxide, and oxygen produced by the following reactions: 2 CuS04 = cuo • CuSO4 + SO3 [1] cuo . CuSO4 = 2 cuo + SO3 [2] SO3= SO2 + 1/2 O2 [3] The apparatus used in the experiments has been described previously.1-3 Its main feature of a U-tube mercury manometer in which the mercury is protected from corrosion by enclosure in a flexible Pyrex bellows. ZIRCONIUM has been produced on a pilot-plant scale for only a few years, but the potential uses have led a large number of research establishments to engage in a thorough study of the metal and its alloys. The work described in this paper is part of a cooperative project between the Bureau of Mines and the Air Materiel Command. The Zr-Cr system was one of the first investigated because of the possibilities of improving the properties at elevated temperatures, the chemical corrosion resistance, and the mechanical properties of zirconium in a manner similar to the enhancement of the properties of titanium by additions of chromium. There is no published work on the Zr-Cr system but from the similarity of the metals involved it was expected that it would be similar to the Zr-Fe' and Ti-Cr' systems. The materials used in this investigation were prepared in the Bureau of Mines laboratory at Albany, Ore. Zirconium was produced by magnesium reduction of zirconium tetrachloride, and a typical analysis is as follows: Fe, 0.06 pct; Ox, 0.08; N?, 0.01; C, 0.02; and other impurities such as Al, Pb, Ni, Ti, and Si less than 0.01 pct each. High purity chromium was prepared by treating crushed electrolytic chromium in a stream of dried and purified hydrogen." The resulting powder contained about 0.01 pct 0 and about 0.1 pct total metallic impurities. All alloys were prepared by arc-melting 50 g briquetted compacts of the desired composition in a Kroll-type" arc furnace using an inert atmosphere. The furnace was evacuated twice and backfilled with helium, which was gettered by melting a center zirconium button immediately before the alloys were melted. Alloys were remelted at least once to insure greater uniformity of composition and subsequently were annealed in vacuum at 1250°C for 48 hr. Fairly homogeneous alloys were obtained by this means; a slight loss of chromium from the surface by evaporation during the high temperature homogenization was noted. All alloys were analyzed for chromium and gave results in good agreement with the nominal composition. Spot checks on tungsten and nitrogen showed pick-up of these elements to be negligible. Over 70 alloys were prepared for use in this investigation; only the critical ones are shown in Table I. Alloys containing up to 10 pct Cr were amenable to hot working at 850°C and a number of these were sheath rolled to 1/16 in. thickness. Specimens were cut from the sheet for use as metallographic samples. For the thermal analysis a differential couple was used in conjunction with an X-Y recorder, the temperature of the specimen and the difference in ternperature between it and the standard nickel body were recorded simultaneously. Heating and cooling rates of 5°C per min were used. The sensitivity of the instrument was such that a difference in temperature between the specimen and standard equivalent to 0.1 mv produced a deflection of 1 in. on the recording chart. The chromel-alumel thermocouples were checked against a Bureau of Standards calibrated thermocouple. Melting-point determinations were made in a high vacuum induction furnace using an optical pyrometer. The pyrometer, calibrated against nickel, copper, and zirconium (iodide process) under near black body conditions, was focused on the base of a hole drilled in cylindrical samples. A North American Philips Geiger counter X-ray spectrometer was used for all diffraction studies. This instrument, in addition to supplying precise intensity measurements of planar reflections, has an added advantage in that metallographic specimens mounted in bakelite can be used directly, and this

THE trying times experienced by the steel industry during the past four years have emphasized the necessity of producing pig iron at the lowest possible cost. The trend in both design and operation of blast furnaces has been toward this end rather than securing maximum production from a unit or group of units. In the following discussion the trend in design of stacks and auxiliary equipment will be taken up before operation is considered. Although few furnaces have been constructed in the past few years, the trend is definitely toward larger furnaces with a hearth diameter of 24 or 25 ft. Such a furnace is very flexible, being able to produce efficiently any desired daily tonnage between 500 and 1000 or more. The detail of the design of furnace stacks, with the exception of the top, has changed little in recent years.

These graduates have tested the value of their college training in the hurly-burly of the outside world so respectful attention is due their opinions, which, strangely enough, fall into two opposite categories. A member of one group expresses a deep-seated conviction that engineers should have a fuller foundation of physical chemistry, another asks for a more thorough training in mathematics, others wish a more thorough grounding in refractories, a series of courses in petroleum engineering, or in electric welding. GEOGRAPHICAILY the industry of reducing and refining of copper continued to migrate from the .United States during 1931. While this country is losing the predominant position of its copper industry, our engineers still enjoy their pre-eminent position as leaders in the design and operation of the new plants being brought into production in the four quarters of the globe. Progress in the art, as indicated by the construction of the recently completed works, has not been revolutionary. Standard methods have been followed, augmented by novel features in flow-sheets demanded by the results of progress in the art of ore-dressing, and by reason of problems incidental to the peculiarities of the new ores being treated. Design and construction progress has likewise been orderly and without radical departure from less recent practice; new features in primary and secondary equipment being logical developments to provide for special conditions to keep abreast of improve¬ments in accessory apparatus. The new plants are being rapidly brought in without hazardous novelties and for the purpose of yielding the principal ingredient, copper, in as large a volume as it will he possible to market; the old United States procedure. In the meantime the domestic plants are shut down or operating at a very low capacity, threatened with untimely demise unless the metallurgist can extract and develop other valuable products from the ores. International agreements .and tariff protection may be a temporary reviving stimulant, but for many mines the days of profit will be numbered unless the ores can be made to yield as values the ingredients now being discarded. Invisible progress in this direction has been made during the past year, and it is to he hoped that time will prove that the outstanding progress of 1931 was in the development of processes for the ultimate recovery of by-products from copper ores, perhaps even relegating the value of the copper yield to secondary importance.

The revolution in equipment for blasthole drilling, ore loading, and ore hauling has been so rapid over the last ten years that it has generated an important new profit potential in the mining industry. With the new high-capacity machinery now available, it is possible for a mining enterprise to earn a profit from larger and lower grade orebodies than ever before despite the ever-increasing burden of rising costs. Just what such equipment can accomplish when coupled with improved mining practice has been demonstrated with startling success at the No. 1 mine of Minerva Oil Co. near Cave-in-Rock in Hardin County, Ill. The No. 1 is an underground operation which has been producing fluorspar and zinc ores and concentrates continuously since 1944. A few years ago, when the mine neared the familiar cross-roads where rising costs, increasing tonnages, and relatively static product prices converge, company officials decided to bolster the operation with new mobile equipment. They chose three machines which proved so effective that output at the No. 1 doubled between 1963 and 1965,while costs dropped by about 40% in the same period.

(Spokane Meeting, September, 1909.) DURING. the summer of 1905 I was employed by the U. S. Geological Survey to investigate the geology, Mining, and preparation of barite in most. of the fields of the United States. The Eastern districts have been more or less completely described ; the Virginia field in detail by Thomas L. Watson, in his paper, Geology of the Virginia Barite-Deposits,' and other fields in abstract., including statistics of production and references to current literature, by various authors .2 There have also been published a few details of the occurrence of barite in the lead-mines of Washington county, Mo.3 The other accounts of this district are erroneous and meager, and since this field is the most important one in the United States at the present time, a detailed description of the local geology seems doubly desirable. Barite-deposits are scattered over nearly the whole of Washington and adjoining counties, but. the product, is all mined from the areas indicated upon the sketch-map, Fig. 1, and is shipped from the stations of the St. Louis, Iron Mountain &. Southern railway, between Blackwell and Potosi, from 45 to 60 miles SW. of St.. Louis. The topography is for the most part gently rolling, with slightly graded streams, usually less than 200 ft. below the higher hill-tops. PART I. INTRODUCTORY. § 24. INTRODUCTION.-This paper discusses the chief existing data as to the temperature, in iron-carbon alloys, of Ae.3, the upper limit of the transformation range when in equilibrium, as distinguished from Ac3, the temperature at which the end of the transformation is noted in heating up, and from Ar3, that at which its beginning is noted in cooling down. The former is in fact carried above Ae3 and the latter below Ae3 by lag. I touch incidentally on the influence of manganese on Ae3 (§ 29, p. 1102). The sections, tables, and illustrations, are numbered consecutively with those in the accompanying papers by Howe and Levy on Determination of, the Position of Ae3 in Carbon-Iron Alloys, and by Burgess, Crowe, and Rawdon on Thermal and Microscopical Examination of Professor Howe's Standard Commercial Steels, to which the present paper forms a sequel. § 25. The contradictoriness of our present evidence is shown by grouping it together in Fig. 14. For instance, both Goerens and Meyer (Series 2) and Meuthen (Series 12) used practically stationary temperature, and thus reduced the influence of lag very greatly; yet Ae3 for 0.32 carbon steel according to the former investigators is 894°, but according to Meuthen it is at or below 770°, a discrepancy of 124° or more. In view of our ability to measure these high temperatures within a few degrees, the existence of such a discrepancy is as unwelcome as it seems needless. I attack the thankless task of bringing some order out of this chaos.

Blowing acid Bessemer converters with oxygen-steam produces steel of below 0.002 pct N2 content. This method of blowing, combined with a dephosphorizing treatment in the steel ladle, results in low-carbon steels of low nitrogen and low phosphorous (under 0.035 pet) contents, which has physical properties equivalent to open-hearth steels of similar analysis. Using a 50-50 mixture of oxygen and steam, the refinitzg rate is increased 25 pct over blowing with natural air, and scrap charge increased from 3 to 10 pet. Bottom life is normal with proper tuyere area and arrangements, fumes are decreased, yields increased, and hydrogen content is normal. THE acid Bessemer plant at the South Works of Wheeling Steel Corp., consists of two 15-ton bottom blown converters with a monthly capacity of 57,000 N.T. The product of the shop is skelp billets for continuous welded pipe and slabs for ordinary drawing and forming quality sheets. Approximately 50 pct of ingot production is regular Bessemer steel of natural Phos content and the remainder is a dephosphorized grade of steel made by a special treatment of the blown metal as it is poured into the steel ladle. The low Phos grade of steel has certain advantages over the higher Phos grade but since both grades were produced by blowing natural air, the N2 content was in the range of 0.015 pct which limited its application. In 1954 it was decided to explore the possibilities of blowing with a steam-oxygen mixture for the production of steel of both low N2 and low Phos contents. The necessary equipment was installed to operate one converter in this manner and early in 1955 an experimental run of 160 heats was made by blowing with a steam-oxygen blast and excluding natural air entirely. During this period the proper operating techniques were established, such as blast pressures, steam-oxygen mixtures, valves and instrumental control equipment, tuyere arrangement in the bottoms, blowing times and production rates, and a thorough study made of the final steel quality. Also during this experimental period the dephosphorizing practice was improved by the use of a tap hole below the lip of the vessel. This provided a clean separation of the acid converter slag and blown metal which made the dephosphorizing treatment more effective. The results of this experimental run dictated further development of this practice and a second run of 720 heats was made in 1957. The quality features and conversion cost results were in line with expectations and accordingly a 400-ton per day oxygen plant is now being installed. The plant is scheduled for completion in September of this year. This will provide sufficient oxygen to operate both vessels on steam-oxygen blast and delete natural air blowing entirely. The steel will then be below 0.002 pct N2 bar content and the dephosphorized grades will be between 0.015 and 0.040 pct Phos. STEAM-OXYGEN BLOWING The steam for the process is fed to the plant at 220 psig pressure through a 6-in. line. The high-purity oxygen is compressed to 200 psig and conducted through an 8-in. line. The oxygen from the main line is valved down to 100 psig and passed through a steam heated heat exchanger. The heat exchanger is regulated to supply oxygen at 300°F to the steam-oxygen mixing station. It is essential that the incoming oxygen be held at this temperature to avoid condensation of the steam with resulting excessive erosion of the clay tuyeres in the vessel bottom. Oxygen is admitted to the mixing chamber by a 6-in. hydraulically operated valve driven by the ratio control regulator on impulse from the flow of steam. Steam is admitted to the steam-oxygen mixture station through a 2 1/2-in. hydraulically driven valve. The ratio control regulator acts to increase or decrease oxygen input as the steam flow increases or decreases with changing positions of the Blower's control lever. The important point to note here is that steam flow always precedes the oxygen flow as a safety measure. The control valves have sufficient capacity to afford protection should blow pipe trouble develop. A 50-50 mixture for these 15-ton heats demands an oxygen flow of 3800 standard cu ft per min along with 317 lb of steam. The Blower's stations is provided with an indicating blast pressure gage, and indicating steam and oxygen flow meters. Signal and warning lights indicate the valve positions and line pressures. A control room at the real of the Blower's pulpit room houses the ratio control and pressure regulators, as well as the various meter bodies. The hand actuated wheels used to change the conditions are mounted on a panel on the front of the meter control house. The recording steam and oxygen meters used for totalizing and accounting purposes are also mounted on this panel.

ON THE occasion of the eightieth birthday of Captain Robert W. Hunt, the Iron and Steel Committee of the Institute, desiring to commemorate the great contributions made to the steel industry by Captain Hunt during his long career, conceived the idea of a Hunt Medal to be awarded annually by the Institute for meritorious contributions to the art of making steel. The project was received enthusiastically by all to whom it was proposed, especially by Captain Hunt's partners and employees who considered it their right, and asked for the privilege of -. - raising the necessary funds within their own circle. This was agreed to, and the Institute has received from them $7500 as an endowment fund to provide an annual award, and $1000 for the expenses of providing of medal.
