LET'S imagine we are at the Grand L Coulee Dam, where daily 15,000 barrels of low-heat Portland cement and 27,000 tons of processed aggregate in various sizes are mixed to produce 30,000 tons of concrete. Inspect the autographic records which show for each 4-cu-yd. mixer batch of concrete the weights of its constituent materials including its several sizes of aggregate, cement, and water, and which also show the period of mixing and the consistency of the mix. Watch the inspectors sample and test the aggregate for gradation and moisture content of sand, and sample the concrete for homogeneity. Watch the huge buckets deposit the concrete in the forms. It looks too dry to handle, but the concrete vibrators make it melt away. Just enough vibration fully to com- pact the mass, but not enough to produce segregation of the materials; the inspector says when. See the sprinkler system covering all hardening concrete with a spray so that it may not thirst for water. Watch the cleaning of the top of an old lift preparatory to placing a new lift; the sand blasting; the blow-down; the mop-up; the minute inspection.

I. INTRODUCTION. THOSE who deem the subject of this paper an old and super¬seded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 ft. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " Stückofen," the father of the blast-furnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand. We have to look back but a century and a quarter to see the introduction of the puddling process by Henry Cort; a process which, reinforced by the iron-oxide bottoms and fettling of Hall, was not less revolutionary in character, and more revo-

UNITED STATES petroleum pro-dU6tion during 1937 materially exceeded? that of any previous year. Firm control of the production rate was maintained under State and Federal laws and aided by the' Interstate Compact. During the first ten months," crude oil prices were stable, except for a slight increase early in the year. Toward the end of the year, uncertainty of price structure be-came evident and a sharp reduction in allowable production was under way. Exploration for new pools and development of .pools already discovered continued active throughout the year. Production control agencies in Texas, and to a less extent in New Mexico and Louisiana, appear to have had increasing difficulty in holding crude oil output to allowable limits. The situation elsewhere is less well known but probably the same condition exists in other important producing States whether control is by State commissions or by unofficial bodies.

FOSTER BAIN.+ THE recently aroused public interest in the conservation of our natural resources has peculiar importance to mining-men, since they deal with resources which are stored products. Within certain limits, the fertility of a worn-out soil may be restored, deforested areas can be replanted, one year's wasted water-supply is followed by another; but coal and ores, once taken out, cannot be mined again, and should therefore be conserved with especial care. This means, however, not that mining should be restricted, but that it should be done most economically and with the minimum of waste.

[SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors. SOVIET RUSSIA reserves must be stupendous. In 1937 I. M. Goubkin placed the reserves of all categories it approximately 48 billion barren which was about twenty billion horn Is in excel:, of all the oil produced in the world since 1857. It is not unlikely in fact it is probable, that these huge stores of petroleum may ultimately be proven to exist within the present boundaries of the U.S.S.R. The size of the country is almost beyond imagination it is 2.7 times as big as the United States. Great sedimentary basins exist in all its different geological provinces, much of which are entirely untested and barely prospected. Oil in commercial quantities is actually produced from formations in every period from the Devonian to the Pleistocene. In the Emba region alone, 300 salt domes are known with an estimate of 700 still to be found. Only 22 of the 300 have been drilled and all showed oil. Of the 22 domes drilled six are now producing. At the Tenth International Geological Congress, Mexico, 1906, Waldemar Lindgren presented "The Relation of Ore Deposition to Physical Conditions." Retrospect ranks it as the outstanding offering at that Session and as the most fundamental contribution up to that date on the philosophy of ore deposition. Elaborating thereon in his text-book "Mineral Deposits," Lindgren analyzed ore-forming processes under conditions prevailing from great depth up to surface; explained the nature of deposition in each environment; and developed a comprehensive genetic ore classification, which brought wide acceptance and enriching contributions by many. Since Lindgren's latest edition (1933), have come wealths of material relevant to ore genesis, particularly through amazing renaissance and proliferation throughout science. Current publication regarding ores now emanates largely from a generation caught in pressures of the breathless modern tempo, which tempts scant reflection upon earlier truths. Consequently, today's thrilling output contains not a few offerings that need challenge because supplanting interrelationship and system by what seems, collectively, an assemblage of strange, ad hoc and often self-contradictory concepts. From these latter some merit may eventuate but at the probable cost of present confusion and delayed progress. The following pages, naming numerous post-Lindgren advances, record the conviction, held by many, that Lindgren's philosophy, progressively improved, remains the soundest approach to understanding ore genesis.

The first century of mining in northern Idaho's Couer d'Alene District will soon he drawing to a close. Like so many other great raining districts, it has been a period accompanied by a rich and colorful history. From its early days as a gold rush camp, the district has evolved into the leading silver producer in the US, but the going has not been easy: early-day labor disputes, the challenge of mining for profit in some of the deepest mines in the Western hemisphere, and the constant search for new reserves at great depths have taken their toll of mines-and miners-along the way. To these traditional mining problems have of late been added the burden of inflationary cost increases, pollution control, and reclamation. A recent visit to the district by MINING ENGINEERING, how ever, revealed that the deep commitment of the operating companies and the quiet competence and vitality of their engineering personnel are key factors in the continued prosperity of the district.

TO show the vital importance of our future oil supplies to our economy, I will merely point out that this country, with something like 15 per cent of the world's land area and something like 7 per cent of the world's population normally uses between 65 and 70 per cent of the motor vehicles of the world, between 65 and 70 per cent of the world's rubber, and produces and refines between 65 and 70 per cent of the world's petroleum. Despite all the arguments as to which is cause and which is effect, all will agree that all three of these important industries are mutually dependent. If we had not been able to produce 65 or 70 per cent of the world's oil in this country we would not have the degree of mechanization, or the efficiency of transportation, or the high industrialization that we enjoy. Furthermore, the fact that oil has been plentiful and cheap has had a tremendous effect on all the things in which we as engineers are interested. For that reason, if for no other, it is well to look ahead to see what the outlook is for the near and far-distant future.

No. 1 Electric Furnace and Billet Casting Shop, located in Plant No. 4 adjacent to our new 12 inch merchant bar mill, represents Inland Steel Company's first venture into both electric furnace steelmaking and continuous casting. Construction of the shop began in September, 1968 with excavation and foundation work, followed by awarding of general construction and major equipment contracts from December, 1968 to April, 1969. The first heat was tapped from No. 90 furnace on December 18, 1970, and the first cast attempted on December 29, 1970. The rated shop capacity is 500,000 tons per year of semi-finished billets and blooms, and was justified on the basis of approximately 85 percent of the product mix falling into the special bar quality category of steel grades. Auxiliary equipment has been designed into the shop to pursue free machining steels, including leaded and tellurized grades. The start-up and operation of the shop for the first year was essentially based on a two-part philosophy: 1. Initially operate with the "open stream" casting technique to accomplish machine shakedown and operator familiarization and training. 2. Operate with special bar quality, or "submerged casting", practices, make necessary refinements and gain customer acceptance

WASHINGTON CAMP, in Santa Cruz county, Arizona, is a small and little known mining district situated on the lower, eastern slope of the Patagonia mountains, about 20 miles east of Nogales and a like distance south of Patagonia Station on the Sonora railroad, which connects it Benson, 83 miles from Nogales, with the main line of the Southern Pacific. This district is also about 4 miles north of the international boundary, 35 miles west of Bisbee and 40 miles north of Cananea, in Sonora. The topography of the district, which lies at a general elevation of 5,500 ft. above the sea, is only very moderately rugged, and presents no obstacles to mining operations. Although some of the claims of the camp, including the Pride of the West, Belmont and Holland, were extensively worked for silver 25 years ago, they passed, at moderate depths, as in so many other districts, out of the argentiferous lead carbonate and sulphide into zinc, copper and iron sulphides; and for two decades the camp was abandoned and almost forgotten. In recent years, however, its apparent possi¬bilities as a copper producer have led to a revival of mining activity; but not, as yet, with conspicuous success. Although economically relatively unimportant, the deposits of Washington Camp are, mineralogically and structurally, nevertheless, typical examples of ore-bodies developed in connection with the garnet ledge now recognized as a normal feature of granite-limestone contacts; and, in the opinion of the writer, this is an instance where a minor example is yet essentially normal and capable of throwing important light upon the origin and genetic relations of the type.

THE early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 334 million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20° to 90° and some are on the invert in, many sharp folds and faults. PLANNING The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been maintained. Locations of stripping areas are determined as follows: 1. By constructing cross sections over the areas and drilling sufficient diamond-drill or well drill holes to study the strata and to determine the location, thickness and pitch of the beds.

FOLLOWING the discovery of a body of ore that appears to have commercial possibilities there is a period of development work to determine its extent and grade and the most economical method of mining it. Laboratory tests are made in an effort to determine the most practicable and economical treatment for the extraction of the valuable constituents of the ore and these tests are carried farther and checked in a pilot or test mill. The rate at which the ore is to be mined and the daily capacity of the plants that are to treat it will depend on a number of important factors such as: The size of the orebody; the capital available for building the plants; the market or demand for the final product; the supply of skilled and common labor available for the construction, operation and maintenance of the plants; the quantity and quality of available water, and the amount and cost of power that can be purchased or that can be economically developed. Having decided on the treatment that is to be given to the ore and after full consideration of the above factors the management decides to erect a reduction plant of a given capacity.

DURING the past 25 years, mining engineers have seen the development of a multitude of specialized engineering curricula in the mineral industry field. Bachelor degrees are now !ranted in the fields of mineral dressing petroleum engineering, geological engineering, fuel technology, and many others. These fields were all, previously considered to be part of a mining enginieer's work and elementary phases of them were included in mining engineering curricula. Their emergence has left some mining engineers with the fear that nothing will he left for a purely mining engineer to teach, or that mining engineering graduates will be unable to complete in any of these fields with the more specialized students and thus will have neatly restricted employment opportunies. A secondary reaction has been that if students who began to say that the pining engineering curriculum taught everything but mining, since so many of :he subjects that had always been udedAuded in the mining engineering curriculum now were fields in their own right.

THE value of any particular ore, coke, or limestone, for iron-making, depends upon its effect, first, upon the quality or value of the resultant product; and second, upon the cost of smelting. The factors under the first head are the percentages of phosphorus, manganese, and other elements, which remain in the pig-iron ; while those under the second head are the percentages of iron, carbon, or lime, the slag-forming constituents, which must be fluxed, and any other ingredients which give rise to variations in cost of fuel and flux. The first of these criteria of value is perhaps not capable of being reduced to a general formula embracing all cases, since it must vary to a great extent with market-fluctuations. For example, Bessemer pig is worth sometimes more and sometimes less than foundry-pig ; and the premium paid for high manganese varies within wide limits. The second, or smelting-value, however, can be expressed numerically with a fair degree of accuracy; and it is with this phase of valuation that the present paper is concerned. The utility of a means of comparing numerically the relative smelting-values of different ores, cokes, and limestones, is self-evident, although it may not have importance in Northern practice, where materials are largely standardized. On the other hand, there are, especially in the South, many furnace-managers who must use a great variety of materials of widely varying grade; and it is with special reference to this district, and in connection with the efficiency-methods which I have elsewhere proposed,1 that the methods herein described were devised.

During 1973, a 20,000 net ton (18 100 metric ton) formcoke test was carried out at Inland's 26.5-foot (8.08-meter) hearth diameter on NO. 5 Blast Furnace. The formcoke briquettes were produced from Elko1 coal by FMC at their pilot plant in Kemmerer, Wyoming. The briquettes were shipped to Inland in open railroad cars and most of them were placed in an outside storage field until a sufficient amount was available for the actual blast furnace test. The test consisted of three phases: an initial four-week base period; the actual 33-day formcoke test period; and a final three-week post-test base period. During the formcoke test period, the regular coke skip loads were gradually replaced with skips of formcoke until, after a three-week period, the replacement ratio reached 80%. The furnace operated smoothly and quality hot metal was produced. The burden remained permeable and it was possible to maintain wind rates 9 of over 100,000 scfm (47 Nm3/s) without significant blast pressure increases. Dusting from the formcoke was not a problem either in the stockhouse or in the top gas. The formcoke briquettes maintained their original shape and density as they descended through the furnace. When the 80 percent replacement level had been reached, the inwall temperatures became higher than normal (about 2000 ºF (1090 ºC)) and followed an unusual steady pattern. In addition, the top gas temperature became higher than normal, and the hot metal analyses and temperatures began to fluctuate unacceptably. In general, it is felt that the high inwall temperatures were a result of channeling of the hot furnace gases along the stack walls. This channeling appears to have been promoted by a change in distribution of the burden in the top of the furnace which, undoubtedly, was caused by the increased increments of formcoke. Since it was felt to be unsafe to operate the furnace for an extended period of time with the inwall temperatures at the high level, a decision was made to remove the formcoke from the furnace. When this was done, the inwall temperatures returned to normal. Once the inwall temperatures had returned to normal, the remaining 3,800 net tons (3450 metric tons) of formcoke were used in the furnace at a nominal 40% replacement level for five continuous days. The furnace operated smoothly during this period, and the results were representative of satisfactory furnace operation with partial replacement of regular coke with formcoke. The test was successful in proving that formcoke can replace up to about 50% of the regular coke in a large furnace operating at high wind rates. However, additional work will be required to develop acceptable charging practices for using higher levels of formcoke replacement.
