THE tensile properties of steels at elevated temperatures have been studied by numerous investigators,1 primarily for the purpose of determining their suitability for structural uses. Tests with this objective have been confined largely to the temperature range of approximately 20° to 500° C., because of the rapidly decreasing tensile strength at the latter temperature. Tests have also been extended to higher temperatures for the purpose of determining the most suitable forging range. This temperature range is also of theoretical interest. The phenomenon of increased tensile strength and decreased ductility in the so-called "blue-heat" range, approximately 200° to 300° C., is well known. It was suggested to the Bureau early in 1926 that a study of the properties of rail steels in this temperature range might prove of interest in relation to the studies of transverse-fissure failures in rails. There were available from another investigation3 several new rails from several different heats made to approximately the same specification requirements, the complete manufacturing histories of which were known. It was decided to determine, at least in the preliminary series of tests, only the ultimate tensile strength, elongation and reduction of area, because of the difficulty, time and cost involved in determining the proportional limit and yield point at elevated temperatures.

INTRODUCTION What is automation? Why automate? Webster's New Collegiate Dictionary defines automation as "the automatically controlled operation of an apparatus, process, or system by mechanical or electronic devices that take the place of human organs of observation, effort, and decision." This definition gives an implied answer to the second question, "Why automate?" Automation, automatic control devices, and process control equipment receive their justification in supplementing or replacing manpower, which results in decreased operating costs. In the past, processes were operated with the minimum amount of instruments needed merely to guide operators. Processes were manually con- trolled by the operator on the basis of simple temperature, pressure, flow, and level indications on a panel. Today the tendency is to design a new plant to operate in a fully automatic manner according to a preset pro- gram utilizing a minimum of manpower. In addition to this direct cost reduction in manual labor, increased equipment capacity results from uniformity of flow and uniform control of process variables. This control eliminates or minimizes surges and permits equipment to be operated at or near its ultimate capacity and, for a given material throughput, permits the use of smaller process equipment. Automatic control, therefore, be it in the field of coal processing or in any industrial field, is simply a problem of economics. Control equipment is justified in terms of its contribution toward increasing productivity, increasing profit margins, or producing a new and salable product at a profit. Instruments and control devices can be divided into two general groups: (1) units which measure and (2) units which both measure and control a process variable.

Marcona Mining Company operations are located 500 kilometers south of Lima, Peru, on the Pacific Coast, at approximately 15º-22' latitude south and 75º-11' longitude west. The terrain is sandy rolling hills ranging from sea level at the coast and rising sharply (escarpment) to an elevation of 800 meters at the mine area. The climate is arid and windy with a moderate year-round temperature, ideal for a year-round mining operation. San Juan, a new and modern community of 14,000 inhabitants and developed by Marcona, houses the working forces and their families.

IT is a well-known fact that the results of different analysts, when operating on the same identical sample of steel or iron, are far from concordant, and it not infrequently happens that great annoyance and trouble in the commercial community are occasioned by these discrepancies. Attempts have been made at various times to investigate the causes of such differences and to obtain more reliable methods of analysis. The most important of these was made by the British Association in 1889: The following gentlemen, with Sir W. Roberts-Austen as Chairman, and Professor T. Turner as Secretary, were constituted as a committee to investigate the question, viz.: Sir F. A. Abel, Mr. Edward Riley, Mr. G. J. Snelus, Mr. John Spiller, Professor J. W. Langley, and Professor Tilden. Average .samples of steel were prepared in America under the superintendence of Professor J. W. Langley. The steels, in the form of turnings, were divided and distributed to sub-committees in Great Britain, America, France, Germany, and Sweden. Mobile cranes on tires are perhaps the most important accessory in truck-haulage pits. They usually are of 20-ton capacity at short radius and with outriggers but have considerable overload capacity. Standard booms are 30 ft but have 10-ft extensions with which they are usually operated. Cranes have two engines, both originally gasoline, but 150-hp Diesel engines have been found more reliable for the propulsion motor, the 100-hp gasoline motors being retained for hoisting. Pro- visions are made for dropping the ballast counter- weight to reduce axle weights to legal limits for highway travel. The weights are carried on a regular truck or are transported on an extra trailer axle behind the crane. Tractors-Probably equalling the cranes in usefulness are the track-laying tractors which are used to prepare roads and other surfaces, to clean up at the shovel, and for dozing on stripping dumps. A new type of tractor mounted on rubber tires has been tried out on the Mesabi Range for the past year and a half. The advantage of this design is its mobility which makes it capable of taking care of the spill at the shovel and then running to the dump to clean up. Alternating between these two jobs, it relieves heavy tractors that can be used to better advantage on heavier work that does not require so much traveling. This tractor can travel at speeds of 12 to 13 mph and is designed to facilitate repair of the expendable parts. Weaknesses have developed in the internal construction which have seriously marred the performance record of this unit, but when used within its capacity it is quite successful.

THE electronic arts today constitute the outstanding development in the field of rare metals, if not indeed in the arena of scientific progress at large. The year 1930 may become known as the year in which the electronic tube took hold of the wheels of industry; it is the year in which the tube's emancipation from the art of communication was proclaimed. The little tube which made a $500,000,000 industry out of a vacuum has now been applied to mining, manufacturing, transportation, chemistry, and other industries. Not many appreciate the extensive utility that e1ectroni.t tubes have already found in transportation, where they control the speed and security of express trains, as well as operate traffic lights on important highways-in the case of the Detroit-Windsor bridge counting the traffic and instantly turning the reports into the superintendent's office some distance away. In an Ohio steel mill, ten-ton ingnts 'rash back and forth through the rolls, reversed by their own shadows. The vacuum tube also starts, stops, and levels, fast passenger elevators.

T HE theory of hardening by heat treatment was, as usual, the most actively discussed phase of metal working theory and in spite of the fact that it is now ten years since the dispersion theory was proposed by Messrs. Merica, Waltenberg, and Scott, it still retains a dominating influence. It is being increasingly recognized. however, that in its simplest form, that is, the purely mechanical effect of very fine crystallites distributed through a groundmass, it is distinctly in- adequate. To explain the observed facts we are obliged to assume some well-defined intermediate stage between supercooled solid solution and conglomerate, however fine be the particles of the latter. This intermediate has been inferred by Gaylor and Preston to be "the rejection of the atoms of the dissolved metal from the lattice of the solid solution accompanied by the possible formation of molecules."' Perhaps this may well be designated as the formation of supersaturated solid solution. Some very definite evidence of such an inter- mediate stage has been found in the hardening of steel where it appears that the very hard martensite may be considered as a supersaturated solution of carbon in a iron. The X-ray spectrometry of drastically quenched steel shows a tetragonal lattice whose parameter changes by tempering at 100" until it coincides with the cubic lattice of iron.? The same gradual change of the tetragonal to the cubic lattice has been observed by Sekito when esamining layers on increasing depth below the surface of a quenched carbon steel.

THE idea of burning blast-furnace gases directly in gas-engines, instead of under steam-boilers, as had previously been done, was first put into practice barely ten years ago, almost simultaneously in Great Britain, Germany and Belgium. The pioneers of this movement made their first experiments with small engines. After these experiments had given satisfactory results, and it had been shown that the thermal value of the poor blast-furnace gases, in spite of defective scrubbing, could with safety be directly transformed into mechanical work in the gas-engine, there very soon arose a considerable demand for gas-engines of large power, similar to the large steam-engines employed in metallurgical works. In face of these sudden requirements, the gas-engine builders were placed in a difficult position; for up to that time the gas-motor was considered as suitable for small engines only, and it was generally believed that the limit of size bad been attained with 100 to 150 effective h.p. in a single cylinder. Manufacturers of gas-motors, however, did not underrate the advantages offered by this new field for their manufactures, and it so happened that in Germany the Berlin-Anhaltische Maschinenbau-Gesellschaft, of Dessau, was the first to undertake the construction of a 600-h.p. two-cycle gas-engine, with two cyl¬inders of the Oechelhäuser-Junkers type, for the Hoerder Mining & Smelting Company. INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor. I. INTRODUCTION. AT the Seventy-sixth meeting of the Institute, held in New York, N. Y., February, 1899, I presented a, paper on this subject entitled, Coal-Cutting Machinery,' which has become somewhat out of date, in view of the decade's development in this feature of the coal-minim industry. It should be explained that the present paper is limited to the use of mining-machines in bituminous mines. Practically all of the anthracite mined is ?shot from the solid," no undercutting being done. Anthracite-mining is therefore not considered in the statistics or other references. The statistical record as compiled by the United States Geological Survey shows that in 1898, the year preceding the presentation of my former paper, there were 32,413,144 short tons of coal undercut by the use of machines. In 1907 the machine-mined coal-product amounted to 138,547,823 short tons. In sympathy with the general decrease in coal-production during 1908, the output of machine-mined coal decreased to 123,183,334 short tons, but the proportion of machine-mined coal to the total output, nevertheless, showed an increase, from 35.1 per cent in 1907 to 37 per cent in 1908. In 1898 only 19.5 per cent. of the total product was undercut by the use of machines. The number of undercutting-machines in use in the bituminous mines of the United States has increased from 2,622 in 1898 to 11,144 in 1907, and to 11,569 in 1908. The total production of bituminous coal in the United States in 1908 was almost exactly double that of 1898, while the machine- * Published by permission of the Director of the U. S. Building up the USSR's economic strength was the result of all the achievements and successes of our economy. The Soviet Union was the first to begin planned guidance of the economy. The mining industry of the USSR, which holds the first place in the world output of mining production, has always been considered as the main raw materials basis of the country's economy. High and stable development rates are a feature of planned economic management, based on the social ownership of the means of production. During the past ten years from 1965 to 1875 the national income used for consumption and accumulation increased practically by 1.9 times. There has been no inflation, no unemployment in the Soviet Union for about forty years already. High and stable growth rates of the production of mining industries and that of the branches, which are their direct consumers are characterized by the data in table I. The achievements and successes of the economy's development are to a great extent determined by the three planning components, which are as follows:

In my opinion, the explanation of the fuel-requirements involving the conception of heat available and necessary above a critical temperature, as advanced by Johnson 1 and elaborated by Howe, Raymond and others,2 affords a theoretically correct basis for such an accounting. It is the purpose of this paper to set forth a first crude attempt to construct a formula which shall show quantitatively the relation between the various factors affecting fuel-economy, and afford a means of comparing the enormous amount of data on the fuel-consumption of various blast-furnaces, at various times and under various conditions of operation. I have also applied this formula to a large number. of individual cases, and have, by its means, compared the furnace-practice of several important iron-making districts. II. DERIVATION OF FORMULA FOR FUEL-REQUIREMENTS. The general expression for the fuel-requirements of the blast-furnace, which I believe to be theoretically correct as to form, is as follows Carbon per ton of iron = Heat per ton of iron necessary in hearth above Tc./Heat per pound of carbon available in hearth above Tc. XFactor of rate of driving. +Carbon dissolved by CO2 of flux. +Carbon dissolved incidental to reduction of ore. + Carbon dissolved in pig-iron. (NOTE.-Tc = critical temperature.) Any mining engineer with a desire to operate independently, with some financial backing, and with no fear of heavy responsibility and long hours, should be able to make a comfortable living in Mexico. Barring a few inconveniences such as a lack of satisfactory liability or accident insurance, the difficulty of obtaining repair parts or vehicles, and the length of time required to receive returns from shipments, the operation of small mine is not at all difficult. It is, in fact, a little easier to find a good prospect in Mexico than in the U.S.

NO new ferrous alloys have been produced in the last five or six years that are as outstanding contributions to civilization as were the high-speed steels of the early part of the century or the stainless steels announced at the close of the World War. There have been, however, many developments of major importance having to do either with modifications of existing alloys or with new methods of treatment of older iron or steel alloys. Only a limited number of these new developments can be discussed and their selection does not necessarily imply that these are the most important but merely that they are of general interest rather than perhaps of greater importance in highly specialized fields.

INTRODUCTION An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contribute to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. O the American coal man, Australian coal mining most appear to have little, if any, influence on American coal-mining practice and to bear little relation to it. Actually, the relationship has been close, for Australian operators have carefully studied American practice by reading American technical publications, by consulting American engineers, and by visits to Ameriean operations. They have leaned heavily on America for their supply of mechanization equipment and many American mining-machinery manufacturers are active in that country, supplying its needs and furnishing technical assistance. Australia's influence on American coal mining has been obscure and probably negligible. However, it seems reasonable to assume that this influence will increase. The wartime development of air transportation will inevitably bring these two countries into much more intimate contact than existed in recent years. American servicemen. many of them former miners and coal-mining technicians, have visited Australian operation, while stationed in that country, have talked with operators and men over there, and undoubt-

(communication to the Secretary*): The hold experiment of Mr. James Gayley in drying the blast used in the Isabella furnace has attracted the attention of the whole metallurgical world, and has given rise to a wide discussion of the reasons for its great success. Mr. Gayley and the capitalists who backed him in his work deserve congratulations on the success of the venture, not only because it succeeded, but because they have been rewarded far beyond the maximum that could be expected from theory or probability. To state the case in its simplest terms, all that could have been predicted was: (1) that the removal of the moisture from the blaet would result in the saving of the heat required for its decomposition, representing from 3 to 5 per cent. of the heat-value of the coke used; hence about that quantity of fuel might be saved; (2) that the furnace would be somewhat more independent of variations in the weather; (3) that the campaign would be a little hotter; and (4) that the speed of the blowing-eugines would be decreased, at least in amount proportionate to the reduction in temperature of the air led to them. I do not think anyone anticipated a much larger output per day. The results actually attained were: (1) the furnace made an increase of 24.86 per cent. in the output of pig-iron per day; (2) it consumed 19.6 per cent. less coke per ton of pig-iron made; (3) the blowing-engines were run 15.8 per cent. slower; and (4) the saving in power made up for the power required to run the refrigerating-plant.
