Owing to the traffic jam in collection, and transportation of wastes, the air- and water- pollution in incineration plants, and the sanitary trouble in reclaimed land, it seems that the defective existing system of the solid waste treatment in Japan can not follow the change in quality and the increase in quantity of solid wastes. Under these situations, the objective of the municipal solid waste treatment must be to actualize the pollution-free system for environmental protection and the resources recovery system for resource- and energy- saving. From this point of view, AIST of Japan is now engaged in the research and development of the resources recovery system from municipal solid wastes. This paper reports on the outline of the development of resources recovery technology in Japan, including the AIST's project on this matter.

The cost of transporting mineral raw materials and products will receive greater attention in the next 10-20 years because raw material sources and markets are changing. Today, shipping costs may equal 20%-80% of the landed or delivered cost of raw materials and products. Companies are learning that total costs are what count to the company and customers. Transportation has historically been priced at "What the traffic would bear" and little real effort has been made to analyze the shippers problem and provide them with effective and low cost transportation. This climate existed in both ocean and rail transport. The shiplines and railroads did not understand the shipper's problems and few shippers understood transportation and how to buy it. Recently more consideration has been given to the advantages between the American Merchant Marine- American Flag and Foreign flag vessels. The discussions held focused on what action is desirable to encourage American flag operations. Based on extensive studies made by both A. E. Gibson, Maritime Administrator and R. J. Blackwell, Deputy Maritime Administrator, the resulting statistics show that the potential for ocean transport is as follows: U. S. Foreign trade is estimated at 620 million long tons annually in the early 1980's. It was 418 million tons in 1968. In 1968 only 6.4% of the U.S. ocean borne trade was carried on American Flag vessels. About 50 million tons of early 1980's trade will go ill container ships. That leaves over 500 million tons to go as bulk or "neo-bulk" cargo.

The mapping of slant-hole oil fields is complicated by the fact that relationships between wells are subject to variations in three dimensions and are not readily adaptable to representation on a plane surface. Formalized perspectives usually expand into an undecipherable maze of lines and peg models with the necessary supporting dividers serve only to awe the beholder with their perplexity. The usual compromise arrived at is a plotting of the projection of the courses of all of the wells in the field onto a horizontal plane (Fig. I). These complicated plots, when used in conjunction with the individual vertical projections of the wells, heretofore have been the most practical foundation for the study of general field problems. This method has many shortcomings, however, which arc not found in the recently developed straight-hole equivalent projec-tion method. The new method supplies a series of maps similar to the type now in common use in straight-hole fields. It is remarkably simple to use and supplies a ready check on clearances between wells. Perhaps the method can best be understood if the steps that led to its development are described. Common practice of oil-well surveyors is to supply the owner with a tabling of the survey and a plan view plotted against the true meridian. If a vertical projection is plotted, it is usually plotted separately and shows vertical depths against the projection of the stations along a section line joining the top and bottom of the hole on the plan view. A more practical method would be to plot the section line of the plan parallel to the abscissa of the vertical projection (Fig. 2). If this is done, any line parallel to the "base line1' will pass through the points on each projection that represent a single point in the hole. Another very useful graph, which the well surveyor could provide, would be plotting of vertical depths against measured depths. Fig. 3 illustrates the next step facilitated by this form of plotting. The lines designated "well A" represent the proposed course of a hole to be drilled. Superimposed on the drawing, in its proper relative position, is the plan view and a portion of the vertical projection of a present producer, well B." From an inspection of the plan view we arrive at the correct conclusion that the only indicated possibility of collision is at the point of crossing of the wells on the plan view. Referring to the vertical projection, note that the vertical depths of stations on B, in the vicinity of the crossing, are plotted on the same plane of projection as A. The clearance is the indicated distance between the two vertical sections measured along the parallel to the "base line," which passes through the point of intersection of the plan view. Repeat this process for the other wells crossing the proposed course of A on the plan view and you have a preliminary check of clearance for the proposed course. SOME years ago we collated all laboratory data then available to us on the distribution at equilibrium of manganese and of sulphur between metal and simple slags, and used the results in setting up an equation, which proved to be in accord with determinations of the distribution ratio of manganese and of sulphur between liquid steel and open-hearth slag, over a wide range of operating conditions. We now present an outline of our calculations and inferences on these two closely related questions, which are of especial importance because of the advisability of conserving manganese wherever possible. In general, our results show that in the open-hearth furnace equilibrium between metal and slag, with respect to both manganese and sulphur, is substantially attained during the finishing period of the heat, or in about a half hour to an hour after any additions were made. This implies that the end result will be identical whether manganese is added as alloy or metal to the liquid steel or as oxide to the slag. The proportion of total manganese retained by the steel is favored: (I) by use of the minimum amount of lime, consistent with other operating limitations, required to give a lime-silica ratio of about 2.4, which usually corresponds to a minimum practical slag volume; (2) by a high concentration in the slag of MnO relative to FeO; (3) by high operating temperature. Absorption of sulphur by the slag from the liquid metal is favored: (I) by large slag volume; (2 by a high concentration of active (or "free") lime and of manganese oxide dis) solved in the slag; (3) by low concentration of silica, iron oxide, and phosphate dissolved in the slag. DISTRIBUTION OF MANGANESE BETWEEN SLAG AND METAL AT EQUILIBRIUM On the basis that the distribution of manganese between liquid steel and slag is controlled by the reaction [FeO + Mn = MnO + Fe [A]slag metal slag metal] the distribution at equilibrium, at a given temperature, is expressed by the equilibrium constant for this reaction, which is defined as [K" aMoO aFeI1 dFec) aMn] where a is the activity of the molecular species denoted by the subscript. The activity of each of the several components, although it is not known precisely, is approximately equal to the concentration of each component expressed as its mol fraction; that is, as the ratio of the number of mols of the given component to the total number of mols of all the molecular species present in the metal or slag, as the case may be. There has been much research and commercial development in recent years in the use of chromium and nickel in steels of various types, including those intended for high-temperature service. By "high-temperature steels" are meant those specifically designed for service at elevated temperatures in steam plants, oil refineries and other industries where high-temperature operations are conducted. This paper is devoted to some preliminary data on the effect of silicon on certain of the most popular chromium-molybdenum steels now being used in quantity by the refining industry and includes a short statement on the influence of copper in steels intended for high-temperature service. Uses of Silicon Next to oxygen, silicon is the most widely distributed and abundant of the earth's substances. Although classed as a nonmetal, it is highly important in the metallurgy of all steels, having been used for years as an efficient and economical degasifier and deoxidizer. Silicon is added to various steels in the form of ferrosilicon, generally at the end of the heat so as to avoid oxidation losses. With acid steels it is added in the furnace (also in the ladle) and generally with basic steels is added in the ladle, so as to avoid reaction with the basic lining through high-temperature acidic reaction with silica, which may be formed by oxidation of the silicon alloy. Several grades of ferrosilicon are available, containing, respectively, 15, 50, 75 and 90 per cent Si. By far the largest tonnage produced is the 50 per cent grade although the 75 and 90 per cent ferro-silicons are used as ladle and furnace additions in the manufacture of steels of high silicon content. The introduction of silicon into steel as an alloying element is well known in connection with high-yield-strength constructional steel for bridges, ships, car construction, etc., and it is also well known as an alloy-

THE following data were obtained during Tan exhaustive research into the possibilities of concentrating United Verde massive sulfide copper-zinc-iron ores by flotation. The composition of these ores approximates the following mineralogical analysis: 3 to 15 per cent chalcopyrite; 3 to 11 per cent marmatite (ferruginous sphalerite) ; 47 to 69 per cent pyrite; and 10 per cent quartz. The remainder is usually schist gangue. Members of the Institute have already received a special pamphlet descriptive of the United Engineering Society building, and wilt doubtless be interested in the progress that has been made up to date-February 24th-in erecting this home for the engineering profession. The old buildings on lots Nos. 25 to 33 W. 39th St., New York, were,' removed many months ago, but final contracts for the new, building were not let until the summer of 1905. The size of the building is 115 ft. on 39th Street, and 88 ft. in, depth; the height from, the sidewalk to the top of the parapet is 220 feet. The cubic contents of the building from the. bottom of the basement floor, to the top of the roof, including the pent houses, is 2,290,000 cubic feet. The number of light's, in the building will be between 4,000 and 4,500. The air supply for Auditorium and Lecture. Halls will amount to nearly 10.0,000 cu. ft, per minute, and the exhaust. to 90,000 cu. ft. per minute. In excavating for cellar and foundations, the average depth where good rock was. found was 37 ft.-it varied, however,: from 27 to 65 ft., due to an old water-course having run through the center of the lot; this condition, and the presence of soft rock, which rapidly disintegrated when exposed to air and water, made the foundation-work very difficult. As two of the column-footings of the building have to sustain a weight of 3,000,000 11) each, the most substantial foundations are necessary; 13,000 cu. yd. of earth were excavated for the foundation and basement; and 1,600 cu. yd. of concrete were necessary, to build up the footings. In the completed building there will be about 3,500,000 bricks. Owing to the number of auditoriums, and their location, and the placing of the library on the top floor; where allowance will have to be made for the enormous weight of 300,000 books, the structural steel work has been unusually complicated in this building. Before entering upon a general discussion of the fascinating, but at present rather controversial, subject of gases in copper, the author feels that some attention should be directed to the work which has been carried out on the solubility of gases in metals. The outstanding contributions to our knowledge of this subject have been made by Sieverts and his collaborators(1) † and by Iwasé.(2) Both the German and the Japanese investigators employed apparatus of the same general design in their investigations. Full reference need only be made, therefore, to the German scheme, which is diagrammati-cally illustrated in Fig. 1. This, to use the words of Sieverts, which he employed in describing his arrangement of apparatus at the 1928 meeting of der Deutschen Gesellschaft für Metallkunde(10): shows a diagram of the usual mode of procedure. A quartz flask contains the metal (for high temperatures a highly refractory porcelain tube is used) and is connected with the rest of the apparatus by means of a stopcock. The other parts consist of a burette divided into 1/10 c.c., a leveling tube, and an adjustable mercury reservoir. The burette is connected on one side with the gas inlet and on the other side with the absorption flask; the connection can be interrupted by means of suitable taps. Another tap permits the connection of the flask and the Töpler pump. In an experiment the quartz flask is first exhausted and then a measured quantity of gas is let in from the burette. In the first place the volume of the flask when empty is found by calibration with an inert gas. The pressure is read off on the level tube of the burette, and the temperature measured by means of a thermocouple whose welded junction lies close to the outside of the quartz flask, which is heated in an electric furnace. In several experiments the quantity of absorbed gas was transferred to a burette by means of a pump and measured. The second order, {1011}-{1012} twin bands observed in critically deformed magnesium are often accompanied by an unusual form of kinking. These kinks, which lie adjacent to and run more or less parallel to the twin band habit, allow plastic deformation that occurs inside the twins to be accommodated into the matrix. The bend planes of these kinks cannot be explained using slip dislocations with Burgers vectors lying in the basal plane. A mechanism involving a single set of {1012)(1011) dislocations is proposed to account for the kink band habit, in good agreement with the experimental observations. It has been shown that second order, {101l)-{1012} twinning is an important phenomenon for magnesium deformed in the ambient temperature range. A detailed study of these twins has recently led to a better understanding of their irrational habit plane1 and their relation to fracture in magnesium.' This paper is concerned with a third aspect of these twins; this being the kink bands, originally referred to as shear accommodation kinks,3'4 that are often induced in the adjacent matrix. A twin band and its shear accommodation kink usually appear as a single macroscopic deformation, as seen in Fig. 1. The complex nature of these deformed regions is easily revealed, however, with the aid of a suitable microscope. It has been proposed374 that the primary function of these kinks is to accommodate the nonhomogeneous deformation that normally occurs in the second order twins. The twins tend to form as small discrete lamellae lined up approximately one in front of the other.''' Very large plastic deformations varying in magnitude from one twin to the next, may occur inside these lamellae. The kinks serve both to pass this strain into the matrix and to accommodate strain variations between twins. Deformation within the kinks, subsequent to their formation, has also been observed;3,4 and it is thought that this contributes to the strain accommodation process. The bend planes of the kinks have a habit near that of the twin band itself, which lies about 56 deg from the matrix basal plane. This orientation does not bisect the angle formed between the basal plane to either side of the bend plane and therefore differs markedly from the kink structure usually observed in hcp metals.'-' The present paper reports the results of a study of shear accommodation kinks and proposes a possible solution to the problem of the orientation of the bend plane. EXPERIMENTAL PROCEDURE Rectangular cross-section tensile specimens with axes parallel to (1010) and faces to (1210) and (0001) were cut and acid machined from a high-purity magnesium single crystal. After straining on an Instron machine the specimens were examined by both optical and replica electron microscopy. The basic procedures have been previously reported."' EXPERIMENTAL RESULTS AND DISCUSSION Structure of Shear Accommodation Kinks. A typical, large (101l)-{1012) twin band with its associated shear accommodation kink is shown running diagonally from upper left to lower right in Fig. 1. In this optical micrograph the twin band, consisting of a row of small, highly deformed twin lamellae, is visible as a narrow dark band along the left hand edge of the structure in question. The kink lies to the right of the twins, is approximately three times as wide, and is lighter in contrast. The horizontal slip lines visible on the general specimen surface correspond to matrix basal slip and are parallel to the tensile axis. Note that on the right-hand side of the band these slip lines can be followed from the matrix into the kink. At the kink band boundary the slip lines suffer a clockwise rotation of about 25 deg. Rotations of this magnitude are not uncommon. When a surface such as that in Fig. 1 is given an etch1 making it sensitive to polarized light, it has been observed that the slip traces in the kink are parallel to the basal plane trace in this region. This is in excellent agreement with the assumption that these regions are indeed kinks. Fig. 2 is an electron micrograph of this same twin band and kink. 12.3-1. Reporting. NEED. It seems almost unnecessary to comment on the need for reporting research and development results and activities, and yet much of the difficulty and misunderstanding surrounding a Research and Development (R&D) group results from poor or nonexistent reporting. Certainly no evaluation can be made without reports of results or plans. It is as important to report accurately and fully for the department's own use as it is for external use. Research unreported might as well be considered research undone. This section will discuss, in part, the need for reporting, the general types of reports which may be generated to satisfy the need, and finally, the evaluation of a project as judged by various commonly used standards. PURPOSE. Some specific observations might be appropriate concerning the reporting of R&D results. The requirements and background of the group receiving the report must be considered. A particular report is usually directed towards the background of a particular group, such as ((technical," "operational," "financial," or "marketing." It is essential that the emphasis and coverage be geared to the training of people receiving the report. It should be obvious that the financial department will be less interested in the technical details of the process and more interested in the capital funds and tax implications involved in the project. Operating personnel will be greatly interested in the effects of a new method on mining plans, and so on. This does not mean that the reporting in any way should slight pertinent details, nor should a patronizing attitude be assumed by the writer. However, it is essential that the needs of the reader be recognized. For reports that might have large and varied distribution, it is often feasible to group, either as sections or appendixes, the special details and information of interest only to certain functions within the organization. Southwest of the town of Saltville in western Virginia is Plasterco, a small village that has been a source of gypsum production since 1815. Boasting the deepest underground gypsum mine in the world, Plasterco has been the site of mining operations by United States Gypsum Co. for more than half a century. And although its own ore supply is dwindling, Plasterco's position as a source of gypsum and gypsum products has been ensured by the recent opening of the nearby Locust Cove mine, one of U.S. Gypsum's newest projects. In the early days, production of gypsum at Plasterco was very small, the primary use of the mineral limited to that of "land plaster"-ground gypsum spread on the land to sweeten the soil. Initial mining was confined to surface outcrops containing gypsum, but the construction of a local plaster-producing calcining plant in the late 1800's coupled with al- most total depletion of the surface rock spurred the start-up of underground operations.

The general impression regarding the preparation of merchantable anthracite is that it is confined to a colossal, grimy structure, called a " coal-breaker." This name is a misnomer; for the desired result is not to break the coal, but to prevent its being broken. Preparation may be said to begin at the face of the chamber, with the mining and loading of the coal. Local conditions vary, not only ill the same field or basin, but also in the same mine, so that there is no fixed empirical rule governing the method of blasting or cutting coal. Tests should be made, when possible, to determine the explosive, or the mechanical coal-cutter, which will produce the largest percentage of what are locally known as " lump " and " prepared sizes " of anthracite. The prepared sizes are those mostly consumed for clomestic purposes. All other sizes might be called by-products of the anthracite industry; for they are not especially desirable, being the degradation resulting from the mining and handling of a brittle or laminated material. Being low in volatile combustible matter, anthracite burns most successfully when nearly of a uniform size, permitting the easy passage of air through the voids. This accounts for the large number of sizes into which the coal is separated. Table I. gives the various sizes, the diameter of ring over and through which each size is made, and the usual purpose for which it is employed.

Observations at temperature are used to investigate the phase changes in alloys containing more than 50 pct Co and above 1000°C. The nonsuppressible transformations in cobalt above 1120°C and in the intermetallic compound Co2Cr3 are studied. The liquidus and solidus surfaces are determined. Insufficient data is obtained to complete the constitution diagram. A REVIEW of some of the earlier work on cobalt' and on the binary systems with chromium2-4 and with molybdenum,5 showed that one likely source of differences might be attributed to the presence of phases at high temperatures which could not be retained by quenching. Consequently, the decision was made that only methods of examination at temperature should be used in this work. The correctness of this decision was confirmed during the course of the work by the investigation of the martensitic nature of the transformation in cobalt- and by the decomposition of the high temperature form of the phase Co2Cr3 on quenching.' The use of high temperature methods, including dilatometry and thermal etching led to the postula-tion of the existence of a high temperature form of cobalt with a probable hexagonal close-packed structure, transforming from cubic cobalt over a range of temperature from 1119° to 1145°C.8 One of the important pieces of evidence for this transformation was that it was observed in alloys with chromium and molybdenum which were nonmagnetic at this temperature so that confusion with magnetostriction effects was impossible. These results were not reported in this earlier paper, so that the data given here supply further evidence for the existence of a second allotropic transformation in cobalt. High temperature observations are necessarily much slower in producing results than the examination of quenched specimens at room temperature by conventional means such as X-ray diffraction or microexamination. The investigation has only covered a limited part of the field, as a result, extending from the liquidus down to about 1050°C and from the cobalt corner up to 50 pct alloying elements. The differences between the various reported diagrams for the constitution of the Co-Mo and Co-Cr systems have already been mentioned. The best available diagram in the first system is due to Sykes and Graff' which is shown in Fig. 1. Fig. 2 shows the latest Co-Cr diagram due to Elsea, Westerman, and Manning.' A comparison reveals that these are incompatible because of the disagreement with regard to the number of allotropes of cobalt. Elsea, Westerman and Manning took their liquidus and solidus curves from Wever and Haschimoto.2 The temperature horizontal in the two-phase field beneath the eutectic was placed 35" to 39°C higher than in earlier work2,4 with a new interpretation of the nature of this transformation. This interpretation also required a peritectic horizontal at about 1470°C, which has been confirmed here for an alloy with 53 pct Cr. No investigation had been made of the ternary system until after this work had been terminated, when a section at 1200°C was published." In this work a ternary compound was found by the X-ray diffraction examination of quenched alloys. This compound contained less than 50 pct Co, and was thus outside the field investigated here. IT is popular today to dramatize in a journalistic spirit, some particular factor among the causes of unemployment. Naturally the time chosen for such emphasis is usually when the factor in question is temporarily a particularly active one. A few months ago, in the unemployment then current, we saw largely the results of a healthy acceleration in changes in processes, greater efficiency, a more intensified use of labor-saving devices, perhaps also a change in products. So we have been hearing a great deal about the influence of mechanization on unemployment, the so-called technological unemployment. Many talk as if this kind of unemployment were a wholly new phenomenon, for- getting that it is a constant process in a growing industrialism, though it sometimes becomes more pronounced. At other times one would think that seasonal unemployment is the only type of unemployment, and then again the fashion changes and we hear .about nothing except cyclical unemployment. Every few years there seems to be a different fashion in labelling the germ supposed to be the cause of unemployment.
